The next steps in the process are to procure contractors to haul material, place and shape it.

There is no consent required to maintain a stopbank, so all that work can continue. However,

cleaning the drain and placing the material on the bank not receiving imported material is

what the resource consent is for and work in that area has halted until Council receive the

consent.

The Regional Council has responded to HDC application, requesting further information:

Please provide an ecological assessment that considers what aquatic life may be present at

the sites, the effect the works will have on the habitat and aquatic life and provisions for

actions such as fish recovery.

WRC end their request by informing HDC that its application requires to be assessed on more

stringent rules too.

Finally, your activity has been assessed as falling under rule 4.3.4.4 (discretionary)

rather than 4.3.6.2 (controlled). Please provide any additional assessment that is

required for assessment under this rule.

It should be noted by Council that the result of the fish study could affect when Council are

allowed to do the instream works. The image attached explained the possible options.

Council has initiated the fish study and is waiting for the results.

Information Report

To: Western Plains Drainage Committee

From: Terri Casey, Strategic Planner

Date: Tuesday, 28 January 2020

File reference: Document: 2702542

Appendix A: 2020/21 proposed operating budget for Western Plains

Drainage District

Appendix B: 2020/21 proposed capital budget for Western Plains

Drainage District

Portfolio holder: Councillors Buckthought and Garrett

Meeting date: Tuesday, 4 February 2020

Subject: Western Plains Drainage District – 2020/21 budget review

Recommendation:

THAT the report be received.

1 Summary

This report provides the Western Plains Drainage Committee with the opportunity to review

their proposed budgets and work programme for the 2020/21 financial year (that being, 1 July

2020 to 30 June 2021).

2 Background

Every three years the Council adopts its long term plan (LTP). The long term plan contains the

forecast budget and work programme for the next ten years, and for the next 30 years for

infrastructure assets. In years two and three of the long term plan cycle, the Council produces

an annual plan. The annual plan provides an opportunity for staff and elected members to

make any necessary updates to the work programme (since the LTP was prepared), ensuring

the plan is as up to date as possible for each financial year.

Staff are currently working on the development of the annual plan for the 2020/21 year; that

is, year three of the long term plan.

3 Content

This report contains the proposed budget and work programme for the Western Plains

Drainage District. Your role as an elected member of this Committee is to review this

information, providing feedback to staff on whether the budget and work programme is

appropriate for the 2020/21 year. Please consider the following:

Are all the projects that you expected to occur in the 2020/21 year scheduled?

Are there any projects that you think should be included in the programme that are not?

Are there any projects that are no longer required, and could be removed from the

programme?

Is there a need to change the timing of any projects?

Attached as appendix A to this report, is the proposed operating budget for the 2020/21 year.

Appendix B to this report contains the proposed 2020/21 capital works programme.

4 Conclusion

This report provides an opportunity for the Drainage Committee to consider the proposed

2020/21 operating budget and capital work programme.
