FF&E looks like it will transfer for no value but straight line depreciation over 10years will apply. Would you be able to explain how you see this working inpractice, and how it will be compliant with state aid rules? Previously in otherLATCswe have suggested that all the equipment and furniture (exciICT) in thebuildings occupied by the LATCwill be sold to the LATCat a Net RealisableValue(NRV) as all the equipment will be used and second-hand. Depending on thesize of the services, this NRV has been between f50k and flOOk.

Do you have any feel for how the LATCgovernance structure might fit into theCouncils? For example, will it report into our Adult Services OverviewCommittee? Will the Council need to have an additional group/board to considerstrategic matters within the council ahead of any LATCmeetings? We wouldrecommend a new group or board that represents the Council as the shareholder.It would consist of members and officers and meet quarterly with the Exec teamof the LATe. The LATCwould report on finances and performance with KPls as perthe service contract. All Business Plans would be reviewed and sanctioned by this

Will the impact of state aid generally be something that you intend to cover in thebusiness case? Yes State Aid will be covered in the BC, if only to confirm that allthe assumptions and treatments have been structured to avoid any State Aidchallenges.

The IT and Comms and Marketing assumptions still refer to a 2 year and not a 3year break for the support service SLA. Apologies for the lack of consistency, allsupport services will have a 3 year break.

Also, it occurred to me after we met that we have a proposal for the LATCtocontract to provide services to the council for 5 years, but for the council toprovide support to the LATCfor only 3, and the aim to financially evaluate thebusiness case over 5 years. Might that be a little tricky. If not, it might be worthsetting out in the business case why this won't be a problem. Although the LATCwill have a 3 year break, it will be looking fora reduction in cost more than achange in supplier. However, if the provision of the support services are so poorthat the LATCdeems it better to look for alternative providers, it will have thesupport service budget available to use with a new provider.

Are the Directors of the LATCappointed by DCCcovered by DCCpolicies forindemnities and insurance? The Bus Case will include separate insurance coststhat cover this area

etc.

Following meetings with all the leads, I have now issued either a version 0.2 or final

Overall there have been some key cross cutting changes made to some of the assumptionsincluding: the breakpoint of the back office services agreements to 3 years; adoption of a one- tier workforce and associated terms and conditions; the inclusion of estimated market ratesfor items such as property licences. All of these areas have been accepted into the businessassumptions.

For the purpose of building the draft business case we can start incorporating theassumptions. For the purposes of project governance it will be good to get the documentsformally signed off. I wonder if you could provide a steer on the best way of doing this.

those cost centres do need to be taken out of scope, but costs missing are for payroll! travel costs - 10 SupportOfficers. Thesecosts are found within the locality (day service) budgets within which they work. I shall give Tony alist of the staff and he should be able to isolate those costs for you.

For info 100411 = payroll and associated grants linked to the supported placement scheme employees (forerunnerof workstep/work choice)

The other two are admin costs. However within 100425 there is a cost element 100013 that covers fuel andtransport costs for the Oh Crumbs delivery vehicle (approx £2K) that will need inclusion in the LATC
