Youth PQA History
Youth PQA grew out of 40 years
running summer camp for teens:
Institute For IDEAS.
Former HighScope Youth
Development Group extracted best
practices, developed training & then
the Youth PQA.
Youth PQA is similar to Preschool
PQA which was rooted in the Perry
Preschool Research Study done by
HighScope.

What is the PQA?
1. A validated instrument designed to assess the quality of youth programs and identify staff training needs.
2. A set of items that measures youth access to key developmental experiences.
3. A tool which produces scores that can be used for comparison and assessment of progress over time.

Mini Stickies Activity
Place each label from PQA Stickies in the correct row for each
item on the Sample Items. Look over the anecdotal evidence
for each item and see how the anecdotes “fit” with the items.
Score each item. For each row, read through the levels of the
item and select the level - 1, 3, or 5 - that most closely agrees
with your evidence. Pay close attention to words like some,
most, and always. Start at level 5 to see the full description of
necessary evidence and check agreement with the anecdotal
evidence by looking to the lower levels.
Receive the Stickies Key and compare your scores. Discuss.

Scheduled Start - 4pm, Actual Start - 4:15
Scheduled End – 5:15, Actual End – 5:26
3 day project.This was the first day and the activity
was to write a rough draft. 15 min. remaining:
several students are still working,1 is playing with
a light switch, 2 are texting, and 4 are sitting in the
corner.
Following instructions, all students stand up and
move to a table with materials. Students talk
about the finished product with one asking, “How
should we do this?” and her peer’s response of,
“She said we could use a poster!”
There are 15 youth in 5 groups. Each group has a
computer. There are enough art supplies for each
group
Computers are turned on; paper, pencils, and
crayons are already laid out on the front table as
the students enter
