PemexSulphur Recovery Unit (SRU)

Our first EPC contract with Pemex that opens the way to new business possibilities and market presence for TECNA in Mexico. A new success in line with our Latin American business development plan.

This contract, to be implemented in conjunction with Isolux and Technip, includes the development and construction of a 80 tons/day capacity sulfur recovery unit in the Ing. Antonio Amor Refinery located in Salamanca in the state of Guanajuato, Mexico.

This will be TECNA’s first project together with Technip with whom we hope to have a productive working relationship.This project includes a reaction furnace with a recovery steam boiler, two reactors for sulfur recovery, two sulfur condensers and a thermal oxidizer for residual gases.New auxiliary services will be built for the plant: a new electric substation, the plant control room and compressed air stations. This new plant will need to be integrated with existing refinery networks.The construction of this plant will imply: 250 tons of piping, 370

tons of equipment, 14,000 cubic meters of soil movement, 4,500 cubic meters of concrete, 800 square meters of buildings, 20 kilometers of cable, 90,000 hours of engineering and 350,000 hours of construction.The project includes: detail engineering, suppl ies, manufacturing, transport, civil construction, electromechanical assembly, precommisioning, commissioning and start up.

BRASILPetrobrasDehydration Units for platforms P-58 and P-62

Petrobras decided once again to rely on TECNA’s experience in the development and construction of modular plants, applicable to offshore projects, and contracted the TECNA-Jaragua consortium for the design and supply of equipment for their two gas dehydration units for platforms P-58 and P-62.

This project follows along the lines of the dehydration units already delivered in P-34 and PMXL-1 (Mexilhao), thus reaching a total of four off-shore units.Each unit contains the following equipment:

• Glycol (TEG) contactor tower • TEG regenerator• Pumps• Energy recovery heat exchangers• Activated charcoal and cartridge filters• Additive injection module• Interconnectors

Pluspetrol gave a repeat vote of confidence in TECNA’s skilled human resources and the company’s strengths in project implementation and design, just as it had done in all previous phases of the Camisea project since the very first EPC in 2004.At this point in time, Pluspetrol has awarded the TECNA-AESA consortium a key EPC contract for the expansion of the Malvinas plant. This positions TECNA as a key player for leading similar projects in the future.

This project includes development engineering, procurement, manufacturing, transport, construction and assembly, precommissioning, commissioning,

start up assistance, performance testing and personnel training.Specific tasks include the installation of a new cryogenic train with 520 MMSCFD capacity, a new condensate stabilization unit, two turbogenerators, two turbocompressors, and expansion of the utilities for the plant and facility.This plant is located in Block 88 in the Greater Camisea area, in the Peruvian Amazon Jungle. It is located approximately 500 km east of Lima.This project for Pluspetrol Peru is part of an expansion of the Camisea installations in order to meet the new process requirements needed for the planned increases in gas production levels.

BRAZILJuaruna & Coari Compression Stations Transportadora Urucú Manaos (TUM)

TECNA strengthens its presence in the Brazilian market with a key contract from Transportadora Urucú Manaos (TUM), a Petrobras subsidiary and operator of the gas pipeline Urucú-Manaos. In consortium with GDK, TECNA will assemble two compression stations located in Juaruna and Coari, in the Amazon jungle.

These compression stations will feed the gas pipeline that extends over 660 km through Amazonian forest and supplies the city of Manaos with gas from the Polo Arara – Urucú fields, thus driving economic growth in this region.

Both plants are located within the Coari/Amazonas municipality, in a location which can only be reached by air or by water, on the Amazonas, Solimões and Urucú rivers. The complexity of this project is greatly increased due to the logistics associated with the transportation of materials and equipment by river.

The TECNA-GDK consortium responsibilities include consistency analysis, engineering support, supply and assembly of equipment, instrumentation, piping, electrical installations, automation and control, urbanization of the facility, precommissioning, commissioning, and start up assistance.

Each compression station is made up of two turbo-compressors operating in parallel with gas

aerocoolers in the discharge of each turbo-compressor for cooling and control of the temperature of the compressed gas. This equipment will be supplied by TUM.

The Capão Bonito compression plant project is in its final assembly phase and will soon begin precommisioning and commissioning phases.

União, with whom TECNA is associated in this project, and is in charge of civil construction, manufacturing and assembly activities, finished the piling work and is moving forward with the civil engineering. In the União de Vila Velha and Sooretama workshops, they have begun the prefabrication of piping and the manufacture of metallic structures for buildings, vent stacks, platforms and braces.TECNA continues supplying

the necessary materials for the mechanical assembly of the plant and is working closely with equipment suppliers.

We are moving ahead as scheduled

with respect to the general project timeline and anticipate beginning the precomissioning and commissioning phase in early 2010.

ARGENTINALa Rioja Provincial Government

UTE ISOLUX-TECNA participates in a project to increase the use of natural gas of La Rioja through the development and implementation of a compression plant and a gas pipeline.

Casa de Piedra Compression PlantUTE ISOLUX- TECNA was contracted for the construction of a 1 MMSMCD compression plant equipped with four gas powered moto-compressors. Work will start on an existing pipeline installing block valves, pig-launchers, scraper receiver, inlet and outlet filters, combustible gas skids, startup gas and operation gas.

Chumbicha – La Rioja PipelineUTE also is in charge of the construction of a 78 km, 8” pipeline connecting the main Recreo-Chumbicha pipeline and the new pressure reducing station (60/10 bar) near La Rioja, along with a 4.8 km section of a 12” gas pipeline with 10 Bar of

pressure. They must install two line block valves, launching traps and scraper receivers as well as carry out the tie-ins with the main gas pipeline and the other existing pipeline that currently supplies the city of La Rioja.

COLOMBIATGINatural Gas Compression Stations

TECNA continues strengthening its presence in Latin America with this key EPC project in Colombia for TGI.

This project is in association with Sadeven Colombia and covers the design, construction and assembly

of four natural gas compression stations. The Jagua del Pilar, Curumaní and San Alberto compression stations will be located along the Ballena – Barrancabermeja gas pipeline and will each have a 330 MMSCFD capacity. Also, the Puente Guillermo compression station will be built for the Cusiana-El Porvenir-La Belleza gas pipeline with a capacity of 450 MMSCFD.

Continuing with the increasing volume of Business in Brazil, FLARGENT/TECNA advances with the execution of the AG-TECH Project for the design and manufacture of equipment to be assembled in the Petrobras Landulpho Alves de Mataripe (RLAM) Refinery.

The contract includes the design and manufacture of two furnaces for the hydrotreatment of diesel fuel and one furnace for the hydrogen generation unit, with the corresponding conditioning and fuel regulation modules, to be assembled in the PETROBRAS Landulpho Alves de Mataripe (RLAM) Refinery located in São Francisco de Conde, Bahia, Brazil.

BRAZILAG-TECHRLAM Hydrotreatment Furnaces

The commitment, individual effort, and professionalism of TECNA’s team were all key in bringing natural gas to BG Bolivia’s La Vertiente plant from the Palo Marcado fields for the first time this February.

On February 13th, the control and safety system was integrated, which allowed the plant to operate non-stop with its designed automations.This project began in October 2008 when, after finalizing the compression project in the La Vertiente plant, BG Bolivia trusted TECNA with a new EPC project for the development of its Palo Marcado natural gas field, which up until that time had not been in use.TECNA’s responsibilities included design, supply of equipment and materials, construction, commissioning and start-up assistance.

The new installations, all together, bring 53 MMSCFD more gas for processing to the La Vertiente plant, which represents more than 50% of the processing for that plant.The gas pipelines together cover 35 km, mainly within the jungle of the Bolivian Chaco. The surface facilities are a modular design for high pressure, with double blocking on the valves and instruments that comply with BG standardsTECNA implemented several non-traditional and innovative pieces of equipment for this project. The new installations have components and advanced technological solutions that BG had not previously utilized in Bolivia, such as power generation with thermogenerators, the injection of kinetic hydrate inhibitors and catalytic heaters.

COLOMBIAEcopetrolBarrancabermeja Refinery We have seen continued advances with the migration and updates of the Barrancabermeja Refinery control systems. It is the biggest petroleum refinery in the country with a total output of 250,000 barrels per day.This project includes the update and implementation of a distributed control system, DCS, a safety system, fire and gas system, and existent subsystems such as a vibration and velocity monitoring system, PLC, telemetry, analyzers and UPS’s.

PERUPluspetrolCamisea Malvinas – Second ExpansionTECNA signed the contract for the extension of the control and security system for the second Malvinas plant expansion. This agreement covers design, engineering, equipment supply, installation, programming and assembly supervision.

Camisea is a natural gas extraction project in the Peruvian Amazon region. This is the first project of its kind in the country. The deposits in the region hold one of the largest non-associated natural gas reserves in Latin America.

PANAMATelvent Energy Hydroelectric Control System ENEL FortunaWe are continuing with regional business development and have finalized basic engineering development for the revamping of the current hydroelectric

control system at ENEL Fortuna in Panama.The project entails the modernization of the SCADA system which included the basic and detail engineering for the change from a Protonic control system to a TELVENT PLC-based control system.

ECUADORTelevent EnergySCADA System for Elecaustro Power PlantsThis project includes the supply of integrated hardware and wiring in its cabinets along with RTU/PLC programming and local HMI for the Machangara Hydroelectric plant and the “El Descanso” thermoelectric plant. The project is on time with respect to the original timetable and we are currently carrying out an engineering review and are defining the standards for the start up sequences, normal and emergency generator shutdown, along with the logic diagrams for auxiliary services. We are also generating the specification documents for HMI and SCADA as well as the FAT and SAT procedures.

BOLIVIABritish Gas BoliviaUpgrade of La Vertiente Power Plant’s Safety SystemOur division continues to advance with the upgrade of the La Vertiente plant’s safety system. La Vertiente is an asset of British Gas. This project consists of the development

ECUADORREPSOL YPF ECUADOR Upgrade of SPF distributed control system

We carried out a hardware and software upgrade of the distributed control system (DCS) at the Southern Production Facilites (SPF) plant located in the Ecuadorian Amazon jungle within Block 16.Block 16, located within the western province of Orellana, and together with Tivacuno and Bogi – Capiron, in a protected area of the Ecuadorian Yasuni National Park, covers 220,000 hectares. Project scope includes replacement of current Foxboro I/A system process controllers, migration of the communication with the Safety Instrumented System (SIS), replacement of engineering and work stations, reutilization of IO, and cabinet supply for new control and communications hardware.Cabinet integration and FAT testing was carried out together with our Quito branch as well as supervision of hardware installation and assembly, including the laying down of fiber optic and copper cables for the new DCS data network. After assembly, a parallel control system was implemented allowing SAT tests without plant stoppage. Following these tests, the next step was to connect the existing IO to the new DCS. Repsol YPF did an excellent job of obtaining the necessary resources, training, coordinating, and executing a joint operation.

ARGENTINAPampa EnergyCombined Cycle Upgrade Loma La Lata Power PlantContinued advances in the Loma Lata Power Plant.In consortium with ISOLUX CORSAN, TECNA is carrying out the control system of the shutdown of the Pampa Energy Combined Cycle Upgrade Project.This project includes hardware supply, engineering services, commissioning assistance and startup of the DCS IA and TMR TRICONEX-TRIDENT at Foxboro, as well as the expansion of the existing control system. This project also includes general management, coordination, importation, administration and logistical services.

ARGENTINATGS - OdebrechtConesa PlantWe have finished work on the control system project for the expansion of the TGS Conesa compressor plant. This project covered engineering development, control system

supply, FAT tests, assembly and wiring. This contract was carried out through the Norberto Odebrecht construction company.

ARGENTINATotal AustralRevamping Río Cullen Control RoomWe have finalized work on the upgrade of the Río Cullen control system. The project included the installation of a temporary console in the area which is currently occupied by the engineering and systems maintenance console, overall conditioning of the control room and migration of all plant control systems to the new operations console.

ARGENTINAPan American EnergyExpansion of Battery Sites and Manifolds - San Jorge Gulf Oilfields, ChubutPan American Energy continues with its installation of new batteries and expansion of existing batteries. They continue work on developing new applications for the control systems that feed to the SITU (Unified Telemetry Intelligent System).

ARGENTINAPan American EnergyControl System for the San Pedrito Compression Plant – Tartagal, SaltaWe have successfully completed the final phase of this project, which covered engineering development, configuration and start up assistance with the control and safety systems for the San Pedrito compression plant. The control system was equipped with Honeywell Experion R-300 equipment with C-300 controllers. The safety system is SIL 2 certified.

The development plan envisaged a total production capacity of 14 MMSCMD.

conduct a conceptual study in order to determine the operating range of equipment, lines, and related instruments.

ARGENTINAYPFMasterplanning of Surface FacilitiesYPF has awarded TECNA the execution of the activities pertaining to the Masterplanning of Surface Facilities (MSF) Phase III.The scope of work includes the development of conceptual and visualization engineering for Chubut’s Economic Unit. Some of the factors that will be analyzed include: the revamping of existing facilities, the automation of operations, and the optimization of processes and fluid management.

ARGENTINAOdebrecht/YPFCCR - CIE (Complejo Industrial Ensenada) Project – Detail Engineering and Modification of Project-Related UnitsAs part of the project for the installation of YPF’s new Continuous Catalyst Regeneration (CCR) Reforming Unit at the Ensenada Industrial Complex, TECNA has been awarded the detail engineering

of the modification work on CCR-related units, and the ancillary services, including a new flare. The scope of the work also includes the execution of design control activities; participation in HAZOP, ACR and SIL sessions; and in situ technical assistance during construction and start-up.

ARGENTINAPampa EnergíaCombined Cycle Upgrade Loma La Lata Power Plant

The Joint Venture Isolux – Tecna is in charge of work for the combined cycle upgreade of the thermal power plant Loma La Lata. The existing power plant has 3 gas turbines of 123 MW generation capacity each, open cycle, representing 1.4% of the installed capacity of Argentina. It is operated by Pampa Energia, in the Neuquén province. The objective of the project is to take advantage of the residual heat from the gas turbines to generate steam, through the installation of 3 recovery boilers (HRSG) and a steam turbine with a generating capacity of 185 MW for the Argentinean energy grid. The project will increase the capacity of the Loma La Lata power plant by 50%, without consuming additional gas. Currently the plant operates with a 32% efficiency level, and after the expansion is completed it will reach an efficiency of 50%.The project continues to advance and sicronization and delivery to client is expected towards the end of 2010. The activities of engineering and purchasing of equipment are 99% advanced, and construction activities continue to advance. Erection of boilers, refrigeration tower, and other mechanical equipment is being completed. Currently there are more than

570 direct and indirect workers working on the power plant.The power plant has a priviledged location, being in the inmediations of one of the most important gas reservoirs in Latin America, also known as Loma La Lata.Once upgraded to combined cycle, the installed capacity of the Loma La Lata power plant will be of 554 MW.

ARGENTINAENARSAEnsenada de Barragán and Brigadier López Thermoelectric Power Plants

Construction works continue to advance for the thermoelectric power plant projects Brigadier López and Ensenada de Barragán for client Energía Argentina S.A. (ENARSA), which will jointly provide 840 MW to the Argentinean energy grid.

The Ensenada de Barragán power plant will be located in the Buenos Aires province and will have two gas turbines with a capacity of 280 MW each (560 MW total) open cycle, with an execution term of 23 months.The Brigadier López power plant will be located in Sauce Viejo, Santa Fe province, it will have a 280 MW open cycle gas turbine. The project execution term will be of 22 months.It is planned for both power plants to be upgraded to combined cycle.

ARGENTINARío Turbio Coal Fired Power PlantYacimientos Carboníferos Río Turbio (YCRT)

The Río Turbio Coal Fired Power Plant project is a public works turnkey project. The scope includes engineering, procurement, construction and start up (EPC). The generation capacity will be of 2 x 120 MW Steam Turbine + 2 circulating fluidized bed boilers recognized for their durability and low level of emissions. The turbines will be delivered by

Siemens and the bed boilers by Foster Wheeler. The source of fuel will be 100% coal produced from the Río Turbio coal mine. The duration of the project is approximately 42 months. Currently there are more than 300 direct and indirect workers working on the power plant project.

The Río Turbio Coal Fired Power Plant will be the second coal fired power plant in operation, and will supply 1% of the demand, helping to diversify the Argentinean energy matrix.

Work by TECNA is in progress at the Atucha II Nuclear Power Plant Project. TECNA continuing activities within a framework agreement with Nucleoeléctrica Argentina presently include: design of piping and supports, stress analysis, electrical and process engineering, assistance to

pre-commissioning, commissioning and start up as well as the development of codes for the plant’s group in charge of licensing, safety analysis and core design.

On November 16-20, 2009 the XXXVI Annual Meeting of the Argentine Nuclear Technology Association was held at the Claridge Hotel in Buenos Aires. Personnel of TECNA, together with colleagues of Nucleoeléctrica Argentina, presented the paper “Development and Coupling of Computer Codes for Simulation of Operational Transients at Atucha II Nuclear Power Plant”. The authors discussed why this work was performed, how they addressed the coupling of thermal-hydraulic, neutronic and control

calculation codes and the solutions developed for this problem. Steps to be taken in further work were discussed and the presentation was open to questions by the attendants. The paper met with great interest both by scientists and representatives of Argentine nuclear industry.

TECNA knows that companies are key parts of a country’s development, and believes that training and education are the basis of real progress. Our company strives to offer children, youth and adults the necessary tools to reach their full potential. Along these lines, TECNA has been collaborating for more than 5 years with the Equidad Foundation (“Equidad” is Spanish for Equality and Fairness), an NGO that runs programs to close the digital gap through better access to computers and the Internet.

TECNA ran an internal campaign to foment recycling electronic products in disuse. Posters, newsletters and e-mails helped spread the word that all employees could bring in unused electronic products in order to more responsibly dispose of them. TECNA employees classified and packaged the products to be sent to Equidad.

Equidad gathers this material for refurbishing in a workshop for unemployed youth and adults who are training to be repair technicians and thus insert themselves into a field with growing opportunities. The refurbished and rebuilt items are donated to Argentine public schools in order to further their educational and social projects.

We were happy to learn that almost the entirety of the hardware donated by TECNA was able to be refurbished or reused. The Comahue National University received laptops for its Biology Laboratory, while computers were donated to several primary and secondary schools throughout the Greater Buenos Aires area for use in teaching computing. Equidad reutilizes, recycles or responsibly disposes of all electric waste that it receives. Electronic waste is taken to certified businesses that process this material. Whatever is not transformed into a computer for a school or organization is disposed off responsibly. Computers donated by TECNA and Equidad are currently in use in programs teaching literacy, educational technology, basic

computing, digital and print magazine design, comic strip design, and even as a communications tool for special needs children. More than 150 people are trained each quarter at the Foundation and Equidad estimates that approximately 12,000 people learned computing through the equipment donated by TECNA and its employees. TECNA

has an ongoing commitment to Equidad, the community, and the environment through these programs. All electronic products in disuse are immediately donated to the foundation, while the “TECNA recycles with Equidad” program will be repeated each year on World Environment Day.

World Congress and Exhibition: Engineering 2010

RIO OIL & GAS 2010

This event will take place in the La Rural convention center from October 17th through the 20th with TECNA participating as a sponsor, with a stand, and through the presentation of research papers. This congress and exhibition (organized by the Argentine Center of Engineers) will form part of our country’s celebrations of the Bicentennial of the May Revolution of 1810, and has as its slogan “Technology, innovation and production for sustainable development.” Press releases state that “it will be an excellent opportunity to share advances in technology, innovation and production with the international community, stimulate interaction among engineers, and highlight their contribution to society and their social commitment.

Conference topics will include “Training Engineers for Sustainable Development”, “Energy and Climate Change”, “The Role of Youth in Engineering and

Business.”, “Women in Engineering and Business”, etc. The conferences will focus on topics of current interest and will allow us to work together to draw conclusions applicable on an international level.

TECNA will have a 50 m2 stand strategically positioned next to the conference room entrance. More than 200 companies from the areas of infrastructure, energy, food, and telecommunications have confirmed their presence, making Engineering 2010 an excellent opportunity to start new business relationships and strengthen existing ones.

TECNA began work on the implementation of a new system for electronic models: Smart Plant 3D In 1999, TECNA began generating 3D models using Bentley Systems’ Autoplant software. Now TECNA is migrating to a new state of the art product. This new system, from Intergraph Corporation, is based on Intergraph Data Centric technology which is already being utilized by TECNA in other engineering disciplines with Smart Plant P&I in Technology and Smart Plant Instrumentation in Instruments. Smart Plant 3D is leading edge software, which is continuing to be adopted by engineering companies around the world as a new design tool.

In conjunction with the development of models, extraction personalization was carried out, which implies the generation of material reports with necessary data for list processing and material requirements utilizing SIMAT (System of Implementation Management of Smartplant 3D Materials), draft extraction in line with TECNA standards and isometry extraction with the necessary information for processing with SIGIS (Isometrics Management System).

TECNA and AESA were jointly honored with a safety award for companies with more than one million man hours worked with no lost time accidents.The award ceremony took place on December 11th in Buenos Aires. TECNA was matched up, in its category, with 19 other companies from the Oil and Gas Industry. As is pointed out each year, the process that leads to this award is more important than the award itself. It is a process carried out with discipline and a strong commitment to Safety.

TECNA began the registration process for TECNA Arabia in 2009 and finalized the process in February 2010.
