University President Provides
Update on Coronavirus
The University of Windsor is actively moni-
toring issues and responding to concerns
associated with the 2019 Novel Coronavirus
(COVID-19).The health and safety of mem-
bers of the campus community remains and
will continue to remain our top priority. We
encourage everyone to exercise discretion
and to follow the guidelines for illness pre-
vention outlined on the Government of On-
tario Coronavirus website.
UW also established a Pandemic Plan-
ning Committee which meets regularly
and is reviewing all aspects of how we
minimize risk to our community and also
support the development of emergency
preparedness strategies going forward.
The committee is also co-ordinating efforts
through ongoing co-operation with other
post-secondary institutions; the Windsor-
Essex County Health Unit; and both the pro-
vincial and federal governments through the
Council of Ontario Universities and Universi-
ties Canada.
The senior management of the University of
Windsor is also meeting, on a daily basis, to
assist with information flow and risk mitiga-
tion.
All classes have been suspended and to be
continued on-line and non essential services
allowed to work from home.

Reception At Queen’s Park
The University of Windsor — led by
President Robert Gordon and Chancellor
Mary Jo Haddad (BScN 1984, LLD 2005)
— hosted a reception at Queen’s Park,
seat of the provincial legislature, on
Monday, March 2, to champion the Uni-
versity’s role as key player in the future
of the Windsor-Essex region and Ontar-
io.
Among the nearly 100 elected officials and
legislative staff attending were Ross Roma-
no (LLB 2004), the minister of colleges and
universities; Michael Tibollo (LLB 1985), as-
sociate minister of mental health and addic-
tions; and Prabmeet Singh Sarkaria (JD
2015), associate minister of small business
and red tape reduction. All three are
UWindsor law grads.
Dr. Gordon, in an address to the gathering,
said the University is dealing with challeng-
es related to the Great Lakes and to our na-
tional borders, helping ensure safe, vibrant
and healthy communities, and promoting
sustainable manufacturing.
Local MPPs attending included Rick
Nicholls (Chatham-Kent—Leamington);
Windsor-Tecumseh’s Percy Hatfield (BA
1987); Lisa Gretzky (Windsor West) and
Taras Natyshak (Essex).
Joining Gordon as part of the University
delegation were K.W. Michael Siu, vice-
president of research and innovation; Chris
Houser, dean of the Faculty of Science; and
Lisa Porter, professor of biomedical scienc-
es .
Former Minister Dwight Duncan
Is the Executive in Residence
Duncan, a UWindsor alumnus (BA 1984,
MBA 1989, LLD 2013), spent 25 years in
public service and is currently a senior
strategic advisor at McMillan LLP, as well
as a principal at McMillan Vantage, the
firm’s public policy advisory service.
He is also a board member of Travelers Insur-
ance Canada, the Dominion General Insur-
ance Company, Crown Crest Trust, and the
Global Risk Institute, and serves as chair of
the board of directors of the Windsor-Detroit
Bridge Authority.
Mitchell Fields, Dean of the Odette School
of Business, says he is delighted to have
Duncan on board his faculty. “As a business
school, we believe it is very important to ex-
pose our students to real world leaders,” he
says.
“He brings a wealth of political and managerial
leadership to the school and our students.”
Since September, Duncan has been teaching
a class on managing political risk, using his
experience in private and public policy and his
nearly 10 years in cabinet to drive interest and
discussion. .
One of my lectures is on P3 in Canada and the
US. I use the Gordie Howe Bridge as an ex-
ample when teaching my students the im-
portance of risk management in both for-profit,
crown corporations, and not-for-profit organi-
zations.

Former Law Dean Honoured
The Canadian Bar Association named a former Uni-
versity of Windsor law dean as one of two outstand-
ing members of the black legal community honoured
for Black History Month. Juanita Westmoreland-
Traoré, a judge of the Court of Québec for the
District of Montréal, served as Dean of the Uni-
versity of Windsor Faculty of Law from 1996 to
1999. She and Hugh Fraser will receive Presi-
dent’s Awards, honouring significant contribu-
tions to the Canadian legal profession.
Juanita Westmoreland-Traoré is a woman of firsts:
the first black, female Canadian law dean, and the
first black judge to sit on a Quebec bench,” said as-
sociation president Vivene Salmon. “She has been
an amazing trailblazer and role model for me and
other women of colour, a shining example of what we
can achieve in our legal careers.”
Law Society to Recognize
UWindsor Jeff Berryman
The Law Society of Ontario will confer a medal on
Jeff Berryman, UWindsor associate vice-
president academic, in recognition of his career
achievements and contribution to the legal pro-
fession at its annual awards ceremony, in May in
Toronto.
“He is recognized both nationally and internationally
as a scholar in his field of expertise — contracts,
remedies, and restitutions. He has provided excep-
tional leadership at the University of Windsor.
Law professor Julie Macfarlane
named to the Order of Canada in recognition
of her advocacy on behalf of self-
represented litigants.
A citation noted Dr. Macfarlane’s contributions
as a lawyer and mediator, and advocacy for self-
represented litigants. She is director of the Na-
tional Self-Represented Litigants Project.
Macfarlane’s appointment was one of 120 an-
nounced Dec. 28 by Gov. Gen. Julie Payette.
University Mourns The Loss of
Five Members in Plane Crash
On Jan. 8, the University of Windsor lost five
cherished members of its community, who were
returning to campus, when Ukrainian Interna-
tional Airlines’ Flight PS752 crashed in Iran and
claimed the lives of all 176 on board.
Engineering doctoral candidates Hamidreza
Setareh Kokab, Pedram Jadidi, Zahra Naghibi
and her spouse Mohammad Abbaspour Ghadi,
and biology research assistant Samira Bashiri
will be remembered by friends, faculty, and staff
as vital contributors and caring companions.
We all feel the tremendous depth of human suf-
fering caused by this tragedy,” UWindsor presi-
dent Robert Gordon said.

Strategic Mandate Agreement
Submitted to Province
The University of Windsor’s Strategic Mandate
Agreement has received unanimous approval
from the Board of Governors as well as unani-
mous support from Senate.
The University’s agreement with the Government
of Ontario, SMA3 establishes the University’s
performance metrics and targets. Beginning in
2020, approximately $23 million of its provincial
grant will be tied to meeting these annual perfor-
mance targets. By 2024-25, that amount will in-
crease to nearly $56 million.
“We have undertaken a strongly consultative pro-
cess in developing the SMA3, and input from
across campus has been instrumental,” said asso-
ciate vice-president academic Jeff Berryman, a
member of the team who led the development of
the agreement.
The finalized draft has been submitted to the Min-
istry of Colleges and Universities, and final docu-
ments will be ready for signature by March 31.
“SMA3 is an accountability agreement with Ontar-
io designed to measure the University’s perfor-
mance on certain government-identified metrics,”
said provost Douglas Kneale. “As a publicly-
funded institution, the University of Windsor em-
braces accountability and transparency, and has
worked hard to negotiate an agreement that will
allow us to fulfill our academic mission and pre-
serve our performance-based funding.
President Robert Gordon, Provost Douglas
Kneale and Associate VP Jeff Berryman wish
to thank all those across our campus and com-
munity who played a role in the SMA3 process,
including everyone who attended the town halls to
learn and contribute to the outcome.” For more
information about the SMA3 and its development
process, visit the SMA3 website.
Kinesiology professor Dave Andrews
has been named a 3M National Teach-
ing Fellow.
Each year, the kinesiology professor
learns the names of all 200 or so students
in the class. By the end of the semester,
he knows all their names.
Dr. Kneale nominated Andrews for the
teaching award on behalf of the Universi-
ty. There was no shortage of students will-
ing to write letters of support.
Andrews is the seventh UWindsor fac-
ulty member to be named a 3M National
Teaching Fellow.
Past recipients include biology profes-
sor Joseph Habowsky, philosophy pro-
fessor Ralph Johnson, psychology pro-
fessor Ken Cramer, law professor Don-
na Marie Eansor, School of Creative
Arts professor Veronika Mogyorody,
and nursing professor Judy Bornais.

Evolution of the Faculty of Nursing at the University of Windsor
When I first came to the University of Windsor in
1963 to join the Department of Biology, the
Nursing program was section in the Faculty of
Arts and Sciences. Two members Miss Florence
M Roach and Miss Malloy were engaged in
providing the nursing training.
Most of the Nursing training was given by
the two Hospitals Hotel Dieu and Metropoli-
tan hospitals for Register Nursing (RN) de-
gree.
The Faculty of Nursing (FoN), formerly a School
of Nursing, was established in 1954 housed un-
der the umbrella of the Faculty of Arts and Sci-
ence of Assumption College, Windsor, Ontario.
and affiliated with the University of Western On-
tario. and had a post diploma certification in
teaching,
In the 1960s, the University of Windsor be-
came a degree granting institution and the
School of Nursing within the Faculty of Sci-
ence began its generic independent four-
year Bachelor of Science in Nursing (BScN)
degree retaining the other program listed
above along with a post diploma to BScN
program. The post-diploma BScN program of-
fered baccalaureate degree completion opportu-
nities for those with nursing diplomas. The post
diploma program was closed in 2016 due to
dwindling applications and growth within other
areas of the Faculty of Nursing.
Leadership for the establishment of the School
of Nursing was pioneered by the first Director,
Florence M. Roach who held the role from 1955
to 1970. Directors to follow included Anna Gup-
ta, Dr. Anna Temple, Dr. Janet Rosenbaum, Dr.
Sheila Cameron and Dr. Beth Horsburgh.
In the spring of 2001, the School of Nursing
became an independent Faculty of Nursing
no longer in the Faculty of Science. The
founding Dean for the Faculty of Nursing was
Dr. Sheila Dresen who held the position from
2000-2003 followed by the leadership of Dr.
Elaine Duffy (2003 -2006) and Gwen Ebbett
(2006-2010). The current Dean, Dr. Linda Patrick
is completing her second five-year term and a
new Dean will be announced this spring to begin
a first term July 1, 2020.
In the fall of 2001, we admitted the first students
into the four-year Honours Collaborative BScN
program in partnership with St. Clair College and
Lambton College. In this agreement, the Honours
Collaborative BScN is offered on all four sites in-
cluding all four years at the University of Windsor.
All college students transfer to the university site
at the completion of year two of the program. Col-
lege students are given the opportunity to transfer
back to their home school for the final semester of
year four.
After a successful twenty years of collaboration,
the recent announcement by the Ministry of Col-
leges and Universities to give Ontario Colleges
stand-alone BScN degree programs will mean
significant changes for the future.
Current graduate programs include
Master of Science in Nursing (MScN) with the-
sis and two field options of study: Leadership and
Advanced Clinical Nursing.
A course-based Master of Nursing (MN) with
three field options of study: Leadership, Advanced
Clinical Nursing and Nurse Practitioner.
The Primary Health Care Nurse Practitioner
(PHCNP) Graduate Diploma program in partner-
ship with a consortium of nine Ontario universities
and a
Doctor of Philosophy Degree in Nursing
(PhD). We are eagerly anticipating our first gradu-
ates in the PhD program in 2021. We are very
proud of our International reputation for educating

. Byron P Rourke FRSC
Ph.D.,LL.D.,C.M.,C.Psych.,ABPP-CN,
1939 –2011
Byron P. Rourke founded one of the first
child neuropsychology assessment laborato-
ries in North America and was responsible
for the creation and development of a doctor-
al training program in clinical neuropsychol-
ogy at the University of Windsor that has
produced a large cadre of superb scientist-
practitioners who range all across Canada
and the United States.
He contributed scientifically in describing the be-
havioral and socio-emotional context of learning
disorders, and he was singularly responsible for
the evidence-based, breakthrough development
of the concept of non-verbal learning disabilities
(NLD).
His contributions are important across the life-
span as well as seen, for example, in his studies
of brain-injured individuals and investigations
regarding the onset of abnormal aging.
He lectured widely around the world in his 40
year career as a Professor, and he was ap-
pointed University Professor by the Universi-
ty of Windsor in recognition of his embodi-
ment of academic ideals.
Byron was presented the INS Distinguished Ca-
reer Award for outstanding contributions to the
science of neuropsychology, his achievements
in clinical practice, and for his educational lead-
ership.
In addition, his service to INS on the Governing
Board and as its President marked the introduction
of program innovations that are foundational in INS
meetings today. He also was an early member of
INS and constant proponent of the meaningful de-
velopment of the INS “International” agenda.
He was passionate about the preservation of the
interdisciplinary nature of the Society, and equally
devoted to the important role the INS should play in
the development of young careers in neuropsycho-
logical science and practice.
Recognized as a Fellow of the Royal Society of
Canada, he was the recipient of numerous hon-
ours for scientific contributions from national
organizations, including the Donald O. Hebb
Award for Distinguished Contributions to Psy-
chology as a Science by the Canadian Psycho-
logical Association.
He was appointed a Member of the Order of
Canada in 2008 for his contributions to psy-
chology, notably as a founding father of clinical
and child neuropsychology in Canada, and for
his pioneering research on nonverbal learning
disabilities

WURA President’s Update
On Coronavirus Issue Your WURA colleagues are thinking about you as sen-
iors, the most vulnerable for the Corona virus, especially
if we have other underlying health issues (which most of
us have at our age). We are asked to do social distanc-
ing (no hugs or kisses ... especially difficult with
our grandchildren), and only to go out for urgent
needs, like groceries or to the pharmacy.
A reminder to follow the health guidelines re: hand wash-
ing (soap and hot water), proper nutrition every
day, enough rest, and for the moment, outdoor exercise,
if possible to get fresh air. If you need any assistance,
please let us know.
All WURA meetings and activities for the time being are
on hold. Our WURA Executive Committee meet-
ing planned for next week has been cancelled. The
WURA Spring General Meeting, normally in April, will
