Glossary Of Terms

1. Project Requirement The mitigation/enhancement measure written isessential for implementation. It forms part of theproject. The mitigation /enhancement measuremay continue during entire project life.

2. Contract Requirement The mitigation/enhancement measure is a partof contract document to be signed betweenUPPWD and contractor for the implementationof project. The mitigation enhancementmeasure shall be completed vithin theconstruction period.

3. MoRTH Specification The specifications published IRC (Indian RoadCongress) to be followed in road construction.These have been adopted by MoRTH .

4. Design requirement Mitigation/enhancement measure specified inthe highway design of project route.

ENVIRONMENTAL MANAGEMENT PLAN FORBANGARMAU BYPASS(PROPOSED ROUTE 4A)

October 2003

I INTRODUCTION

The Public Works Department, Uttar Pradesh. is carrying out the Uttar Pradesh StateRoads Project under World Bank Loan 4114-IN. The project preparation activitiesincluding the project planning and design is being carried out by the UPPWD throughProject Co-coordinating Consultants (PCC). The project envisages the majoraugmentation of crpacity as well as structural upgradation of important highwaynetwork in the state of UP. As part of the project preparation activities, the PCC hascarried out the feasibility study for 18 corridors (slightly modified from 15 corridorsidentified by the SOS), based on various criteria including internal rates of retum,environmental attributes of the area of influence, the likely social impacts of theproposed improvements. etc. The feasibility study identified 11 corridors (4 corridorscomprising 374 km in phase I and 7 corridors comprising 590.74 km of roads exclusive ofbypass lengths in Phase 11) for upgradation to SH standards and 22 corridors for majormaintenance works wherein 808 km of road is in Phase I and 1736 km in Phase 11

The UPPWD is the executing agency for this project and will be responsible for theoverall preparation, implementation and operation of the project. The routes taken upfor upgradation under the project are given in Table 1.1.

The UPPWD. the executing agency for this project, is responsible for the overallpreparation, implementation and operation of the project. International contractorsselected through International Competitive Bidding shall carry out the implementation.The PWD shall be assisted in the supervision of the construction activities by internationalconsultants. The construction duration of the project will be 2 years.

This report details the Environmental Management Plan for Bangarmau Bypass plannedon route 4A. The proposed road cross-section of bypass is W3 which will consist of twolanes-each 3.5 m wide, with 1.5m hard shoulders and 1.Om soft shoulder on either ofroad centreline side necessitating a formation width of at least 12 m The proposedlength of bypass 1.851km

2 MAJOR FINDINGS OF THE EA

Before presenting major impacts on the environment of the study region. a briefdescription of the bypass alignment is presented below.

2.1 BYPASS ALIGNMENT

The.bypass has been considered as a continuation of the Bilhour-Bangarmau-Madhoganj (No.4A) road upgadation project to divert the through traffic to helpreduce congestion at Bangarmau town and minimise the environmental adversities.The total length of bypass is 1.851km with a proposed ROW of 45m. The proposedalignment starts at existing chainages 37038m of Madhoganj-Bangarmau road(SH-38),near power house road, about 1.0km away of Bangarmau and finally joins the Katra-Bilhaur road (SH-40) at chainage 87.57km about 1.1km before the bridge on rverKalyani. There is no forest area along the project route. The alignment of Bangarmaubypass crosses narrow storm water Nallah between design chainage 1400.0 to 1500.0. Italso crosses narrow irrigation canals at five other locations. No water body has beenobserved. Fly Ash from Panaki thermal power plant is proposed to be used asenbankment fill matenal at Bangarmau bypass.

The proposed bypass alignment does not pass through any environmentally sensitiveareas such as protected forests, bird sanctt'ary or wild life sanctuary.

2.2 Environmental Impacts

3 CLEARANCE

The contractor is required the following clearances to obtain after mobilisation butbefore construction works start

* Clearance of Engineer for location and layout of Worker's Camp, Equipment yardand Storage yard.

* Clearance of Engineer for Traffic Management Plan for each section of the routeafter it has been handed over for construction.

* Consent of the Uttar Pradesh Pollution Control Board for each hot mix plant used bythe Contractor.

* Any other clearance which UPPWD or Supervision Consultants deem fit to obtain.

In addition, the Contractor will submit an assurance to comply with the EMP provisionsto the Engineer.

4 ENVIRONMENTAL MANAGEMENT MEASURES PROPOSED

A description of the various management measures during the various stages of theproject is provided in the following sections.

4.1 Pre-construction Stage

During the pre-construction stage, the management measures required will include,clearance of the proposed ROW of bypass, tree plantation for compensating the losttrees and afforestation for increasing tree cover, measures forprotecting/replacing/restoring community resources such as hand pumps and otherutilities likely to be impacted before the start of construction activities.

4.2 Construction Stage

This will be the most crucial and active stage for the Environmental Management Plan.The monitoring of the construction activity for the pollution levels to be withinpermissible limits, will also go simultaneously as the construction progresses. To facilitateimplementation of the enhancement and mitigation measures suggested, workingdrawings of the some are provided in the Appendices. The applicable MoRTH clausesto be followed have been compiled and are given in Appendix 1. In addition, the needfor a balanced evaluation and planning for risks associated with construction activitiesrelated to roads such as accidental spillages and consequent damage to thesurrounding environment in terms of loss of flora and fauna, agricultural crop or worsefertile land, continues to grow in importance. Other possible locations where a rskassessment' will be- useful include the locations of Hot Mix plants (spillage of fuel,bitumen etc) and labour-camp sites. The site selection procedure for constructionworkers camp has been given in Appendix 11

4.3 Operation Stage

The operation stage will essentially entoil monitoring activity along the bypassalignment. Monitorng for pollutants specified in the Monitoring Plan will serve the twopurposes. In addition to checking the efficacy of theprotection/mitigation/enhancement measures implemented, this will help to verfy orrefute the predictions made as a part of the impact assessment. Thus, it will complete avery important feedback loop for the UPPWD.

The measures adopted and/or to be adopted during different stages of the projecthave been detailed in Table 4.1.

5 IMPLEMENTATION ARRANGEMENTS

The responsibility of implementing the mitigation measures lies with the UPPWD. Allconstruction activities being taken up by the contractor under the SupervisionConsultant (SC) will be scrutinised by the PIU. The responsibility of implementing themitigation measures lies with the UPPWD. All construction activities being taken up bythe contractor under the supervision consultant (SC) will be scrutinised by the PWD.Reporting system has been given in Appendix V. The UPPWD will appoint NGO for theimplementation of RAP. The some NGO will help the contactor and supervisionconsultants in getting the equitable agreement signed for borrow pit development /post use restoration between owner of the land and contractors. The NGO shall alsohelp PWD in supplementary plantation / compensatory plantation mainly to supervisesurvival rate and for involvement of farmers whose land is adjacent to RoW. NGO'sterms of reference will include these responsibilities in addition to RAP implementationresponsibilities. Specifications for environmental management works and given inAppendix VI. Implementation schedule is worked for phase wise implementation of themitigation measures as discussed below. Assuming that the clearance for the project isreceived from all the concerned authorities by the end of November 2003, pre-qualified contractors will be finalised by November 2003 and tender document will beready by January 2004 for issue to pre-qualified contractors and actual constructioncan commence in October 2004. In the pre-construction phase of the project thesupervision consultants shall review the EMP and RAP to identify environmental andsocial issues and arrive at a suitable strategy for implementation. The activities to becarried out and the target dates are presented in the Table 5.1.

6 INSTITUTIONAL STRENGTHENING AND TRAINING

6.1 Institutional Strengthening

The current management status of UPPWD is found to be inadequate to scrutinizeimplementation of the mitigation measures. The present organizational setup ismodified with an objective of strengthening the current management capabilities forimplementing the environmental measures and to make environmental managementregular, efficient and sustainable in the long-term.

The environmental management plan envisages on-site monitoring of constructionactivities and analysis of the samples collected. For this purpose two chemists would berequired. While they will be based in Lucknow, the collection of samples will involvetravelling to the sites where construction is in progress, as well as where specified in themonitoring programme. Other support staff will be procured from the UPP'ND's ownmanpower as required.

Thus an induction of 4 more people is envisaged into the PIU. The engineers andchemists are available from the UPPWD staff itself. While the former are expected to befrom the filed staff, the latter will be deputed from the Research Laboratory of the PWD,which is a designated Test House, as notified in the Gazette. It is presumed thatmanagement cell based on above recommendations will be available before start of,Ximplementation of Phase 1. The organisation structure for Phase 11 implementation is'given in Figure 6.1.

6.2 Training

The training before start of construction works is important as a part of UPSRP if trainingcomponent the contractors. Personnel will be recipients of two modules of training.These modules of training will focus on the following aspects

Environmental Impact AssessmentEnvironmental Regulations and ActsEnvironmental pollution associated with road projectEnvironmentally sound construction management

* Road projects and environmental issues

Module 2

* Environmental Management in construction* Safe handling of animals, wild life and chance finds during construction.* Training to UPSRTC drivers on safety aspects and usage of bus stops.

In addition to above training the environmental specialist of supervision consultant and thatof contractor will also organise regular training of construction workers at construction side.

7 ENVIRONMENTAL MONITORING

7.1 Introduction

The environmental monitoring programme provides such information on whichmanagement decision may be taken during construction and operational phases. Itprovides basis for evaluating the efficiency of mitigation and enhancement measuresand suggest further actions that need to be taken to achieve the desired effect.

The monitoring includes:

(i) Visual observations;(ii) Selection of environmental parameters at specific locations:(iii) Sampling and regular testing of these parameters.

7.2 Objectives

The objer-tives of the environmental monitoring programme are:

* Evaluation of the efficiency of mitigation and enhancement measures:* Updating of the actions and impacts of baseline data;* Adoption of additional mitigation measures if the present measures are insufficient;* Generating the data, which may be incorporated in environmental management

plan in future projects.

7.3 Methodology

Monitoring methodology covers the fo!'owing key aspects:

8 REPORTING SYSTEM

Reporting system provides the necessary feedback for project management to ensurequality of the works and that the program is on schedule. The rationale for a reportingsystem is based on accountability to ensure that the measures proposed as part of theEnvironmental Management Plan get implemented in the project.

The reporting system will operate linearly with the contractor who is at the lowest rungof the implementation system reporting to the Supervision Consultant. who in turn shallreport to the PIU. All reporting by the contractor and Supervision Consultant shall be ona quarterly basis. The PIU shall be responsible for preparing targets for each of theidentified EMAP activi! es. All subsequent reporting by the contractor shall be monitoredas per these targets set by the PIU before the contractors move on to the site. Thereporting by the Contractor will be a monthly report like report of progress onconstruction and will form the basis for monitoring by the PIU, either by its own Manager(Environment) or the Environmental Specialist hired by the Supervision Consultant.

PROCEDURE FOR SELECTION OF SITES FOR CONSTRUCTION CAMPSThe Contractor will identify potential sites based on requirement of land area.accessibility, distance from stretch under construction, surface water sources, settlements,etc. Consultation facilitated by local NGO will be held on site and theperceptions/aspirations of local villagers and other stakeholders will be recorded. TheContractor will then select one site based on an aggregation of all these factors andconditions imposed upon him by the EMP (including minimum distance criteria) andforward the same for approval by the Supervision Consultant. The Contractor will confirmthe registration of the land in the revenue records and provide eviaence of the same tothe SC for the selected site. The SC will approve the site after ascertaining that theContractor has considered the views of the local people as well as satisfied all conditionsof the EMP. A conceptual layout for the Construction Camp has been prepared andattached to each EMP. Further details regarding these camps are available from Chapter17 of the RAP. As part of the EMP. monitoring of the construction camp sites has also beendevised and formalised.

APPENDIX -111MOU for the plantation Scheme

Between thePublic Works Department & Forests Department

1. This Memorandum of Understanding is being signed by the Public WorksDepartment, Government, Government of Uttar Pradesh (hereinafterreferred to as PWD) and the Forests Department (hereinafter referred to asFD), Government of ------ for the cutting of trees and subsequentcompensatory plantation stipulated in the Indian Forests Act, 1980 and thewules formulated under as part of the (Name of the Project) beingundertaken with World Bank assistance. It covers the entire process of cuttingand removal of existing trees and the plantation of new saplings at a ratio of-: I as decided separately by the PWp and the FD.2. The identification of the trees to be cut has already verified during the jointinspection of the officials of the PWD and FD on ---. The trees been requiredto be cut have been marked clearly with a distinctive 'X on them. Only suchtrees which have been marked as mentioned above shall be cut forfacilitating the proposed project.

3. The trees cutting shall be carried out by the Forest Department (or itsauthorized representative) as per TIME SCHEDULE annexed to this MOU as.Affachment 1 and signed by appropriate officials of both departmentssignifying agreement of both parties following detailed discussions regardingthe timing of project activities of the PWD's implementation schedule andthe availability of resources with the FD.

4. The compensatory afforestation sholl be carried out at the locations shown inthe MAP annexed to this MOU as Attachment 2 duly signed by appropriateofficials of both departments signifying agreement of both parties followingdetailed discussions regarding the suitability of these areas for the proposedafforestation as proposed by the FD. Both parties have satisfied themselves,before selecting areas outside the RoW, that all reasonable effort has beenmade to accommodate the samplings to be planted for compensatoryplantation within the PWD's RoW.

5. It is further agreed that:a. The PWD shall pay the cost of compensatory afforestation at therate of cost of 10 saplings including the post-plantationmaintenance activities for a period of 3 years, for each tree felled100% In advance to the FD.

b. The dates agreed for afforestation as per Attachment I referred toin item no. 3 of this MOU have been agreed upon taking intoconsideration all the resource constraints and possible delaysexcept force majure. The FD shall Inform the PWD regarding theprogress of the work regularly and in case of any anticipated lagfrom the proposed schedule Immediately upon discovering thelikelihood of such an event. In case of such an unanticipated delay,the PWD shall retain the right top get the work done by an externalcontractor, chosen jointly by the FD and the PWD. However, Thepayment to the contractor for the reminder of the agreed works shallbe made by the FD at such rates as may be agreed upon at the

time, subject to a maximum of the prevailing rate of the FD for theworks. In case the lowest quoted rate for the plantation exceeds thebase rate of the FD for the works, the PWD will bear fhe remainder ofthe cost.

6. It is hereby agreed that both parties shall put adhere to this MoU in goodfaith and try to resolve any differences in interpretation amicably. In case ofa continued disagreement. a committee consisting of the Engineer-in-rc--"PWD, the Principal Chief Conservator of Forests and a third member, whi 3-1also head that committee will come to a final decision.

Ambient Air Quality (AAQ) Monitoring

Ambient air quality parameters recommended for road transportationdevelopments are Respirable Particulate Matter (RPM), Suspended ParticulateMatter (SPM), Carbon Monoxide (CO), Oxides of Nitrogen (NOx), Hydro-Carbons (HC), Sulphur-dioxide (S02) and Lead (Pb). Water Quality Monitoring

Noise levels Monitoring

The measurements for monitoring noise levels would be carried out at alldesignated locations in accordance to the Ambient Noise Standardsformulated by Central Pollution Control Board (CPCB) in 1989 'refer Table-i)Sound pressure levels would be monitored on twenty-four hour basis. Noiseshould be recorded at a "A weighted frequency using a " slow time responsemode" of the measuring instrument. The location, duration and the noisepollution parameters to be monitored and the responsible institutionalarrangements are detailed in the Environmental Monitoring Plon (Table-I Noiselevel standards (CPCB).

APPENDIX VI

SPECIFICATIONS FOR ENVIRONMENTAL MANAGEMENT WORKS1 Clearing and Grubbing

All site clearance works shall be done as per section 200 of MoRTHspecifications for Road and Bridge Works.

2 Earthwork

All excavation, disposal, filling and related works shall be as per section 300 ofMoRTH specifications for Road and Bridge works.

3 Materials

All materials used in environmental enhancement works shall be as per section1000 of MoRTH specifications for Rood and Bridge works.

4 Bricks Work

All Brickwork including Laying. jointing finishing of joints, curing, scaffolding etcshall be as per shall be as per section 1300 of MORTH specificotions for Roadand Bridge works.

Brick paving / Flooring

The preparation of base concrete for laying bricks shall be as per section409.3.3 and bricks paving shall be done as per clause 409.3.4 in all respectsexcept that bricks shall be used.

5 Stone Work

All stone masonry work shall be as per section 1400 of MORTH specifications forRoad and Bridge works.

6 Concrete Work

All concrete work including size and grading of material, admixtures, stackingof materials etc shall be as per section 1700 of MORTH specifications.

7 Cement Concrete Tile Flooring/ Paving

The base for laying the concrete flooring/paving, size of cement concretetiles/stone slab shall be as per section 409 of MORTH specification for Roadand Bridge works.

All formwork shall be as per section 1500 of MORTH specifications for Road andBridge works.

9 Cement Plastering

All cement plastering works and finishing of surfaces shall be done as persection 1312 of MORTH specifications for Road and Bridge works.

10 Gabion Structures

All Gabion works shall be done as per section 705 of MORTH specifications forRoad and Bridge works.

12 Horticultural And Landscaping Works

(a) Scope

Contractor to furnish all materials, labour and related items necessary tocomplete the work indicated on drawing and specified herein.b) Materials

Plant Materials

Plant Materials shall be well formed and shaped true to type, and freefrom disease, insects and defects such as knots, sun-scaled, windburn,injuries, abrasion or disfigurement.All plant materials shall be healthy, sound, vigorous, free from plant.diseases, insect's pests, of their eggs, and shall have healthy, well-developed root systems. All plants shall be hardy under climaticconditions similar to those in the locally of the project. Plants suppliedshall to confirm to the names listed on both the plan and the plant list.No plant materiol will be accepted if branches are damaged or broken.All material must be protected from the sun and weather until planted.

Any nursery stock shall hove been inspected and approved by theEnvironmental Specialist of the Engineer.All plants shall conform to the requirements specified in the plant list.Except that plants larger then specified may be used if approved, butuse of such plants shall not increase the contract price. If the use of thelarger plant is approved, the spread of roots or ball of earth shall beincreased in proportion to the size of plant.Deliver plants with legible identificotion labels.

Top Sofl (Good Earth)Topsoil or good earth shall be a friable loam, typical of cultivated topsoils of the locality containing at least 2% of decoyed organic matter(humus). It sha'i be taken from a well-drained arable site. It shall be freeof subsoil, stones, earth skids, sticks, roots or any other objectionableextraneous matter or debris. It shall contain no toxic materiol. No topsoilshall be delivered in a muddy condition. It shall have pH value rangingbetween 6 and 8.5.

Fertiliser

Measurement of sludge shall be in stocks, with 8% reduction forpayment. It shall be free from extraneous matter, harmful bacteriainsects or chemicals. (Subjected to safety norms).

Root System

The root system shall be conducive to successful transplantation. Whilenecessary, the root-ball shall be preserved by support with Hessian orother suitable material. On soils where retention of a good ball is notpossible, the roots should be suitobly protected in such a way that theroots are not damaged.

Condition

Trees and shrubs shall be substantially free from pests and diseases, andshall be materially undamaged. Torn or lacerated roots shall be prunedbefore dispatch. No roots shall be subjected to adverse conditions suchas prolonged exposure to drying winds or subjection to water loggingbetween lifting and delivery.

(c) Supply and Substitution

Upon submission of evidence that certain materials including plantmaterials are not available at time of contract, the contractor shall bepermitted to substitute with on equitable adjustment of price. Allsubstitutions shall be of the nearest equivalent species and variety to theoriginal specified and shall be subjected to the approval of theLandscape Architect.

(d) Packaging

Packaging shall be adequate for the protection of the plants and suchas to avoid heating or drying out.

(e) Marking

Each specimen of tree and shrub, or each bundle, shall be legiblylabelled with the following particulars:n Its name.o The name of the supplier, unless otherwise agreed.o The date of dispatch from the nursery.

(f) Tree Planting

Plants and Shrubs

Trees should be supplied with adequate protection as approved. Afterdelivery, if planting is not to be carried out immediately, balled plantsshould be olaced back to back and the ball covered with sand toprevent drying out. Bare rooted plants can be heeled in by placing theroots in prepared trench and covering them with earth, which should bewatered into, avoid air pockets round the roots. Trees and shrubs shall beplanted as shown in architectural drawings and with approval of sitesupervision engineer.

Digging of Pits

Tree pits shall be dug a minimum of three weeks prior to backfilling. Thepits shall be 120 cm in diameter and 120 cm deep. While digging thepits, the topsoil up to a depth of 30 cm may be kept aside. if found good(depending upon site conditions). and mixed with the rest of the soil.If the top soil is not suitable it shall be replaced with the soil mixture asspecified further herein. If ihe soil is normal it shall be mixed with manure:river sand shall be added to the soil if it is heavy.The bottom of the pit shall be forked to break up the subsoil.Back Filling

The soil back filled watered through and gently pressed down, a dayprevious to planting, to make sure that it may not further settle downafter planting. The soil shall be pressed down firmly by treading it down,leaving a shallow depression all round for watering.

Planting

No tree pits shall be dug until final tree position has been pegged out forapproval.

Care shall be taken thot the plant sapling when planted is not be burieddeeper thon in the nursery. or in the pot.Planting should not be carried out in waterlogged soil.Plant trees at the original soil depth: soil marks on the stem is anindication of this and shiould be maintained on the finished level,allowing for setting of the soil after planting. All plastic and otherimperishable containers should be removed before planting. Any brokenor domage roots shculd be cut back to sound growth.

The bottom of the planting pit should be covered with 50mm to 75mm ofsoil. Bare roots should be spread evenly in the planting pit; and smallmound in the centre of the pits on which the roots are placed will aid oneven spread. Soil should be placed around theroots, gently shaking the tree to allow the soil particles to shift into the rootsystem to ensure close contact with all roots and prevent air pockets.Back fill soil should be firmed as filling proceeds, layer by layer, carebeing taken to avoid damaging the roots, as follows:

The balance earth shall be filled in a mixture of 1:3 (I part sludge to 3port earth by volume) with 50 gm potash, (Mop) 50gms of SuperPhosphate and 1 Kg. Neem oil cake. Aldrin or equivalent shall be appliedevery 15 days in a mixture of 5mI in 5 litres of water.Staking

Newly planted trees must be held firmly although not rigidly by staking toprevent a pocket forming around the stem and newly formed fibrousroots being broken by mechanical pulling as the tree rocks.Methods:

The main methods of staking shall be:(a) A single vertical shake, 900mm longer than the clear stem of thetree. driven 600mm to 900mm into the soil.(b) Two stakes as above driven firmly on either side of the tree with across bar to which the stem is attached. Suitoble for bare- rooted orBall material.

(c) A single stake driven in at on angle at 45 degrees and leaningtowords the prevailing wind, the stem just below the lowest branchbeing attached to the stake. Suitable for small bare- rooted or Ballmateriol(d) For plant moterial 3m to 4.5ni high with a single stem a three- wireadjustable guy system may be used in exposed situations.The end of stake should be pointed and the lower I m to 1 .2m should becoated with a non-injurious wood preservative allowing at least 150mmabove ground level.

Tying

Each tree should be firmly secured to the stake so as to preventexcessive movement. Abrasion must be avoided by using a buffer,rubber or Hessian, between the tree and stake. The tree should besecured at a point just below its lowest branch, and also just aboveground level: normally two ties should be used for tree. These should beadjusted or replaced to allow for growth.Watering

The Landscape Contractor should allow for the adequate watering in ofall newly planted trees and shrubs immediately after planting and heshall during the following growing season, keep the plant material wellwatered.

Fertlising

Fertilising shall be carried out by application in rotation of the followingfertilisers, every 15 days from the beginning of the monsoon till the end ofwinter:

(I) Sludge or organic well-rotted dry farm yard manure: 0.05 cum ortussle.(2) Urea 25 gm.(3) Ammonium sulphate 25 gm.(4) Potassium sulphate 25 gm.All shrubs, which are supplied pot grown, shall be well soaked prior toplanting.Watering in and subsequent frequent watering of summer plantedcontainer- grown plants is essential.

(g) Shrub Planting In Planter Beds

All areas to be planted with shrubs shall be excavated, trenched to adepth of 750 mm, refilling the excovated earth after breaking clods andmixing with sludge in ratio 8:1 (8 parts of stacked volume of earth afterreduction by 20%: 1 part of stacked volume of sludge after reduction by8%.)

Tall shrubs may need staking, which shall be provided if approved by thecontracting consulting engineer, depending upon the conditions ofindividual plant specimen.

For planting shrubs and ground cover shrubs in planters, good earth shallbe mixed with sludge in the proportion as above and filled in planters.Positions of planters shall be planted should be marked out inaccordance with the architecturol droawing. When shrubs are set out,precautions should be taken to prevent roots drying. Planting holes 40cm in diameter, and 40 cm deep should be excavated for longer shrubs.Polythene and other non-perishable containers should be removed andany badly domaged roots carefuliy pruned. The shrubs should then beset in holes so that the soil level, after settlement, will be original soil markon the stem of the shrub.

The holes should be back filled to half of its depth and firmed bytreading. The remainder of the soil can then be returned and againfirmed by treoding.(h) Grassing

Preparotion

During period prior to planting the ground shall be maintained free fromweeds. Grading and finc! weeding of the area shall be completed atleast three weeks prior to Ihe aclual sowing. Regular watering shall becontinued until sowing by dividing the area into portions ofapproximately Sm squares by constructing small bunds to retain water.These bunds shall be leveled just prior to sowing of grass plants; it shallbe ensured that the soil has completely settled.

Soil

The soil itself shall be ensured to the satisfaction of Landscape Architectto be a good fibrous loom, rich in humus.

Sowing the grass rootsGross roots (cynodon. dectylon or a local genus approved by theLandscape Architect) shall be obtained from a grass patch, seen andapproved before hand.

The gross roots stock received at site shall be manually cleared of allweeds and water sprayed over the same after keeping the stock inplace protected from sun and dry winds.

Grass stock received at site may be stored for a maximum of three days.In case grossing for some areas is scheduled for a later date fresh stockof grass roots shall be ordered and obtained.

Execution

Small roots shall be dibbled about 5 cm apart into the preparedgrounds. Gross will only be accepted as reaching practical completionwhen germination has proved satisfactory and all weeds have beenremoved.

Maintenance

As soon as the gross is approximately a 3cm high it shall be rolled with alight wooden roller - in fine, dry weather - and when it has grown to 5 to8 cm, above to ground weeds must be removed and regular cuttingwith the scythe and rolling must be begun. A top-dressing of an ounce ofguano to the square yard or well decomposed well broken sludgemanure shall be applied when the gross is sufficiently secu,e in theground to bear the mowing machine, the blades must be raised an inchabove the normal level for the first two or three cuttings. That is to say,the grass should be cut so that it is from 4 to 5 cm in length, instead ofthe 3 cm necessary for mature gross.

In the absence of rain, in the monsoon. the lawn shall be watered everyten days heavily, soaking the soil through to a depth of at least 20 cm.Damage failure or dying back of grass due to neglect of wateringespecially for seeding out of normal season shall be the responsibility ofthe contractor. Any shrinkage below the specified levels during thecontract or defect liabilily period shall be rectified at the contractor'sexpense. The Contractor is to exercise care in the use of rotary cultivatorand mowing machines to reduce to a minimum the hazards of flyingstones cnd brickbats. All iotary mowing machines are to be fitted withsafety guards.

Rolling

A light roller sha,l be used periodically, taking care that the area is nottoo wet and sodden.

Edging

These shall be kept neat and must be cut regulardy with the edgingshears.

Fertilising

The area shall be fed once in a month with liquid manure prepared bydissolving 45gms of ammonium sulphate in 5 litres of water.

Watering

Water shall be applied at least once in three days during dry weather.Watering whenever done should be thorough and should wet the soil atleast up to a depth of 20 cm.Weeding

Prior to regular mowing the contractor shall carefully remove rank andunsightly weeds.

(i) Maintenance

Cultivating

The Landscape Contractor shall maintain all planted areas withinLandscape contract boundaries for one year until the area is handedover in whole or in phases. Maintenance shall include replacement ofdead plants, watering, weeding, cultivating, control of insects, fungusand other diseases by means of spraying with an approved insecticideor fungicide, pruning, and other horticulture operations necessary forproper growth of the plants and for keeping the landscape sub-contractarea neat in appearance.

Pruning and Repairs

Upon completion of planting work of the landscape sub-contract alltrees should be pruned and all injuries repaired where necessary. Theamount of pruning shall be limited to the necessary to remove dead orinjured twigs and branches and to compensate for the loss of roots andthe result of the transplanting operotions. Pruning shall be done in such amanner as not to change the natural habit or special shape of trees.

Tree Guards

Where the tree guards aie necessary. care should be taken to ensurethat they do not impede natural movement or restrict growth. Circulariron tree guards shall te provided for the trees at enhancementlocations. The specificatons for which one given below:Circular Iron Tree Guard with Bois.

The tree guard shall be 50 cm. in diameter.The tree guards shall be for-ed of (i) 3 Nos. 25x25x3mm angle ironverticals 2.00m long excludir,3; splayed outward at lower end up to anextent cf 10 cms. (ii) 3 No:. 25;.2:2mm MS flat rings fixed as per design (iii)15 Nos. 1.55 metres long 6.nm cloa bars. Each ring shall be in two parts inthe ratio of 1:2 and their ends slall be turned in radially for a length of 4cm at which they are bolted together with 8mm dia and 30mm long MSbolts and nuts.The vertical angle irons shall be welded to rings along the circumferencewith electric plant 15 Nos. bars shall be welded to rings at equal spacingalong the circumference of rina. The lower end of the angle iron verticalsshall be splayed outwards up to an extent of lOcm. The lower end of theflat of lower ring shall be at a height of 45cm. and upper end of the flatof top ring shall be at the hei!!,, of 2.00 metres. The middle ring shall be

in the centre of top and lower ring. The bars shall be welded to rings asshown in the

drawing. The entire tree guard shall be given two coats of paint ofapproved brand and of required shade over a priming coat of readymixed primer of approved brand.

(j) Nursery Stack

Planting should be corried out as soon as possible after reaching the site.Where planting must be a necessity and/or be delayed, core should betaken to protect the plants from pilfering or damage from peopleanimals. Plants with bare-roots should be heeled- in as soon as receivedor otherwise protected from drying out, and others set closely togetherand protected from the wind. If plant'ng is to be delayed for more thana week, packaged plants should be unpacked, the bundles opened upand each group of plants heeled in separately and clearly labelled. If forany reason the surface of the roots becomes dry the roots should bethoroughly soaked before plonting.

(k) Protective Fencing

According to local environment, shrubs shall be protected adequatelyfrom vandalism until established.

(I) Completion

On completion. the ground shcl be formed over and left tidy.13 SPECIAL CONDITIONS AND PAP71CULAR SPECIFICATIONS

I1. Landscape Architect mentioned herein shall mean

and/or any person nominated byhim.

2. Wherever applicable, work shc:l be done according to C.P.W.D.specificotions, in vogue, at the time of invitation of tender.3. Water shall be mode availoble, near Mhe tube well at one point. Contractorsshall moke their own arrangenient for drawing water from there. Watercharges at of vc:ue cf work done shall be deducted from thecontractors Bills.

4. If electricity is required for the works, 'he sGome shall be made available at onepoint within the site of works, for which recovery @ Rs. perKwh. Shall be made from the contractors bill.5. The works included in the schedule of Quantities include grassing as well asplanting of trees and shrubs. Contractors quoted rates shall include executionof these works at different levels and nothing extra shall be paid for any item,for working at these levels.

6. The Contractor (sJ shall not be entitled to any compensation for any lossessuffered by him and/or revision in tie rates originally quoted by him.

(a) On account unforeseen delay in commencing the work, whatever thecause of such delays be.(b) On account of reduction in the scope of work.(c) On account of suspension of work, or abandon after award of work.7. The Contractor shall provide all facilities to Landscape Architect / ProjectEngineer and / or his authorized representatives to make frequent inspection oftheir Nursery and ascertain the process / quality of various categories oftrees/plants etc., grown by them.

8. Contractors' quote rate shall include the cost of transoortation of tools andplants to and from the site, sales tax, excise duty, octroi, etc. It shall be clearlyunderstood that no claim for any extra payment on account of sales tax,excised duty, octroi etc., shall be entertained alter the opening of the tender.9. The safe custody and up-keep of various categories of plants brought to site isthe sole responsibility of the contractor and he shall employ sufficientsupervisory personnel to ensure the safety of these items.10. The site of work may be handed over to the contractors for shall work inphases, as soon as the same are available and the contractor in turn shallwork in these areas forthwith. Nothing extra shall be payable for such phasedexecution of work.

11. While excavating / executing the work the controctors shall ensure that theexisting cables / pipe lines / structures / fittings are not damaged and if due tohis negligence, these are damaged. the some shall be set right with no extracost to the clients.

12. The Contractor sholl co-ordinate his work with other agencies employed bythe Clients and ensure that the work of other agencies are not hampered inany way during the duration of contract.

13. The Contractor shall keep the site of works neat and clean during theexecution of the work. Any deb:is lound at or near the site of work shall bemoved immediately as and when se required by the landscape Architect /Project Engineer.

14. On completion of the work, the site of work shall be thoroughly cleaned andall debris removed before the work is handed over satisfactorily.15. The Contractors sha!l, without cny cc!'-Iitional charge to the clients, renew orreplace any dead or defective -l , 'grass and shall fully maintain the wholelandscape for a period of 12 months .; er the certified date of completion.16. 19. GENERAL REQUIREMENTS OF PLANTS:

(1) Plants shall be typical of their species and variety, well-developedbranches, and well foliated witn fibrous root system. Plants shall be freefrom defects and injuries. Plants shall not be pruned before planting.(2) Plants shall be free from defects and injuries.(3) Plants shall not be freshly dug and nursery grown.(4) Nursery grown plants shall have been at least once transplanted(5) Bark shall be free from abrasion.

All trees, soon after planting, sholl be properly supported with bamboo stocksto ensure their safety against winds or any other factor, which may affect itadversely.

20. PROTECTION OF "TREE TO BE PRESERVED"The contractor shall be responsible for the protection of tops, trunks and rootsof existing trees on site. Existing trees subject to the construction damage shallbe boxed, fenced or otherwise protlcted before any work is started.

21. GENERAL REQUIREMENTS OF EARTH MANURE AND FERTILISERSEARTH: Good earth shall be cgricut'r'rl soil of loamy texture, free from kankar,morrum, shingles, rocks, stones, ouik.:;;g rubbish and any other foreign matter.The earth shall be free from clods or lumps of sizes bigger than 50mm in anydirection. It shall have pH ranging bD!.veen 6.5 and 7.5.MANURE: Manure shall be of well-ci>-cayed organic matter obtained in drystate from the Municipal dump or other similar source approved by the ProjectEngineer. The manure shall be free from earth, stone or other extraneousmatter.
