XEWSLETTER PROGRAMME PARLAMENTAIRE CANADA-UKRAINE PARLIAMENTARY PROGRAM ISSUE 1 , M A Y , 1997 A GOOD BEGINNING IS HALF THE SUCCESS Inessa Holdun, Luhansk Pedagogical Institute, History and English Dior Markuts, Rivne Academy of Water Management, Public Administration From the first moment of our stepping onto Canadian soil at Pearson International Airport, the pace of life has bieen accelerating due not only to the new environment but also because of interesting meetings and new acquaintances. We began to experience the new challenges of the 7th CUP Program. Taking into consideration the Ukrainian proverb "a good tjeginning is half the success", we can say that the Program should be as interesting, useful and exiting as our first meeting vnth Dr. Paul R. Magocsi. His book presents an original interpretation of the history of Ukraine. Dr. Magocsi shared with us the theory of interpreting a country's history by including the histories of all the people livirig on the territory of Ukraine. The Canadian political system is not terra incognita for us any more after the interesting speech of fomner Premier of Ontario Bob Ray. He descrit)ed the platforms of the main parties and shared with us his thoughts about the possitde results of the June 2nd election. We \will be able to personally writness v/hether Mr. Rays forecast on the outcome of the election is conect. The next stage of our program calls for our participating in a number of campaigns throughout Canada - Ottawa, Saskatoon, Calgary, St. Catherines, Ajax-Pickering, and Toronto. This vrill give us an opportunity to observe the various campaigns, political battles, and to leam how the principles of democracy, about which we have heard about, work. We will be able to relate our experiences to our readers in the next Newsletter. This is our agenda for the upcoming \«eeks. At the present time we are develodng the skills required to mediate effectively. By taking the Conflict Resolution course at St. Paul University we may be alDle to put them to use in the election campaign. We hope to t)ecome active participants in the political life of Canada and, therefore, become more familiar with the Canadian political system and to more fully understand the spirit of this country. The Scavenger Hunt in Toronto and Ottawa gave us the opportunity to get to know Canada tjetter and its society. Every activity adds to our understanding of the Canadian way of life. On J u l y 1 6 t h , 1 9 9 0 t h e U k r a i n i a n P a r l i a m e n t adopted the Dec larat ion of S o v e r e i g n t y w h i c h declared that Par l iament recogn ized the need to bui ld the U k r a i n i a n s t a t e based on the R u l e of Law. On A u g u s t 2 4 . 1 9 9 1 the Ukra in ian Par l iament adopted t h e D e c l a r a t i o n of Independence , w h i c h the c i t i zens of U k r a i n e e n d o r s e d in t h e r e f e r e n d u m of D e c e m b e r 1 s t , 1 9 9 1 . A l s o i n C a n a d i a n s ce lebrated t h e Centenn ia l of U k r a i n i a n group i m m i g r a t i o n to Canada. To mark the Centennia l , organ iza t ions planned programs and projec t s to ce lebrate t h i s mi l e s tone in Canada's h i s tory . The Chair of Ukra in ian S t u d i e s F o u n d a t i o n of Toronto dec ided to mark t h e Centenn ia l by e s tab l i sh ing the Canada-Ukraine P a r l i a m e n t a r y P r o g r a m for u n d e r g r a d u a t e u n i v e r s i t y s t u d e n t s from Ukrti ine. The Canada-Ukraine Par l iamen­tary P r o g r a m g i v e s U k r a i n i a n s t u d e n t s an opportuni ty to work and s t u d y in t h e Canadian Par l iament , and ga in exper ience f r o m w h i c h g e n e r a t i o n s of Canad ian , A m e r i c a n and W e s t E u r o p e a n s t u d e n t s h a v e b e n e f i t e d . On t h e b a s i s of academic exce l lence , k n o w l e d g e of the E n g l i s h or F r e n c h and U k r a i n i a n l a n g u a g e s , and an i n t e r e s t in the p a r l i a m e n t a r y s y s t e m of g o v e r n m e n t , u n d e r g r a d u a t e u n i v e r s i t y s t u d e n t s f rom U k r a i n e can apply for a C U P P s c h o l a r s h i p . It i s hoped that C U P P wil l contr ibute to t h e e d u c a t i o n of f u t u r e leaders of Ukra ine . The I n t e r n s h i p Semes ter las ts three m o n t h s and takes place in the s p r i n g of each year in Ottawa, Ontario , Canada.

CUPP participants say it best: We are continually pleased by the appreciative and enthusiastic letters which CUPP alumni and friends write. We realized that we should be sharing them with you, members of the Canadian Parliament, our supporters and volunteers who have participated in CUPP for the past seven years. During my program here in the USA, everyday I realize how important and valuable CUPP was for me. CUPP gave me a very good basis of knowledge and experience for the graduate program in both American Universities and also gave me a unique opportunity to better understand the political, economic and legal systems of western countries. This knowledge is extremely important for students who focus on social sciences and I can see that my participation in CUPP gave me a valuable advantage for my studies in the USA. CUPP is a "long term investment" with extremely high possible returns which will benefit participants during our lives, our jobs, and in the future."

"It is not surprising that many of the participants of CUPP for the past seven years have received scholarships to continue their studies in various institutions of higher learning in the world. For example, received the scholarship from the French government for study at the International School of Translators ESUCA (Ecole Superieure de cadres Interpretes -Traducteurs) at the University of Tolouse. Here in France, I often recall my internship in Canada. I believe that the internship in the Canadian Parliament was a culminating moment in my life which
