In relation to large loads that require escorts, contact will be made with KCC in advance of

the arrival of these vehicles and appropriate measures will be implemented in order to

minimise disruption for both vehicular traffic and pedestrians in the surrounding area.

A portable jet wash will be located at the site entrances to operate a wheel wash to ensure

that mud and debris is not trafficked onto the estate roads from vehicles exiting the sites.

Regular monitoring of the highways and footpaths will take place to ensure that the

surrounding areas are maintained free of debris.

The Principal Contractor will co-ordinate all deliveries and collections to/from the sites; and

    ensure that:

    • All delivery and collection vehicles will be made aware of the proposed routing; • Deliveries / Collections will be made where possible on a ‘just in time’ basis.

All deliveries will be made to the designated areas within the site. If for any reason it is

necessary to load and unload outside the site boundary, the details and procedures for this

will be agreed in advance with KCC and occupants of neighbouring residential houses.

The communication between vehicles accessing site and the site itself will be maintained to

minimise congestion around the site and any possible stacking. Mobile phones will be used

to ensure communication is maintained between drivers and the site such that the arrival of

    vehicles can be suitably planned.

A pre-commencement site meeting shall be held prior to any works commencing on site in

order to agree all approved processes with the project team and construction personnel. No

notice boards, cables, nails or other items shall be attached to any part of any retained

trees. Site operations, such as deliveries or machine operation shall be organised to avoid

damages to the trunk of trees or crown of trees on or off site trees.

Proposed measures to manage impact on surrounding residents

    • Prior to the commencement of any works a condition survey of Seal Drive, Wildernesse Avenue from the western edge of the site eastwards to Park Lane will be carried out. A

record of the survey will be given to the Roads Trust.

    • The access route will be inspected on a monthly basis and any necessary repairs will be carried out. On completion of the works the roads will be surveyed and all

necessary repairs caused by the construction traffic will be undertaken.

  • Wildernesse House, Sevenoaks

    • A speed limit of 10mph will be imposed on the construction vehicles, once they come off the A25

    • In order to protect the verges along the route, timber posts will be planted, every 3 m along the route on both sides of the route in accordance with the method statement

appended to this document. These will match those recently installed along

Wildernesse Avenue. See attached plans LL 454-400-0028, LL 454-400-0051, LL 454-

    400-0052, LL 454-400-0053, LL 454-400-0054, LL 454-400-0055.

    • Three trees at the junction of A25 and Seal Drive on the eastern side are very close to the road and we propose to protect these trees by wrapping the trunks with chestnut

pailing fencing up to a height of 1.5-1.8m above ground.

    • Any branches overhanging the carriageway will be pruned back in line with the road edge to a recommenced height of 4m. This will require the removal of small branches

only that will not have significant effect on the tree condition. These works will be

carried out by a recognised tree surgeon.

    • The access route will be inspected on a monthly basis by an arboriculture consultant to monitor the condition of the trees and if there is any impact of traffic on the trees.

    • Vehicles will not be allowed to queue on the highway. • A wheel wash operation will be located at the site entrances to prevent the spread of

    any mud/debris onto surrounding roads.

    • Management of vehicles on site will be in accordance with guidelines (HSG144 and INDG199 – HSE guidelines on vehicle movement and management). All site

plant/vehicles will be banked by a trained banksman and signs indicating vehicle

routes will be posted on site.

    • All drivers will be issued with a copy of the traffic route plan prior to coming to site and will receive at traffic management induction at Demolition Contractor’s haulage yard

    prior to attending site.

    2. SCOPE OF WORKS

    2.1.6 Erection of Tree Protection

All required tree protection within the site will be erected in accordance with the issued drawing No LL454-400-0028.

    2.1.7 Service Isolations.

The Demolition Contractor’s sub-contractor, will carry out this work. They will be responsible to supply all of their own method/risk assessments and will isolate all buildings for demolition.

    2.1.8 Asbestos Identification

All asbestos indicated within the demolition surveys will require identifying prior to any operatives entering the buildings. The site supervisor will escort the Asbestos supervisor around each of the buildings; all asbestos products will be sprayed red with line paint to clearly show their locations. Any disturbed areas of asbestos will be fully cordoned off and appropriate signage posted. This will be carried out on all floors of all buildings.

    2.1.9 Enabling Soft Strip

This will be carried out prior to the removal of any asbestos, the aim of this is to ensure a safe and clear access/egress route is available around the building for the asbestos operative’s transit routes. All waste from this will remain in the buildings at this time.

    2.1.10 Asbestos Removal

The items of asbestos notified to the HSE will be removed by specialist licensed contractors. A separate method statement will be written for this. A 14 day notification period (ASB5) will be submitted to the HSE prior to these works commencing.

    2.1.11 Final Soft Strip

In accordance with the demolition phasing the buildings will require soft stripping prior to demolition to remove rubbish, fixtures and fittings and non-load bearing walls, soft stripping of the building will enable the concrete/hard-core to be processed more efficiently and the contamination of the recycled hard-core is minimised. When all known hazardous materials have been removed and live services terminated the soft stripping of the building can commence. Redundant M/E can be removed upon disconnections being issued by

  • Wildernesse House, Sevenoaks

    the Client. The M/E removal will be carried out using reciprocating saws fitted with demolition blades and powered by a portable petrol generator. Working progressively through the building the items below will be removed using a combination of hand tools, mattocks, crowbars and alike in a general soft stripping exercise;

    • Floors, Removal of all floor coverings and carpets etc • Removal of all rubbish, furniture, equipment and stockpiled Materials Walls, Removal of non-load bearing walls, plasterboard and partitions, cills, light

    fittings and fixed shelving

    • Paneling and sheet finishes to the walls. • Ceilings, Removal of any suspended ceiling tiles, plasterboard finishes,

    suspension systems and light fittings.

    • Toilets, Stripping out and removal of all toilet fixtures and fittings including toilet pans, sinks and cubicles.

    • Removal of all surface mounted electrical and mechanical cabling and pipe work.

All waste will be removed from the buildings using the access doors. No material will be thrown out of any windows. The operatives will load wheelbarrows and walk all of the material out of the building to a recycling container positioned in a segregated area to be agreed with the Site Manager. The operatives will deposit the material on the ground. The material will then be picked up using a 360 machine fitted with a selector grab attachment for the loading of the skip.

    2.1.12 Demolition of Buildings

The buildings will be demolished using a 360 excavator fitted with a selector grab attachment, at all times of demolition water will be sprayed from a hose and directed onto the area of work to act as a dust suppressant. The Demolition Contractor supervisor will ensure all segregation is in place and all buildings are empty prior to works commencing.

The machine operator will begin by removing a section of the roof, this material will be allowed to fall to the floor. The machine will work from left to right using the selector grab to remove the roof uniformly. With a section of the roof removed the machine will start to demolish down the front elevation of the building, the debris will be allowed to fall onto the floor and slab area of the building. At this stage any window frames, steel beams will be removed and placed into a segregated area for disposal.

    The buildings will be demolished as sequenced below;

    1 1

    2

Stepped demolition sequence – area 1 demolished 1st

Stepped demolition sequence – area 1 demolished 1st, then area 2

    area 3

Stepped demolition sequence – area 1 demolished 1st, then area 2, then area 3

    and finally area 4

The machine will then commence on the side walls of the building. These will be reduced down equally to maintain the stability of the building. The side walls will be reduced back to the next section of the roof to be demolished. Works will cease periodically for the slab area to be cleared of debris to maintain a clear working area.

Demolition work will then cease to allow a further 360 excavator fitted with a bucket attachment to enter the area and remove all debris for processing. This material will be stockpiled. The processing will separate any timber or metal from the hard-core with the clean hard-core being stockpiled prior to being crushed and left on site for future use by the Client (area to be agreed) or removed from site.

All debris removed will be placed into the relevant skip for disposal and recycling. The operator will work along the building continuing the demolition using the same process. All buildings will be left in a safe and stable condition at the end of each working day. This method of demolition will be repeated until the entire building has been demolished down to the ground floor slab.

    2.1.13 Slabs & Foundations

The Demolition Contractor’s Supervisor will issue the machine operator a permit to dig on a daily basis. The area will be CAT scanned with a fully trained operative. The machine will pepper the entire slab of the building breaking the concrete into manageable size pieces; this can then be pulled up and stockpiled using the excavator fitted with a bucket attachment. This material will be processed to remove any metal reinforcing and moved to a separate area for removal from site using eight wheeled tippers. The foundations of the building will be broken up using the hammer attachment; the local area will then be probed for any further obstructions. The foundations will then be removed using the bucket attachment; this will also be processed and stockpiled at the agreed area for crushing.

    2.1.14 Crushing

After the demolished material is sorted and the suitable for crushing separated, the material for crushing will be stockpiled in the appropriate location. This stockpile will be watered down on a regular basis.

The material will then be loaded into hopper of the crushing machine, which has water jets to mitigate dust spread, material will go through crusher and onto a conveyor belt,

  • Wildernesse House, Sevenoaks

which also has water jests, to a stockpile. The stockpile will then be watered down at regular intervals.

From the stockpile the material will be used for the construction of the new access road.

All surplus material will be carted off site.

Machine above is indicative of crusher to be used.

    2.1.15 Working hours

    08.00am – 18.00pm Monday to Friday. 08.00am – 13.00pm Saturday.

Arboricultural Method Statement for the protection of trees along Seal Drive andWildernesse Avenue during the proposed re-development at Wildernesse Estate, Sevenoaks, Kent, TN15 0EA

    Dear Mr. Starling,

Thank you for your instruction to provide an Arboricultural Method Statement for the

protection of trees along Seal Drive and Wildernesse Avenue which will serve as the main

access roads during the Demolition and Construction Phase of the approved re-development

(Planning Application Ref no.: 14/01562/OUT) at Wildernesse House, Wildernesse Avenue,

    Sevenoaks.

I have been supplied with the Demolition Method Statement (Ref no.:

G/777/11671/DW/00) compiled by 777 Demolition, dated 27th May 2015, Demolition and

Construction Vehicle Access Plans (Fig 1) by Odyssey Markides, dated May 2015, Tree

Protective Fencing Plan – General Arrangement (drawing no.: LL454-400-0028),Tree Protective

Fencing Plans - Detailed Arrangement (drawing nos.: LL454-400-0051, LL454-400-0052, LL454-

400-0053, LL454-400-0054, LL454-400-0055) by Camlins Landscape Architects, dated May

2015, the Construction Management Plan revision A, dated 18th August 2015, and the Traffic

Management Plan revision 01, dated August 2015.

The construction route for the demolition and enabling works and construction activities

will be from the A25 via Seal Drive and into Wildernesse Avenue, as shown at Appendix A, and

will serve as the main access route for the duration of the development.

Seal Drive and Wildernesse Avenue are both single carriageway roads with a sealed

tarmac surface. The trees are at varying distances to the road edge and are growing within a

grass verge. As shown in photographs 1 and 2 below (Seal Drive).

Arboricultural Method Statement for the Protection of Trees at Our Ref.: AR/3416AMS/rg Rev ASeal Drive and Wildernesse Avenue, Sevenoaks, Kent, TN15 0EA 2nd September, 2015

I visited site on the 4th August 2015 and inspected the trees growing along either side of

Seal Drive, particularly the three trees growing adjacent to the A25 and Seal Drive junction. The

trees comprise predominantly lime but with English oak towards the south-eastern end. Those

trees along Wildernesse Avenue were also inspected.

The protection status of the trees has not been investigated, however the site, including

Seal Drive and Wildernesse Avenue are situated within Wildernesse Conservation Area.

This method statement has been drawn up to comply with the recommendations of

British Standard BS 5837: 2012, Trees in relation to design, demolition and construction –

    Recommendations [BS5837].

I have set out the protection and working methodology relevant to trees under the

following headings, along with three appendices:

    1. Tree pruning,

    2. Tree protection along Seal Drive and Wildernesse Avenue,

    3. Trunk wrapping,

    4. General matters.

Appendix A. Vehicle Access Plan by Odyssey Markides

Appendix B. Tree Protective Fencing Plan – General Arrangement by Camlins

    Landscape Architects

    Appendix C. Trunk Wrapping Detail

    1. Tree Pruning.

1.1 The vehicles accessing the site will vary between small vans, 40ft skip lorries, four axle

    trucks to flatbed articulated vehicles.

1.2 The pruning requirements to create the required headroom underneath the crown

overhang to Seal Drive and Wildernesse Avenue are based on the approximate

maximum vehicle height using the access road, and I recommend a 4m clearance is

    provided.

Arboricultural Method Statement for the Protection of Trees at Our Ref.: AR/3416AMS/rg Rev ASeal Drive and Wildernesse Avenue, Sevenoaks, Kent, TN15 0EA 2nd September, 2015

1.3 Where branches overhang the roads these are to be pruned back in line with the road

edge to the recommended height of 4m. This will require the removal of small branches

only and will not have any significant effect on the health and physiological condition of

these trees and will not detract from the character or appearance of Seal Drive and

    Wildernesse Avenue.

1.4 In relation to potential large loads using the access road, appropriate measures will be

implemented at such time in order to minimise potential damage to overhanging

branches above 4m, and may include additional pruning or the temporary tying back of

    branches.

1.5 Pruning works will be required to be in accordance with British Standard 3998:2010 Tree

    work - Recommendations [BS3998].

    2. Tree Protection.

2.1 With reference to the Geological Survey Drift Map, Sheet 287, Sevenoaks, the site is on

the Lower Greensand Group, namely Sandgate Formation which consists of fine sands,

silts and silty clays, and Folkestone Formation which comprises medium and coarse-

grained, well-sorted cross-bedded sands and weakly cemented sandstones. Quaife

Woodlands has not investigated the clay content of the soil and subject to a formal soil

investigation I have assumed there to be some clay present. Clay is a shrinkable soil,

susceptible to compaction which is harmful to tree roots.

2.2 Where tree roots pass beneath Seal Drive and Wildernesse Avenue, the road itself

provides adequate ground protection to prevent root damage from compaction as a result

of increased road usage. There is considerable root mass beyond the RPA and even if

there were to be some loss to root fibre function under the road, overall it will be a minor

proportion of the assimilative root mass. Consequently the use of Seal Drive and

Wildernesse Avenue as the main demolition and construction access roads will not cause

the trees any discernible harm. On that basis I am satisfied that no additional ground

    protection is required.

2.3 Some form of separation barrier is required to prevent vehicles encroaching onto the

grass verge along both sides of Seal Drive, to prevent direct damage to the trunks of

retained trees, and to avoid compaction of the soil, which can arise from the single

passage of a heavy vehicle, and so that the trees root functions remain unimpaired.

2.4 Within the verge area the combined zones of RPAs form the Construction Exclusion

Zone [CEZ] and will be protected using a series of timber bollards positioned at 3m

intervals along both sides of Seal Drive, and as shown at Appendix B, and similar to

those recently installed along Wildernesse Avenue.

2.5 The holes will be hand dug with a “shuv-holer” or something similar, which is a tool

enabling holes to be dug at the required diameter, thus minimising the extent of

excavation, and to a depth of approximately 400mm to 500mm. Any roots smaller than

25mm diameter may be pruned back, making a clean cut. Where roots occur in clumps

or roots over 25mm are identified these will be severed following consultation with the

appointed arboriculturalist, or the spacings of the timber bollards moved accordingly.

2.6 This timber bollards are to be set in place before any work commences on site.

    3. Trunk Wrapping.

3.1 Three trees at the junction of the A25 and Seal Drive on the eastern side are in close

proximity to the road edge and require trunk protection.

3.2 I have been advised that trunk wrapping using padding and chestnut battens is the

preferred method of tree protection, and I attach a method for Trunk Wrapping at

    Appendix C.

    4. General Matters.

4.1 The protection measures are to be overseen by an individual, e.g. the Site Agent, to be

responsible for all arboricultural matters on site. There will be an initial induction meeting

with all those involved in attendance. This person must:

    a) be present on site for the majority of the time,

    b) be aware of the arboricultural responsibilities,

    c) have the authority to stop any work that is causing, or has the potential to

    cause harm to any tree,

    d) be responsible for ensuring that all site operatives are aware of their

responsibilities toward trees on site and along the access roads, and the

consequences of any failure to observe those responsibilities,

    e) make immediate contact with the local authority and/or a retained

arboriculturalist in the event of any tree related problems occurring, whether

    actual or potential.

I have taken account of the information provided to me and I am satisfied that the tree

pruning requirements and tree protection measures I have set out with regard to the use of Seal

Drive and Wildernesse Avenue as the main demolition and construction access are fully in

accordance with current standards and guidance.

    Yours sincerely,

    Becki Gawthorpe

Trunk Wrapping for the Protection of Trees

(Adapted from AS4970 2009 Protection of trees on development sites)

    1. Where a tree is to be retained and a Construction Exclusion Zone [CEZ] cannot beadequately established due to restricted access e.g close proximity of trees to access, thetrunk and branches in the lower crown will be protected.

    2. The trunk and branches will be protected by wrapping two layers of hessian or carpetunderfelt around the trunk and branches for a minimum of 2m or as lower branches permit.

    3. Wire or rope is used to secure 75x50x200 mm hardwood battens together around the trunk. These battens are not to be nailed or screwed to the trunk or branches.

    4. The number of battens to be used is as required to encircle the trunk and the battens are toextend to the base of the tree.

    5. The trunk protection is to be erected before any work commences on site, is to remain in situundamaged for the duration of all work or each phase, and only to be removed once all workis completed.
