    PROVISIONAL AGENDA

    The order of presentation of the various topics and meeting times are

    subject to change.

    Notes: V Indicates that a formal vote will be taken.

    Participants are asked to wear Scout Uniform for the Welcome Session,

    Opening Ceremony and Closing Ceremony.

    SUNDAY 2 JANUARY, 2011

    09.00-18.00 Welcome of participants at Curitiba Airport.

    Transfer of participants to Hotel Vienna Park, Blumenau.Buses will take participants from Curitiba airport to Hotel Vienna

    Park throughout the day, according to their times of arrival

    Participants' registration at Hotel Vienna Park, Blumenau, atthe reception on the first floor.

    12.00-22.00 Set up Exhibition Area

    Stairs and corridors on all floors.

    A display panel is provided only to National Scout Organizations that have

    registered for the exhibition area before the Forum.

    18.30 Deadline for submission of the proposed amendments to the Rules

    of Procedure.

    Proposals for amendments must be submitted in writing (Form No. 1) to amember of the World Scout Youth Forum Planning Committee. Only

    official delegates can submit amendments.

    After a brief explanation on the new guidelines for the Rover Section,participants will be challenged with an interactive activity.

    Participants will have the opportunity to learn in a non-traditional

    approach how the structure of the World Organization of the Scout

    Movement works.

    Through participating in workshops on the Strategic Priorities, participants

    will have the opportunity to analyze the achievements made in each ofthem.

    Topics on the Agenda of 39th World Scout Conference (working methods,

    format of the World Scout Conference, introduction of the key issues to bediscussed)

    divided into groups to discuss the Conference document on Governance

    Review (especially Youth Advisors role and the role of the World ScoutYouth Forum).

    The documents dealing with the topic of Youth Rights will be presented

    and discussed, followed by evaluation of progress in certain

    countries/regions. What can we, as members of the Scout Movement, doto help further development of Youth Rights?

    Participants will propose in advance themes to work/discuss for the Open

    Forum (Wednesday morning. Form No. 2) and the workshops (Wednesday

    story

    In the plenary hall. Introduction and explanation of the session by Ms

    To succeed in making Scouting known and to explain the value it has in

    peoples life, how to tell the story is a skill we need to have. Participantswill have the opportunity to debate on how to do it and learn from what

    has been done.

    17.30 Project Fair Impact on Society

    Participants have the opportunity to exhibit their projects and nationalinitiatives (especially in Scouts of the World Award, Education for Peace,

    Environmental Education or community development), showing how

    Scouts can make a positive change in society, also learn from otherexperiences.

    Conference. Through this special dinner menu, participants will have theopportunity to discuss a wide range of topics of the WSC Conference

    Agenda.

    Forum delegates will elect six Youth Advisors from among the list of Youth

    Advisor candidates distributed in Document No. 6, this list was sent to allNational Scout Organizations before the Forum

    Voting papers will be distributed at the beginning of the Forum to eachdelegation having voting rights. Nothing may be entered on the voting

    paper except the number of votes cast for each candidate. The YouthAdvisors will also serve on the 12th World Scout Youth Forum Planning

    Committee.

    It is important that delegates learn to set themselves short and long-termgoals, to put in place a framework of understanding, and intentions to

    achieve these goals, and to recognize responsibility as a milestone of anycommitment, as well as their role in the changes they want to see.
