Lead by example -We are courageous, speak with conviction, listen attentively and collaborate About the Position: The Payroll and Benefits Manager oversees all payroll services, including the delivery of day-to-day payroll and benefits operations at the YMCA of Greater Vancouver. They will provide leadership to ensure the implementation of payroll best practices and will provide expertise on all regulatory and contractual obligations on payroll matters to ensure that the YMCA is able to deliver its mission. The incumbent will lead their team to provide excellent customer service and support a continuous improvement culture to take the payroll function to the next level. The strategic focus over the next year is to review the effectiveness and efficiency of payroll operations, design management reports, create and deliver training tools for staff and managers, and assist in the development of a new compensation framework for the YMCA of Greater Vancouver.
The YMCA of Greater Vancouver currently uses ADP Workforce Now and processes bi-weekly payrolls serving upwards of 1,100 salaried, daily, and hourly paid staff. The Payroll and Benefits Manager supervises three payroll and benefits staff. Other duties include:
Responds to government, service provider and YMCA staff enquiries with respect to payroll, benefits and remittances
Work closely with three Coordinators, providing hands-on support to ensure accuracy and timeliness
Ensures adherence to all YMCA policies and procedures, collective agreements, and relevant federal and provincial legislation
Ensures appropriate levels of internal controls are in place to mitigate risk
Develops reports and procedures to provide payroll, benefits and HR information required by management
Reconciles and maintains payroll accounts and manages information flow and reconciliation to the General Ledger
Ensures the maintenance of accurate information – personnel files, personnel records, payroll & benefits records and HR information
Oversees activities pertaining to any external or internal audits related to payroll matters
Ensures compliance with benefits carrier and association benefits policies, while staying current and informed on trends and best practices in employee benefits programs
Qualifications:
Canadian Payroll Manager (CPM) designation preferred
Working knowledge of ADP Workforce Now is preferred
7+ years of progressive payroll experience with knowledge of benefits, human resources and compensation systems
5+ years supervisory experience
Post-secondary education in a relevant field
Thorough understanding of the Employment Standards Act and of Canada Revenue Agency rules and regulations
Demonstrated experience working with Human Resource Information Systems, specifically in designing custom reports
Advanced computer knowledge using MS Office applications with advanced proficiency in Excel
Successful candidates will be required to provide a current and satisfactory Criminal Records Check/Vulnerable Sector Search issued no later than six (6) months preceding your start date
