1 About Yirrkala1

Yirrkala is on the east coast of the Gove peninsula in north-east Arnhem Land, 18 km south of Nhulunbuy. Many people live intermittently between Yirrkala and surrounding homelands.

The Methodist Church of Australasia established a mission at Yirrkala in 1935. Over the following decades, members of the 13 clans that owned land in the surrounding area were gradually drawn into the mission.

The Yirrkala community became well known in 1963, when landowners sent a bark petition to the Australian Government to protest against the Prime Minister’s announcement that a section of their land would be sold for bauxite mining.

In the 1970s several groups set up outstation communities on their own lands. By the 1980s there were about 10 outstations, with a total population around 200. Today all clans have at least one homeland centre, and many people live partly in Yirrkala and partly in their homelands. In the mid-1970s the church handed control of the mission to the Yirrkala Dhanbul Community Association, which consisted of representatives from the main clans.

The population of Yirrkala and its surrounds in 2016 was approximately 809, of which 676 were Aboriginal or Torres Strait Islander people (83%). In the same year, the Indigenous population was relatively young, with 38% aged under 20, and 14.2% aged 50 years or more (compared to 39% in the total Australian population).

1.2 Power and waterElectricity is supplied by diesel generators. Chlorinated water is supplied to the town via 2 bores, situated on the town boundary. Two sewage ponds where wastewater is treated are also located on the town boundary.

1.5 Local governmentThe East Arnhem Regional Council provides local government in Yirrkala, which is in the Council’s Gumurr Miwatj Ward. This is one of six wards in the Council. In 2012 the Gumurr Miwatj Ward elected three of the 14 Council members. The Council's headquarters are in Nhulunbuy and it has a service delivery centre in Yirrkala which also services Gunyangara.

The Council consults community members through the Local Authority of 12 locally elected community members, the Yirrkala Mala Leaders Association.

5.9 Animal Management ServicesThe Animal Management Program aims to improve the health and wellbeing of companion animals and improve the overall health and wellbeing of remote Indigenous communities.

Led by Veterinarian, Dr Emma Kennedy, the East Arnhem Regional Council Animal Management Program delivers a range of vet and animal welfare services including education in all East Arnhem communities. To date these services have centred on day-to-day coordination of dog programs including community vet visits to de-sex dogs, euthanise unwanted dogs, administer anti-parasitic medicines and undertake minor surgery.

5.13 Community PatrolEmploying 43 people throughout the region, East Arnhem Regional Council is responsible for the coordination and delivery of Community Patrol Services in all of the nine East Arnhem communities.

As the provider of the service, EARC works to develop and maintain service level agreements and partnerships between NT Department of Health (DoH), Gove District Hospital, Community Clinics, Sobering Up Shelters (SUS) and Patrollers.

There is a need for culturally appropriate assistance to Indigenous people at risk of either causing harm or being harmed, including intoxicated people, people under the influence of substances, young people, victims of violence and the homeless.
