Cancer control requires systematic approaches to early detection, diagnosis and treatment.
Resource-stratified guidelines provide a framework for building functional systems using existing resources.
Next steps require evidence-based guidance to policy makers for implementing scalable models for healthcare delivery adapted to existing conditions and resources.
