2009 – Slobodan Jovanovic’s birthday, by Vice Dean Prof. Dr. Zika Bujuklic. Following a speech by Prof. Dr. Jovica Trkulja, the audience was addressed by Mr. Djordje Pavlovic, a relative of Slobodan Jovanovic, due to the kind-ness of whom the exhibition organ-izers were allowed access to the rich archives of the Pavlovic family.

Events marking the 140th anniver-sary of Slobodan Jovanovic’s birth included the presentation of the book “Slobodan Jovanovic: Reflec-tions of His Contemporaries”, which took place on December 8, 2009. The book, edited by Prof. Dr. Jovica Trkulja and Mr. Marinko Vucinic, comprises reviews and letters written on different occasions between 1902 and 1958 by eminent historians, phi-losophers, diplomats, and politicians who were dedicated to analysis and theoretical research of the works of Slobodan Jovanovic.�

“As an expression of gratitudeto Russian professors for their

contribution to the advancement of scientific thought and the reputationof the Faculty of Law”– these are thewords written above the names of 12Russian professors on the commemo-rative plaque unveiled on December10, 2009 at the Law Faculty. The cer-emony was held in the presence of alarge number of guests, professors, as-sociates, and students of the Faculty.The plaque was unveiled by H.E. Am-bassador of the Russian Federationto Serbia, Mr. Alexander VasilevichKonuzin, and the Dean of the Faculty of Law, Prof. Dr. Mirko Vasiljevic.Ambassador Konuzin pointed outthat this event was yet another im-portant link in centuries-long friendly cooperation between Russia and Ser-bia. Both Dean Mirko Vasiljevic, andProf. Dr. Sima Avramovic, in their re-spective speeches, made the point thatin this way the Faculty of Law wantedto pay a debt of gratitude to Russianintellectuals, our professors, and also

to remember the overall scientific, cultural, and spiritual influence of the

Russian intelligence on Serbia afterthe First World War.�

Faculty of Law students’ new success inFDI Moot Competition

Our faculty team comprising stu-dents Marija Skundric and Ve-

limir Zivkovic, won the third place atthe 2009 Foreign Direct InvestmentInternational Moot Competition, heldwithin the Frankfurt InternationalArbitration Center (FIAC) facilitieson October 22–24. Marija Skundricalso shared the 2009 Thomas WaeldeAdvocacy Prize, competing with other90 participants. Thanks to her, as wellas the outstanding performance of theother member of our team, VelimirZivkovic, our faculty was the highestranked participant at the preliminary rounds. However, the arbitrators’ de-cision in semi-finals was in favourof the American Pepperdine Univer-sity Law School, which also won the2009 FDI Moot final. As of 2009–2010, the Faculty of Law will be providing scholar-

ships for its 80 low-income under-graduate and master students. In this way, our faculty has become the first among higher education institu-tions in Serbia using its own funds to provide scholarships for its stu-dents. Contracts were presented to the scholarship recipients in the Fac-ulty’s conference hall on December 1, 2009. The ceremony was opened by Prof.Dr.Mirko Vasiljevic, Dean of the Law Faculty. Mr.Zarko Ob-radovic, Serbia’s Education Minis-ter, and Prof. Dr. Neda Bokan, Vice Rector of the University of Belgrade, congratulated the students who re-ceived the first scholarships.�

Institution for Schiedgerichtsbarkeit– DIS), Centre for International LegalStudies and Suffolk University Law School.�

The opening ceremony of the 2009–2010 academic year for un-

dergraduate students was held in the “Radomir Lukic” amphitheatre on October 1, 2009. The ceremony or-ganized to welcome over 1500 newly enrolled students was attended by various renowned guests. The stu-dents were welcomed to the higher education environment by Justice Minister Snezana Malovic, Education Minister Zarko Obradovic, Faculty of Law Dean Prof. Dr. Mirko Vasiljevic, and Student Vice Dean Filip Bojic.

The academic year 2009–2010 mas-ter’s degree programme was officially opened in the “Toma Zivanovic” am-phitheatre on October 26, 2009. Prof.Dr. Mirko Vasiljevic, Faculty of Law Dean, Prof. Dr. Zika Bujuklic, ViceDean for Curricula, and Prof. Dr. Ol-iver Antic, Head of Master Studies,gave the opening remarks and wel-comed students, presenting the ba-sic outline of the study programmes,as well as the students’ rights andduties.

Master in European IntegrationProgramme was opened on Novem-ber 2, 2009. The opening address onbehalf of the Faculty’s governing body was delivered by Prof. Dr. Zika Bu-juklic, Vice Dean for Curricula. Stu-dents were then welcomed by Prof.Dr. Dragica Vujadinovic, Head of thismaster programme which is taughtin English. Courses encompass Pub-lic and Private Law fields, as well aseconomic, political and sociologicalaspects of the European Union.

The opening ceremony of the doc-toral studies in the 2009–2010 aca-demic year was held on November2, 2009. Thirty-four students whoenrolled in doctoral-level courseswere welcomed by Prof. Dr. MirkoVasiljevic, Dean of the Faculty of Law,Prof. Dr. Gaso Knezevic, Head of Doctoral Studies, and Prof. Dr. ZikaBujuklic, Vice Dean.

The Faculty of Law of the Uni-versity of Belgrade annually offers

professional development continuing education programmes in various le-gal areas. The programme aimed at improving professional knowledge of notaries public is organized for the seventh year in a row. The courses started on October 16, with 39 stu-dents attending them this year. Prof. Dr. Dragor Hiber is the Head of the programme, while Prof. Dr. Mirko Vasiljevic is its Coordinator.

The Professional DevelopmentProgramme on the issues of terror-ism, organized crime and corruptionwas opened on November 25, 2009,fourth year in a row. The studentswere addressed by the programme co-ordinators Prof. Dr. Zoran Stojanovic,and Prof. Dr. Djordje Ignjatovic, bothfull professors at the Faculty of Law,as well as Dr. Dragan Simeunovic,Full Professor at the Faculty of Po-litical Sciences, and Dr. Goran Ilic,Associate Professor at the Faculty of Law.�

Welcoming new generation of undergraduate students

The University of Belgrade Law Faculty participated for the third

time at the International BelgradeBook Fair which took place from Oc-

tober 26 to November 2, 2009, bring-ing together some 800 exhibitors and more than 150,000 visitors. At this 54th book fair, the Faculty of Law had

its own stand where its publicationswere daily advertised and presentedand their authors were present, whichdrew much attention from visitors.

A course on Comparative Envi-ronmental law, taught by the

Visiting Professor Neil Mitchell (Neil R. Mitchell, B.S. Ch.E., J.D., Texas, Il-linois, Michigen, American and Inter-national Bar Associations, American Chemical Society), was held at the Faculty of Law in November, 2009. The course was organized by Prof.Dr. Stevan Lilic, in cooperation with his colleagues at the Center for In-ternational Legal Studies in Salzburg, Austria (www.cils.org), and it was at-tended by 22 students.

An optional course on the Internet Law, held during the winter semes-ter, was opened by Professor Thomas Koenig from the Northeastern Uni-versity of Boston through an internet-delivered video lecture in the Faculty’s conference room, fully equipped with state-of-the-art technology. Lectures were delivered by a number of our faculty members, including profes-sors and teaching assistants, as well as by internet law attorneys.

The University of Belgrade Law Faculty, in cooperation with UN

agencies and financially supported by the European Commission, organized on December 21 a seminar dedicated to the UN Convention on the Elimi-nation of All Forms of Discrimination against Women, aimed at marking 30years since the adoption of this im-

portant convention. Prof. Dr. Dragica Vujadinovic, the meeting’s moderator, pointed out in her opening speech that Gender Studies were introduced at our faculty last year. Birna Thorar-insdottir (UNIFEM) focused on the international framework for women’s human rights, while a number of do-mestic experts in women’s human

rights tackled various topics, rang-ing from analyses of the text of theConvention to the role of Committeeon the Elimination of Discrimina-tion against Women to the issues of domestic violence, stereotyping, anddouble discrimination.�

Lecture on the occasion of 200 years of theinstitution of Ombudsman in the world

On December 23, 2009, a lecture“The Institution of Ombuds-

man in the Republic of Serbia – Ex-periences and Challenges” was deliv-ered at the Faculty of Law in order tomark 200 years since the establishingof the institution of ombudsman inthe world. On behalf of the Faculty management team, the audience wasaddressed by Vice Dean, AssistantProf. Dr. Marko Djurdjevic, whileAssistant Prof. Dr. Marko Davinic,who opened the meeting, spoke

about the history of the institution of ombudsman which originated in Sweden in 1809, its spreading to other European and world coun-tries, and various forms of ombuds-man institutions in comparative sys-tems and our country. The meeting also featured as speakers Mr. Sasa Jankovic, first Protector of Citizens/Ombudsman in Serbia, Belgrade’s Ombudsman Dusanka Gacesa, and Belgrade University Ombudsman Assistant Prof. Dr. Branko Rakic.

Discussion followed and numerousquestions posed by Law Faculty pro-fessors and students were thoroughly answered by the guest speakers.�

Seminar to honour Dr. Th omas Meyer

On December 6, 2009, the Univer-sity of Belgrade’s Law Faculty, in

cooperation with the Association of Jurists of Serbia, hosted a two-hourseminar in honour of Dr. ThomasMeyer, Head of the GTZ Legal Re-form Project for SEE, so as to mark his successful career and long-stand-ing cooperation with colleagues andinstitutions within the Region, tem-porarily wound up at the end of 2009.

It was an opportunity for Dr. Meyer’s closest colleagues to evaluate his work in Serbia, as well as for the promo-tion of two collections of his works – “The Spirit of Change, Reflections on Civil Law Reform”, published by the Faculty of Law, and “Liber Ami-corum Thomas Meyer” published by the Kopaonik School of Natural Law and the Association of Jurists of Ser-bia. Although it was held on Sunday,

the seminar gathered a large number of jurists from Belgrade and Serbia, as well as professors and fellows from law faculties of Podgorica Sarajevo, Zagreb, Skopje and Tirana. The open-ing addresses were given by Prof. Dr. Mirko Vasiljevic, Dean of the Faculty of Law, and Prof. Dr. Slobodan Per-ovic, Editor-in-Chief of the Kopaonik School of Natural Law. �

Theexhibition was opened by Dr. ZoranMirkovic, Professor of the Faculty of Law in Belgrade.

At the invitation of the EuropeanFederation of Public Service Em-ployees (EUROFEDOP), on October22–24, Prof. Dr. Branko Lubarda took part in a conference which was heldin Bratislava and focused on „The(added) value of public services in atime of economic crisis – The Lisbonstrategy”. He presented his paper oncodes of behaviour and the influenceof economic crisis.

Prof. Dr. Boris Begovic took part ina conference on “Improving the Qual-ity of Democratic Governance andEconomic Growth”, which was organ-ized by the Center for InternationalPrivate Enterprise and held in Wash-ington, D.C. on October 27, 2009. Pro-fessor Begovic presented his commentson the paper titled “What Is a MarketEconomy and How Does It Work?”

At the invitation of Dr. Marc Plat-tner, Prof. Dr. Boris Begovic delivereda lecture on the “Influence of the Fi-

nancial Crisis on the Economies of Central and Eastern European Coun-tries” at the International Forum for Democratic Studies in Washington, D.C. on October 28, 2009. Professor Mitchell Orenstein from Johns Hop-kins University presented comments on his paper.

On October 29, Prof. Dr. Boris Begovic gave a lecture at the Free-man Spogli Institute for International Studies at Stanford University at the invitation of Professor Larry Dia-mond. The lecture titled “Democ-racy, Compulsory Redistribution and Economic Growth” was a review of preliminary theoretical results of his latest research.

At the invitation of the Kokkalis Foundation, Prof. Dr. Boris Begovic delivered a lecture titled “Corrup-tion, Lobbying and State Capture: Comparative Analysis of Welfare Ef-fects” at the Harvard University JFK School of Government on November 2, 2009.

On November 2 and 3, 2009, Dr. Dusan Popovic, Assistant Professor, delivered lectures at the University of Szeged Master Studies Programme co-organized with Jean Moulin Uni-versity Lyon 3. The lectures focused on harmonization of the national law with the EU law.

Prof. Dr. Zoran Mirkovic, repre-senting the Faculty of Law, delivereda lecture on Dositej Obradovic andthe Belgrade Higher School (1808–1813) at an event celebrating Dositej’slecturing at the Evangelical Lyceumin Modro, Slovakia. The event took place on November 19, 2009, andwas organized and cosponsored by Serbia’s Ambassador to Slovakia, Mr.Danko Prokic, and the Dositej Obra-dovic Foundation.

On November 16, Prof. Dr. BorisBegovic was one of three open-ing speakers at the conference titled“Twenty Years since the Fall of theBerlin Wall: What Have We Learnedfor Future Reforms”, coorganized by the Center for International PrivateEnterprise (U.S.A.) and the Ukrain-ian Center for Independent PoliticalResearch. On the second day of theconference, Professor Begovic deliv-ered a speech on “Eleven Myths aboutCorruption”.

The “Miodrag Jovicic” Fund Board, installed in 2000 in order to preserve the memory of late Academician Mio-drag Jovicic and enhance research in his scientific areas of expertise, organ-ized a ceremony at which the 2009 award was given to Dr. Budimir Kosu-tic, Full Professor of the University of Belgrade Law Faculty. The ceremony took place on October 16, 2009, when the Laureate delivered a lecture themed “Europeization of the Word Constitu-tion and its Contradictions”.

Professor of the University of Bel-grade’s Faculty of Law Dr. Mirko Vasiljevic, has been elected a member of the Republic of Srpska’s Academy of Arts and Sciences. Prof. Dr. Gaso Knezevic was elect-ed Chairman of the Foreign Trade Court of Arbitration at the Serbian Chamber of Commerce for the sec-ond time in a row at the Chamber’s Assembly session on December 23, 2009. On the same occasion, a new list of the Court’s arbitrators was accept-ed, comprising not only the names of

The Law Faculty’s Moot-CourtCentre has been receiving a largenumber of letters and expressions of approval and praise from their foreigncolleagues regarding the organizationof the arbitration conference, and theBelgrade Open Pre-Moot Competi-tion, which both took place in March,2009. One of such letters was pub-lished in the Center for InternationalLegal Education’s journal at the Uni-versity of Pittsburgh School of Law (www.law.pitt.edu/files/attached/cile/CILEnotes2009Final.pdf, p. 2), in Oc-tober, 2009. It is a new recognitionfor our faculty’s endeavours and work aimed at improving this subject-mat-ter programme, preparing students forinternational competitions in this area,and organizing seminars and confer-ences on Arbitration Law.�

Since last November, Dr.DragorHiber, Full Professor at the Faculty of Law in Belgrade, and Teaching As-sistant Milos Zivkovic, LL.M., havebeen teaching a course of the Inter-national Master Programme in LandManagement at the Faculty of CivilEngineering in Belgrade. The mas-ter programme, based on a Tempusproject, was coorganized by our uni-versity and the universities of Ljublja-na, Helsinki and Stockholm.�

The Criminal Procedure Code, with an introduction written by Prof. Dr.Milan Skulic, and The Criminal Code, with an introduction by Prof. Dr. Zoran Stojanovic to its fourth edi-tion, were two fresh additions to the register of “Original Legislation and Regulations”.

“Legislation Comments” embraced two new titles: Comments on the Law on International Legal Aid in Crimi-nal Matters, by Prof. Dr. Momcilo Grubac, Prof. Dr. Goran Ilic, and Dr. Miodrag Majic; and Comments on the

Law of Litigation (based on the Liti-gation Act of 1976, including its later amendments), by Prof. Dr. BorivojePoznic.

One new book has joined the “Cri-men” library section: n ComparativeCriminal Law/ Droit pénal comparé, by Jean Pradel, while the „Constitutionand Constitutional Concepts“ library register was enriched with CollectiveRights and Positive Discrimination inthe Constitutional Legal System of theRepublic of Serbia edited by Prof. Dr.Miodrag Jovanovic.

“Scientific Heritage of the Faculty of Law in Belgrade” register embraceda new book titled Slobodan Jovanovic: Reflections of His Contemporaries, ed-ited by Prof. Dr. Jovica Trkulja andMarinko Vucinic.

The Faculty’s Publishing Centrehas also published the journal Annalsof the Faculty of Law, No.2/2009, as well as its special edition: “Sixty yearsof the Universal Declaration of Hu-man Rights”.�

Student activities

The fourth generation of students attended a seminar introducing

them into the hands-on legal experi-ence offered by the Legal Clinic for Refugee and Asylum Law, coorgan-ized by the Faculty of Law and the United Nations High Commissioner for Refugees. The seminar took place on October 30, 2009. It was hosted by members of Praxis, a non-govern-mental organization, who presented a number of examples from real life to the students, including various forms of providing legal aid to internally displaced persons and members of minorities in Serbia and Kosovo. Fol-lowing the seminar and their winter semester classes, the students had an opportunity to join Praxis legal mo-bile teams in their field activities and provide legal assistance and advice to refugees and displaced persons.

The European Law Students As-sociation (ELSA) organized a meet-ing on “White Schengen – A Road to Europe” at the Faculty of Law on No-vember 25, 2009. The introductory speech was delivered by Mr. Bozidar Djelic, Minister of Science and Tech-nological Development in the Gov-ernment of the Republic of Serbia. During the meeting, most important aspects of the visa liberalization proc-ess were debated.

The European Law Students Asso-ciation (ELSA) and the Student Par-liament at the University of BelgradeLaw Faculty, supported by our faculty,organized a seminar on the “Impor-tance of Lobbying in Today’s Society”.The seminar was held at the Faculty of Law on December 9–12, 2009, and ithad a regional character as it broughttogether over 70 students from Slov-enia, Croatia, Bosnia and Herze-govina, and Macedonia, joined by 70students of our faculty. Speeches by anumber of renowned national expertsfollowed the welcome speech by Prof.Dr. Mirko Vasiljevic, Dean of the Law Faculty, who opened the seminar.

A humanitarian concert titled “ASong as a Gift” was held in the Am-phitheatre V at the Faculty of Law in Belgrade on October 3, 2009. Theconcert was coorganized by the stu-dent humanitarian foundation ASmile as a Gift and the Faculty of Law in order to raise awareness regardingpediatric malignancies in our coun-try, and especially to draw attentionto difficulties encountered by ill chil-dren and their parents coming fromKosovo and Metohija.

The Student Foundation A Smileas a Gift organized on December 7tthrough 23, 2009, the fourth annualcampaign in a row to collect Christ-mas gifts for children living in themost threatened enclaves of Kosovoand Metohija. The Faculty of Law students were joined this time by stu-dents of other University of Belgradefaculties, due to which the number of gifts amounted to two thousand. TheFoundation’s activists visited Kosovoand Metohija on December 25–27and went to several enclaves. They visited the Library of Gracanica, Peo-ple’s Kitchen in Prekovac, schools inthe villages of Slivovo, Bostane and

Jasenovik in the municipality of Novo Brdo, the villages of Straze, Koretiste and Stanisor belonging to the munic-ipality of Gnjilane, the monastery of Draganac, a Home for Disabled Chil-dren near Gracanica, the town of Ko-sovska Mitrovica, the villages of Suvo Grlo, Banje, Crkolez, Osojane, and Vidanje, where non-Albanian popu-lation lives in extremely unfavourable conditions. They also visited a school in Cernica, the villages of Strezovce, Ajnovce, and Recani within the mu-nicipality of Kosovska Kamenica, a mixed school in Kosovska Kameni-ca, as well as St. Nicholas’ Church at Gnjilane.�
