    Plaid Cymru ca n regain control of the Labourdominated Council. W e have a fantastic candi-date list for the election and with your support wecan win control of the authority an d make thechanges needed in Rhondda.W hen P laid Cymru w as in control of the author-ity between 1999 and 2004 we turned around afailing Council and in 2004 we were voted "Mostimproved Council" in Wales.We turned a disgraceful budget deficit into ahealthy reserve of 10.8m.Give us the opportunity to make the changeneeded in the Rhondda and vote Plaid Cymruusing both your votes on 3rd May.

    If Plaid gain control of RCTas we did in 1999, we will:

    Cut the cost of Councillors. W e plan to reduce then u m b e r of cabinet m e m b e r s and r e d u c eallowances across the board.Scrap 'Outlook', the Council newsletter. It is usedas a Party propaganda tool an d costs yo u250,000 a year.Have a dedicated Leader with one full time job,Leading the Council.Support local shops and expand the Plaid idea oflocal apprenticeships. Promote local procurementand award public sec tor con t rac ts to localbusinesses wherever possible.Oppose any further Wind Farm developments inthe Upper Rhondda. The communities of theUpper Rhondda Fawr are soon to be surroundedby one of the biggest wind farm developments inWales . Plaid is a f i rm bel iever in renewableenergy bu t feels that it is unfair that ou r area isexpected to supply 25% of all the wind energy forthe WHOLE of Wales.Commence a much-needed rolling programme ofback lane improvements.

    Larraine and Esther at the Recycling Plant in Llwydcoed.Introducing Esther NagleCyflwyno Esther NagleEsther has lived in the Rhondda fo r most of her life, havinggrown up in Gell i and Ton Pentre, and currently lives inYs t rad . She has w o r k e d in a variety o f roles, and iscu r ren t l y emp loyed as an ICT tutor fo r the Pen rhysPartnership's 'Big Click' project.

    As the mother of three boys she is very concerned forthe future for our young people, and welcomes Plaid'sfocus on encouraging job creation in the valleys. Havingworked wi th jobseekers , an d been a recent jobseekerherself, she is keenly aware what a dire situation we face,and is strongly comm itted to Plaid C ymru's comm itment onjobs.

    A keen mountain walker, Esther is passionate aboutpreserving and promoting the beauty and potential thatexists here. Sh e h as recently joined the Keep W ales Tidy"Litter Champions" campaign, which encourages people toclear litter in their local area, and has been busy clearinglitter in the local area.O u r p eo p l e and ou r e n v i r o n m e n t are t he m o s timportant resources we have, and Esther believes that aprosperous Rhondda can be created by working for thebenefit of both.Esther is very proud to have been selected to represent PlaidCymru in the ward she grew up in, and is now raising herchildren, and hopes you will vote for her to take the Ystrad wardforward to a better [email protected]

    Introducing Larraine JonesCyflwyno Larraine JonesLarraine is widowe d w ith two g rown up sons and 5 grand-children. She has had varied life experiences having beena singer in the group "Sweet Rain", a nurse, the managerof the Principality Building Society, guitar teacher, charityworker, and councillor for two term s wh ich gave her vastexperience in local government. She has learnt Welsh andis extremely proud of our language and culture.

    Larraine's last term as councillor was when Plaid tookcontrol of the counci l for the f i rst t ime and whole newlearning experience fol lowed. She was honoured to beselected to be the Chairman "Mayor" where she raised over 2 0 , 0 0 0 f o r p e o p l e s u f f e r i n g f r o m c h r o n i c c h e s tconditions. Her last post was the Chair of the Liqensingcommittee for 2 years.She has been the chair of Governors in Penrhys Primaryfor the last three years and spends a lot of time at the schoolas a critical friend and voluntary teache r taking part in allaspects of school life.We know that Ystrad needs a counci l lo r w ho wil laddress all problems presented. Larraine has the experienceand enthusiasm to be an effective council lor and caresenough about the problems in the ward to pledge a promiseto "make a difference"[email protected]
