[NC 0] GOVERNANCE

0.1 PURPOSE

The WTT Network Configuration documentation, formerly System Description [WTT Addenda], detail the operational specifications of the Melbourne metropolitan trains network in respect to lease boundaries, engineering specifications, rolling stock/infrastructure assets and approved Third Party operators.

The Melbourne Metropolitan Train Franchise Agreement specifies ownership of lease operation for Metro across the defined Melbourne metropolitan trains network within Victoria, Australia.

This document contains the governance responsibilities and processes for the management of the WTT Network Configuration suite of documents.

0.2 SCOPE

The WTT Network Configuration documents are applicable to Metro trains operator, V/Line trains operator, Public Transport Victoria, Third Party organisations and contractors that use the Melbourne metropolitan trains network as defined within the Metro Trains Franchise Agreement.

The approval also authorises the management of subordinate documents L1-CHE-MAN-011 to L1-CHE-MAN-017 in accordance with the responsibility matrix shown on pages 7 and 8 and the configuration control process shown on page 11 of this document.

0.9 RESPONSIBILITY MATRIX

The responsibility matrix on the following pages lists the responsible and accountable department representative for each subordinate document. The source documentation used to populate the contents contained within the subordinate documents are maintained and controlled by the responsible department representative.

The role of the responsible department representative is to maintain and control the source data set(s) for their area of responsibility. They are the point of contact for enquiries relating to the data set. They co-sign the NC Change Notice form, confirming that the proposed change data description is correct, and update the register containing the data set.

The accountable department representative maintains overall technical authority for any change and currency of the supporting data set through delegation by the Chief Engineer. They also co-sign the NC Change Notice approving the implementation of the proposed change into the associated master WTT Network Configuration section.

0.10 CONFIGURATION & CHANGE MANAGEMENT

The WTT Network Configuration Control Process Map (Figure 2) depicts the formal change management and configuration control of the WTT Network Configuration documentation. A change to WTT Network Configuration – Governance, is achieved by following the MTM Management of Change procedure (L1-SQE-PRO-001), which will require the release of a new document version. Such changes relate to the business requirements, responsibilities and document management process of the suite of the WTT Network Configuration documents.

The change mechanism for each subordinate document, however, is via formal Engineering Change procedure when the change event impacts on the franchise operations of the Melbourne metropolitan trains network regarding network boundaries, line description, line speeds, ruling grade loads, and Metro rolling stock. A change to the aforementioned aspects of the WTT Network Configuration documents prompts the requirement of a Network Configuration (NC) Change Notice. The NC Change Notice (L4-CHE-FOR-049) is the interface between the engineering change event and a formally issued Safeworking (SW) Circular.

The NC Change Notice is created by the Engineering Change Coordinator and signed off by the responsible department representative. The change events are tracked through the release of SW Circulars. These approved changes will be incorporated into the applicable subordinate documents as SW Circulars are issued to continually provide the most up-to-date release of each document.

Third Party rolling stock is separately managed through a joint V/Line and Metro registration procedure. The NC Change Notice and SW Circular are then utilised for the formal update of the rolling stock document.

For tracking and referencing purposes, the SW circular number, date and title will be recorded under the WTT NC – Circular Record Index of applicable subordinate documents.

Refer to Figure 2 – WTT Network Configuration Control Process Map on page 11 and accompanying notes on page 12 of this document for detailed steps to the configuration control process.

0.11 NETWORK CONFIGURATION CHANGE NOTICE

The Network Configuration (NC) Change Notice is a formal notice to communicate the proposed change to the WTT Network Configuration to Metro Rail Safety, for publication of a Safeworking (SW) Circular. The NC Change Notice details a change to the Melbourne metropolitan trains network and also contains the endorsement and authority of the accountable department representative. An NC Change Notice is required if a change affects any aspect of the operational configuration of the Metro network captured within the WTT Network Configuration documents.

NOTE A NC Change Notice and/or SW Circular are not the formal change vehicle. This is effective through formal authorisation by applicable Management of Change (MoC) , Engineering Change (EC) or Third Party Rolling Stock Registration approval.*

0.12 SAFEWORKING CIRCULAR

A Safeworking (SW) Circular is a change notice formally released by Metro Rail Safety which provides the authorisation for the change to be implemented into the applicable documents of the WTT Network Configuration. This will be formulated on advice of the NC Change Notice. The SW Circular will include the reference number of the original change event which could be in the form of an Engineering Change or a Third Party Rolling Stock registration. The SW Circular also communicates to all necessary stakeholders via email any permanent operational variations or short term changes to the Melbourne metropolitan trains network and the effective implementation date.

NOTE A SW Circular is released in compliance with the Rail Safety Act and Metro’s Franchise Agreement responsibilities.

0.13 WEEKLY OPERATIONAL NOTICE

The Weekly Operational Notice (WON) is a general communication to all Metro stakeholders regarding various operational timetable changes, maintenance works, temporary restriction notices, track warnings, new rolling stock, signalling box de-commissions etc.

These WONs, produced by Metro Rail Safety, aims to capture and compile all issued circulars of the week into one notice to ensure all stakeholders are aware of alterations, temporary or permanent alike, to the network.

NOTE A WON may communicate changes to the WTT Network Configuration as applicable to various stakeholders but the changes communicated will be extractions from formally released SW Circulars.

WTT Network Configuration Control Process – Steps & Definitions

NOTE#1 – WTT Network Configuration – Governance is the overarching document that defines the scope, document management, responsibilities, configuration control and change management. L1-CHE-MAN-010 contains the sign off authority for the contents of the suite of subordinate documents in respect to the engineering standards, rolling stock and infrastructure assets as defined within [NOTE #4].

NOTE#2 – Proposed change events are major changes to the scope/business requirements/responsibilities/industry requirements – the L1-CHE-MAN-010 document will be rarely subject to new revision and will require a MoC as the change vehicle.

NOTE#3 – Management of Change – Refer to L1-SQE-PRO-001.

NOTE#4 – The suite of WTT Network Configuration documents that sit under the L1-CHE-MAN-010 WTT Network Configuration - Governance include L1-CHE-MAN-011 to L1-CHE-MAN-017. These documents are subject to modification through Engineering Change [See Note #5]. Third Party Rolling Stock modifications follow a separate process – Refer to [NOTE #6]. Sign off authority will be in accordance with those identified within the Responsibility Matrix of L1-CHE-MAN-010.

NOTE#7 – NC Change Notice – OCE – Process & Interface will provide an NC Change Notice to Metro Rail Safety which communicates to the business and key stakeholders that a change to the Melbourne metropolitan network has been approved/authorised to occur. It details the group/line/discipline/area/fleet affected and the necessary change to be updated within the documents of the WTT Network Configuration (as applicable).

NOTE#8 – SW Circular – Metro Rail Safety will incorporate the NC Change Notice into a SW Circular and release the SW Circular to the business to communicate the WTT Network Configuration change to all necessary stakeholders. This will also be included in the WONs (Weekly Operating Notices).

NOTE#9 - An authorised Engineering Change affecting the WTT Network Configuration will prompt: (a) a release of a SW Circular and (b) an update of the WTT Network Configuration - L1-CHE-MAN-011 to L1-CHE-MAN-016 documents as applicable. (Including updating the Circular Record Index with the circular reference number and create a new release of the affected document from the ‘effective from date’).

NOTE#10 - An authorised Third Party Rolling Stock Registration will prompt: (a) a release of a SW Circular and (b) an update of the WTT Network Configuration – L1-CHE-MAN-017 document as applicable. (Including updating the Circular Record Index with the circular reference number and create a new release of the affected document from the ‘effective from date’).
