General purposes of the organization

The objectives of the Federation are :

(a) to unite national societies or groups in the field of nuclear medicine and biology throughout the world with equal representation in an international association;

(b) to promote the development of nuclear medicine and biology;

(c) to organize committees, set up technical standards and to aid in the diffusion of knowledge and exchange of scientific and technical information in this field, by means of conferences, colloquia, symposia, courses, and national and international congresses;

(d) to promote the publication of papers, monographs and congress reports in the field ôf nuclear medicine and biology;

(e) to prepare and recommend the organization of a unified programme of teaching and training in the fields of nuclear medicine and biology and to recommend their application;

(f) to facilitate the exchange of scientists between the member societies and to promote the organization of a body which will centralize and help this interchange.

The principles :

(a) The Federation is based on the principle of the equality of all its member societies.

(b) Membership is based on the principle of only one society or group from one country.

(c) The Federation is a non-profit body with academic and professional scope.

6. Primary function of the organization

The Federation shall hold periodic international congresses of nuclear medicine and biology every four years in accordance with Section 1-C of Article II of its Charter. In the congresses every member of national societies or groups, or technical affiliates may participate. The congresses shall be convened by the President of the Federation and shall take place at a designated site in his home country unless otherwise agreed by the Assembly.

Secondary functions to promote the establishment of the national societies in each country.

Yes, in vivo imaging of organs, dynamic function studies and in vitro measurement of human samples (such as radioimmunoassay).

8• Can officially designated representatives speak authoritatively for the membership on matters concerned with the stated purposes of the organization?

Yes, the designated officers in all matters as designated to them by the General Assembly and according to resolutions adopted by the Assembly.

The General Assembly consists of the representatives of national societies or groups of nuclear medicine and biology of each country.

Membership is based on the principle of only one society or group from one country, except the technical affiliates (representatives of industry).

Founding members of the Federation shall be (1) national societies or groups and (2) tech-nical affiliates as set forth in Article X of this Charter, WHO shall have signed this Charter and shall have deposited instruments of accession with the President until t he h叩inning of the First International Congress of Nuclear Medicine and Biology.

Other members of the Federation shall be national societies or groups and techrrica¡ affiliates which deposit instruments of acceptance of this Charter after their memh(¿rsiiip has been approved by the Assembly set forth in Sections 7 and 8 of Article IV of the Charter.

The members of the Federation shall perform activities in accordance with the objectives and principles of the Charter.

An Assembly shall be established as the principal organ of the Federation and such sub-sidiary organs as may be deemed necessary, including committees on bylaws and regulations, on membership and credentials, on promotion of nuclear medicine and biology, on finance and budget, on technical affiliates and on publication, may be established for facilitating the function of the Federation.

The Assembly shall consist of no more than two delegates per national society of nuclear medicine and biology or representatives of national groups in the field.

9. Specific interest with reference to the work of WHO

Nuclear medicine is a fairly new medical discipline which serves for the same purpose as WHO. This is a field developed in advanced countries and is also a field penetrated quite rapidly into by the developing countries as one of the most important in modern medical tech-nology .

13• History

In San Jeronimo Lidice, Mexico, D.F., at 10.33 a.m. on 26 October 1970, the delegates of the various national societies of biology and nuclear medicine met in the Sessions Hall of the Standing International Committee for Social Security under the presidency of Drs Roberto Maass Escoto and Osvaldo J. Dégrossi as members of the "Executive Committee for the Organization of a World Federation of Nuclear Medicine and Biology" and with the assistance of Dr Julio Bedoya Paredes, member of the Committee on Bylaws and Regulations of said organizing committee. Dr Joseph Sternberg, Chairman of the Executive Committee for the Organization of the Federation, communicated his inability to attend and delegated his representation to Drs Dégrossi and Maass.

The delegates of all known national societies of biology and nuclear medicine were invited by the "Executive Committee for the Organization of the World Federation of Nuclear Medicine and Biology" to gather in Mexico City at the above mentioned site and date for the purpose of reviewing and, if agreed upon, draft the final version of the Constitution of this World Federation of Nuclear Medicine and Biology (WFNMB) and proceed to its founding.

The assisting delegates were duly accredited after the inspection of written documents issued by their respective national societies.

Having completed the accreditation of the delegates, they proceeded to a thorough study of the suggested articles of constitution and unanimously approved of the final version annexed to this document.

The delegates then pronounced that the WORLD FEDERATION OF NUCLEAR MEDICINE AND BIOLOGY was thereby founded. They then met in formal assembly to elect their first President, as indicated in the Constitution now in effect.

Dr Hideo Ueda, President of the Japanese Society of Nuclear Medicine, was unanimously elected to that post and formally accepted the office. Dr Ueda then named Dr Masahiro lio as Secretary General and Dr Sadatake Kato as Treasurer and these nominations were approved by the Assembly.

The delegates then voted that the founding Charter would be held in custody by each successive President and that certified copies would be delivered to each of the signers. Dr Roberto Maass was authorized by the Assembly to appear before a notary public of Mexico City to authenticate the copies of the founding Charter.

In witness whereof this present document was drawn up and signed the twenty-sixth day of October, one thousand nine hundred and seventy, in San Jeronimo Lidice, Mexico, D.F., by the delegates who took part in the Assembly.

15. Publications

Proceedings of the First World Congress of Nuclear Medicine published by the First World Congress supported partially by THE COMMEMORATIVE ASSOCIATION FOR THE JAPAN WORLD EXPOSITION (1970).

A quarterly newsletter is going to be published from 1975 onwards.
