A PROPOSED RESOLUTION_____
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA____
To declare the existence of an emergency to immediately establish 1a taskforce, beginning this summer, to review workforce intermediaryprograms implemented by other cities and provide recommendationsfor the establishment of a local workforce intermediary in DC.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "1District of Columbia Workforce Intermediary
Task Force Establishment Emergency Declaration Resolution of 2011".
Sec. 2. (a) There exists an immediate need to approve emergency
legislation to establish a task force that will be convened by the Mayor to
review workforce intermediary programs implemented in other cities to
provide recommendations for the establishment of a local workforce
intermediary in DC.
(b) This task force, and the concept of a workforce intermediary, were
first introduced as part of the District of Columbia Workforce Intermediary
Establishment and Reform of First Source and Living Wage Amendment Act
of 2011 and were unanimously supported by witnesses from all sectors at
the hearing on the bill held on March 14th, 2011. While there continues to
be many aspects of the comprehensive permanent bill that need to be

further explored before mark-up, the need for, and support of, a workforce
intermediary is clear.
(c) Research has shown that workforce intermediarys are highly
effective mechanisms at bridging the gap between employers in need of
workers and residents in need of jobs, thereby reducing resident
unemployment and increasing economic stability and growth, not only for
individuals but for the economy as a whole.
(d) According to the Department of Employment Services, the most
recent seasonally adjusted data shows that DC has a 9.8% unemployment
rate which translates into approximately 33,000 unemployed residents.
(e) To provide adequate time for planning and preparation for the
establishment of a local workforce intermediary, this task force must be
established now and therefore, emergency action is needed immediately by
the Council.
Sec. 3. The Council of the District of Columbia determines that the
circumstances enumerated in section 2 constitute emergency circumstances
making it necessary that the District of Columbia Workforce Intermediary
Task Force Establishment Emergency Act of 2011 be adopted after a single
reading.
Sec. 4. This resolution shall take effect immediately.
