The phenomenon of OER is an

empowerment process, facilitated by

technology in which various types of

stakeholders are able to interact,

collaborate, create and use materials and

pedagogic practices, that are freely

available, for enhancing access, reducing

costs and improving the quality of education

and learning at all levels

(Kanwar, Balasubramanian & Umar 2010)

Foster awareness and use of

OER.

Facilitate enabling environ-

ments for the use of

Information and Communi-

cationsTechnologies (ICT).

Reinforce the development

of strategies and policies on

OER.

Promote the understanding

and use of open licensing

frameworks.

Foster strategic alliances for

OER.

Support capacity building for the

sustainable development of quality

learning materials.

Encourage the development and

adaptation of OER in a variety of

languages and cultural contexts.

Encourage research on OER.

Facilitate finding, retrieving and sharing

of OER.

Encourage the open licensing of

educational materials produced with

public funds.

delievery, learning mode,

assessment etc….
