What is the Global Platform?

• Main body of the ISDR system

• Goal: to sustain world-wide momentum to build the resilience of nations and communities to disasters

• Convened by the USG as Chair of the ISDR system

• Brings together a broad range of partners – Multi-stakeholders

• Four-fold objective (A/RES/62/192, paras 15, 11 February 2008):

1. Assess progress in HFA implementation at all levels2. Enhance awareness on HFA and disaster risk reduction3. Share experience and learn from good practices4. Identify remaining gaps and actions to accelerate HFA

Background Information on the 2009 Global Platform• 4-day session (16-19 June) + one-day pre-session opportunity on 15th June

• All UNISDR system partners invited by USG Holmes, as Chair of the ISDR system

a) UN Member Statesb) UN Specialized Agencies and other International Organizationsc) Regional partners (inter-governmental organizations, technical institutions,

regional networks)d) Other Partners: International Financing Institutions, Civil society (NGOs, CBOs,

local governments), Private sector, Scientific and academic communities, Media

• Expected level of participation:– 120 + Governments at Head of State, Prime Minister and Ministerial levels –

Local Governments and Parliamentarians also invited– 105 + Organizations, including UN Agencies, Inter Governmental Organizations,

NGOs, CBOs, regional technical organizations and networks– 1200 + participants

• Expected Outcomes- Increased financing for DRR- Preparations for the HFA mid-term review process- Recognized synergies between DRR and climate change adaptation – Towards COP-

15, December 2009, Copenhagen - Critical actions to accelerate HFA implementation at the national and local levels

Innovations between 2009 and 2007 sessions

• Avoid too many parallel sessions – side events will take place only during lunchtime break and parallel meetings will be limited to avoid competing discussions with plenary meetings

• Strong focus on Climate Change Adaptation in relation to DRR

• Multi-stakeholder delegations heavily encouraged - with Ministers, in particular in charge of Finance, Environment, Health and Education

• Special efforts on media and advocacy

• Side events outcome will be reflected as part of formal conclusions

• Higher visibility given to regional and sub-regional partners on their achievements in implementing HFA at the regional level

• Market Place as opportunity to exhibit innovative tools and successful practices in DRR – every day over lunchbreak

• FORMAL DISCUSSIONS in plenary – include:- Opening ceremony – with UNSG, USG, Swiss Government as Host

country and Heads of States

- Progress Reporting session - Global and Regional perspectives – with regional and sub-regional IGOs that have developed a regional report on HFA implementation andspeciaif cnetworks (STC, NGO Global Network)

- Five High Level Panels on: 1. Increasing Investment for Risk Reduction2. Reducing Disaster Risk in a Changing Climate3. Enabling Community-led Resilience through Preventive Action4. Safer Health and Educational Infrastructures 5. Building Back Better

INFORMAL DISCUSSIONS

• Pre-session events on 15th June - for regional and sub-regional partners to discuss and forge regional

approaches to HFA implementation, - for specific thematic discussions or closed meetings

• Informal Plenary – Daily working sessions to:- finalize position on the Chairman’s summary- discuss HFA Mid-Term Review process and plan based on progress and

outputs for the findings and recommendations of the Global Platform segments

• Market Place for Disaster Risk Reduction - Every day over lunchbreak- will provide opportunities for technical presentations, learning experience,

exhibitions, interactive presentations and exchange of tools and innovative instruments for disaster risk reduction

GP09 FORMAT (Cont’d)

• Side events - Over lunchtime - Expected duration: 1.5 hours, with some flexibility between 13:00 to

15:00 each day- For specific thematic discussions supporting High Level Panels GP09 outcomes- All interested ISDR system partners can organize special events - Venue provided

for free with basic arrangements (flipchart, microphones) - Extra costs for additional equipment will have to be borne by the event's organizer.

- A total of approximately 25 Special Events expected – many requests already received from regions and globally

• Special advocacy events include:- Overall GP09 slogan: Invest Today for a Safer Tomorrow- BBC World Debate on 16 June, 14:00-15:00 - Organized by BBC, speakers already

identified – reach out to 90 million audience - High Level Lunch with Governments on 16th June - Launch of IFRC’s Report Early Warning Early Action (17 June) and Presentation of

the UN Sasakawa Award for Disaster Reduction (18 June)- Film festival on 17th June – selection of a few DRR films will be presented- Possibility for interviews upon request over the 4 days

Supporting processes

• Regional platforms meetings – Opportunities to brief regional partners on latest developments and forge regional contributions to GP09

• Major DRR conferences & events at global and regional levels

• Special networks including Scientific and Technical Committee Thematic platforms – mobilizing thematic partners’ expertise to contribute to discussions

• Global Assessment Report – Launch in May in Bahrain

Governments’ participation

• Official invitations by USG sent through Permanent Missions in Geneva and NY (Feb 09)- Multi-stakeholder delegation strongly encouraged- Formal letter designating national delegation expected through MOFAs or PMs in Geneva or NY- Limited financial assistance available for developing countries’ participation including SIDS and LDCs – Formal request expected through official diplomatic channels (PMs, MOFAs)- Online Registration Form: www.preventionweb.net/globalplatform/2009/registration

• Information also provided to partners in countries– HFA Focal Points / national platforms for disaster risk reduction for

info– UN Resident Coordinators’ Offices invited to support Governments’

preparations towards GP09

Governments’ role and involvement

• Advisory Group created with Permanent Missions in Geneva interested to contribute and provide recommendations on GP09 organization

• Complemented by information briefing to the broader UNISDR Support Group and bilateral Donor meetings

• All Governments have been invited to support the preparatory process to GP09 and to contribute to Task Teams’ work

• Governments are requested to compose a multi-stakeholder delegation with key line Ministries, relevant technical partners and civil society’s representation

• At highest level, to be in a position to take decisions• With key technical partners and focal points to bring the necessary

expertise to contribute effectively to the discussions

• Support GP09 ‘s organization through active participation in regional platforms meetings and financial support for specific GP09 segments

UN Partners’ support & Involvement• Invitations sent to Heads of UN Agencies to assist at high level, with relevant technical experts (Feb 09)

•UN Agencies engaged in supporting the organization of high-level panel discussions •Inter Agency Group formed to brief and involve UN partners on GP09 preparations – Met three times

• Task Teams set up to shape the contents, participation and structure of high level panels – several Task Teams teleconferences took place - Composed of UN Agencies, Governments and NGOs - See Matrix of Task Teams formed with designated UNISDR Focal Points guiding Task Teams’ work

• Concept Notes developed for each panel highlighting background and expected outcomes

• UNISR Regional Offices consulted to identify relevant regional and sub-regional partners to be invited as speakers in High Level Panels

• UN partners will assist in compiling comprehensive session report at GP09 as input to the Meeting proceedings

Expected Regional Partners’ Participation & Support

• Only regional and sub-regional bodies that have been invited to attend GP09 can participate.

• Invitations currently being sent to regional and sub-regional Inter-Governmental Organizations, technical partners, thematic and NGO networks who participated at the first session of the Global Platform

• Invitations to new regional / sub-regional partners are being sent based on the following criteria:- demonstrated a strong and continued engagement in disaster risk

reduction and implementation of the Hyogo Framework for Action, including involvement in ISDR platforms, clusters and the working groups

- have wide representation and outreach at international level

• Personalized invitations have been / are being sent only to high-level representatives expected to play a specific role at GP09 (Progress Reporting Session or selected High Level Panel)

Opportunities for regional and sub-regional partners’ interventions & contributions

• Official Statements – one hour session every day - All invited regional bodies will have an opportunity to make a 3 minute statement in

plenary, after Governments, at one of the daily 1h official statements session- They will be invited to register on the speakers’ list

• Progress towards achieving a substantial reduction in disaster losses: global & regional perspectives, Tuesday 16th June

- Regional Intergovernmental Organizations that have formally submitted Regional Progress Reports in the Implementation of the Hyogo Framework for Action will be invited to present the summary of their findings

• Selected High Level Panels- Regional bodies can contribute to the preparations of the High Level Panels and

Task Teams discussions, bearing in mind current status of advancement - Please contact relevant ISDR Focal Points

- Selected regional technical partners and Inter Governmental organizations bodies have been /will be invited by USG to participate as a speaker on selected panels

- Regional partners are invited to support Rapporteur team for each panel and overall GP09 discussions

• Side-events and the Market Place- Regional bodies can apply to organize Side Events and/or contribute to the

Market Place.- Guidelines to submit official requests and details on modalities to

• Pre-session events- Venue for the conference will be made available on Monday 15 June 2009

to hold preparatory meetings, including Regional Preparatory Meetings. - For additional information on these events, please contact UNISDR
