BC Hydro reported an electrical contact which occurred on Saturday,September 14, 2013 at this location during the demolition of a building.A contractor s excavator (S&A Excavation Ltd. - IR2013156680138)) beganbreaking up a building, but the 110/220 volt service line had not beendisconnected. Other buildings and mobile home residences were serviced bythe privately owned high voltage line on the property. Surrey RCMP and BCHydro responded to the site and disconnected the high voltage line nearthe property line, leaving the residences without power.

BC Hydro informed the property owner that the high voltage line could bereconnected only after the owner hired a qualified electrical contractorto remove the damaged service lines and confirmed that the electricalservice lines and equipment were safe to re-energize.

There are several issues that must be addressed by the property owner:

1)Possible electrical hazards from damaged service lines.

2)Possibleelectrical hazards from temporary generators connected to thecircuits by the residents.

3)Adequate oversight of the demolition activities to safely coordinatethe work.

The property owner immediately stopped all demolition work at this siteafter the electrical contact. There is a temporary fence around the worksite and on-going supervision of the site.

The property owner is acting as the prime contractor for a demolitionproject at this location but has failed to appoint a qualified coordinatorfor the purpose of ensuring the coordination of health and safetyactivities for the location.

This is in contravention of the Occupational Health and Safety RegulationSection 20.3(2)(a)Ci).

If a work location has overlapping or adjoining work activities of 2 ormore employers that create a hazard to workers, and the combined workforceat the workplace is more than 5, the owner, or if the owner engagesanother person to be the prime contractor, then that person, must appointa qualified coordinator for the purpose of ensuring the coordination ofhealth and safety activities for the location.

Demolition of the motel cabin structures proceeded before the energizedelectrical service lines were disconnected and removed.

This is in contravention of Occupational Health and Safety RegulationSection 20.113.

Demolition must not proceed until all utility services which may endangera worker have been disconnected in the manner required by the owner of theapplicable utility service.

Stop all demolition work at this site until the electrical service linesare disconnected and removed by a qualified electrician.

The demolition work at this site has not been adequately planned orcarried by the property owner resulting in violations of WorkSafeBCrequirements related to asbestos abatement and disconnecting electricalutilities. There are no written construction/demolition procedures toaddress the hazards that are expected from such work.

The work has currently been stopped because of electrical hazards on thesite .

This is in contravention of the Occupational Health and Safety RegulationSection 20.3(4)(c).

The information required by Subsection 20.3C2)Ca)Cii) includes a set ofconstruction procedures designed to protect the health and safety ofworkers at the workplace, developed m accordance with the requirements ofthe Occupational Health and Safety Regulation.

Note: the information required by Subsection 20.3(4) is a part of theoverall health and safety program required by Part 3 of the OccupationalHealth and Safety Regulation (rights and responsibilities). See sections118 and 119 of Part 3 of the Workers Compensation Act for the statutoryrequirements for coordination at multiple-employer workplaces and thegeneral duties of owners.

Before demolition work resumes on this site, the owner or the owner'squalified coordinator must provide a copy a written plan that addresses:

1)Disconnecting and removing the electrical service lines to thebuildings that will be demolished.2)Control measures to work in close proximity to the privately owned highvoltage power line (de-energized at this time) adjacent to the building tobe demolished.
