STATE OF EDUCATION IN PAKISTAN

National education indicators in Pakistan are amongst the lowest inSouth Asia. The national literacy rate is 53 percent. This average marks

significant provincial variations and still greater disparities between

urban and rural areas and between men and women. Nationally, female

literacy is 40 percent. Only one third of females in rural areas are

literate, falling to 16 per cent in rural Balochistan. Net primary schoolenrolment rates (65 per cent) are below the average for low income

countries (76 per cent). with girls lagging behind. Up to a third of 

children who do enroll in school drop out by Grade 2 and only 63

percent complete primary school, reflecting critical deficiencies in the

quality of education provided.

In a nutshell, it goes without saying that our educational infrastructure is

in shambles, and still a Jedwood justice is playing in this regard.

RECENT BACKGROUND:

´ According to the UN fact sheet indicators estimated more than20 million people are suffering from Pakistans worst flood

catastrophe.

´ Not only the houses but the schools have also been badly

affected in the Districts of Nowshara, Charsada, Muzaffargarh,

Mianwali, Raheemyarkhan, Kohisatan, Badeen, Sakhar, Thatta

and Jaffarabad more than 10,000 schools had been completely

damaged.

´ Floods have affected adversely the schooling of 3.5 million

children.

´ The governmental efforts have been insufficient.

PROJECT OF

³MODULAR SCHOOLS´ Youth senate of Pakistan has a plan to establish Modular Schools  in

ignored villages of Pakistan especially in flood affected areas. Modular

schools is a factory manufactured building which is transported to the site

and assembled there to cater to the needs of school age group children of 

the affected community.

´ The idea of Modular schools is adapted from Prefabricated Housing.

The term 'prefabricated' may refer to buildings built in components (e.g.

panels), modules (Modular homes) or transportable sections

(manufactured homes), and may also be used to refer to mobile homes,

i.e. Houses on wheels. Although similar in nature, the methods and design

of the three can vary wildly. There are two-level home plans, as well as

custom home plans.

´ A Modular School can be manufactured and assembled at site in an area

of 25 ft x 50.

´ These types of schools will be established in different flood areas in

accordance with International building code and their furniture etc will bein line with the requirements of student population of the community. As

Pakistan battles an unprecedented catastrophe, funds are desperately

needed to help deliver food aid and Educational services to stave off 

further loss of primary education.

Goal

´ In 1st phase YSP will establish at least 10 Modular schools in severely

affected areas and further five phases will be established. The overall

objective of the consultation is to provide an avenue for discussing and

agreeing upon the key contours of a roadmap that could set the direction

and dynamics of flood relief, reconstruction and rehabilitation in

education sector of Pakistan. It is anticipated that participants of the event

will be coming up with an initial charter of demands and

recommendations. These will be refined in due course of time through a

consultative process.

SCHOOLSYSP has conducted surveys regarding ignored sites, and still

this process is in continuation. Our primary focus in this stage

are:-

FUND GENERATION PLAN

YSP will generate fund for Youth senate Modular

schools through:-

´ Youth Ambassadors and their would-be team

´ Visiting speakers to whom YSP will select and they

will be supposed to raise fund on behalf of YSP .

´ The Youth Ambassadors, visiting speakers and YSPs

officials can approach educational establishments,and numerous business entities for sponsorships.

PROGRAMME MONITORING

EFFECTIVENESS:

YSP will monitor this project schools in coordination with localschool administration, District Govt and donorsrepresentatives.

community organiser/Mobilizer is proposed to be based in the

intended communities to organise them effectively.

Professional social workers as technical staff will be engaged tomobilise the target families.

while technical staff will extend guidance and assistance in low-cost and secured Prefabricated Housing techniques foreducational village.

The Youth Senate of Pakistan (YSP) will establish/ Install

Prefabricated Modular school on proposed site which is

 ________________recommended by District EducationDepartment .

The District Education Department and Youth Senate of 

Pakistan will jointly constitute a five members School Welfare

Committee which will comprise on following members:-

1- Head Master/ In charge of same school

2- A well reputed person of the area

3- Representative of Youth Senate of Pakistan

4- Local Social worker

The responsibility of the committee includes inspection and

looking after the needs of the schools.

The existing staff of the same affected school will serve in YSP

modular school till the establishment of the new Government

school building.

The prefabricated school is the property of the District

Education Department and Youth Senate of Pakistan jointly,

however Youth Senate of Pakistan can shift the school building

when construction of the same school becomes final, any land

dispute created by locality or Govt authority.

If the enrollment of the school remains less then 20 students,

the YSP has authority to transfer or shift this structure to other

needy area.

The YSP will provide necessary furniture to the school and will

not charge even a single penny from the students.

In case of dispute between the District Education Department

and Youth Senate of Pakistan, the matter will be referred to

District Coordination officer (DCO) for arbitration.

Some points of this agreement may be amended through

mutual consultation and agreement by both parties. The

agreement will become effective from the date of both parties

sign the agreement.
