    I strongly commend the efforts of Tahanang Walang Hagdanan in organizing theWorkability International Asia Annual Conference scheduled on April 22-24, 2009.

    The task is without a doubt gargantuan and requires utmost dedication, substan-tial resources, and almost all kinds of support from concerned sectors and

    stakeholders. Despite these, your organization's familiarity and exposure in promotingthe rights and welfare of people with disabilities affirms your capability of managingthis significant event.

    Workability International's advocacy of championing people with disabilities' rightto work is not an entirely new call to action. But I personally believe that such a callhas to be sustained until it is resonated to a broader sphere to make more and morepeople and organizations aware that persons with disabilities deserve equalopportunity in our society and in the world of work.

    We, at the Department of Labor and Employment (DOLE), have long been an

    advocate of promoting the workability of PWDs and make them productive membersof the community. Through our Tulong Alalay Sa Mga Taong May Kapansanan orTULAY 2000 program, we assist PWDs by facilitating their employment to jobs wheretheir skills can be maximized. This program links PWDs to jobs and livelihoodopportunities and gives incentives to establishments that hire them, thus making thearrangement equally beneficially to both workers and companies.

    I hope that the conference, along with your organization's other worthy under-takings, would result into better opportunities for PWDs. It is my wish that eventuallyevery establishment in the country will have a PWD in their workforce, not justperforming regular tasks but also excelling in their respective filed.

    On behalf of the DOLE, I wish all the conference participants a fruitful andmeaningful event. May we all become responsible partners and movers in advancingpeople with disabilities right to productive and decent work.

    I wish to thank the local people verymuch for your great efforts in holding the

    Workability Asia (WA) Conference in Manila.Especially, let me express my heartfelt thanksto the members of Tahanang WalangHagdanan, Inc. who are responsible for holdingthe Conference, as well as Ms. Joy C. Garcia.

    Workability International was founded in 1987 by thevolunteers of the organizations for people withdisabilities who gathered in Stockholm from 11 nations. In 2004, Workability International adopted thefour-region structure consisting of Asia, Oceania, Americas and Europe region groups. Up to thepresent, it has grown to a large international organization with some 120 member organizations in37 nations.

    Following the organizational change, Asia Group (Workability Asia) placed its secretariat in Japan,hold Asian Conference annually revolving the member nations, that is, in Taipei (Taiwan) in 2006,Seoul (South Korea) in 2007 and Sapporo in 2008, to exchange opinions. Also, we have made effortsto increase members.

    Today, 18 member organizations join to Workability Asia from 11 nations of the Philippines, India,South Korea, Nepal, Sri Lanka, Taiwan, Viet Nam, Malaysia, Hong Kong, Thailand and Japan.Unlike three other groups, however, Workability Asia has big issues. A typical issue is that Asiaregion is very vast, the number of nations is large (47 nations) and 4.1 billion people correspondingto 63% of the world total population live in Asia. It is almost impossible to gain an understanding ofthe conditions of people with disabilities in every nation.

    The most serious challenge is the gap in income levels. The annual gross national income per headis less than US$1,000 in one-third of the nations and less than $5,000 in another one-third of thenations. In terms of the population density ratio, 90% of people live a life with the gross nationalincome of less than US$5,000 in Asia region.

    From an economic standpoint, we are in an extremely difficult situation in taking part in WorkabilityInternational Conference or Workability Asia Conference to share the organization activities. In orderto vitalize the organization, we are making full use of various approaches to seek for sponsors andgetting involved in activities hoping that as many members as possible may join Workability Asia andas many disabled persons as possible may have a better life.

    The Conference in Manila will take place for three days only, but I hope active and deep discussionswill be held toward solution of critical issues surrounding many of you and people with disabilities.

    Aims

    Workability International's primary purpose is to champion, on a global basis, the right to work ofany person who has a disability or is otherwise marginalized. We believe that people with disabilities in particularmust have legal rights to equal opportunities and non-discrimination in all aspects of their lives, especially in theworld of work.

    Workability International was established in Sweden in 1987 by founder members from 11countries.Originally titled the IPWH, the organization took on its current title at its World Annual General Meeting held in SanDiego in January 2002.

    WI is a non-profit company limited by guarantee registered inthe United Kingdom and works based on the articles ofassociation. It has a Board of Directors elected by its membersat Annual General Meetings and representing the Asia,Americas, European, and Oceania regions. And these 4 regionalgroups (Americas, Asia, Europe and Oceania) work locally. Wehold an Annual General Meeting a year fir the wholeorganization.

    WI is composed of organizations for providing employment opportunities, employment servicesand job assistance to people with disabilities.

    Working in partnership with a range of international bodies and authorities(the Economic and Social Council of

    the United Nations, the ILO's special List of Non-Governmental International Organizations and Economic andSocial for Asian and the Pacific)

    The PNSB Dance Troupe is one of the talent groups ofpersons with vision loss in the Philippine National Schoofor the Blind, the country's premier government specialschool for visually impaired children and youth.

    The PNSB Dance Troupe operates under the directguidance and supervision of the Cultural AffairsCommittee of the Philippine National School for theBlind.

    Through their membership in the dance troupe, the visually impaired are able to meet differentkinds of people from all walks of life, and this contributes significantly to their socialdevelopment and to their acquisition of a dynamic personality that leads to the strengtheningof their self-confidence/self esteem.

    Silent StepsStarting in a one-time dance workshop for Deaf students in 2001,

    talented dancers organized themselves into a formal group, underthe Visual Performing Arts Unit of DLS-CSB School of DeafEducation and Applied Studies (SDEAS).

    Still unknown outside of the DLS-CSB community, the group hadits first major exposure in 2004, when it represented SDEAS in anall-hearing, interschool dance competition. They garnered thespecial performance award. It was also during the competitionthat the group introduced themselves to the public as Silent Steps.

    Six years since its inception as a dance workshop, Silent Steps has now evolved into the Deaf PerformingArts Program of DLS-CSB. This formation program encourages creative output through dance and smalltheatrical performances, and helps in developing Deaf students' self-esteem.

    Aside from being a performing troupe, Silent Steps has assumed another the parallel role of advocating Deafawareness among the hearing. The celebrated dancers have taken it upon themselves to "speak" on behalfof the entire Deaf communityto 'say' that Deaf people can do things as well as, or maybe even better than,hearing people can.

    TWHI's Dance on Wheels started in 1990's as a form of

    therapy for emotional rehabilitation especially for our

    residents/workers who could not accept their physical

    disability. The first group of dancers initially tried the

    easy steps of folk dancing. It was in 1999 when they did

    ballroom dancing which was more challenging and

    attracted more dancers to participate. We have launchedthe first ballroom dancing for PWDs last November

    17, 2007 through the event called Steps for a Bright

    Future which featured the TWH Dance on Wheels.

    TWHI also organized the First Philippine Ballroom

    Dancing Championship last December 6, 2008 with the

    help of partner organizations which was preceded by a Wheelchair Ballroom Dancing workshop.

    TWH takes pride in continuing this project for our beneficiaries through an established programs Wheelchair

    Dance Program of TWHI. It gives healing and therapy, as well as, develops capabilities, making the most of

    what is left of PWDs. Their ability for dance is promising as our dancers are being prepared for further training

    for local and international competitions.

    challenged children and youth an extension home

    project of the Philippine Society for Crippled Children

    Inc PSCC INC which is a private non profit

    organization

    The ROW started in February 08 1978 as a dream of Sister Roos Catry ICM a Belgian Missionary and

    Professor Antonio A Tallada a graduate and former UP Band Officer t is a small orchestra with instruments

    like Bandurias Octavinas Laud Guitars and Contra Bass as well as Drums for rhythm The music serves

    as therapy creative and spiritual formation for the children with disability outside their schooling The ROW has

    performed for various occasions in the Philippines and have also played in Europe Japan and Hong Kong

    n 1980 and 2005 the Apolinario Mabini Awards Committee of the Philippine Foundation for the Rehabilitation

    of the Disabled PFRD has deemed fit to award the ROW as the APOLINARIO MABINI Award for the

    DISABLED GROUP OF THE YEAR These distinctions have surely done much to heighten the spirit and

    enthusiasm of these young handicapped performers whose efforts they feel rewarded and honored

    ince its inception 31 years ago the ROW as AMBASSADORS of GOODWILL from the Philippines

    continues its mission of using music as therapy in the development of children with Abilities despite their

    Disabilities as their motto goes
