NEWSLETTER - ISSUE 17 OCTOBER 2019 Words by the Chair Dear colleagues, At this week's meeting, ITRE will resume its normal proceedings after two weeks of intensive work on the Commissioners-designate hearing's. As you know well, our application of scrutiny prerogatives of political oversight of the European Commission increases the democratic legitimacy of the European Union, and the transparency and accountability of the European executive. In this line, Thursday's agenda will be dedicated fully to exercising this oversight by holding an exchange of views with DG ENER's Deputy Director General on the preparation of the next Union list of Projects of Common Interest of cross-border interconnection of energy infrastructures followed by an exchange of views with the Commission on the upcoming World Radio Communication Conference (WRC-19). Adina-Ioana Vălean Special events Hearings of Commissioners-designate From 30 September to 8 October 2019, ITRE had been very active with organising the hearings of Commissioners-designate whose portfolios fall within the remit of the Committee. ITRE was responsible for the organisation of the following hearings: - ITRE/IMCO/ECON (joint Hearing of Margrethe VESTAGER (A Europe Fit for Digital Age) hearing) - ITRE/CULT (joint hearing) Hearing of Mariya GABRIEL (Innovation and Youth) - IMCO/ITRE (joint hearing) Hearing of Sylvie GOULARD (Internal Market) - ITRE Hearing of Kadri SIMSON (Energy) The ITRE Committee was also associated to the following hearings: - ENVI Hearing of Frans TIMMERMANS (The European Green Deal) - AFCO/JURI (joint Hearing of Maroš ŠEFČOVIČ (Interinstitutional Relations and Foresight) hearing) The purpose of those hearings was to evaluate the Commissioners-designate on the basis of their general competence, European commitment, personal independence, knowledge of the prospective portfolio, communication skills, and to assess whether they are are qualified to be members of the College and to carry out the particular duties they have been assigned. The approval of the new College of Commissioners is subject to a decision by the plenary of the European Parliament. Read all about the hearings here Meeting of 17 October - Other news and events Exchange of views with the Commission on the preparation of the delegated act setting the Union list of Projects of Common Interest (PCI) DG ENER's Deputy-Director General, Klaus-Dieter Borchardt, has been invited to present the state of play of the preparation of the Fourth Union list of Projects of Common Interest (PCIs). The Commission is to adopt the list this autumn through a delegated act. PCIs are key cross border infrastructure projects that link the energy systems of EU countries. They are intended to help the EU achieve its energy policy and climate objectives through the implementation of the strategic energy infrastructure priority corridors and areas according to Regulation (EU) No 347/2013 of the European Parliament and of the Council of 17 April 2013 on guidelines for trans-European energy infrastructure. Exchange of views with the Commission services on the upcoming World Radio Communication Conference (WRC-19) This exchange of views takes place in advance of the World Radio Communications conference in October-November (WRC-19). The conference is important as it sets binding international rules on aspects relating to spectrum use, for example with respect to mobile communications and satellite services, among others. Dear colleagues,
