UNITED NATIONS HEADQUARTERS , NEW YORK These information notes have been compiled to assist you in the preparation for your trip to New York to participate in the 46th session of the UN Statistical Commission and the side events. We would appreciate any comments or suggestions that you have on how to improve these.
ADMINISTRATIVE ARRANGEMENTS FOR THE MEETINGS The 46th session of the United Nations Statistical Commission will be held from 3 – 6 March 2015 at the United Nations Headquarters in Conference Room 1 in the Conference Building (CB). The opening session will start at 10:30 a.m . and on subsequent days the meeting will start at 10:00 a.m. Please enter the UN premises through the Visitor’s Entrance located on First Ave nue (between E. 45 & E. 46 Streets). Identification Badges and Grounds Passes We would like to remind you that you will need to comply with the formality of requesting your Permanent Mission to the United Nations in New York to advise the Secretary-General in writing of your intention to participate in the meetings and provide the name(s) of all the members of your delegation. You can find the contact information for your Permanent Mission on the following website: <http://www.un.org/en/members/>. Once your mission has informed the Secretary-General, they will then request a grounds pass to the United Nations premises for you.

GENERAL INFORMATION
Immigration Requirements Participants should contact relevant United States of America embassies or consulates on visa requirements, and obtain the appropriate entry permit where necessary as early as possible. The official notification letter is generally sufficient to be used as supporting documentation for visa (entry permit) request. Please contact us, should there be any issues with obtaining visa for the purpose of attending this event.
Money The majority of ATMs (Automated Teller Machines) networks in New York City are linked to a network that most likely includes your bank at home. Hence, you would be able to make a cash withdrawal if you have a cash card (ATM Card) that offers Cirrus (http://www.mastercard.com/atmlocator/index.jsp) or Plus (www.visa.com/atm), the 2 most popular networks. There are fees and daily limits associated with withdrawing money using the above networks. Please check with your bank at home for this information. Traveller’s cheques are another good and safe alternative. Be sure to keep a record of their serial numbers, so you are ensured a refund in case they are lost or stolen. The 3 most popular traveller’s cheque providers are American Express (American Express branches, www.americanexpress.com), Visa (Citibank branches), MasterCard (Thomas Cook Currency Services). Credit Cards are a convenient way to pay for transactions. American Express , Visa and Master Card (among others) are accepted virtually everywhere in New York.

Hotels Arrangements for hotels need to be made by individu al participants (or their Mission) at hotels of their own choice. A list of hotel in the vicinity of the UN is provided below.
Please note that a credit card is normally required to make a reservation, participants should plan accordingly. Participants can contact hotels directly and make reservations. Participants can also contact your country’s Mission to the United Nations which may be able to assist you (contact details for missions can be found at http://www.un.org/en/members/). Participants should make the necessary reservations at least one week prior to the event.

LOCAL TRANSPORTATION Subway and buses (http://www.mta.info/) are a convenient way to get around Manhattan. Metro Card valid for subway and bus can be purchased at subway stations.

Yellow Cab Taxis are readily available around Manhattan. Taxis are a safe alternative for late night travel when train and buses can be few and far between. It is advisable not to take taxis without meters (illegal taxi), as they could charge exorbitant fares. Taxi fees can be paid in cash or credit card, however, if paying in cash, it is a good idea to have small bills because taxi drivers usually cannot change anything higher than $20. While taxis are relatively expensive for a single person, they are more affordable with 3 or more riders. 1. The proposed programme of work and timetable for the forty-sixth session of
the Statistical Commission has been prepared pursuant to relevant decisions of the
General Assembly, the Economic and Social Council and the Statistical Commission
in order to facilitate the consideration of agenda items within the limits of the time
and services allocated to the Commission.
2. The first meeting of the forty-sixth session of the Commission will be
convened on Tuesday, 3 March 2015, at 10.30 a.m. Facilities will be available for
two formal meetings on Tuesday and Wednesday and for a morning meeting on
Thursday. Morning meetings will be held from 10 a.m. (except on Tuesday, when
the meeting will start at 10.30 a.m.) to 1 p.m.; afternoon meetings, from 3 to 6 p.m.

1. Election of officers
In accordance with rule 15 of the rules of procedure of the functional
commissions of the Economic and Social Council and past practices, the Statistical
Commission, at the commencement of its first meeting at a regular session, elects,
from among the representatives of its members, a Bureau comprising a Chair, three
Vice-Chairs and a Rapporteur.
The Bureau serves for two years, to the extent possible. That duration is
achieved by electing the Bureau for a period of one year and re -electing the
members of the Bureau who continue to be representatives to the Commissio n at the
following session. The Bureau is elected on the basis of the principle of equitable
geographical distribution, with a member of the Bureau elected from each of the
regions represented on the Commission.

The items on the provisional agenda and the corresponding documentation
were proposed by the Commission at its forty-fifth session (New York, 4-7 March
2014) and were adopted by the Council in its decision 2014/219. The Bureau of the
Commission has subsequently approved some changes. The proposed provisional
programme of work and timetable for the session is also before the Commission.
The Commission is invited to adopt the agenda and provisional programme of work
and timetable for its forty-sixth session.

3. Items for discussion and decision
(a) Data in support of the post-2015 development agenda
(i) Broader measures of progress
The Commission will have before it the report of the Friends of the Chair
group on broader measures of progress. The report provides a road map for the
development and implementation of an indicator and monitoring of the framework
for the post-2015 development agenda. The report also describes the activities
undertaken by the group since the previous session of the Statistical Commission
and the key activities of other entities involved in the implementation of such a
framework for the goals and targets of the post-2015 development agenda.
Information on an expert group meeting on the topic, which will be held prior to the
next session of the Commission, will be provided in a background document. The
report also examines expected data requirements and data gaps, based on initial
survey results received from countries. The final results will be presented in a
second background document. The report also examines actions to close the data
gaps, along with recommendations and a time frame for carrying the work forward.
In addition, the report provides a work plan and points for discussion. The
Commission is invited to express its views on the proposals made in the report.

(ii) Emerging issue: the data revolution
The Commission will have before it the report of the Secretary-General on the
data revolution as an emerging issue, highlighting the main recommendations of the
report of the Independent Expert Advisory Group on a Data Revolution for
Sustainable Development , which is available as a background document. The
Group was created by the Secretary-General to advise on ways to close the data
gaps and strengthen national statistical capacities; assess new opportunities linked
to innovation, technical progress and the surge of new public and private data
providers; and utilize the data revolution for sustainable development. The

Commission is invited to express its views on the report and on the proposals for
follow-up made by the secretariat of the Group.

(iii) Big data
The Commission will have before it the report of the global working group on
big data for official statistics. The report sets out the outcome of the International
Conference on Big Data for Official Statistics and describes the first meeting of the
global working group. The Commission is invited to express its views on progress
achieved by the global working group, including an inventory of big data projects
for official statistics, and to comment on plans for collaborative work between
national, regional and international institutions in official statistics re lated to
communication and advocacy, data access and partnerships, capacity-building and
the use of specific big data sources, such as mobile phone data and remote sensing
data, including satellite imaginary.

(iv) Transformative agenda for official statistics
The Commission will have before it a report of the Secretary-General on the
preparations for the Global Conference on a Transformative Agenda for Official
Statistics to be held in New York on 15 and 16 January 2015. The Commission will
also have before it a background document on the outcome of the Conference. The
report addresses the need for guidance from the Commission on practical modalities
for moving ahead in an internationally collaborative way to implement, at the
country and international levels, a transformative agenda for official statistics in
support of the post-2015 development agenda. The Commission is invited to discuss
the outcome of the Conference and express its views on the work accomplished to
date and on the proposed follow-up actions.

(b) Population and housing censuses
The Commission will have before it the report of the Secretary-General on the
2010 World Population and Housing Census Programme and on preparations for the
2020 World Population and Housing Census Programme. The report provides an
overview of the implementation of the 2010 Programme, including information on
national participation in the 2010 census; successes and challenges faced; and an
overview of activities carried out by the Statistics Division in support of the 2010
Programme. The report also describes the preparatory activities for the 2020
Programme. The Commission is invited to express its views regarding the

information represented in the report. In particular, the Commission is invited to
review and endorse the draft principles and recommendations for population and

(c) Crime statistics
The Commission will have before it a report of the United Nations Office on
Drugs and Crime (UNODC) describing the main features of the International
Classification of Crime for Statistical Purposes, which is the first full classification
structure at the international level on criminal offences, and a related background
document. The classification structure aims to provide a standard for the systematic
production and comparison of statistical data across different criminal justice
institutions as well as between different sources of data. It also describes the
consultation process for developing the International Classification of Crime for
Statistical Purposes, its founding principles and the activities planned to support its
progressive implementation and maintenance. The Commission is invited to endorse
the International Classification of Crime for Statistical Purposes and to provide
guidance and advice on future activities to support its progressive implementation at
the national and international levels.
The Commission will also have before it, for information purposes, the joint
report of the National Institute of Statistics and Geography of Mexico (INEGI) and
UNODC on crime statistics, which provides a brief review of activities undertaken
to implement the road map to improve the quality and availability of crime statistics
at the national and international levels. Two years after the adoption of the road
map, a number of achievements can be identified in respect of the three priority
areas to improve crime statistics, namely, the upgrading of methodological
standards; technical support to countries; and the improvement of international
reporting on crime. The International Classification of Crime for Statistical
Purposes and technical support to countries on victimization surveys figure
prominently among those achievements. The joint report also identifies the next
steps and international activities to be carried out to further enhance data on crime.
It proposes actions aimed at improving crime and criminal justice statistics systems
in order to adequately monitor the targets on security and justice included in the
current proposal by the Open Working Group on Sustainable Development Goals.

(d) Refugee statistics
The Commission will have before it the joint report of Statistics Norway and
the Office of the United Nations High Commissioner for Refugees on the main
challenges in the collection, and the production and dissemination of refugee
statistics at the national and international levels. It is the first time since the
establishment of the Commission that the topic is being discussed as an independent
item. With war and armed conflict having pushed the global number of forcibly
displaced persons to the highest level since the end of the Second World War, the
report outlines the current challenges faced by countries and international and
regional organizations in the collection and dissemination of statistics on refugees
and internally displaced persons. It provides an overview of the various data sources
and collection methods used as sources of information and proposes a set of actions
to improve the availability and quality of forced displacement statistics at the
national, regional and international levels. The Commission is invited to express its
views regarding the information provided in the report.

(e) Household surveys
The Commission will have before it a report on issues in household surveys,
and on their critical importance in the post-2015 development agenda. The report,
prepared by the World Bank in consultation with multiple organizations, provides an
overview on such issues as the availability, quality, relevance and sustainability of
household survey data, with a focus on low- and middle-income countries. The
recommendations formulated in the report include the establishment of a more
adequate institutional framework, the provision of adequate funding, the piloting of
an international code of practice for surveys and the implementation of more
ambitious programmes in respect of capacity-building and research on survey
methods. The Commission is invited to express its views on the issues described in
the report; on the necessity to include in the Commission’s agenda for discussion
the progress made in respect of the design, implementation, funding and
coordination of household surveys; and on the desirability of establishing a
technical standing group to foster coordination and harmonization of household
survey activities across agencies and member countries. The Commission is also
invited to endorse the interim role of the Management Group of the International
Household Survey Network in establishing the proposed standing group; endorse
the piloting of a code of practice for surveys by the International Household Survey
Network; and recommend the preparation of a report on priorities for cross-cutting
research work in survey methods to be submitted for information at the forty-

(g) International trade and economic globalization statistics
The Commission has before it the report of the Friends of the Chair group (on
the measurement of international trade and economic globalization. The group was
established by the Commission at its forty-fourth and was tasked with preparing a
concept paper on the scope and structure of the measurement framework and the
coordination of the work in that area. The report describes the activities of the group
and the outcomes of the International Conference on the Measurement of Trade and
Economic Globalization and the subsequent meeting of the group. The outcomes
include the conceptual challenges of measuring trade and other economic statistics
inside global value chains and the corresponding compilation issues. The report also
sets out the rationale for and the main elements of a new system of extended
international and global accounts, and concludes with proposals for the work
programme in that area and in respect of the coordination mechanism. The

(k) Governance, peace and security statistics
The Commission will have before it the report of Cabo Verde on governance,
peace and security statistics. The report was prepared by Cabo Verde, with the
assistance of the United Nations Development Programme (UNDP). The report
provides an overview of the initiatives on governance statistics since 2000. It
describes how the interest in governance has led to the inclusion of goal 16 of the
outcome document of the Open Working Group on Sustainable Development Goals.
The report includes a proposal to form a new city group, the Praia group on
governance statistics, to address the conceptualization, methodology and
instruments for producing such statistics, with the aim of supporting the
establishment of international recommendations on governance statistics. The
Commission is invited to express its views on the proposal to establish the group on
governance statistics and its proposed terms of reference.

(l) Fundamental Principles of Official Statistics

(m) Regional statistical development in Latin America and the Caribbean
The Commission will have before it the report of the Economic Commission
for Latin America and the Caribbean entitled “Statistical activities in Latin America
and the Caribbean: recent achievements and upcoming challenges”. Part I of the
report includes a brief chapter on the institutional mechanisms of the region for
statistical activities, including the Statistical Conference of the Americas, its
executive committee, the working groups and inter-institutional coordination
activities. The second chapter of Part I highlights recent achievements and lessons
learned, in particular in respect of the 2011 round of the International Comparison
Programme; the strength of institutional capacities in accordance with the code of
good practices and the ongoing review mechanism undertaken by experts and peers;
regional activities on monitoring the Millennium Development Goals; key activities
on gender statistics; the 2010 census round; and statistical dissemination in the
region.
Part II of the report addresses the Latin American and Caribbean region
perspective on the post-2015 development agenda and the statistical challenges
faced by the region in that regard.. It includes reflections on challenges to
strengthening basic statistics; the use of administrative registers for statistical
purposes; ways to achieve synergies in the context of the processes related to the
data revolution and big data; and ways to approach a possible agenda, taking into
consideration such phenomena and heterogeneity in the development of the national

quality adjustment practices for producer price indices. The Group indicates that it
has applied a content development framework to develop best practices in the
collection of output and price statistics for over 85 service industries defined in the

Revision 4. The Group’s work product and tangible outputs are available from its

12 September 2014, respectively. The main topics addressed in the report include

(n) Statistical capacity-building
The Commission will have before it a report of the Secretary-General on
statistical capacity-building, which outlines the current approach of the Statistics
Division, highlights the key achievements of its capacity-building programme over
the past two years according to statistical domain, including the Millennium
Development Goals indicators, and discusses the future plans of the Division to
further develop its capacity-building strategy and approach in a way that will
support countries in their national efforts to respond to the post -2015 development
agenda challenge.

(p) Integration of statistical and geospatial information
The Commission will have before it the report of the Expert Group on the
Integration of Statistical and Geospatial Information on its recent activities since the
previous session of the Commission. The report summarizes the main findings of
the international workshop on integrating geospatial and statistical information, held
in Beijing from 9 to 12 June 2014, and the major outcomes of the Global Forum on
the Integration of Statistical and Geospatial Information, held in New York on 4 and

5 August 2014, in conjunction with the fourth session of the Committee of Experts
on Global Geospatial Information Management. The report also provides
information on the consultative meeting of the Expert Group with regard to the
review of its work programme and the establishment of plans for future progress.

(q) Follow-up to the policy decisions of the General Assembly and the Economic and
Social Council
The Commission will have before it a note by the Secretary-General
containing extracts from resolutions, decisions and agreed conclusions adopted by
the General Assembly, the Economic and Social Council or other functional
commissions that are relevant to the work of the Statistical Commission. The report
contains a description of the actions taken so far by the Statistical Commission and
the Statistics Division and those suggested to be taken in response to the decisions
and mandates of the parent bodies. The Commission may wish to take those actions
into account in its discussions under relevant agenda items. The Commission is
invited to take note of the report.

5. Programme questions (Statistics Division)
The Commission will receive an oral report from the Director of the Statistics
Division concerning current activities, plans and priorities.
6. Provisional agenda and dates for the forty-seventh session of the Commission
In accordance with rule 9 of the rules of procedure, the Commission will have
before it the draft provisional agenda for its forty-seventh session, together with an
indication of the documents to be submitted under each item. The Commission will
also have before it a proposal for the dates of the session. In accordance with a
request of the Council (see Council resolution 1999/51), the Commission will have
before it a draft multi-year programme of work for the period 2015-2019. The
Commission is invited to approve the date, provisional agenda and documentation
for its forty-seventh session, as well as to approve the multi-year programme.

7. Report of the Commission on its forty-sixth session
The Commission will have before it the procedural report of the forty-sixth
session of the Commission covering organizational matters relating to the
Commission’s work. The Commission will also have before it an informal paper
containing the draft decisions submitted by the Rapporteur.
The Commission is invited to adopt the draft report on its forty-sixth session,
which will include the draft decisions and will be submitted to the Council, and to
entrust the Rapporteur with streamlining and finalizing it.

19 November 2014 BACKGROUND INFORMATION ON THE STATISTICAL COMMISSION AND PRACTICAL INFORMATION ON ITS FUNCTIONING 1 Origin 1. The Statistical Commission's nuclear (establishm ent) session was held in 1946, and its first session, in 1947. Terms of reference 2
2. On the basis of the recommendations of its nucle ar session, the Statistical Commission was established and give n terms of reference by the Economic and Social Council. The terms of reference as set forth in Economic and Social Counc il resolution 1566 (L) of 3 May 1971, reaffirming its resolution 8 (I) of 16 February 1946, as amended by resolution 8 (II) of 2 1 June 1946, state that the Commission shall assist the Council:
"(a) In promoting the development of national stat istics and the improvement of their comparability;
"(b) In the coordination of the statistical work o f
specialized agencies;
"(c) In the development of the central statistical services of the Secretariat;
"(d) In advising the organs of the United Nations on
general questions relating to the collection, analy sis and dissemination of statistical information;
"(e) In promoting the improvement of statistics an d
statistical methods generally."

In resolution 1566 (L), the Council stressed the importance of the Commission's coordination function and the need to achieve an integrated system in the collection, processing and dissemination of international statistics; recognized the interes t of the Statistical Commission and the Statistical Division in matters related to the use of computers in the United Natio ns system; and requested the Secretary-General to undertake, in co operation with

the specialized agencies, concerted action to assis t the developing countries in strengthening their statistical system s. Items considered 4. The Statistical Commission considers special iss ues of concern in international statistical development, methodolo gical issues, coordination and integration of international stati stical programmes, support of technical cooperation activi ties in statistics and organizational matters. Within the terms of the above resolutions, there is flexibility for the Com mission to adjust, where necessary, its priorities and methods to meet new requirements and maintain a balance between matters of current concern and the longer-term development aspects of the statistical system. Reporting 5. The Commission submits a report on each session to the Economic and Social Council. The report contains a n account of the Commission's proceedings and the action taken on ea ch agenda item. The Commission may submit to the Council, in the f orm of draft resolutions, recommendations to States Members of t he United Nations, the Secretary-General or the specialized a gencies. Any financial implications of the draft resolutions mus t be brought to the attention of the Commission and the Council bef ore being adopted and must subsequently be approved by the or gans of the United Nations having the necessary authority. Membership 6. The Commission consists of one member from each of 24 member countries of the United Nations elected by the Unit ed Nations Economic and Social Council on the basis of an equi table geographical distribution according to the followin g pattern:
(a) Five members from African States;
(b) Four members from Asian States;
(c) Four members from Eastern European States;
(d) Four members from Latin American and Caribbean States;
(e) Seven members from Western European and other S tates. 7. See Annex II for current membership of the Commi ssion. Term of office 8. The term of office of members is four years.

Frequency of meetings 9. In July 1999 the Economic and Social Council dec ided that the Commission should meet annually for four days each session, starting in the year 2000. Officers of the Commission 10. The officers are the Chairman, 3 Vice-chairmen and the Rapporteur; they are also referred to as the Bureau . In between sessions of the Commission, members of the Commissi on, the Bureau and the Secretariat consult on the election of the Bureau for the upcoming session. A Bureau is elected for a one ye ar period with the expectation that they will be re-elected to a s econd one year term if available. Nominations are made by member( s) of the Commission. Elections are held at the beginning of a session. In practice elections have been by acclamation. At it s thirtieth session the Commission decided to give the officers of the Commission (if necessary complemented by any others whose participation is deemed useful by the Chairman) mor e of a steering role. Secretariat support and other participants 11. The sessions of the Statistical Commission are substantively serviced by the United Nations Statistics Division (UNSD) and attended by the regional commissions, other United Nations organizations, specialized agencies and related org anizations, and non-United Nations international organizations acti ve in international statistical work. Dates of the meeting and notification to countries 12. Dates for the sessions of the Commission are pr oposed by the Commission. The dates are fixed by the Economic an d Social Council. The session must be held eight weeks befo re the Economic and Social Council session which will consider the report of the Commission; the Secretariat normally proposes dates to the Commission taking account of this requirement and o f the availability of conference servicing facilities. T he Secretariat notifies the permanent mission of each of the membe r countries of the Commission of the dates, and invites them to no tify the Secretariat who their representative (and any other delegation members) will be. The agenda and documentation of the Commission 13. Prior to each session of the Commission, the Se cretariat prepares a list of items that have previously been established for consideration by the Commission at that session; th e list may be

based on requests of the Commission at previous ses sions, or of other intergovernmental bodies such as the General Assembly and Economic and Social Council and reflect the multi-y ear programme of work that the Commission develops. During each ses sion the Commission may decide to add additional items to th e agenda, based on documentation and discussion at the session, and priorities or problems. At the end of each session the Secretari at provides an updated list reflecting all the decisions and reque sts, and on the basis of that list, the Commission proposes to the Economic and Social Council, the provisional agenda and document ation for the next session (subject to further review by the Comm ission's Bureau). The Economic and Social Council considers the proposal at its substantive session (June/July immediately foll owing the Commission session) and approves it. It is finaliz ed, and after review by the Bureau, distributed by the Secretaria t in advance of the Commission session. Documentation may be reque sted by the Commission, from the Secretariat, other United Nati ons bodies or specialized agencies, intergovernmental organizatio ns or non-governmental organizations active in statistical wo rk, a country or an ad hoc group of countries/organizations. 14. Documents are limited to 16 pages in length and where possible are well below this limit. They are to be concise and action oriented. They are made available in the six offic ial languages of the Commission (Arabic, Chinese, English, French, R ussian and Spanish). They are to be issued well in advance of the session. Documents are made available on the UNSD Home Page at http://unstats.un.org/unsd/statcom/commission.htm; . 15. Background documents are also frequently availa ble to the Commission. These contain information from partici pants and the Secretariat which are of potential interest to the Commission. These documents require clearance by the Secretary of the Commission prior to distribution and adequate copie s must be made available by the authors. They can be in any offic ial language(s) and will be circulated only in the language(s) prov ided by the author. Limited photocopy support can be offered b y the Secretariat. The provision of information in the f orm of documents or background papers is preferred by the Commission in place of lengthy oral statements. Kinds of interventions that are made 16. Members and observers are encouraged to partici pate fully in the deliberations of the Commission. The Commissio n has increasingly called for more focused, issue-oriente d and succinct interventions by those participating in the discuss ions. It has also emphasized that detailed expositions of method ology or the reporting of routine activities should not be prese nted orally but rather be made available as written material as bac kground documents which can be made available to participan ts.

Travel arrangements; air ticket; schedule of sessio ns; Conference room; admission to the United Nations building 17. Travel, but not subsistence/hotel expenses, for one representative of each member state of the Commissi on is paid for by the United Nations according to normal United Na tions travel standards. Representatives may make their own trav el arrangements and claim re-imbursement from the United Nations. 3 Alternatively, the United Nations is prepared, upon request, to ma ke the necessary arrangements for issuance and payment of the travel tickets. In those cases, Permanent Missions are requested to pr ovide to the Secretariat an address and the telephone number whe re the representative can be contacted. 18. The first meeting of the Commission sessions no rmally starts on a Tuesday, at 10:30 a.m. On subsequent days the meetings start at 10:00 a.m. Normally two sessions are held each day; 10:00 a.m. to 1:00 p.m. and 3:00 p.m. to 6:00 p.m. The confer ence room number where the meetings will be held is available near t he entrance to the United Nations Headquarters. Grounds passes fo r admission to the United Nations building are organized by the Mi ssion of each country to the United Nations. ______________

Annex I Some notes on the terms of reference of the Statistical Commission
In formulating the terms of reference, the nuclear Commission had certain concepts in mind, as indicated in the f ollowing excerpt from its report:
"(a) Promoting the development of national statist ics and the improvement of their comparability.
"This task will be performed in close collaboration with

agencies.
"The Commission should advise the Council concernin g agreements to be reached with the specialized agenc ies defining their respective areas of statistical acti vity ... The coordination process is an operating function t o be performed by the Secretariat within the framework e stablished by recommendations of the Commission.
"Initially, the Commission contemplates the adoptio n of a
general plan which will recognize the primary stati stical interests of each specialized agency. The collecti on by the latter of data in its primary field must be without prejudice, however, to the right of the United Nations to conc ern itself with statistics in the same subject area so far as they may be essential for its own purposes or for the instances , when the data are basic to the work of several specialized a gencies, provision should be made for their collection centr ally by the statistical unit of the Secretariat ... To facilit ate cooperative arrangements among the specialized agen cies and the Secretariat, the Commission recommends the esta blishment of a Statistical Coordinating Committee ...

"It is important that there be one focal point for statistical activities in the Secretariat. The Com mission is in accord with the recommendations of the Preparato ry Commission that the statistical work of the constit uent organs of the United Nations be centralized in a statistic al unit in

the Department of Economic Affairs, which would als o undertake work for the other Departments of the Secretariat . ..
"(d) Advising the organs of the United Nations on
general questions relating to the collection, inter pretation and dissemination of statistical information.
"This function implies that the Statistical Commiss ion
will serve as a technical advisory body, not only t o the Economic and Social Council and the statistical uni t of the Secretariat, but also all organs of the United Nati ons ...
"(e) Promoting the improvement of statistics and
statistical methods generally.
"This function is very broad and should cover adequ ately any work which the Commission may undertake through the promotion of uniform standards as to kinds of data to be collected, the methods of their collection, and the ir form of presentation. This will be accomplished in part th rough the work of committees or sub-commissions to be designa ted for particular fields as the needs arise. Improvement will also be accomplished through the current work of the Sec retariat in its dealings with national governments on statistic al matters. It is essential that the Commission and the Secret ariat play an active role in promoting continuously the adopti on and use of the most valid and reliable statistics and stati stical methods ... To further this end, the Commission re cognizes the need to provide opportunities for ... education and training in statistics."

a. Filtering options: I. Show All - displays all the statements for the intended audiences. II. Date of the meeting - displays the statements that will be delivered on the date.
III. Type - displays the statements by their type, for example; Country Statement, Opening Statement, UN Systems.
IV. Speaker - displays the statements delivered by the selected country/organization. V. Agenda - displays the statement delivered for the selected agenda item. VI. Additional filter options - additional fields will appear for users who have access to restricted
meeting contents. b. List of statements and related agenda item in the order they were presented. c. Option to e-mail or share the statements with colleagues. d. Link to the webcast of the delivery of the statement, if applicable. e. Option to download the statement from the PaperSmart portal, where available.
