Do you know that the fine for a stop sign violation is $ 95.00, and for not stopping at the railroad stop signs is $ 330.00? Officers are stepping up their patrol on stop sign violations….so think $$ when you don’t stop completely or don’t stop at all!Also, not following the “Move Over” law will cost you $195. It’s not just a courtesy, it’s the law. Move over or slow down to keep everyone safe!

The 2015 pool season came to a safe and successful end on Sunday, August 16. Pool Manager/Operator Theresa Daters and the 2015 Staff are grateful for the support of area parents, patrons, and citizens throughout the summer.

The City of Melbourne offices will be closed on November 26 and 27 for Thanksgiving Day and the day after. They will be closed December 24 and 25 for Christmas Eve and Christmas Day.

CITY NEWS QUICKIES Water/Sewer bills are due by the 15th of the month. A 10% penalty is added after that date. Did you know you can sign up to have your Melbourne utility payment deducted from your checking or savings account at MidWestOne Bank automatically each month? It is a great way to simplify your life and to avoid late payments and late charges.

The City of Melbourne does not accept Debit or Credit cards, but please consider using your banks’ bill pay option. Most banks offer this service at no charge to the customer. You will need to check with your personal bank to get their policy.One word of caution if you use this option - you will want payment to come out of your account no later than the 10th of the month. Even though most of us bank “locally”, the payments generally come from out of state such as California, North Carolina, Texas, etc. You will need to allow extra time for the payment to arrive through the mail. Unfortunately, if it comes in late, there will be a “late fee” already assessed. By having it sent BY the 10th, you should avoid it arriving after the due date. If you will be moving, contact the city clerk’s office before your final date. We need to know your forwarding address and when you will be moving.

Dogs must be on a leash if they are off your property.As you walk around town, please be respectful of the private property you are near. Don’t litter or trespass, and be sure to pick up any mess your pet makes.

If you have a digging project, be sure to call Iowa One Call at 1-800-292-8989 before you dig. They will notify the utilities to mark all lines. Stay safe when you dig. Or you can call 811. Contact the city clerk’s office to find out about building permit requirements. Building permits are not required for roofing and siding projects. If you have a building project, check with the city clerk’s office to see if a building permit is required and if there are any regulations you have to be sure to follow. Projects needing a permit that are started before a permit is issued may be asked to take it down.

If you notice a street light not working properly, let the City or the utility company know. You may call Alliant Energy at 1-800-255-4268 or the city clerk’s office at 641-482-3338.

Remember to move cars off the street when snow begins to fall. They must remain off the street until snow is removed from curb to curb and snow has stopped falling. Make plans now where to put your vehicle while the streets are being plowed. Vehicles not moved can, and will, be towed at owner's expense.

Our Rec. Center is available for rent to the public. We have two rooms available for rent, or you can rent the entire building for a large event. You can rent the rooms by themselves or you can use the kitchen if you need it. The smaller room will hold a group of about 75 people and the large room will hold about 200-250. Below are the prices:

122.01 PURPOSE. The purpose of this chapter is to protect residents of the City against fraud, unfair competition and intrusion into the privacy of their homes by licensing and regulating peddlers, solicitors and transient merchants. 122.03 LICENSE REQUIRED. Any person engaging in peddling, soliciting or in the business of a transient merchant in the City without first obtaining a license as herein provided is in violation of this chapter. 122.09 DISPLAY OF LICENSE. Each solicitor or peddler shall keep such license in possession at all times while doing business in the City and shall, upon the request of prospective customers, exhibit the license as evidence of compliance with all requirements of this chapter. Each transient merchant shall display publicly such merchant’s license in the merchant’s place of business. If someone comes to your door selling something, please help protect yourself and your neighbors by asking to see their peddler’s permit. If they don’t have a permit, ask them to leave and go to City Hall to get one. At no time should you let an unknown salesperson into your home, not even to use the phone.

CITY OF MELBOURNE UTILITY BILLING ISSUES

Lost Bills Several residents have contacted us saying they did not receive their Melbourne utility bill in the mail. Bills are printed and mailed to every customer on the last business day of every month, even customers with a credit balance. Payments are always due by the 15th of the month, even if your bill was lost in the mail. If you don’t receive your bill by the 5th of the month, assume it is lost in the mail and contact us right away to find out the amount due. Call 641-482-3338 or email [email protected] with questions about your account.

Please Allow Extra Mailing Time for Utility Payments Recent changes at the US Postal Service have resulted in slower mail delivery times. Mail that used to arrive in one day usually takes two days now. Please remember to allow at least two days mailing time for payments to reach us, especially around the 15th of the month. Payments that are postmarked on the 15th don’t arrive until the 17th – on the 16th we charge a $15 late penalty and mail a delinquent notice for unpaid accounts. The $15 penalty may be reversed for payments that are postmarked on the 15th but the delinquent notices have already been mailed out. As a result of the longer mail delivery time, the city incurs extra postage costs and more staff time is spent adjusting penalties.

Save Yourself Time and Money – Sign-up for ACH The City of Melbourne offers a free and easy solution to both of these problems. If you sign up for ACH, we will deduct your amount due around the 8th of each month from your bank account. We still mail you a bill showing the amount and your usage details. If the 8th falls on a weekend or holiday, we will deduct the amount a business day after the 8th. You will never be late, you don’t have to take the time to find your bill, make out a check, and then either bring it to the city clerk’s office or mail the payment. Over 40 current customers have already taken advantage of this free service and love it. The enrollment form can be found on our website or we have them at the city clerk’s office. Fill it out (take the routing number and account number from the bottom of a check) and drop it off at the city clerk’s office. This deduction will start the following month - then you can relax about this utility bill – it’s handled!

SNOW REMOVAL TIPS!Snow is on the way and controlling snow and ice is a difficult and time-consuming operation. We need your help so we can clear the streets more quickly and completely.Please do not park cars on the street during any amount of snow fall, this will help crews do a better job at plowing. We ask that residents park their vehicles off the street during snow removal operations. City ordinance prohibits the parking of vehicles on public streets when the snow ordinance is in effect. Parking on public streets will result in ticketing and towing. Fewer cars on streets will quicken plowing.The equipment that is used to clear snow from streets may leave a ridge of snow across your driveway. It is the responsibility of the property owner to remove the ridge left by snow plowing equipment. When shoveling out the mouth of your driveway, throw the snow to the right or left, but not in the street. Putting the snow back into the street creates more work and a safety risk.To help ensure that sidewalks are safe during the winter, City Ordinance requires residents to remove snow and ice from sidewalks within 24 hours following the end of the snowfall. Property owners who do not comply are subject to a municipal citation. A helpful hint for residents – clear your sidewalk after the snowplows have finished plowing to the curb. When you remove snow from your sidewalk, please remember that City Ordinance prohibits placing that snow in the street. City Code Section 135.12 prohibits the unnatural deposit of snow from driveways and parking lots onto City right-of-way is also prohibited.Equipment operators often work 12 or more hours in a shift and appreciate courteous and friendly drivers and pedestrians. Please remember to maintain a safe following distance of 75 feet from all snow removal equipment.From all of us here at City Hall, please have a safe winter.

Safety First - Stay InformedThe National Weather Service (NWS) issues winter storm warnings and watches. Here's what they mean and what you should do.

Winter Storm Watch – Winter storm conditions (heavy snow, sleet and freezing rain) are possible within the next 36-48 hours. Continue monitoring the weather forecast.Winter Storm or Ice Storm Warning – A significant winter event is occurring or will begin in the next 24 hours. The combination of snow, sleet, freezing rain and moderate winds will impact travel and outdoor activities. An Ice Storm Warning is issued when mostly freezing rain is expected with ice accumulations of 1/4 inch or more within a 12-hour period. Take necessary precautions – consider canceling travel plans.Blizzard Warning – A dangerous event with winds that are 35 mph or greater in combination with falling and/or blowing snow that reduces visibility to 1/4 mile or less for a duration of at least 3 hours.

multiple passes to keep the street area clear. This may require you to clean these areas more than once for each storm. There is no way to avoid this snow placement.

TIME ENDS - NOVEMBER 1At 2:00 AM on the first Sunday in November we set our clocks back one hour to return to Standard Time.

ATTENTION SNOWMOBILERS!Snowmobilers, yes you will eventually get to use your sled. When you do, please remember a few simple guidelines. Ride on a designated trail when possible. If you must ride in the street, be sure the street has a snow cover and use the most direct route to and from your destination on designated streets. Do not ride over other people’s private property. This simply isn’t your property and you do not have a right to be there. The owner may have something in the yard that you would destroy or could do harm to your sled. Do not ride over side-walks. This makes the snow really hard to remove.Do not drink and drive. The life you save might be your own.WHAT, I FORGOT TO PAY MY WATER BILL???You can sign up to have your water/sewer bill automatically taken from your bank account at MidWestOne Bank each month. This service is convenient and free. This will eliminate any late fees. You will still receive your bill so you know the amount that will be deducted. The amount is taken out around the 10th of each

Inoperable VehiclesThe Melbourne Police Department would like to remind residents that inoperable motor vehicles are not allowed to be parked within the city unless they are concealed within a garage or other structure or are behind a privacy fence. The City ordinance states that it shall be unlawful to keep, park, store or abandon any motor vehicle which is not in operating condition, partially dismantled, used for repair of parts or as a source of repair or replacement parts for other vehicles, kept for scrapping, dismantling or salvage of any kind, or which is not properly licensed for operation with the state. Such vehicles are considered a health hazard and the owner can be cited for this violation. If you wish to report an inoperable vehicle in your neighborhood, please contact the Melbourne Police Department at 641-482-3338.

Using water efficiently will help ensure reliable water supplies today and for future generations.Save Water, Save MoneyThe average family spends $1,100 per year in water costs, but can save $350 from retrofitting with WaterSense labeled fixtures and ENERGY STAR® qualified appliances. Also, when we use water more efficiently, we reduce the need for costly investments in water treatment and delivery systems.Drops to Watts: Save Water, Save Energy It takes a considerable amount of energy to deliver and treat the water you use every day. For example, letting your faucet run for five minutes uses about as much energy as letting a 60-watt light bulb run for 22 hours.Heating water for bathing, shaving, cooking, and cleaning also requires a lot of energy. October is National Fire Prevention MonthFire is one of the most common types of emergencies a business or entity may face. In planning and preparing for such an emergency, there are many points to be considered. Among them is an often-overlooked - but very important - consideration: employees should be trained on when they should or should not fight fire with a portable fire extinguisher. As a complement to comprehensive training, these guidelines can be used to help employees decide when portable fire extinguishers should be used:Characteristics of fires that CAN BE extinguished with portable fire extinguishers:

The fire is limited to original materials ignitedIt is contained in a wastebasket or other receptacleThe flames are no higher than one’s headThe fire has not depleted the oxygen in the roomHeat is being generated but the room temperature is only slightly

increasedSmoke may be gathering on the ceiling but visibility is goodThere is a clear evacuation path behind the firefighter as he or she

uses the extinguisher.

Characteristics of fires that SHOULD NOT BE extinguished with portable fire extinguishers:

The fire involves flammable solvents and has spread over more than 60 square feetIt cannot be reached from a standing positionIt is partially hidden behind a wall or ceilingThe fire cannot be fought without respiratory protectionThe radiated heat is easily felt on exposed skin making it difficult to

approach to within 10 or 15 feetSmoke is filling the room quickly and causing decreased visibilityFire, heat or smoke may block the evacuation path.

Rhubarb Custard Bars Ingredients Filling

2 cups flour 2 cups sugar 1/4 cup sugar 7 T. flour 1 cup cold butter 1 cup heavy whipping cream

3 eggs, beaten 5 cups finely chopped fresh rhubarb

Topping 2 Pkg (3 oz.) cream cheese, softened 1/2 cup sugar 1/2 t. vanilla

1 cup heavy whipping cream , whipped Directions In a bowl combine flour and sugar, cut in butter until resembles coarse crumbs and press into a greased 9 x 13 pan, bake at 350 for 10 minutes. Meanwhile, for filling, combine sugar & flour in a bowl. Whisk in cream and eggs, stir in rhubarb. Pour over crust and bake at 350 for 40-45 minutes until custard is set. Cool. For topping beat cream cheese, sugar and vanilla until smooth; fold in whipped cream and spread over top, cover and chill. Cut into bars. Store in the refrigerator.

Graduation Pickles No Crust Cranberry Pie 1 qt. whole dills 1/2 c. water 1 cup flour 1 cup white sugar2 c. sugar 1/2 c. white vinegar ¼ t. salt 2 cups cranberriesDrain juice from pickles and pour ½ cup chopped walnutsboiling water over them. Let cool. ½ cup butter, meltedSplit the long way and cover with 2 eggs 1 t. almond extractthe following syrup: Boil sugar, Preheat oven to 350 and grease water and vinegar. Pour over split a 9 inch pie pan. Combine

flour, pickles. sugar and salt, stir in cranberries Refrigerate at least 4 days before and walnuts and toss to coat. Stireating. They are delicious and keep in butter, beaten eggs, and

for a long time in the fridge. I usually almond extract. Spread batter in make a double, triple, or quadruple prepared pan and bake for 40 batch at a time! Min. or until toothpick inserted

MOUSEHOLE DAYS WAS A BIG SUCCESS!!

Back in June of 1999, a small group of Melbourne residents got together and it was decided to organize and develop a fun day in which the entire town could participate. We put some things together rather quickly and had a fun and successful time. This is how Mousehole Days began!We really want this special day to be fun for everyone and with the community’s support and commitment, we are guaranteed that this project can continue for years.

That was the feeling in 2001. We think they had the right idea; it does need the community’s support and commitment. We need more people on the planning committee, we are down to two people now.

WE NEED MORE VOLUNTEERS TO KEEP THIS EVENT GOING!!

Without more volunteers, we will not be able to continue our festival. If you enjoy the festival, please consider joining the committee. If you would like to help with any events (or have ideas for new ones) please contact City Hall. We will contact you when we have our next meeting. It can be as little as one hour or so during that weekend.

50 Plus ClubThe 50+ Club would like to invite anyone 50 and over to join us on the 4th Monday of every month for a potluck lunch. If you aren’t able to fix something, just come and join us for a great meal and to visit.

We have a short business meeting and put in a dollar a month to help pay the rent and to save a little to be able to buy gifts and canteen tickets for the veterans at the Veterans Home that don’t have family come to visit.

Our numbers have been shrinking and we would love to have you join us!

If you can't be kind, at least have the decency to be vague.

Fire Prevention Week October 4-10, 2015

It has been pretty quiet this summer at the Fire Department. In addition to our regular monthly meetings and training we had several members go to fire school in Cedar Rapids the last weekend in September. These are great opportunities for the guys to get training that we can’t provide locally and to talk to firefighters from all over the state and country.

Our annual fish fry was held in August. We would like to thank everyone that came out and supported us again this year. With your generous donations we were able to receive a matching grant from Modern Woodman insurance. We always have a great turnout for the fish fry and fireworks and the

parade. We are still taking donations of cans and bottles for the fireworks for next year’s Mousehole Days and July 4th, please put your donations in the container at the fire station.

The first week of October is Fire Prevention Week. We would also like to remind everyone that Fire Prevention Week is a good time to remember to change your smoke alarm batteries and to talk to your family about fire safety.

We have applied for one grant through the Iowa DNR for several items and we haven’t heard about this grant yet. We are also waiting to hear about our “Aid to Firefighters grant “from last year and hope to hear about it soon.

We are always looking for new members, if you are interested in joining and serving your community as a volunteer firefighter contact any member of the department or come to our meeting the first Wednesday of each month at 7:00 pm.

WIPES CLOG PIPES!The past few years have seen the introduction of more and more disposable wipe products for a variety of household uses. Many of these products are labeled as not only disposable, but also flushable.

While marketed as convenience items, these products may potentially become a huge inconvenience because they may clog not only the sewer on your property, but also cause blockages and backup problems in Melbourne’s sewer system and pump stations.

To understand how these wipes can become a problem, it’s important to know how the sewer system works. Every home has a sewer connection that runs from the home to the public sewer system. This sewer service line is the responsibility of the homeowner to maintain so there are no backups of wastewater into the home. From there, the sewage moves into larger collector lines, and pump stations help lift the wastewater across different elevations in the system.

Why are household wipes a problem? Unlike toilet paper, these products do not break down once they are flushed. They can cause blockages in your home sewer lines, resulting in the backup of sewage into the home. A repair of the service line can leave the homeowner with a nasty repair bill – often not covered by homeowner’s insurance – and an even nastier cleanup.

On a larger scale, when these products make their way into the public sewer system, they collect together and cause clogs in the collector lines and get tangled in lift pumps. When pump stations are clogged, they stop working and require cleaning and repair - or even replacement - in order to get the sewage moving again.

Avoid a nasty cleanup in your home and help protect the City’s sewer system by never flushing any consumer item, other than toilet paper, down the toilet, regardless of what the packaging promises. Put these items in the trash instead:

Disinfecting wipes, baby wipes or “flushable wipes Cotton swabs and cotton balls Feminine hygiene products Paper towels Facial tissue

Since our last article in the newsletter we have gotten some new equipment for our team, however, it isn’t anything that you will see out in the field. We bought a new laptop computer and printer. All EMS groups are now required to enter their call run forms on to Image Trend which is similar to what the Fire Department uses to enter information on their fire calls. This will be useful for the state when looking at where the EMS community

needs money for equipment, etc. So since we are required to now input this on the computer we decided we needed our own computer and printer available to us at all times. If it wasn’t for your generous donations we wouldn’t be able to get the equipment that we need when changes like this occur. Thank you from all of us on the Melbourne EMS team.

Sunday September 20th we had the chance to take an 8 hour class to help us get our Credit Hours to keep up our certificates. There were 8 out of the 10 of us who were able to attend this class. We had speakers talk to us about strokes and new tools we can use to help determine what kind of stroke a patient may be having. We also had a speaker on Cardiac care, we had 4 hands-on skill stations that we had to go through, we were updated on changes from the State and EMS Bureau from a wonderful and spunky lady: we also attended the bi-annual meeting of the Marshall County EMS Association (which we are a member of). Then we had someone talk to us about a palliative care option for all Iowans called IPOST (Iowa Physician Order for Scope of Treatment). We had never heard of this and found it was very interesting and wanted to share it with our community. IPOST is a one page document that allows a person to communicate their preference for key life-sustaining treatments including: resuscitation, general scope of treatment, artificial nutrition and more. IPOST is appropriate for an individual who is frail elderly, who has a chronic, critical medical condition or terminal illness.

This paper is a wonderful addition to your home for us when we have to respond to your house, especially if you are critically ill and a family member panics and calls 911, this paperwork tells us exactly what we can do when we are on scene with you. Please if you are interested check with your primary care physician and ask about it. They would have to be the ones to fill it out (per your wishes) and they have to sign it.

Have a great Halloween and remember to be safe, watch for kids as they are walking around town, be cautious of them running between cars. Also don’t go to houses of people that you don’t know.

Fortnightly ClubThe Fortnightly Club has arranged for the remaining road sign for Melbourne to be placed along Hart Avenue north of town. Gene Wiemers has kindly allowed the sign to be located on his property. Because it has rained so regularly this year the sign crew has had problems with the muddy conditions and they are planning to get the sign placed after the corn is harvested in the field where it will go.

News from the Melbourne Beautification CommitteeFall is coming and it is now time to remove our hanging flower baskets on Main Street. The flowers were so beautiful all summer – thanks to the four committee members who watered them each and every day. Carrie White, Mary Pothast,

Doug Mansager and Vickie Stahl. We received numerous compliments and, now that we know what we are doing, expect to have even more success next year. So, say goodbye to the flowers and keep watch to see what creative Fall and Winter arrangements will be placed in the pots!

Melbourne Police As summer comes to an end, we all look back and question where summer has gone. With that thought, school has started and kids are busy running back and forth across streets to get to buses. We all need to remember this as we drive around town. All too often we hear stories of a kid jumping out between vehicles and other objects that hide them from our sight. We need to remember to keep our eyes open and watch for these types of scenarios.

This summer was also busy for Melbourne Police Department. I attended training and became nationally certified in car seat safety. I also became certified to do salvage vehicle inspections through the IOWA DOT. The Melbourne Police department was also rewarded grant money to purchase new equipment. With that grant we were able to purchased a new PBT.

As fall and winter approach a friendly reminder that four wheelers and snowmobiles are not allowed on city streets. Depending on the city council, I would assume that there will be a designated snowmobile route in and out of town. This is the same as the past couple of years, utilizing Railroad Street.
