INTRODUCTION:

When the state of Nagaland was established on 1st December

1963, Youth Resources and Sports Department was not existing as an

independent department, but to boost the youth activities in the state,

it was formed as a separate department in the year 1986 bifurcated

from the erstwhile Department of School and Physical Education as

Department of Physical Education, Sports & Youth Welfare. In the

year 1993 the nomenclature of the erstwhile Department of Physical

Education and Youth Welfare was changed to „Department of Youth

Resources and Sports‟ by the State Government in recognition of the

fact that youth development is a multi-faceted concept, and that the

progress of our State depends on the way through which the youth are

to be encouraged and nurtured as a positive force for National

progress and also to enable them to contribute towards Nation

building activities and economic progress.

Accordingly the department is now functioning under this name.

The department carries out the activities related to sports, youth,

cultural activities, infrastructures and Sport academies. In addition to

the administration of Sports and Youth, the National Cadet Corps

(NCC), Bharat Scouts and Guides (BS&G), National Service Scheme

(NSS), Music Task Force (MTF) and Engineering Wing PWD(H)

falls within the ambit of the department.

The main function of the Department is to harness the youth to

fully realize the potential and talent and to promote and channelize in

the field of sports, music and other youth centric activities.

4. SPORTS SECTION:

The activity of sports can be traced back to the early existence of human

being and was regarded as a great way to master the benefit of nature and its

environment. Sports among the youth has been noted as a key factor to promote

social traits which also have the added advantage of working their way to a

better lifestyle that will improve their health and positive youth development.

Sport is found in the form of competition and recreational activities

which are an essential component for growth and development of a young

individual as well as adult population. The youth in the State comprises of

44.96% in the age group of 13-35 years (as per 2011 Census) which constitute

the most dynamic and vibrant segment of the society which need to inculcate

the spirit of competitiveness and team work.

According to health experts there is a growing trend of moral decadence

among the youth which is due to an individual being idle wherein they develop

undesirable habits.

The Department therefore, seeks to create an enabling environment and

act as catalyst and to facilitate the promotion and development of Youth &

Sports at Regional levels with a vision to scale National and International arena

by organising events such as Catch Them Young Tournament, participating in

the National School Games, Indigenous Games, various youth fest and cultural

programmes, Adventure Sports, Subroto International Football Cup, Dr. T.Ao

Trophy and the upcoming Dr. T.Ao North East Tournament.

Current Status:

The Department has 2(two) Sports Academy at I.G. Stadium, Kohima and State

Sports Academy at Dimapur with 211 students of 6(six) Olympic disciplines.

From 2012-13 to 2016-17, the state has earned 113 Gold, 166 Silver, 218

Bronze in various Regional, National and International Tournaments,

portrays that there is ample talent in the State.

ACHIEVEMENTS IN SPORTS (2018-19)

1. The Indo-Bhutan Archery Championship was held at Thimpu, Bhutan

w.e.f 16th

– 17th June 2018 and won 4(four) Gold Medal and 1(one)

Bronze Medal.

2. The 21st Sub-Junior National Championship 2018 was held at

Bhubaneswar w.e.f 5th – 10

th June 2018 and won 1(one) Gold medal and

2(two) Bronze Medal.

3. The 1st North East Olympic Games 2018 was held at Imphal, Manipur

w.e.f 25th – 28

th October 2018 and secured 3(three) Silver medal and

17(seventeenth) Bronze Medal.

4. The 22nd

Junior National Sepaktakraw Championship 2018 was held at

Guwahati, Assam w.e.f 26th – 30

th October 2018 and won 1(one) Gold

and 1(one) Silver.

5. Nagpur Mayor Open Invitational National Archery Championship 2018

was held at Reshim Bagh, Nagpur, Maharashtra w.e.f 10th – 14

th

November 2018 and won 1(one) Silver Medal.

6. The 64th

National School Games 2018-19 Taekwondo (Boys) under 14

years was held at Imphal, Manipur w.e.f 26th November 2018 and won

2(two) Gold Medal and 1(One) Bronze Medal.

7. The 64th

National School Games U-19 Archery was held at New Delhi

w.e.f 2nd

– 9th January 2019 and secured 1(one) Gold Medal, 1(one) Silver

Medal and 1(one) Bronze medal.

The Department has 29 coaches in 15 disciplines and 8 PIS.

Government of India has launched „Khelo India‟ in April 2016, a National

Programme for Development of Sports to promote mass participation in the

Sports and achieve effective implementation.

The Department has 10(ten) topmost priority disciplines where special thrust

is emphased to Football, Archery, Taekwondo, Sepaktakraw, Boxing,

Wrestling, Athletics, Badminton, Table Tennis and Cricket.

The Department has 21(twenty one) Association affiliated to the Nagaland

Olympics Association namely Archery Association, Athletics Association,

Badminton Association, Basketball Association, Boxing Association,

Football Association, Handball Association, Hockey Association, Kabbadi

Association, Kho-Kho Association, MuayThai Association, Rifle

Association, Sepaktakraw Association, Softball Association, Table Tennis

Association, Taekwondo Association, Tennis Association, Volleyball

Association, Weightlifting Association and Wushu Association.

5. ACTIVITIES DURING THE YEAR

A. Dr. T. Ao Postage Stamp:

With the celebration of the 100th Birth Anniversary of Dr. T.Ao the

legendary Footballer on 28th

of January 2018, the Government of Nagaland

has earmarked many programmes/events for a year long celebration. The

Event was kicked off by the unveiling of the Commemorative stamp of the

icon Dr. Talimeren Ao, by the Hon‟ble Governor of Nagaland at Raj

Bhavan, Kohima on 28th January 2018.

B. Dr. T. Ao Regional Football Academy:

Construction of a long awaited football academy in honour of the

late Dr. T.Ao commenced with the laying of the foundation stone for the

Dr.T.Ao Regional Football Academy on June 8th

by the hon‟ble Chief

C. Dr. T. AO SPORTS AWARDS:

The State Government is giving adequate thrust for the development of

sports, so that it can infuse positive aspect of social life and make youth health

conscious and proactive and pursue the objective of „Achieving Excellence‟ in

Sports at all the levels. At the same time there is a need to encourage the

Sporting fraternity of the State to the fullest through public acknowledgement at

the highest level in the State.

With a view to nurture talents in the field of sports in the State, the

Governor of Nagaland and the Chief Minister of Nagaland re-instituted the “Dr.

T. Ao Sports Awards” for Distinction in the field of Sports to be conferred on

eminent Coaches, Sportsperson, Sports Administrators and

Institutions/Academy in the State. In this regard, the following persons received

the Dr. T.Ao Sports Award – with Cash Award and Citations on 15th

of August

2018.

I. 1st State Level Indigenous Games Competition:

Recognizing that the Indigenous Games are a part of Nagaland‟s rich

culture and identity as it has been handed down from the forefathers,

which should be promoted for posterity, events have been included in the

yearlong celebration of Dr. T.Ao 100th Birth Centenary Celebration as

below.

J. Inauguration of State 1st Astro Turf (Artificial Grass) at IG Stadium

at Kohima and exhibition match played between Chief Minister‟s XI Vrs

Chief Secretary XI. This event also marks the revival of the XX Inter

District Football Championship 2019 (Dr. T.Ao Trophy) which was

played from 28th

January to 2nd

February 2019 and which will be

henceforth held annually. The XX Inter District Football Championship

2019 (Dr. T. Ao Trophy) was jointly organized by the Department of

Youth Resources and Sports and Nagaland Football Association.

Dr. T.Ao Memorial Lecture by Shri. Baichung Bhutia Padmashree and

On the invitation of the State Government, the former Indian Football Captain

and former player of Mohun Bagan Shri. Baichung Bhutia, Padmashree and

Arjuna Awardee, and also the only Indian in the Asian „Hall of Fame‟ gave a

lecture on Dr. T.Ao at Raj Bhavan on the evening of 28th

January 2019 which

was attended by the Hon‟ble Chief Minister, Members of Cabinet‟s Nagaland

Assembly, Senior Officers of the State and Central Government, Football

Players, Coaches, NFA and Sports Fraternity from al the District of Nagaland.

K. 20th

Inter District Football Tournament:

Shri. Bongkhao Konyak, Advisor DUDA as Chief Guest during the Closing match of the 20th

Inter District Football Tournament (Dr. Tao Trophy) at IGS Kohima.

6. YOUTH SECTION:

„Youth are the future who constitutes a powerful force leading

transitional changes across the globe‟.

Advocating the youth population of 8,89,716 as the backbone of the State

which constitutes nearly half of the population, (19,78,502 as per State

population census 2011) significant youth engagement should be targeted and

mobilised to be change agent within their communities and uphold the essence

of democratic living.

The Department of Youth Resources & Sports with the Youth Section

and four wings namely; BS&G,NCC,NSS & MTF under its umbrella aspires to

work and achieve the visualization for the development of the youth in the

State.

Executive Summary:

1. Youth in the age group of 13-19 years comprises of 16% of the total

population are adolescents whose needs and concerns should be met with

huge potential contribution by participation and productivity.

2. Youth in the age of 20-25 years comprises of 12% of the total population

are within and outside of education system should be imparted with

different resources in different capacities for their living.

3. Youth in the age of 26-35 years comprise of 16.09% of the total

population are those whose fairly neither settled nor have clear direction

and opportunity for livelihood. Thus, proper vocational with special skill,

should be provided to this age group.

4. The Department with the different wings (BS&G, NCC, NSS & MTF)

dealing with the youth undertakes several holistic approach and

programme to empower youth to achieve their full potential through mass

participation.

5. All through history, youth are the messenger of change-agent from

winning of victory, to creating new technologies to new forms of art,

music & culture. Creating opportunities & promoting our youth therefore

is one of the foremost priorities, across all sectors & stakeholders, of the

State and which is the aim of the Department.

ADVENTURE CAMP (22nd

Under youth activities, the Department has organised 11th State Level

Adventure Camp with activities like Rappelling, Rock Climbing, Monkey

Crawling, River Crossing, Basic Survival Technique, trekking to Dzukuo

Valley, etc. from 22nd

to 26th October 2018 in Kohima.

POHSAN ABHIYAN MISSION:

POHSAN Abhiyan Mission for „Holistic Nourishment‟ to strengthen & reduce

the nutrition evidence gap in India was graced by the Hon‟ble Advisor YR&S

7. BHARAT SCOUTS & GUIDES (BSG)

The Bharat Scouts & Guides is a voluntary, non-political, educational

Movement for young people, open to all without distinction of origin, race or

creed, in accordance with the purpose, principles and method conceived by the

Founder Lord Baden Powell in 1907. The Bharat Scouts and Guides is the

National Scouting and Guiding Association of India. The Nagaland State Bharat

Scouts & Guides is affiliated to 80 Schools in Nagaland with an enrolment of

3100 students this current year 2018-19 i.e., (1560 – Scouts and 1440 – Guides).

The Nagaland Bharat Scouts and Guides is headed by Chief State

Commissioner, State Secretary and Technical officials (SOC SCOUT/GUIDE,

STC SCOUT/GUIDE) besides these, Chief Patron (Hon‟ble Governor of

Nagalnd), Patron (Hon‟ble Chief Minister of Nagaland), President, Hon‟ble

Advisor YRS, Vice Presidents (YRS Director, Higher Education Director,

School Education,.

1. Smti. Chubanungla State Secretary, Smti. Vimezhonu SOC (G), and Mr. R.

Albert Solo STC (S) attended the National Level Meet for Project

implementation at the National Headquarters, New Delhi from 9th

March to

11th March 2018.

2. 2 (Two) Rover Scout Leaders (Mr. Khriesanyü Pienyü & Mr. Kekhrieselhou

Theünuo) and 1(one) Scout Master (Mr. Limnoba Menti) attended the

Himalaya Wood Badge Course for Scout Master & Rover Scout Leader at

National Training Centre, Pachmarhi, Madhya Pradesh from 17th

to 23rd

May

2018 which is the Highest training for a unit leader.

3. 13(thirteen) Scout Masters & 8(eight) Guide Captains from Nagaland

attended the North East Regional Level Himalaya Wood Badge Course held

at State Training Centre, Nerhema from 20th

to 26th

March 2018 which is the

highest training for a unit leader.

4. 2(two) members from the State participated in the North East Regional Level

Basic Ranger Leaders Course held at State Training Centre Chamatapathar,

Assam from 20th

to 26th

March 2018.

5. 2(Two) Scouters & 2(two) Guiders from the State attended the North East

Regional Level “Free Being Me” Workshop at Assam State Bharat Scouts

& Guides Headquarters from 12th

to 14th

July 2018.

6. The Rajya Puraskar Rally was held from 14th

to 16th September 2017 at

NSBSG State Headquarters. Award Ceremony for Rajya Puraskar was held

at Raj Bhavan on 16th September 2018. Rajya Puraskar is an award for a

Scout/Guide who has qualified the tests conducted at the State level by a

team of examiners which includes practical, theory and oral, the syllabus

is framed by the National Headquarters.

7. Talk on “Hygiene for Girls” was organized at NSBSG State Headquarters

for Rajya Puraskar Guide awadees on 15th September 2017. Kumari Mereena

Domeh, Supervisor of Sanitary Napkin production unit, Science &

Technology Department was the Guest Speaker.

8. A Seminar on “Disaster Management” was held on 16th

January 2018 at

State Training Centre, Nerhema for the Rashtrapati Scout/Guide aspirants

with Dr. Hovital, Joint Director ATI as the Guest Speaker.

9. Advance Course for Scout Masters & Guide Captains was held from 4th

to

11th April 2018 at State Training Centre, Nerhema.

10. Basic Course for Scout Master & Guide Captain was held from 17th

to 23rd

May 2018 at State Training Centre, Nerhema.

11. Rajya Puraskar Scout/Guide Testing Camp was held from 31st May to 4

th

June 2018 at State Training Centre, Nerhema. 23(twenty three) Scouts and

34(thirty four) Guides from Kohima, Dimapur and Mokokchung attended the

Testing Camp.

12. The 4th

International Yoga Day was observed throughout the State on 21st June

2018. Altogether 110(one hundred ten) Scouts, Guides, Rovers, Rangers and Adult

Leaders along with State Officials attended the event hosted by the Directorate of

Youth Resources and Sports at Indira Gandhi Stadium, Kohima. 12(twelve) Scouts

& Guides from Mon, Tuensang, and Dimapur observed the day at Raj Bhavan,

Kohima which was hosted by the Hon‟ble Governor of Nagaland.

13. Rajya Puraskar Ceremony was held on 7th

August 2018 where Rajya

Puraskar Certificates were awarded to the qualified Scouts & Guides by the

Hon‟ble Governor of Nagaland and Chief Patron NSBSG at Durbar Hall, Raj

Bhavan.

14. 29th National Road Safety Week and seminar on Traffic Regulations was

attended by the Kiphire and Wokha Districts Scouts & Guides organised by

Wokha & Kiphire DEF from 23rd

to 30th

April 2018.

15. “World No tobacco Day” was observed by different Scout & Guide Units

on 31st May 2018.

16. Induction of Hon‟ble Chief Minister of Nagaland Shri. Neiphiu Rio, Er.

17. Smti. Kieno Suokhrie & Kumari Keneingunuo Solo Guide Captains from

Mezhür Hr. Sec. School attended and qualified for the Pre. Assistant Leader

Trainer.

18. Shri. John Tochimong, SOC (S), Shri. Om Prakash Gupta, Scoutmaster and

Shri. Imlisunep, ASOC (S) attended and qualified for Assistant Leader

Trainer which is the 2nd

highest training to be an adult trainer in the National

Training team.

19. Nagaland State Bharat Scouts & Guides received 3rd

position in “Folk

Dance” and “State Exposition” during the National Level Tribal Scouts &

Guides Meet held at Meghalaya State Bharat Scouts & Guides State

Headquarters, Shillong from 09th

to 13th

Rutsa, Rover Scout of Yeomen Open Rover Crew was awarded the Best

Camper during the Meet.

20. 34(thirty four) Guides and 21(twenty one) Scouts qualified for the Rajya

Puraskar (Governor‟s Scout/Guide Award) for the year 2018 which is the

highest Award a Scout/Guide can earn at the State Level.

21. North East Regional Level Handicraft and Vocational training Course was

attended by 3(three) Rovers & 3(three) Rangers and 1(one) Rover Scout

Leader at State Training Centre, Naharlagun, Arunachal Pradesh from 13th

to

17th November 2018.

22. 3 (Three) Guide Captains and 1(one) Scout Master attended the Specialised

Course (First Aid, Mapping and Pioneering) at National Training Centre,

Pachmarhi Madhya Pradesh from 9th

to 13th October 2018.

23. The 68th National Council Meeting was held at National Headquarters, New

Delhi and was attended by State Training Commissioner (Scouts) and State

organizing Commissioner (Guides) on 1st December 2018.

24. The Bharat Scouts and Guides conducted the National Integration Camp at

Maligaon, Guwahati, Assam from 15th

to 19th

December 2018. Nagaland

State Bharat Scouts and Guides also participated in the Camp with 8(Eight)

Scouts and 8(Eight) Guides along with 2(Two) Adult Leaders.

25. Nagaland State Bharat Scouts and Guides sent 2(Two) Senior Guides to

represent India at SANGAM Pune, India from 23rd

to 27th December 2018.

8. National Cadet Corps (NCC)

The NCC is the world‟s largest uniformed youth organisation. Its motto is

„unity and Discipline‟.

NCC Group Headquarter, Kohima and its units in Nagaland under NER

Directorate Shillong have 9184 NCC Cadets enrolled covering 20 colleges and

111 Schools both boys and girls in senior and junior division wings during the

period 2018-19 and in addition to that 18 colleges and 49 schools is on the

pipeline to join the NCC family .

The highlights of the achievements of the year are :

1. NCC as Elective Subject: NCC as an elective subject has been

incorporated in Patkai Christain College, Chumukidema and Livingstone

Foundation School, Dimapur with 98 (ninety eight) and 113 (one hundred

thirteenth) students choosing the subject in respective institutions. Two

schools i.e DPS Dimapur and G. Rio School Kohima are also in the

pipeline to introduce the elective subject in near future.

2. Republic Day Camp at New Delhi: 10(ten) NCC cadets participated in

the Republic Day Camp 2019 camp at New Delhi.

3. Awards for Exemplary Service:

(a) ANO Lieutenant Regina Razousenuo of 1Nagaland Girls Battalion

NCC was awarded the Director General of NCC Commendation Card

and Medal for selfless work and devotion to duty on 15th

August 2018.

(b) Lieutenant Yashirenla Imsong of 1Nagaland Girls Battalion NCC was

awarded Medallion of Excellency by Chief of Army Staff during the

Republic Day Camp 2018.

(c) Junior Under Officer Thejaneinuo of St Joseph‟s College Zakhama

received the Best Cadet Award in Jaisalmer (Rajasthan) Integration

Camp.

4. NCC East Zone Shooting Championship: Cadet Sgt. Adaha and Cadet

Litina Aye took part in the East Zone Shooting Championship as part of

the NEF Team where Cadet Sgt Adaha secured a Bronze Medal in .22

Open Site Prone Event and is taking part in GV Mahalankar Shooting

Championship at Mumbai representing the State NCC.

5. Air Force Attachment Training: 3(three) Senior Division Cadets

attended the Air force attachment training at Guwahati and 1(one) Senior

Division Cadet attended the Air force attachment Training held at

Dundigal, Hyderabad from 19th

June to 1st July 2018.

6. Annual Training Camp: About 2200 NCC Cadets from all the District

of Nagaland attended the 10 day Annual Training Camp organized by the

respective Units through the year.

7. Independence Day Parade 2018: 3(three) NCC Contingents took part in

the Independence Day Parade 2018 at Kohima where No.1 Air Squadron

NCC Contingent was awarded the coveted 1st Prize in the Open Arms

Drill.

8. International Day of Yoga 2018: More than 4500 Cadets across the state

took part on 21st June 2018 to commemorate the International Day of

Yoga.

9. Subroto Cup Football Tournament: 11(eleven) probable NCC Cadets

from the State of Nagaland were selected to attend the Subroto Cup

selection camp held at Dibrugarh, Assam.

10. Social Service Drives:

(a) Swachh Bharat Mission: Cleanliness drives in nearby villages and

schools/colleges compound were carried out by the NCC Cadets to

spread awareness.

(b) Digital India: Digital Awareness drive was carried out by the NCC

Cadets by visiting villages and shopkeepers spreading the awareness

drive on the use of digitization.

(c) Environment Awareness: Tree plantation drive was carried out by

NCC Cadets in all the Districts to spread the awareness campaign on

Green India Movement throughout the year.

11. Under NCC 2(two) Micro Light Helicopters which has been

commissioned for the NCC Air Squadron Wing is in Dimapur Airport

which is expected to take off shortly.

9. NATIONAL SERVICE SCHEME (NSS)

The NSS aims to instill the idea of social welfare in students, and to

provide service to society without bias. NSS volunteers work to ensure

that everyone who is needy gets help to enhance their standard of living

and lead a life of dignity. In Nagaland NSS Volunteers are mostly

colleges going youth.

10. Music Task Force (MTF)

Music Task Force is an umbrella of the department which cater and promote the

youth section of the society by ways of Music – as an art form and cultural

activity whose medium is sound organized in an individual‟s culture or ethnicity

plays a role in their music cognition.

Nagaland – the only State in the country – hosting an office of the Music Task

Force: has promoted „music as an industry‟ and envisioned its efforts which

continue to correlate to infrastructure support for a networked and accessible

environment in a competitive market, where it pursues its deserved space as a

forward and positive stakeholder in the North East of India inching towards

empowering our music industry stakeholder community as integral inputs

towards the success of the Act East Policy of the Government of India.

11. ENGINEERING WING.

The Engineering Wing is headed by an Executive Engineer, 3(three) SDO

and 4(four) JE who oversees the technical aspect of the Department.

COMPLETED PROJECTS:

1. Installation of Astro Turf at IGS, Kohima:

The Project “Installation of Astro Turf at IGS, Kohima” was started in the

year 2013-14 with a total cost of Rs. 498.00 Lakhs funded under SPA and Non

Plan and was completed during this current financial year 2018-19.

The project was conceived with a view to provide a standard football

playing field which can host national and international matches and also to

nurture and train our youngsters. The Astro turf has been installed following the

specification and norms of FIFA. The size of the play field is 105x66 Metres

which is FIFA approved size.

The scope of work involves preparation of base course with drainage

systems and Installation of Astro Turf including infill with Silica Sand &

Rubber Granules, where except silica sand all the other components has been

imported from USA.

The Project has been successfully completed and Inaugurated by Hon‟ble

Chief Minister of Nagaland Shri. Neiphiu Rio on 28th January 2019 coinciding

with the 101th Birth Centenary of Dr. T. Ao, Legendary Footballer from

Nagaland.

2. Construction of Outdoor Stadium at Pughoboto Sub-Divisional

Headquarter , Zunheboto District, Nagaland:

The Project “Construction of Outdoor Stadium at Pughoboto Sub-Divisional

Headquarter, Zunheboto District, Nagaland” was started in the year 2013-14 with a

total cost of Rs. 619.82 Lakhs funded under NEC & State Plan under 90:10 Mode.

The project was conceived with a view to make available standard playground

to the youths of the state.

The scope of work involves Development of ground, Bays (Toilet Blocks and

Player Change Room beneath Galleries), Perimeter Fencing including 2 (Two) Nos. of

Gates.

The Project has been successfully completed in the month of December 2018.
