U DISTRICT STATION AREA MOBILITY PLAN

Workshop 1 Small Group Mapping: Opportunities Summary Wednesday, March 7, 2018 5-7:30pm U Heights, 5031 University Way NE

Five groups participated in the small group mapping exercise to identify challenges and opportunities. The following lists the groups’ priorities. Numbers in parentheses indicate the number of tables at which the idea arose (when mentioned by more than one group).

Individual priorities are illustrated on the “Priorities” map.

Focus on The Ave with some level of pedestrianization (5): • Transit mall (Metro rendering of one-way trolley (TM2), Denver wide sidewalks and lots of

landscaping (TM1), or Seoul curbless street with marked crossings, landscaping, and furniture (TM4)) (2)

• Pedestrianization (quality environment, parklet)

• Pedestrianize the Ave (at least up to 45th) or potentially Brooklyn with rezone of blocks south of station

• Pedestrian-only

• Pedestrian friendly (Festival street (FS) or pedestrian mall)

• Pedestrianize the Ave or alley, but only with care for business access and public space maintenance

Focus on alleys (5): • Activate alleys surrounding station and The Ave (2)

• Treat alleys as part of the public space network

• Utilize alleys more for circulation

• Activate without displacement

• Liked the multi-use alleys photo (A)

Focus on NE 43rd Street (3): • Transit mall (Metro rendering of one-way trolley (TM2))

• Pedestrian friendly

Page 2: Workshop 1 Small Group Mapping: Opportunities Summary District Mobility... · 2019-08-26 · UDM_Workshop1_TableSummaries - 3/25/18 . Prioritize ped/bike users/separate people from

U DISTRICT STATION AREA MOBILITY PLAN MAKERS architecture and urban design 2 UDM_Workshop1_TableSummaries - 3/25/18

Prioritize ped/bike users/separate people from vehicles/increase walkability (3) • More protected phases at signals

• Wider sidewalks and buffers (2)

• Bike lanes

• Pedestrian scrambles

• Aerial walkways/bridges

Public space (3): • Pedestrian amenities (parks, restrooms, lighting, trash pick-up/cleanliness)

• Maintenance and attention to upkeep/care

• Vision limited by past experiences and current conditions (e.g., parklet, drug use, crime, and trash)

Efficient transfers to multiple modes, especially buses, at station (2) • Perhaps bus transfers on Brooklyn (TM1)

ADA accessibility (2) • Especially near the station

• Paratransit

Public and private car parking (2)

Prioritize business needs

45th from campus to Wallingford should be improved, particularly for peds and bikes

Signal coordination to support multiple modes better

Bus layovers away from center of neighborhood (north)

Bike parking (garage) near station

Do some great street (transit mall or play street)

U DISTRICT STATION AREA MOBILITY PLAN

Workshop 1 Objectives Results Wednesday, March 7, 2018 5-7:30pm U Heights, 5031 University Way NE

1. Safety: Reduces the chances of collisions (Note that “Safety” was in a less visible corner of the room, and some of the ideas placed under other categories could have been posted here, as well. Safety was the highest scorer on the online survey.)

2. Multimodal holistic plan (9 dots total): Adds to a holistic transportation network that allows people to easily use their mode of choice – walking, biking, transit, driving, etc. (1 dot)

o Parking (1 dot)

o Use alleys for bikes (if so, need as PBL) (1 dot)

o Transit system feeds other stations, not just U District

o Focus on walkability (6 dots)

3. Efficiency (9 dots total): Makes it faster and easier to travel to/from U District destinations (2 dots)

Edits: Removing cars from the Ave! Why do we dedicate the vast majority of the ROW to the smallest number of people served? Have you ever seen a rush hour packed bus stuck behind a slow parallel parker or driver struggling to make a turn?! The sidewalks are way too small to boot and exchanging parking for sidewalk/loading space would make a lot of sense! (3 dots)

o Move bus stop from 41st to Campus Parkway (1 dot)

o Truncate service (such as the 71) at Roosevelt Station

o Move bus stop

o Closer transfers and better bus stop locations (2 dots)

o Route 71 service to the District on Sundays (1 dot)

4. All ages & abilities accessibility (6 dots total): Improves access to the U District Station and neighborhood destinations for all people (2 dots)

o Drop-off curb space (2 dots)

o Reserve handicapped spaces and parking spaces at University Heights/Tower

o Improve street surfaces (1 dot)

o Last mile access for low mobility folks (1 dot)

o Vans for low mobility

5. Reliability & resilience (3 dots total): Improves consistency of trip time and quality (3 dots)

o Buses on the Ave in long queues (“bunch up”)

Page 8: Workshop 1 Small Group Mapping: Opportunities Summary District Mobility... · 2019-08-26 · UDM_Workshop1_TableSummaries - 3/25/18 . Prioritize ped/bike users/separate people from

U DISTRICT STATION AREA MOBILITY PLAN MAKERS architecture and urban design 2 UDM_Workshop1_objectivesResults - 3/25/18

6. Neighborhood vitality (5 dots total): Accommodates business access needs and supports a thriving community (5 dots)

o Directional signs at station

o Pleasant environment

7. Social equity (13 dots total): Works to benefit a range of socioeconomic demographics, vulnerable sectors of the community, and communities of color (7 dots)

Edits: Design for accessibility – not displacement of houseless folk (i.e., benches, activated alleys) (6 dots)

o U Heights bus stop

o Restrooms and other amenities

8. Comfort (6 dots total): Improves the sense of comfort and security by designing public space for the human experience (e.g., lighting scaled for pedestrians, adequate seating, weather/climate considerations, visually inviting, sight lines to reduce crime, etc.) (1 dot)

o Family-friendly (3 dots)

o Wider sidewalks (1 dot)

o Make more comfortable for walking (1 dot)

9. Placemaking (7 dots total): Improves the character of a unique place by maintaining and supporting cultural assets and neighborhood history (7 dots)

Edits: Wayfinding

o Activate alleys

10. Community interests (4 dots total): Is desired by local residents, businesses, and other community members (4 dots)

11. Implementation: Is feasible and/or consistent with the projects in the City and transportation agency’s adopted plans

U DISTRICT STATION AREA MOBILITY PLAN

Workshop 1 Open-Ended Questions Results Wednesday, March 7, 2018 5-7:30pm U Heights, 5031 University Way NE

What do you want us to understand? What would help you get to and from the future U District Station more easily and comfortably?

• Bus 71 service on Sundays.

• We don’t need more 71 service, if 62 can get ramped up! It can serve Roosevelt. Maybe have two versions of 62, with one that takes the old 71 route, then View Ridge to Wedgewood.

• Bus service on 45th to U Village.

• Stoplight crossing at Roosevelt and 41st.

• Neighborhood circulation?

• Ride bike.

• Run to station.

• For large, well-used bus stops (1,168-1,876 circles), enclosed bus shelters with indoor waiting areas like by Bellevue College.

What would you like this project to address? • Preserving on-street parking on the upper Ave, especially angular parking.

• More greenspace plants.

What are your fears or concerns about future mobility in the station area? • Bus routing around station.

• Pedestrian and bike safety around the station.

• Existing bus routes will be eliminated making transport more difficult.

• SDOT, Metro, and Sound Transit are ignoring the needs of those who are elderly and disabled and rely on handicapped parking spaces and ramps to get to destinations. It’s a scandal.

• Efficient passenger drop-off traffic pattern.

• Maintaining accessibility for people with mobility needs.
