Sapcote Housing Needs Survey

‘Finding out the housing needs of all local people’

The Strategic Housing Team at Blaby District Council would like your help to understand more

about the type of housing that may be needed by local people in rural areas in order to influence

the type and size of homes built in the future.

Over the next month you will receive a Housing Needs Survey questionnaire through your

letterbox. It is important that as many households as possible complete and return the survey so

the housing needs of the village can be assessed.

Why is this survey happening?

District Councils are duty bound to gather

information about the housing needs of their

communities so that the requirements of all residents

can be understood. The survey is not just looking to

find out about affordable housing needs; all kinds of

housing needs must be understood, whether the

need is to buy on the open market, part rent and part

buy (shared ownership), or rent a home (either

privately or through a social landlord such as a Housing Association).

What is the survey for?

The information from this kind of survey is used to ensure that any new homes built reflect what is

needed by existing local residents who have a connection to the village.

Why is it important to fill in the survey?

Rural areas are facing many challenges at the moment. Major threats to shops, pubs, transport,

services and local facilities exist. There is an ageing population, jobs are limited, and there can

be a loss of ‘community feel’ in a village. Also, the costs of living and housing are causing

problems for many. These pressures exist in villages across Leicestershire and beyond.

Villages like Sapcote need to have the right balance of housing to help

provide a foundation for a vibrant community. Any new housing should be

planned carefully to meet local needs if it is to have a positive impact on the

area. This survey is the first step to ensuring this. By identifying the full

range of housing needs for local people, future decisions and proactive

action can be properly informed.

Are there plans to build new houses here?

Nothing is planned at present, but the housing needs have to

be assessed so up to date local needs evidence is

understood in case development plans come forward in the

future. The housing needs of all villages need to be

assessed every 5 years and the district councils across

Leicestershire now have a rolling programme of villages to

survey. The last full survey of Sapcote was carried out in 2004

Page 3: Your village paper - Sapcote · 2016. 9. 14. · courses. After a leisurely meal, superbly served, we were reluctant to make our departure. All who attended would like to thank Brenda

so a new one is overdue. Unlike the 2004 survey, this one

wants to find out the needs of local people for open market

homes as well as for affordable housing.

What if the survey finds that there is a housing need?

Blaby District Council will work with the Parish Council, the local

community and its housing and planning partners to see if there is a

desire to meet any open market or affordable housing needs that may

result from this survey. If any new homes are planned it is important that they are in keeping with the

village and are built to a high standard of design. This goes for open market homes and affordable homes,

such as the 2012 development in Sapcote, as well as recent developments at Croft and Thurlaston which

have been built to the highest specification.

Is the Parish Council aware of the survey?

Sapcote Parish Council has been fully consulted over this survey and has been very helpful throughout the

process. The Parish Council hope that as many households as possible complete the survey so a true

picture of housing need can be established. The results will help them work with the community and the

district council to ensure that the future of Sapcote is supported with the right kind of homes, if any are

required.

How can I get help with the survey or request a form for someone I know who is in housing need?

If you have any queries or concerns, or need any help completing the survey, please do not hesitate to

contact Midlands Rural Housing on 01530 278 080 or by email at: [email protected].

Similarly, if you have another person in your household who is in housing need, or know of someone who

has moved away and would like to return, please contact Midlands Rural Housing and request an additional

survey form.

The survey is being conducted on behalf of Blaby District Council by Midlands Rural Housing. Please look

out for the Housing Needs Survey being delivered to you in September and please complete and return the

survey in the pre paid envelope provided by 29th September.

Thank you, in advance, for your help with this survey – your views on housing needs help to provide a true

reflection of housing in your village.

HINCKLEY DISTRICT BELL RINGERS OUTING

On Saturday 14th June, the Bell Ringers travelled around Worcestershire with a foray into Hertfordshire. A

good number of All Saints ringers were on the outing with supporters. They rang at 5 churches. Three of the

towers had 10 bells, one with 8 and one with 6. We had our packed lunches at Kempsey and our dinner at the

Brunswick Arms at Worcester. The day started in Sapcote at 8.15am and finished at 9.30pm. It was an

enjoyable day out with very interesting churches, good company and the joy of listening to those who were

ringing.

If you would like to know more about the bells at All Saints Church please contact Mick Angrave, the Bell

Tower Ringing Master on 01455 272696

Dear Editor

I would like to make a correction to one reader’s

observation from the last issue. The reader’s letter

which mentioned the gentleman "picking" the

daffodils was incorrect, the gentleman was actually

dead heading & tidying away the daffodils that had

seen better days!!!!!!!!

Unfortunately the "said man" was very upset.

THE WOW FACTOR

This year’s annual dinner took place on a

lovely sunny evening in May when the

destination was Hothorpe Hall near

Husbands Bosworth. The approach, down a

narrow country lane and then past the Lodges

either side of the drive with sheep and lambs

grazing in the parkland, was idyllic. After

parking and checking in, those who had

arrived early took the opportunity for a stroll

in the grounds and to take in the views over

miles of open countryside. Entering our

private chandelier lit dining room with its

long linen covered table with a magnificent

floral arrangement in the centre everyone

said “Wow”. The meal, every course looking

as if it had come straight out of Master Chef,

was pronounced the best ever and numerous

photographs were taken of the different

courses. After a leisurely meal, superbly

served, we were reluctant to make our

departure. All who attended would like to

thank Brenda for organising the evening

which will be a hard act to follow next year.

A PERFECT SUMMER EVENING

The weather was perfect on July 17, when 23

fellow members paid another summer visit to

Eaglesfield Farm, the Leire home of Derek

and Mary Forster. This year, Derek’s country

walk took in further parts of the village,

looking at the newly restored war memorial

and the church of St Peter. Those unable to

walk far opted to stay and puzzle over a quiz

featuring anagrams of Leicestershire

attractions and lay out the faith supper for the

walkers return.

A TRIBUTE TO RICHARD 111

With subdued lighting, vases of white

roses, candles lit on the altar and a likeness

of Richard 111 on display in All Saints

Parish Church, an audience of 100 eagerly

awaited a return visit for another talk by

Richard Buckley, lead archaeologist of

Leicester University Archaeological

Section. After a very busy year since he

last visited Sapcote, Richard has been

awarded an O.B.E. and the title of

Archaeologist of the Year for his amazing

discovery of the remains of King Richard

111. Richard returned to Sapcote Heritage

Group on June 19 to give an updated talk

on the excavation and discovery of the last

Plantagenet King. You could have heard a

pin drop as the audience listened with rapt

attention to the talk, accompanied by on

screen illustrations from the book ‘Richard

111 The King under the Car Park’ co-

edited by Richard Buckley and fellow

archaeologist at the University of

Leicester, Matthew Morris. Such was the

interest invoked that more copies of the book

were sold that evening than at any previous

lecture and duly signed by this popular

speaker, who is looking forward to returning

to Sapcote again next year. A young member

of the audience, who wants to become an

archaeologist when she grows up, was very

excited at being introduced to Richard and

having a chat with him. Our grateful thanks

go to Rev Mick Norman for allowing us to

use the church again and to church members

for all their help in preparing the church and

assisting with the on-screen projection.

SAPCOTE IN WORLD WAR ONE

Preparations are well under way for the

Heritage Group’s exhibition about the village

in World War One over the weekend of

October 12/13. On display will be

photographs of village scenes, buildings,

people and occupations and sporting events

as well as the two churches and village

school from the groups’ vast photographic

archive. It will also be an opportunity for

visitors to see part of our large collection of

photographs, documents and records of the

men who went to fight in this war to end all

wars, some never to return, this has been

painstakingly compiled over the past 11 years

by member Valerie Clark with the intention

of publishing it in book form.

OBITUARY

Members of the Heritage Group would like

to extend their deepest sympathy to Pat

French and family on the death of her

husband Derek recently. Derek was our

treasurer until he was forced to resign

owing to failing eyesight and ill health. He

was a keen member and always took an

interest in group activities. The perfect

gentleman, he will be sadly missed.

ADVANCE NOTICE – CHRISTMAS SING-A-LONG AT ALL SAINTS CHURCH, SAPCOTE ON SATURDAY 13TH DECEMBER AT 7.30PM

Churches together in Sapcote & Sharnford Charity Fun Run

Midsummer’s day Saturday 21st June 2014, started with bright sunshine and a temperature that was not too high. A perfect day for the Charity Fun Run! The first helpers arrived at All Saints Church at 8.00am and by 9.00am, the Church hall area was very busy. Plants and cakes being arranged on tables and the marshals, first aiders and other helpers waiting for a pre-fun run briefing (all with drinks and toast to sustain us supplied by Richard & Christine Dixon). By 9.30am people were starting to arrive to take part and by ten we had 47 people and a dog waiting to start the Fun Run.

The run was started with a very fine rendition of the Post Horn Gallop played by Paul Hing – who plays the Post Horn Gallop at the start of all Leicester City home games! Many thanks to Paul for coming to start the run in this fine way. His playing was actually heard in Sharnford! I understand (from several participants) that the marshals were merrily cheering the runners on their way and providing very appreciated general encouragement. The first runner back was young Jeremy (aged 11!) who arrived back in less than 20

minutes! Pretty fast! More experienced runners started arriving back soon after. In my opinion, the thing that marked the event most of all was the general feeling of pleasure and happiness that seemed to be universal amongst all participants, supporters and helpers. I would like to thank everybody who helped and supported the event from the four churches: All Saints – Sapcote, St Helens – Sharnford, Sapcote Methodists and Sharnford Methodists. I would also like to thank Jonathon Haw and the Community First Responders who provided first aid support. We took nearly £400 on the day for entrance fees, donations, sales of plants and cakes and also donations for refreshments. Some sponsorship money is still to come, but indications are that, after expenses of about £80 we should make about £500 for the two charities Cancer Research UK and Tear Fund.

The Rev Stanley Burrough’s

Almshouses Working Name Sapcote Almshouses – Charity Commission No

215419

RE-FURBISHMENT 2013/2014

Residents of Sapcote may have noticed work being carried out at our Grade II Listed

Almshouses in Cooks Lane, over the last twelve months.

First came the replacement of the flat roofs on the side and rear extensions, which were

added in the early 1970’s, to provide bathrooms and kitchens. Then came the replacement of the

the bathroom and kitchen in two of the properties.

The payment for this work came from the investments and savings of the charity, and although the

Trustees also wished to improve the insulation and the heating system, they did not feel it

expedient to deplete the Charity Funds any further.

The FOYLE FOUNDATION in London stepped in with a very generous donation from their

Small Grants Scheme, and finally the last of the work was completed. The Trustees wish to

thank The Foyle Foundation most sincerely for their grant, which we know will contribute

towards the comfort of the Residents.

We also received two small donations from The Florence Turner Trust, a local charity

based in Leicester, and the Hinckley and Rugby Building Society.

The Almshouse Charity is administered by a Board of Trustees comprised of people from

the village, or persons with a connection to and an interest in Sapcote. All positions are

voluntary, and the only funding that the Almshouse receives, is from the Maintenance Charge

paid by the Residents.

If anyone would like to learn more about the work of the Trustees and the running of

the Almshouses, please telephone Mike Newton, Chair of the Trustees on 01455 272218

WI NEWS

HOSTING A QUIZ NIGHT

When we held our annual fundraising quiz at

Sapcote Club in May, a team from Stoney

Stanton WI were victorious with the highest

score of 80%. Thirty teams of four from

Sapcote and neighbouring institutes battled it

out over rounds of brainteasers on music,

general knowledge, history, geography, sport,

film and T.V., true or false, food and drink,

famous duos and men called David.

MAKING OUR WISHES KNOWN

At our May Resolutions Meeting, President

Angela Pearce introduced our link delegate for

this year’s resolution Joy Hoult from Stoney

Stanton W.I. Joy was there to listen to our

debate and take our vote back to the AGM in

Leeds. The resolution stated: ‘The National

Federation of Women’s Institutes notes that

three people die every day whilst waiting for an

organ transplant. We call on every member of

the WI to make their wishes regarding organ

donation known and to encourage their

families, friends and members of their local

communities to do likewise’.

Angela, Jenny Groom and Jill Hardman had

been to the Resolutions Meeting to learn more

about the topic, in order to bring back their

findings to Sapcote members. Jenny spoke ‘for’

the resolution and Jill ‘against’. Angela then

opened the floor for questions and discussion

with various points being clarified. A vote was

taken which resulted in a unanimous vote ‘for’

the resolution from the twenty-six members

present. Discretion, should she need to use it,

was also given to the link delegate Joy Hoult,

who was thanked for her attendance and input into

our debate. Registration forms and diagrams were

then handed out to everyone before the meeting

ended with a faith supper and light hearted quiz.

At the AGM in Leeds on June 7 the resolution was

carried by 5,981 votes to 133 (97.88% ‘for’).

Joy Hoult provided us with a very comprehensive

report of the whole proceedings.

SAVING THE CHILDREN

June’s speaker Josephine Burgess had a wealth of

knowledge on her subject ‘The Work of Save the

Children’ and communicated it in a most interesting

way. She began by describing the life of the

charity’s founder Eglantine Jebb. Born into a rich

Shropshire family in 1876, she was very forward

thinking for her time, when girls from wealthy homes

were just expected to marry well and have children.

It was unusual that, after her father died in 1895,

Eglantine was allowed to study at Lady Margaret

Hall College, Oxford. She trained as a teacher and

taught in Marlborough but this was not to her liking

and she is quoted as saying “I don’t care for

children and I don’t care for teaching!” Later, when

living with an uncle who was an MP, she carried out

research into poverty and her whole attitude

changed. She set out to travel in Europe in 1913

when a woman travelling abroad alone was unheard

of. At the start of World War One she found a job

translating enemy newspapers in order to give the

Government a balanced picture of the war effort. At

the end of the war she joined ‘Fight for Famine’ and

produced a handbill, which she proceeded to give

out to the public in Trafalgar Square. This seemed

to be the start of the ‘Save the Children’

organisation. For the rest of her life until she died in

1926 Eglantine travelled all over the world working

to save childrens’ lives, fight for their rights and

help them fulfil their potential. Josephine brought

along various pamphlets and a PowerPoint

display to bring us up to date with the work of

‘Save the Children’, which is carried out in more

than 120 countries, including our own.

VISITING DENMAN COLLEGE

On a lovely bright and sunny morning in July, 29

members from Sapcote, along with others from

Countesthorpe and Earl Shilton WI’s , set out at

9.00am on a coach bound for Denman College in

Oxfordshire. This is N.F.W.I’s educational centre

and for many this was their first visit. On arrival

they were served coffee/tea and delicious

shortbread biscuits in the beautiful gardens. They

were then welcomed by their guides for the day

and Kate Bullas, Marketing and Communications

Manager, gave them a short introduction to

Denman. At 12.15pm a 2 course lunch and a

glass of wine gave them all a good idea of the

high standard of food.

A guided tour of the house with details of its

history followed. They were then taken to the

newer part of the College and shown the

various craft classrooms and wonderful new

teaching kitchen. There was just time to visit

the bedroom wings where they saw one

furnished by the Leicestershire and Rutland

Federation and one set up to cater for people

with a handicap and their carer. The time went

so quickly and by 3.15pm they were back in the

dining room for afternoon tea and a hasty visit

to the shop before heading for home. Secretary

Jenny Groom said “I think everyone agreed

that once we went through the gates of

Denman a peaceful and tranquil atmosphere

descended on us all. I do hope that given the

opportunity and funds this visit will have

encouraged us to take a course there in the

future”.
