This document has been producedfor the managers and trustees ofyouth organisations, politicians,local authority elected membersand officers, practitioners,trainers, and people training tobe youth workers. It has also beenwritten for young people, thosealready involved in youthorganisations as well as thosewishing to find out more aboutthe kinds of experience youthorganisations can provide.

The main objective of thedocument is to set out the keyprinciples which underpin youthwork and to provide an overviewof its nature, purposes anddelivery. The content of thedocument applies specifically toyouth work in Wales but is likelyto be consistent with youth workprinciples, purposes and practicein other parts of the UK and inthe Republic of Ireland.

The delivery of youth servicesprovides a powerful mechanismfor engaging with andlistening to young people. InWales, the ‘Rights of Childrenand Young Persons Measure,2011’ strengthens and buildson the rights-based approachof the Welsh Government tomaking policy for children andyoung people in Wales. From 1May 2012 to 30 April 2014,Welsh Ministers must have dueregard to the rights in theUnited Nations Convention onthe Rights of the Child (UNCRC)when making decisions aboutproposed new policies orlegislation or about reviewingor changing existing policies.Then, from 1 May 2014, WelshMinisters must have dueregard to the rights in theUNCRC whenever they use anyof their legal powers or duties.

The National Youth WorkStrategy for Wales (see Section08, ‘Signposts to OtherInformation’) sets out nationalpriorities for the Youth Serviceand for supporting youngpeople in Wales.

Whilst the youth work sectorin Wales recognises andcontributes to a number ofnational policy priorities suchas the National Youth WorkStrategy for Wales, it seeks torespond to and inform policyon the basis of the values andprinciples set out in thisdocument.

Youth Work in Wales:Principles and Purposes has been produced byrepresentatives of the voluntary and local authority youth work sectors in Wales. A web-based version, designed primarily for young people, is available atwww.cwvys.org.uk or www.wlga.org.uk

What is Youth Work? 02Youth work in Wales is basedprimarily on a voluntaryrelationship between youngpeople and youth workers. TheYouth Service is a universalentitlement, open to all youngpeople within the specifiedage range 11-25.

Youth work respects the viewsand opinions of young peoplethrough their participation inthe design, creation andestablishment of services andprovision which meet theirneeds and aspirations. Suchprovision is determined as aresult of the participation ofyoung people taking intoaccount their requirements,desires, interests and aspirations.

Youth work provides orfacilitates:f places and relationships

within which young peoplecan enjoy themselves, feelsecure, supported andvalued, learn to take greatercontrol of their lives, andrecognise and resist thedamaging influences whichmay affect them;

f non-formal, informal andstructured educationalopportunities and experienceswhich challenge both theinstitutions and young peoplethemselves to enhance theirpersonal, social and politicaldevelopment;

f access to relevant advice,information, support andguidance.

Good youth work provides allyoung people with opportunities,can support them throughsignificant developments intheir lives, assists them tounderstand their rights andencourages them to develop knowledge and skills.

What is youth work?The key purpose of youth workis to... “enable young peopleto develop holistically, workingwith them to facilitate theirpersonal, social and educationaldevelopment, to enable themto develop their voice, influenceand place in society and toreach their full potential.”

03Youth work is providedthrough both the voluntaryand local authority sectors andthrough a variety of youthwork settings and methods.

Settings: f centre-based work;f street-based, outreach and

mobile work;f work with a broad range of

members of the community,irrespective of age;

f residential work;f targeted provision for

specific groups in a varietyof environments including,for example, schools, theyouth justice system andhealth environments.

Methods:f curriculum specialities like

arts and culture, first aid,sport, etc;

f youth forums and councils;f information, advice,

guidance and counsellingservices;

f project work;f group work;f one to one work;

f the use of new technologiesand media;

f opportunities for youngpeople to be involved indecision-making processes;

f opportunities forvolunteering in Wales, theUK and internationally.

Collaboration and partnershipbetween organisations is oftena key aspect of delivering youthwork.

Although youth work is deliveredby two distinct sectors, statutoryand voluntary, the sectors worktogether to achieve the bestpossible outcomes for young people.

f Youth work is based on thevoluntary engagement ofyoung people.

f Young people should beempowered partners in theprocesses and opportunitiesthat youth organisationsprovide.

f Youth work starts atwhatever point young peopleare in their lives, regardless ofcircumstance, and recognisestheir potential.

f Fundamental to youth workare the principles of equalityand inclusion.

f Youth work recognises thatyoung people have rightsand seeks to work in arights-based way.

f Youth work recognisesthat young people haveresponsibilities andrequirements placed uponthem. Youth work seeks tohelp them address thoseresponsibilities andrequirements.

f Youth work is essentiallyfocused on activity which isboth informal and non-formal. Informal activityseizes opportunities that arenot necessarily planned.

Non-formal activity providesplanned opportunitieswhich lie outside formalsystems such as school-basededucation. Both kinds ofactivity might lead toaccreditation or recognition.

f The identification of youthwork as a partnership withyoung people outside formalor legal requirements is animportant element in securingthe voluntary engagementof young people.

f Youth work has at its corethe importance of providingsafe environments for youngpeople and of supportingthe safety as well asthe development andwell-being ofyoung people.

Youth work in Wales isintended to:f promote and actively

encourage opportunities forall young people in orderthat they may fulfil theirpotential as empoweredindividuals and as membersof groups and communities;

f support young peoplethrough significant changesin their lives and assist themto understand theirresponsibilities;

f support young people to beable to understand andexercise their rights;

f encourage young people togain and developknowledge, understanding,attitudes and values and tomake constructive use of theirskills, resources and time;

f promote opportunities andaccess for all young peoplewhatever their race, gender,sexual identity, language,religion, disability, age,background or personalcircumstances;

f challenge oppression andinequality;

f support and enable youngpeople in keeping themselvessafe.

Youth work in Wales also:f recognises the importance

and value of the Welshlanguage and the need topromote its use;

f recognises that Wales is acountry with a diversity oflanguages and cultures;

f recognises the importanceof sustainable developmentand equips young peoplewith the knowledge andskills to play their part inshaping the future;

f encourages young people aslocal, national and globalcitizens to exercise theirresponsibilities;

f encourages young people toprotect their own rights andthose of others.

The Five Pillars ofYouth Work in WalesYouth work has a value base which is grounded in respect foryoung people and in the principles of inclusion and equalopportunity. Through its voluntary relationship with youngpeople it offers opportunities for learning that are:

EducativeEnabling young people to gainthe skills, knowledge,understanding, attitudes andvalues needed for their ownpersonal development andfulfilment and as a means ofcontributing to society asmembers of groups andcommunities, locally,regionally, nationally, andinternationally.

ExpressiveEncouraging and enablingyoung people to express theirunderstanding and knowledgeand their ideas, opinions,emotions and aspirationsthrough a broad range ofcreative and often challengingopportunities.

ParticipativeEncouraging and supportingyoung people to becomepartners in, and shareresponsibility for, theopportunities, learning processesand decision-making structureswhich affect their own and otherpeople's lives and environments.

InclusiveEnabling young people todevelop knowledge,understanding and positiveattitudes and behaviour inrelation to: f racial, social, and cultural

identity and diversity; f heritage; f languages and the value of

one's own and otherlanguages;

f citizenship;f respect for other people’s

choices.

EmpoweringEquipping young people withthe understanding and skills toenable them to exercise theirrights including:f recognising that all young

people have rights and thatthis implies respecting therights of others;

f supporting young people tocarry out theirresponsibilities as citizensand members of theircommunities;

f encouraging young peopleto engage with thepersonal, social and politicalissues which affect their livesand the lives of others andto develop qualities ofleadership.

07To deliver the Five Pillars ofYouth Work (see Section 06),organisations and youthworkers use a range ofprocesses including:

f developing relationshipsand trust;

f emphasising the role of theyoung person in theprocesses of youth work;

f assessing need;f providing information;f referring young people to

other provision asappropriate whilst offeringcontinued support ifrequired;

f mentoring;f advocating;f challenging;f building personal and social

development and resilience;f planning, monitoring and

evaluation.

Youth work seeks to implementthese processes whilst ensuringthe health, well-being andsafety of young people.

Youth work organisations andall engaged in youth work areexpected to assess outcomesand impact and to have systemsfor the planning, monitoringand evaluation of all aspects oftheir work with young people.Organisations and individualyouth workers should be ableto use self-assessment and self-assessment tools to identifypositive benefits for youngpeople and to reflect on anddevelop their practice.

In developing and evaluatingtheir work, providers shouldtake account of the NationalOccupational Standards (NOS) forYouth Work, the ParticipationStandards and the InformationStandards. Links to thesestandards have been providedin Section 08, Signposts toOther Information.

Mae’r ddogfen hon wedi’i llunioar gyfer rheolwyr acymddiriedolwyr sefydliadauieuenctid, gwleidyddion, aelodauetholedig a swyddogionawdurdodau lleol, ymarferwyr,hyfforddwyr a phobl sy’nhyfforddi i fod yn weithwyrieuenctid. Mae wedi’i hysgrifennuhefyd ar gyfer pobl ifanc, y rhaisydd eisoes yn gweithio mewnsefydliadau ieuenctid ynghyd â’rrhai sydd am gael rhagor owybodaeth am y gwahanolfathau o brofiadau y gallsefydliadau ieuenctid eu cynnig.

Prif amcan y ddogfen yw nodi’regwyddorion allweddol sydd wrthwraidd gwaith ieuenctid a bwrwgolwg gyffredinol ar ei ddibenionac ar y gwaith o’i ddarparu. Maecynnwys y ddogfen yn ymwneudyn benodol â gwaith ieuenctidyng Nghymru, ond mae’n debyg ybydd yn cyd-fynd ag egwyddorion,dibenion ac ymarfer gwaithieuenctid mewn rhannau eraill o’rDU a Gweriniaeth Iwerddon.

Mae darparu gwasanaethauieuenctid yn ffordd rymus oymgysylltu â phobl ifanc agwrando arnynt. Yng Nghymru,mae ‘Mesur Hawliau Plant aPhobl Ifanc 2011’ yn cryfhau ameithrin dull seiliedig ar hawliauLlywodraeth Cymru o luniopolisïau ar gyfer plant a phoblifanc yng Nghymru. Rhwng 1Mai 2012 a 30 Ebrill 2014,mae’n rhaid i WeinidogionCymru roi sylw dyledus i’rhawliau yng Nghonfensiwn yCenhedloedd Unedig arHawliau’r Plentyn (CCUHP)wrth wneud penderfyniadauam bolisïau neu ddeddfwriaethnewydd neu wrth adolygu neunewid polisïau sy’n bodoli’nbarod. Yna, o 1 Mai 2014,mae’n rhaid i WeinidogionCymru roi sylw dyledus i’rhawliau yn y Confensiwn prydbynnag y byddant yn defnyddioeu pwerau neu eu dyletswyddaucyfreithiol.

Mae’r Strategaeth gwaithieuenctid genedlaethol Cymru(gweler Adran 08, ‘Cyfeiriadauat Ffynonellau GwybodaethEraill’) yn nodi ein blaenoriaethaucenedlaethol ar gyfer y

Gwasanaeth Ieuenctid ac argyfer cefnogi pobl ifanc yngNghymru.

Er bod y sector gwaith ieuenctidyng Nghymru yn cydnabod ac yncyfrannu at nifer o flaenoriaethaupolisi cenedlaethol fel yStrategaeth gwaith ieuenctidgenedlaethol Cymru, mae’nceisio ymateb i bolisïau adylanwadu arnynt ar sail ygwerthoedd a’r egwyddoriona nodir yn y ddogfen hon.

Beth yw Gwaith Ieuenctid? 02Mae gwaith ieuenctid yngNghymru yn seiliedig yn bennafar berthynas wirfoddol rhwngpobl ifanc a gweithwyr ieuenctid.Mae’r Gwasanaeth Ieuenctid ynhawl cyffredinol sydd ar gael i bobperson ifanc rhwng 11 a 25 oed.

Mae gwaith ieuenctid yn parchusafbwyntiau a barn pobl ifancdrwy eu cael nhw i gyfrannu aty gwaith o gynllunio, creu asefydlu gwasanaethau adarpariaeth sy’n diwallu euhanghenion a bodloni eudyheadau. Mae’r ddarpariaethyn dibynnu ar gyfranogiad poblifanc gan ystyried eu gofynion,eu dymuniadau, eudiddordebau a’u dyheadau.

Mae gwaith ieuenctid yndarparu a hwyluso:f lleoedd a pherthnasau lle

03Mae’r sector gwirfoddol acawdurdodau lleol yn darparugwaith ieuenctid, a hynny trwyleoliadau gwaith ieuenctid adulliau amrywiol.

Lleoliadau:f gwaith mewn canolfannau;f gwaith ar y stryd, gwaith

allgymorth a gwaith symudol;f gweithio gydag ystod eang

o aelodau’r gymuned o boboedran;

f gwaith preswyl;f darpariaeth sy’n targedu

grwpiau penodol mewnamgylcheddau amrywiol,gan gynnwys, er enghraifft,ysgolion, y system cyfiawnderieuenctid ac amgylcheddauiechyd.

Dulliau:f arbenigeddau cwricwlwm

f Mae gwaith ieuenctid ynseiliedig ar ymgysylltiadgwirfoddol pobl ifanc.

f Dylai pobl ifanc fod ynbartneriaid â grym yn yprosesau a’r cyfleoedd ymae sefydliadau ieuenctidyn eu darparu.

f Mae gwaith ieuenctid yndechrau ym mha bynnaggyfnod y mae pobl ifanc yneu bywydau, beth bynnagfo’u hamgylchiadau, acmae’n cydnabod eu llawnbotensial.

f Mae egwyddorioncydraddoldeb a chynhwysiantyn hollbwysig i waith ieuenctid.

f Mae gwaith ieuenctid yncydnabod bod gan boblifanc hawliau ac yn ceisiogweithredu ar sail hawliau.

f Mae gwaith ieuenctid yncydnabod bod gan boblifanc gyfrifoldebau a bodgofynion arnynt. Mae gwaithieuenctid yn ceisio’u helpu ifynd i’r afael â’r cyfrifoldebaua’r gofynion hynny.

f Mae gwaith ieuenctid yncanolbwyntio yn y bôn arweithgareddau ffurfiol aheb fod yn ffurfiol. Maegweithgareddau anffurfiol

yn manteisio ar gyfleoeddnad ydynt wedi’u cynllunioo reidrwydd. Maegweithgareddau heb fod ynffurfiol yn darparu cyfleoeddsydd wedi’u cynllunio y tuallan i systemau ffurfiol feladdysg yn yr ysgol. Gall y nailla’r llall arwain at achrediadneu gydnabyddiaeth.

Bwriad gwaith ieuenctid yngNghymru yw:f hyrwyddo ac annog yn frwd

gyfleoedd i bob person ifancer mwyn iddynt gyflawni eupotensial fel unigolion âgrym ac aelodau o grwpiaua chymunedau;

f cefnogi pobl ifanc drwynewidiadau pwysig yn eubywydau a’u cynorthwyo iddeall eu cyfrifoldebau;

f cefnogi pobl ifanc i alludeall ac arfer eu hawliau;

f annog pobl ifanc i ddysgu adatblygu gwybodaeth,dealltwriaeth, agweddau agwerthoedd ac i wneuddefnydd adeiladol o’usgiliau, eu hadnoddau a’uhamser;

f hyrwyddo cyfleoedd amynediad i bob person ifancbeth bynnag fo’u hil, rhyw,hunaniaeth rywiol, iaith,crefydd, anabledd, oedran,cefndir neu amgylchiadaupersonol;

07Er mwyn cyflawni Pum PilerGwaith Ieuenctid (gwelerAdran 06), mae sefydliadau agweithwyr ieuenctid yndefnyddio prosesau amrywiol,gan gynnwys:

f meithrin perthynas acymddiriedaeth;

f pwysleisio rôl y person ifancym mhrosesau gwaithieuenctid;

f asesu anghenion;f darparu gwybodaeth;f cyfeirio pobl ifanc at

ddarpariaeth arall fel sy’nbriodol, tra’n cynnigcefnogaeth barhaus yn ôl ygofyn;

f mentora;f eirioli;f herio;f meithrin datblygiad

personol a chymdeithasol achadernid;

f cynllunio, monitro agwerthuso.

Mae gwaith ieuenctid yn ceisiorhoi’r prosesau hyn ar waithtra’n sicrhau iechyd, lles adiogelwch pobl ifanc.

Disgwylir i sefydliadau gwaithieuenctid a phawb sy’nymwneud â gwaith ieuenctidasesu canlyniadau ac effaith agweithredu systemau ar gyfercynllunio, monitro a gwerthusopob agwedd ar eu gwaithgyda phobl ifanc. Dylaisefydliadau a gweithwyrieuenctid unigol allu defnyddiodulliau hunanasesu i nodi sutmae pobl ifanc yn elwa amyfyrio ar eu hymarfer a’iddatblygu.
