Development means that everyone is able to achieve their full potential, and lead productive
and creative lives with dignity according to their needs and choices, whilst fulfilling their
obligations and realizing their rights.

Well known for relief work in disasters and crises, and
committed to remain the world’s leading
humanitarian actor.
• a long-term agenda is well suited to the long-term outlook of IFRC,
• substantial capacities of the IFRC network, long proven professionalism and expertise
• permanent local presence of the Red Cross Red Crescent
• have millions of volunteers in the communities to carry out the longer term work
• Have tested principles and values• International status
However, present not just during disasters, but also
much beforehand and long afterwards. Well-placed to
be equally effective in longer term development:

privileged place at decision-making tables and
access to resources to address national
vulnerability.
In reality the distinction between humanitarian and development spheres is an artificial one for the people affected by crises.

Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for implementation.
Identify, assess and monitor disaster risks and enhance early warning.
Use knowledge, innovation and education to build a culture of safety and resilience at all levels.
Reduce the underlying risk factors.
Strengthen disaster preparedness for effective response at all levels.

Only one of Millennium Declaration objectives met
GAPS:• focus on primary
education at expense of secondary & post secondary education;
• focus on specific diseases
• No attention on climate change
Ownership: little involvement of developing countries; donor and money centric
Issues of equity neglected: high income vs low income groups; rural vs urban; gender and ethnicity; i.e. exclusion of people highest at risk

IFRC promotes a number of principles that should guide the design of post 2015 agenda, including:
Development as a process is owned by and largely carried out by people themselves…..
It should take into account the needs and rights of the most vulnerable people in setting targets and indicators for development
The outcome of the review of the Hyogo Framework should be fully reflected and referenced…..

Complex Process shaped by two sets of overlapping processes:
1) Intergovernmental process emanating from June 2012 Rio +20 conference and
2) The UN Secretariat led “post-2015” process; this includes national , regional and thematic consultations as well as the UNSG’s high level panel of eminent person (SG HLP)

Alignment with S2020 and IFRC’s approach to sustainable development
Resolutions and decisions adopted at Red Cross and Red Crescent Statutory meetings
Relevance to both the needs of vulnerable people and related areas of work in which all or most NSs are operational
Ability to communicate easily and simply

RC RC in development 1. Reducing risks and strengthening resilience
Disasters must be included in the post-2015 agenda.
The follow up to the Hyogo Framework for Action should be incorporated.
Inequalities in the impact of disasters must be addressed.
The local level aspects of Disaster Risk Reduction must be adequately prioritized and funded.
Strengthening resilience is key to the disaster risk reduction agenda.
Effective adaptation to climate change, “Two billion tree planting and caring programme”.

IFRC engagement and contribution based on its adopted policy and aligned with Strategy 2020 could include:
Multi-sector integration is required to reduce vulnerability to food and nutrition insecurity.
Availability, access to and utilisation of food must be improved.
The right to food and the increased vulnerability of households to food insecurity as a result of disasters should be recognised and be given sufficient attention.
Given the increasing risks of climate change and desertification, the international system should be prepared to respond to large-scale food insecurity. The IFRC network aims to scale up its food security work.

RC RC in development 3. Healthier Lives
Achieving Universal Health Coverage should thus be a goal for all countries.
Contribution of volunteers in preventive and promoting health among the most vulnerable communities can be increased and contribute to Universal Health Coverage.
Good health is an important contributor to development as well as a result of development gains
“Health in all policies” should be adopted as a principal
Communities in rural areas and urban settlements must be empowered to increase their resilience, improve health and increase productivity through access to improved sanitation, safe water and effective hygiene promotion

RC RC in development 4. Water and Sanitation
We see water and sanitation as being part of health and would continue to advocate for that linkage.
Access to affordable and sustainable sanitation and safe water is a recognised human right and a question of human dignity.
Communities in rural areas and urban settlements must be empowered to increase their resilience, improve health and increase productivity through access to improved sanitation, safe water and effective hygiene promotion.
Sanitation activities should be of at least as high priority as water supply, reflecting the present imbalance between sanitation coverage in relation to safe water access.

1. At global level – Using our observer status at the UN to directly influence the debate linking up with states and agencies who are ready to prioritise common positions.
2. National Societies – influence debate at the national capital. It is the states that will ultimately decide the post 015 agenda.
