Characteristics that impact project performance
The worst performing projects had:
Changes of Project Manager and/or personnel Lower project management experience, (a group
of 5 projects show productivity falling as the number of past projects managed decreases)
Changes to the specifications during the build Significant defects during build & post
implementation Interruptions (inactive time) during the project
These projects were larger projects (>1000 effort hrs) & longer in duration
