Introduction and Proposal
This application seeks full planning consent for the installation of an access into a field block off Main Road, Wellow. The applicants, West Wight Alpacas seek vehicular access to the land that is otherwise only connected to the rest of the holding through pedestrian access, and hence is unsustainable.
There is an existing gate in the North East corner but this is not in the applicants control. It is owned by a third party with no rights across.
This document, along with the submitted plans, will show the required need for a new access, as well as how the design complies with local planning policy. Visibility splays have been illustrated to show that suitable safety can be achieved.
Planning History
No recent planning applications have been submitted on this piece of land.
Planning Policy
National planning policies are considered too strategic to be relevant to this application. The Isle of Wight Core Strategys DM2, Design Quality for New Development, has been taken into consideration.
This development proposal has been determined to be in accordance with Policy DM2 and is policy compliant. It takes into account the constraints and context of the area. The access is located in a natural break in the hedge, limiting any impact and reasonable hedgerow removal or bank regrading.
DM2 Design Quality for New Development
The Council will support proposals for high quality and inclusive design to protect, conserve and enhance our existing environment whilst allowing change to take place. A robust design process with the use of skilled designers and pre-application discussions will be promoted. Relevant information according to the sites size, location and context will be required in order for the Council to determine planning applications properly and quickly. All new development should respond to a clear understanding of physical, social, economic, environmental and policy context.
Development proposals will be expected to:
1. Provide an attractive, functional, accessible, safe and adaptable built environment with a sense of place.
2. Optimise the potential of the site but have regard to existing constraints such as adjacent buildings, topography, views, water courses, hedges, trees, wildlife corridors or other features which significantly contribute to the character of the area.
3. Be appropriately landscaped to provide an attractive setting for the development that integrates with the surroundings.
4. Complement the character of the surrounding area, particularly in Conservation Areas and AONB, as defined in Conservation Area Appraisals, Village Design Statements or other Supplementary Planning Documents that define locally distinctive areas.
5. Minimise the consumption of natural resources and the production of waste or pollution.

It is located safely along a 30mph stretch of road and can provide adequate visibility splays of 90m in both directions.
Visibility to the East and West
The proposal will provide a 1.5m concrete apron onto the highway, with a chalk vehicular hard standing further into the field. This will reduce the possibility of mud and debris being transferred onto the highway.
This proposal provides a functional and accessible access into the field, whilst taking into consideration the setting of Wellow to ensure that the new access complements the surroundings. In accordance with the plans, the entrance will take advantage of a natural gap in the hedgerow. If part removal is necessary for the visibility, the thickness of the hedgerow could be thinned as it is double staggered. A new inner tier can be replanted. A landscaping scheme can be agreed by condition, with the planting of a new native mix to reinforce the existing hedge line.

Required Need
The holding of West Wight Alpacas is consolidated, but the parcel of land in question is isolated by the lack of direct main road access, and is separated by a hedgerow, which only provides pedestrian access.

The aim of the proposal is to allow the land to be useable via the main road. It is reasonably necessary for many purposes within the realm of agriculture.
When the land was purchased, West Wight Alpacas were aware of the existing constraints, but they have been pre-occupied with other business operations, but are now ready to install an entrance to make use of the site.
Conclusion
This proposal shows that there is a required need for an access onto the land in question. The application is policy compliant with DM2, complementing the context and setting of the area, whilst being safe and accessible.
