Youth Committee Terms of Reference
Purpose
To empower Whanganui young people to be the best they can be.
Key tasks The role of the Youth Committee is to:
Represent the community’s young people.
Develop a strategic direction for Whanganui youth.
Promote opportunities for youth participation.
Develop and monitor policy on youth issues.
Provide opportunities for Youth to contribute to the decision-making of Council.
Advise the Council on matters of interest for Youth in the Whanganui District.

5. Appointment of New Youth Councillors
Recommendation to Committee
5.1 THAT are appointed to the Whanganui District Council’s Youth Committee for the 2017-2018 term. Anna Palamountain, Governance Services Officer, reports:
Following the departure of Youth Councillors, five seats on the Youth Committee have become available.
The recruitment panel, led by Co-Chairs Yth Crs Helena Hazelhurst and Rhea Colaabavala reviewed the applications received over the past 12 months. The panel considered the current make-up of the Committee in relation to Whanganui’s youth demographic. A shortlisting took place with interviews to follow and as a result five young people have been selected to represent the wider youth community.”

6. Youth Services Whanganui Presentation
Recommendation to Committee
6.1 THAT the presentation is awaited and presenter is thanked.
Anna Palamountain, Governance Services Officer, reports: “Executive Summary Youth Service Whanganui is one of only two ‘in house’ models Nationally. Other Youth Service providers are contracted by the Ministry of Social Development externally. We have three areas we maintain. NEET (Not in Employment, Education or Training)-we guide, mentor and support rangatahi aged 16-17 to stay in education or seek other education or training, assist with CV building and the StudyLink process, This is also a holistic approach where other needs are addressed, such as making sure everything is ok at home or advising about free services available to youth such as counselling or medical help. It is a free, voluntary service where we are directed by the youth’s goals. Youth Payment (YP), 16-17 years old. Financial assistance provided by the state to 16-17 years old when there has been a significant family breakdown and the young person cannot live with, be supported by their parents. Young Parent Payment (YPP), financial assistance provided to young parents aged 16-19 years of age.’’

7. SUPP Logo
Recommendation to Committee
7.1 THAT the Youth Committee give support to SUPP to progress the design and painting of the SUPP logo on the Kowhai Park Skate Bowl.
Wendy Bainbridge, Team Leader Parks, reports: Introduction The purpose of this report is to inform and request support from the Youth Committee for SUPP to increase awareness by Youth of their services, by painting their Logo on both the Castlecliff and Kowhai Park Skate Bowls.
Helen Hagen who is a member of the SUPP team, will be available at the Youth Committee meeting held 22 May 2017 to discuss the proposal and how they are intending to engage with Youth on this project.
Background SUPP is a team of health professionals established by the Whanganui District Health Board that have been set up to provide a support network for young people with regard to mental health and addiction concerns. The service is aimed at reaching young people in the 12 to 19 age group. SUPP is a play on the commonly used expression ‘What’s Up’. The group is looking to increase awareness of the services, and made a request through the Property Group to have the logo painted onto both the Castlecliff Domain and the Kowhai Park Skate Bowls. Castlecliff Domain Skate Bowl Parks are supportive of this initiative and have requested that SUPP engage with Progress Castlecliff on whether or not they felt it was appropriate for the Castlecliff Domain Skate Bowl. Kowhai Park Skate Bowl Parks are supportive of this initiative. The skate bowl has a mural painted on the surface but it has been there for some time and is looking tired. The positioning of the SUPP logo would not interfere with the current mural which was also a project which involved consultation with Youth in the design. Strategic context Support for the proposal fits within the Leading Edge Strategy by being Positive and Encouraging and promoting Collaborative Brilliance in a community initiative aimed at connecting important services and information with our Youth.

Factors to consider
Financial considerations This project would be funded by Whanganui District Health Board. Any ongoing maintenance of the logo would be undertaken by SUPP. SUPP is not a commercial entity, and is therefore not looking to profit from the advertising.
Legal compliance There are no legal compliance issues.
Policy implications This project would not impact on current policies.
Risks There are no obvious risks. Consideration should be given to the type of paint used so as not to cause any Health and Safety concerns.
Significance Not applicable. Engagement As this project is aimed at Youth, SUPP are engaging with the Youth Committee to seek the views of the representatives of Whanganui’s Youth. An onsite meeting was held with members of the SUPP team and Parks Officers. Some suggestions were put forward regarding the size and positioning of the logo. Parks are supportive of the idea for both skate bowls, but referred SUPP to the Progress Castlecliff group for discussion on whether or not they felt it was appropriate for the Castlecliff Domain Skate Bowl. Councillor Jenny Duncan sought feedback from Progress Castlecliff who indicated that they were not supportive of this project at this stage. It may be that this is something that could be considered again at a later date. SUPP are intending to engage with UCOL students in the design of the logo. Assessment of options Not applicable Conclusion This proposal is aimed at increasing Youth awareness of a service provider that is focused on supporting Youth. There is no financial implication for the Youth Committee, and SUPP intend to engage with Youth prior to doing any work. This would therefore seem to be an appropriate project for the Youth Committee to support.

THAT Yth Crs Vincent Collins, Ayesha Zaidi, and Elena Egorov resignations are received and they are thanked for their significant contribution to the Youth Committee and positive youth development across the community. THAT the Procedures and Guidelines for Youth Grants Scheme, $600ship Project Plan and Project Management be referred to the Youth Committee’s compulsory workshop scheduled for 3.30pm to 5.30pm, Monday, 20 March 2017 for review, and brought back for approval at the Youth Committee meeting scheduled for 10 April 2017 THAT the Youth Committee give delegated authority to the Co-Chairs Yth Crs Southee and Duxfield and Cr Josh Chandulal-Mackay to investigate the employment of a part time Youth Committee administrator.

12.1 THAT the Youth Committee appoints to the Kowhai Park Working Party.
Anna Palamountain, Governance Services Officer, reports: Kowhai Park Working Group – Youth Councillor Appointment The Kowhai Park Working Group (KPWG) has expressed an interest in having Youth Councillor representation. The working group is made up of representatives from service clubs (Rotary and Lions), Council and Youth Committee and act as a liaison between the groups to identify issues, and co-ordinate work.’’

13. Youth Committee Business Plan – Progress Updates Recommendation to Committee
13.1 THAT the Business Plan Updates are received.
The Business Plan 2016-2017 sets out the core programme of work for the Youth Committee up to June 2017. The Youth Committee focuses on implementing the proposed projects and initiatives, and reports on progress at each meeting. A copy of the Youth Committee’s Business Plan is attached (Ref B). Updates will be provided at the meeting. (1) Youth Grants – report from Yth Cr Ahilan Saravanapavan (2) School Leaders Network – report from Yth Crs Rhea Colaabavala and Jonathan de Jongh.
