A street vendor sets up out-side a store, and sells poorer qual-ity items at half price. A buildingowner receives a property taxbill double last year’s. A vendorcannot find a spot to set up hisfood truck. A storeowner wantsto get rid of a food truck. A chainstore’s headquarters stop a localmom and pop from offering apopular product.

Our local small businesseshave a big task with changingtastes, rising costs, and onlinecompetition, as well figuring outhow to best cope with the chal-lenges above. The SunnysideChamber has scheduled an open, cordial, informational breakfastto learn what the laws are or whomto ask, at NY Style Eats, 8AM,Tues., Feb. 23. For some com-plaints, we may have to live withthem. Everybody is trying to earna living. For others, we can workfor a solution and fair applicationof the law.

But even solving all of theabove is meaningless to a smallbusiness unable to renew a lease.

Rising property values may makespace too valuable for landlords torenew. Mom and pops lose as wellas our neighborhood. We are in thistogether, including our leaders.

Our great property valuesmake it more attractive for someto speculate – often meaning oust-ing small business that helpedbuild that value. But in NYC, that would beimpossible to put into place. Theconditions now favor real estateinterests over neighborhoods, hab-itability, and small business. Thereis a crisis and a counter measure isavailable with the power in thehands of one body.

NYC Council Members donot have easy jobs with a ficklepublic: But if they could hammerout passage of the Small Busi-ness Jobs Survival Act, they couldsave the city. (We are proud and

grateful that our Councilmember,Majority Leader Jimmy VanBramer, has endorsed the bill, now 28 out of 51.)

Our smaller property own-ers support SBJSA. There isopposition from larger real es-tate interests. Understandably,no property owner likes the ideaof more regulation and the es-tate lobby has been trying toquash the bill with alternativesor suggesting it is unconstitu-tional. But some of the bestlegal minds out there have de-bunked that claim. Already onthe books is residential rent con-trol, which would be illegal bythe same standard. SBJSA willnot prevent a landlord fromevicting a bad or nonpaying ten-ant, or prevent rent hikes.

The Small Business Jobs Sur-vival Act is a tool that mom andpops and the city need now fromtheir lawmakers. Passage will not

be easy. But it is noble work. Onlythe SBJSA:- Gives the basic right to renewal tocommercial tenants.- Gives reasonable length of leasesto the tenants (10 years).- Would stop the extortion of mostlyimmigrant owners.- Encourages equal “bargain-ing in good faith“ between land-lord and tenant, via mediationand arbitration.- Protects all the city’s commercialleaseholders, including arts, culture,not-for-profits, and manufacturing.

The Sunnyside Chamber ofCommerce respectfully asks for thepassage by City Council of theSmall Business Jobs Survival Actto save our mom and pops and ourneighborhoods

(The author is director of theSunnyside Chamber ofCommerce, a non-profit, foundedin 1947).

SEASON OF BABY SHOWERSThe New York City

Children’s Cabinet is hosting aseries of 10 free baby showers toprovide families with practicalitems like diapers, clothing andbaby supplies. Attending fami-lies can also connect to City andcommunity support programs, such as registering for a librarycard, IDNYC, or child care ser-vices, and learning about the SafeSleep for Babies program andmaternal and child health re-sources in local communities.

Future baby showers will in-clude events tailored to fathers andmale caregivers, young parents,Spanish-speaking parents andcaregivers and LGBTQ families.Space is limited, so parents andcaregivers must RSVP in advanceupon receipt of an invitation. Theycan sign up for invitations to futurebaby showers here. Parents andcaregivers are eligible to attend ifthey are currently expecting a childor have a child under one-year-old.

“I often point out that it’s easierto grow a healthy child than tomend a broken adult,” said FirstLady Chirlane McCray. “Butparenting is hard work. With theseshowers, we support our parentsand give them some of the toolsthey need to help prepare theirchildren for the future.”

In 2016, more than 100,000babies will be born across NYC.The showers are part of theCabinet’s “Talk to Your Baby”campaign, which promotes lan-guage acquisition, parent-child at-tachment and healthy brain devel-opment by encouraging parents totalk, read and sing to their babiesfrom birth. The Baby Showers areorganized by the NYC Children’sCabinet, which consists of 24 Cityagencies and Mayoral offices andis chaired by Deputy Mayor Rich-ard Buery. The Cabinet agencieswork together to advance theMayor’s commitment to increas-ing child safety and well-being in

high-need communities.“A healthy start in life is so

important,” said Administration forChildren’s Services CommissionerGladys Carrion. “The baby showeris an excellent way to remind par-ents and caregivers the ABCs ofsafe sleeping practices for infants:‘Babies sleep safest Alone, on theirBacks and in a Crib.’”

“Our littlest New Yorkers areour city’s most precious re-source,” said Health Commis-sioner Dr. Mary T. Bassett. “Achild’s early years are critical –the brain is developing rapidlyand the parent-child bond is form-ing. The NYC Children’s Cabi-net Baby Showers help us spreadawareness of the importance oftalking, reading and singing tochildren from early on. Throughthese baby showers, we hope tointroduce expectant and new par-ents to resources that can helpthem support, engage and nur-ture their little ones.”

SEWAGE SYSTEMSNEAR WATERWAYS

Following the discovery that sewagefrom Astoria Park bathrooms flowed intothe East River for more than 80 years, Sena-tor Michael Gianaris called on the Depart-ment of Environmental Protection to launchan immediate and comprehensive city-widereview of properties adjacent to waterways,in order to ensure a similar situation is notoccurring elsewhere in our city.

“Untold environmental damage hasbeen done to our waterways over sev-eral decades due to sewage pumpingdirectly into our waters,” said SenatorMichael Gianaris. “Now that this possi-bility has been discovered, it is criticalwe ensure similar situations do not existelsewhere in the city.”

Since the 1930’s, sewage from the

Astoria Park pool and Charybdis Playgroundbathroom facilities, have been dumped di-rectly into the East River. Currently, restroomfacilities at Charybdis Playground are closedand will reopen in 2019.

Senator Michael Gianaris is one of NewYork’s environmental leaders, authoring thestate’s Clean Energy Law, and encouragingthe reduction of pollution and the ensuringof safe and reliable water supply. Addition-ally, Senator Gianaris’ advocacy for en-hanced environmental protections have re-shaped New York’s fight against climatechange and have helped to maintain eco-friendly communities.

A letter has been sent to the Depart-ment of Environmental Protection callingfor this review.

EXPANDING ACCESSTO AFFORDABLE,QUALITY CHILDCARE

Rep. Joe Crowley (D-NY-14), Vice Chair of the Demo-cratic Caucus, along with Sen.Bob Casey (D-PA) and Rep. LoisFrankel (D-FL-22) announcedthe introduction of the Child CareAccess to Resources for Early-Learning (C.A.R.E.) Act, legis-lation that would expand accessto affordable, quality child carefor hardworking American fami-lies. Backed by the U.S. Depart-ment of Health and Human Ser-vices and a wide variety of advo-cacy organizations, the ChildC.A.R.E. Act would ensure thatboth parents and child care pro-viders have the resources theyneed to ensure high-quality earlycare and learning for childrenunder the age of 4.

“When the cost of child careexceeds college tuition, rent, andeven mortgage payments, that’s abig problem. Quality childcareshouldn’t be a luxury, yet too manyparents can’t meet these high costs

of care – and no parent should haveto choose between putting food onthe table or knowing their child iswell cared for. Our Child C.A.R.E.Act is an investment in Americanfamilies, an investment in success-ful child care programs, and aninvestment in our children,” saidRep. Crowley.

The Child C.A.R.E. Act boostsfunding for childcare assistancefor low-income families throughthe Child Care and DevelopmentBlock Grant (CCDBG), one of themain federal funding sources thatsupport early care and education.Specifically, the bill increasesmandatory funding for child caresubsidies for children under 4 by$25 billion over five years, in linewith what has been proposed byPresident Obama in his fiscal year2017 budget to improve access toand quality of child care across thecountry. The bill also boosts thequality of childcare by requiringthat states use these funds to alignproviders with specific, more ad-vanced quality standards.

In addition, the legislation in-cludes an investment in thechildcare workforce, giving childcare providers the ability to attractand retain quality staff. Currently, childcare workers tend to earn lessthan many other professions, evenones that require less training, de-spite the fact that they are entrustedwith lives and with the develop-ment of young minds.

FRIDAY, FEBRUARY 19, 2016THE WOODSIDE HERALDPAGE 8

by David Rosasco

Nearing the end of the cleaning op-erations on Saturday, February 13, EvelynGonzalez, 8th grade student at St.Sebastian School and one of the veteranmembers of the team, having faced therapidly declining temperatures with theresolve based on numerous prior experi-ences in such extreme weather condi-tions, keenly observed “It wasn’t as coldas it was last year, so why when we canbe out here doing something.”

This sentiment propelled the youth togather this day to continue to return thecommunity to the state that existed beforethe great snowstorm, reversing the uncleanconditions along Woodside Avenue between62nd and 73rd Streets, retrieving a volume ofgarbage so ridiculous in light of the fewernumber of pedestrians on this road as com-

pared to Roosevelt Avenue, that ElisaChauca, 8th grade student at St. SebastianSchool remarked “It didn’t seem we wouldpick up 6 bags of garbage when we started,so that’s pretty sad.

The youth also took note of the remain-ing pockets of graffiti that could not beremediated due to the freezing tempera-tures, another unfortunate result of the greatsnowstorm, noting their locations for thenext available opportunity to remove thoseinstances as well.

After hot chocolate donated by JimmySullivan of Woodside Café, and lunch at thesame venue paid for generously by MustafaArshad of Sign Media International, theyouth disbursed, with Anthony Rosasco fin-ishing the work they started through clean-ing Trimble Road and Hicks Drive, all beingcompleted just before nightfall.
