• RU controls maintenance managed by other entities such as keepers.

Economic nonsense: many keepers and RUs exchange wagons. RUs are not capable to control all keepers or all entities in charge of maintenance for keepers!

• Certification of ECMoProvide assurance to RUs that the ECM is

competentoUnique European certification oThe European Commission will adopt by end

2010/beginning 2011 an European regulation based on an ERA recommendation.

- The European regulation will be presented to the representatives of Member States in December 2010 (RISC)

1) Keeper has no ECM. What happens?Registration must contain identification of ECM

incomplete registration the wagon can not be operated!

2) ECM for all wagons? YES, mandatory also for all wagons. Exception: if

excluded by the Railway Safety Directive3) ECM and GCU?No link. ECM is imposed by law, CUU is private

4) Need of approved workshop (atelier agréé)?Legally the workshop must be approved by the
