PURPOSE

The purpose of the report is to provide an update on works undertaken over the previous month and those planned for the upcoming month.

RECOMMENDATION

That the Committee receive the report and note the information.

BACKGROUND

The report includes information on Infrastructure Services work including roads, bridges, and parks. The report provides information for Councillors and staff to address ratepayer enquiries regarding construction and maintenance activities.

REPORT/PROPOSAL

Some of the major projects currently under construction are:

• Moonan Cutting - excavation works on hill side are almost complete. • Gundy Road - pavement rehabilitation near Gundy has commenced. • Willow Tree Road initial seal works completed. • Kingdon Street drainage and Main Street Kerb and Gutter has commenced. • Starrs Crossing bridge is continuing.

Works priority has been given to capital works requiring completion. The current list of compliance matters associated with this activity include:

COMPLIANCE ISSUES – WORKS DELIVERY Site Issue Progress Merriwa Depot Trade Waste discharge to

sewer Report complete from PPI Services, PPI Services now to redesign wash bay. Expected completion May 2016.

Timor Caves Gravel Pit and Cressfield Gravel Pit

Incorrect batter slope Consultant redesigning pits, then Council will regrade the pit to the correct batter slope. Expected completion May 2016.

WATER & SEWER

PURPOSE The purpose of the report is to provide an update on works undertaken over the previous month and those planned for the upcoming month.

RECOMMENDATION That the Committee receive the report and note the information.

BACKGROUND

The report provides information for Councillors and staff to address ratepayer enquiries regarding construction, maintenance and other activities in the area of Water & Sewer. REPORT/PROPOSAL

Progress of major projects is listed in Attachment 1 along with planned works. The projects currently underway include:

• Replacement of old water meters in Aberdeen, Merriwa, Murrurundi and Scone. Note that $16,375.00 was transferred from Merriwa restricted assets into the Merriwa meter replacement program so to achieve the target of no meters over a 10 year service life.

• Scone to Murrurundi Pipeline – At the time of writing this report, Council officers were reviewing the initial draft concept report from NSW Public Works.

The current list of compliance matters associated with this activity include:

Infrastructure Services Current Compliance Issues – Water and Waste Site Issue Progress Scone Sewer Treatment Plant Septic Tank Disposal Pit EPA requires pit closed due to

potential risk to ground water quality. Looking for alternatives. See report to Works and Technical Committee 8 March 2016.

Scone Sewer Treatment Plant EPA changing from a load based environment protection licence to a risk based EPL. Carried out risk based audit.

Comprehensive testing carried out by consultants AECOM in 2015 shows STP operating within requirements. Report sent to EPA. Awaiting feedback from EPA.

Aberdeen – Licensed. EPA concerns about Park shed and chemical storage. Merriwa- Licenced. Concerns about weed build up at STP Lagoons outlet. Weeds have been cleared. Murrurundi- Does not require a licence due to less than 1000 EP (Equivalent People). No Issues.

WTS.03.3 CAPITAL WORKS UPDATE

RESPONSIBLE OFFICER: Alan Fletcher - Director Infrastructure Services

PURPOSE The purpose of this report is to provide information on capital works projects within the current budgetary period.

RECOMMENDATION That the Committee receive the report and note the information.

BACKGROUND

In association with the 2015/16 Delivery Program and Operational Plan, a schedule of the planned capital works has been prepared. Budget holders have been asked to identify when the project is planned to be delivered. REPORT/PROPOSAL

The spreadsheet provided under separate cover shows the expenditure up to the end of February 2016, 66% through the 2015/16 financial year. It shows that YTD actual spend is 85% of YTD budget. There are a number of issues to consider relating to the capital works under expenditure:-

• Starrs Crossing bridge is 6 weeks behind. $470K behind YTD budget. • The administration area is showing a $122k variance underspend YTD. Several large

plant have recently been ordered and this expenditure will show up on future capital reports and correct the underspend.

• Scone waste depot works procurement is $110 000 behind schedule, work now progressing

• At the time of writing this report there are no major February contractor payments in the system.

Key projects being worked on in the coming month are:

• Finalising Stage 2 of Moonan Cutting, blasting has been completed • Gundy Road Rehabilitation Scone side of Gundy • Starrs Crossing Bridge and approaches • Kingdon St and Main St stormwater, and kerb and gutter.

OPTIONS

1. By receiving and noting the capital works update, Council is advised of works progress

and associated works scheduling. 2. Councillors may seek adjustments to works timing and priorities where identified.

Many projects are identified within Community Plans, Emergency Plans or specific operational plans ie Standards of Fire Cover for Rural Fire Service infrastructure. Council’s Asset Management Plans are also reference documents for the development of the capital works program.

IMPLICATIONS

a. Policy and Procedural Implications

Some projects involve grant funds, community donations or use of other funding sources such as R2R funds and section 94 contributions. Expenditure of these funds is in accordance with relevant policies and legislative requirements.

b. Financial Implications

All works have been budgeted for in accordance with the Delivery Program and Operational Plan (DPOP) 2015/16.

c. Legislative Implications

Not applicable. d. Risk Implications

The correct planning and completion of capital projects assists Council to mitigate their risk exposure.

e. Other Implications

Not applicable.

CONCLUSION

The capital works update report provides Councillors with a review of progress of the 2015/16 financial year capital works.

PURPOSE The purpose of the report is to provide information on the closure of the Scone septic waste facility at the Scone Sewerage Treatment Plant.

RECOMMENDATION That Council seek approval from EPA and DPI to dispose of septic waste at the Aberdeen Sewerage Treatment Plant until a permanent solution is found.

BACKGROUND

The following is the sequence of events leading up to the closure of the septic facility. On the 9th February 2016 the Mayor requested a report on the closure of the Scone septic disposal facility be tabled at the Works and Technical Services Committee. The septic waste disposal pond at Scone Sewerage Treatment Works is an unlined pond (Night soil pit) that has been accepting septic waste for decades. There are four septic pump out contractors that have an agreement with Council to dispose septic tank waste at the Scone facility. The signed agreement includes the following clause:

“The Council may, for its convenience and without the need to give reasons, terminate the Agreement at any time by giving written notice to the company. The company must, on receipt of such notice, immediately cease all activities under the Agreement”.

The contractors were first notified by telephone, which was followed by a letter terminating the agreement. Sequence of events 2 November 2015 - Site meeting with Environmental Protection Authority (EPA) at the Scone Sewerage Treatment Plant as part of EPA’s risk based licensing inspection. EPA Inspector concerned about potential risk of contamination to ground water as the dam was constructed without a liner. Council staff made a commitment to undertake an environmental site assessment to determine if there is a leachate problem. 20 November 2015 – RCA Australia were engaged to undertake an Environmental Site Assessment of soil and ground water quality adjacent to the septic effluent disposal pond. 14 December 2015 – Council received a letter from EPA as part of the Scone Sewerage Treatment Plant’s Performance Review and draft licence variation that requested information on ongoing and planned actions to improve the performance of the Scone STP, analysis of

monitoring undertaken by Council, justification for works that Council will commit to and confirmation that Council has stopped operating the ‘night soil pit’ including plans to decommission it. 28 January 2016 – The septic disposal operators were telephoned and informed that the septic waste facility would be closed, and that the closure was due to a directive from the EPA. The companies contacted were:

2 February 2016 – Letters of termination of agreement were sent to the companies. 4 February 2016 – Memo sent to sewer treatment staff advising that septic tank waste would not be accepted at any of the Council’s sewerage treatment plants or associated infrastructure. 8 February 2016 – Received the draft Environmental Site Assessment report from RCA Australia. The report has been reviewed by Council staff with results indicating there could be an issue but the results are inconclusive to determine if the issue is from the Scone Sewerage Treatment Plant site or elsewhere. Additional testing has been arranged. Volumes received The data below is based on the information provided by the septic pump out contractors in kiloliters (kL). 1 kL = 1,000 lts and the average size of a septic tank is between 3,000-4,000lts.

The total volume of septic waste received over the last 3 years is 766.5 kL (766,500lts). Council requires pump out contractors to provide a delivery docket stating the kilolitres (kL) being discharged, not the numbers of septic tanks being pumped out. For instance, 90kL would equate to 22.5 disposals a year of a 4000 ltr truck. It is difficult to accurately determine the number of septic systems being pumped based on the waste being delivered to the Scone facility. The number of registered septic systems in the Shire is not a good indicator, as Newcastle based companies including Transpacific & J R Richards also service the Upper Hunter and do not necessarily use the Scone facility. J R Richards over the last 3 years have disposed of 25kL in total. And have confirmed the Scone facility is not their preferred disposal facility. There are 2,345 registered systems within the LGA consisting of common effluent pump systems, pump-outs, aerated wastewater treatment systems, absorption trenches, reed beds and composting systems. However as many systems were installed many years ago, possibly without formal Council approval, it is estimated that up to 3,500 systems may exist. (UHSC On-site Sewage Management Strategy 2015).

REPORT/PROPOSAL

Council officers are in the process of seeking approval from the EPA and DPI Water to allow septic waste to be disposed of in the inlet chamber of the Aberdeen Sewerage Treatment Plant. The Aberdeen STP consists of two (2) 2,000 Equivalent Persons (EP) Intermittent Decanting Extended Aeration (IDEA) bioreactors with a combined capacity of 4,000 EP. The capacity spare in the treatment plant equates to 5,000lts of septic waste. This is dependent of the septicity of that waste.

The EPA considers the proposal to discharge septic waste into the Aberdeen inlet chamber as a change in treatment process and requires consent under the Environmental Protection Licence the treatment plant is operating under. The EPA’s role is to protect the environment and will ensure the quality of treated discharge water’s quality is not impacted with the proposal. Council is also required to seek section 60 approval from DPI Water who will consider the biological impact of the proposal to ensure the Sewerage Treatment Plant’s performance will not be compromised. Septic tank pump out waste is difficult to treat as it is concentrated effluent and the properties are different to what the Sewerage treatment plant was designed to receive. There will also be an additional labour cost required to be onsite to ensure the inlet screens are not bypassed. c. Legislative Implications

PURPOSE The purpose of this report is to update Council on the Scone Golf Course Redesign and put forward a draft concept design following public exhibition and comment.

RECOMMENDATION That Council adopt the Scone Golf Course Redesign concept plan and report.

BACKGROUND

The proposed RMS Scone bypass route travels through the Scone Golf Course and requires the redesign of the Scone Golf Course. Discussion have been held with RMS, the Golf Club and the RSL over a long period of time about the proposed route of the bypass and the Scone Golf Course. A design brief for the Scone Golf Course Redesign was prepared by Council. RMS and the Golf Club/ RSL reviewed the brief. Quotations were called. Council staff along with Golf Club/RSL representatives were involved in the quotation assessment process. RMS signed off on the preferred quotation as RMS are funding the redesign work. Shape On It Pty Ltd were awarded the redesign project in October 2015. REPORT/PROPOSAL

The designers have been through a design process including an initial site meeting plus three design review meetings to get to a preferred design option. This preferred design option (option 2) was presented to Councillors at the Council briefing on the 23 November. The draft concept design was reported to the December 2015 Works and Technical Services Committee, then the December Council meeting and was then advertised for public comment. The concept design project includes the design work, a quantity surveyors report (estimate of costs) and statement of environmental effects suitable to lodge with a development application. Written submissions closed 12 February 2016. Six submissions were received and one included in Attachment 1. OPTIONS

c. Legislative Implications There are a number of land acquisition and lease issues that need to be managed and completed prior to construction work. Land value and facilities compensation packages also have to be negotiated. d. Risk Implications The Golf Course Architects have considered risk issues in the design work. For example the safety clearance distances between fairways and roads etc have been adjusted to meet current safety requirements. There are also a number of risks associated with the golf course construction project. For example:

• Financial risk with tendering and project management. • Work, health and safety risks. • Time risk. The new course needs to be completed prior to the bypass construction

RMS advised that the proposed Scone bypass construction is scheduled to commence April 2017. To provide continuity of play for golf in Scone construction will need to commence as soon as possible.

WTS.03.6 SCONE TO MURRURUNDI PIPELINE PROJECT FEBRUARY

2016 UPDATE

PURPOSE

The purpose of this report is to provide an update on the progress of the Scone to Murrurundi Pipeline project up to the end of February 2016.

RECOMMENDATION

That Council receive the report and note the information.

BACKGROUND

In 2013 Council commissioned NSW Public Works to undertake a study to develop and evaluate water supply options for Murrurundi. This study was prepared in conjunction with a yield analysis to assess the availability of water from the local Pages River source at Murrurundi. Based on cost, and social and environmental benefits, the study found that the preferred option to supply water to Murrurundi was the construction of a potable water supply pipeline from Scone to Murrurundi.

Following the findings of this study, Council made a grant application to the NSW Government’s Restart NSW Fund’s Water Security for Regions Program for joint funding to construct the proposed water supply pipeline from Scone to Murrurundi. The grant application was successful.

The NSW Government entered into a deed with Council on the 3 March 2015 to construct the water supply pipeline from Scone to Murrurundi, including the supply of water to the villages of Parkville, Wingen and Blandford. (Note: The supply of water to the villages is considered a secondary priority and therefore construction of village reticulation systems will occur after construction of the main pipeline to Murrurundi). In October 2015, Council investigated options for future proofing the pipeline against any unexpected increases in water supply demands at demands. Council decided to fund an additional $156,000 upfront to design and build in basic features that would allow the pipeline to be easily increased in capacity in the future should the need arise.

The Scone to Murrurundi Pipeline Project has a total funding value of $14,199,000 and is scheduled to be completed by January 2020. REPORT/PROPOSAL

Council was advised of the execution of the funding deed (the Deed) on the 11 March 2015 and this date has been adopted as the project commencement date. Key Project Dates

Progress

The delays in the concept design phase due to the need to identify the feasibility of a Rural Water Supply Scheme have now ended. A full rural water scheme was assessed as not being viable. People who had expressed interest in the scheme were notified by letter on 9 November 2015. A simpler and more manageable stock and domestic system to properties along the route was identified as viable. The final cost of each connection, supply conditions and water costs will be provided to potential residents shortly. At that point Council will seek expressions of interest for those who wish to sign up for a domestic connection. The number of connections will be limited to what the system can accommodate. There will also be restrictions on supply and will require storage tanks and pressure systems. Project concept design is now being finalised ready for community engagement. The overall project is on track to meet the original completion date. Works Undertaken Since Last Report
