本規劃申請是根據《城市規劃條例》(第 131 章) 第 12A 條,擬就申請地點
(青山公路 - 青山灣段 436號丈量約份第 131約地段第 977RP號及延伸地段)
為屯門分區計劃大綱核准圖編號 S/TM/35 申請修訂圖則,以促成一個住宅暨
社會福利設施的發展。申請地點現時為住宅用地並已進行獲批准的土地平整
工程,以作住宅發展。
申請地點是根據新批約地段第 418 號和政府公告第 364 號可作建屋及花園用
途的用地,並於二零零八年八月十五日獲城市規劃委員會(城規會)批准重
建擬議用地(編號:A / TM / 370)。申請人擬就申請地點劃為「綠化地帶」
(約 93%)、「政府、機構或社區」(約 6%)地帶及顯示為「道路」的地
方(約 1%)改劃為「住宅(甲類)27」地帶,以容許擬議的住宅及社會福利設
施發展。
申請地點涉及先前申請編號 Y/TM/20,乃同一申請人作修訂圖則申請。城市
規劃委員會轄下的鄉郊及新市鎮規劃小組委員會於 2020 年 1 月 17 日審議先
前的申請。鄉郊及新市鎮規劃小組委員會的委員普遍同意申請地點住宅發展,
項目擬議發展與周邊環境並非不相協調,而擬議發展在技術上可行,相關政
府部門亦對這宗申請不表反對或沒有負面意見。
由於委員普遍同意申請改劃用途地帶,當前申請的目的解決城市規劃委員會
申請地點及南面緊鄰的三個毗鄰建屋地段的累積影響及採用全面規劃的方式。
為制訂設計和布局較佳的計劃,實現雙贏及減低對周邊地區可能造成的影響,
申請人主動將最高住宅地積比率從 6 降低到 5,並將最高建築物高度從主水
平基準 100 米降低到 95 米,以確保屯門市中心區的建築物高度和變化。 此
外,為創造了優質的生活環境,平均單位面積已從 23 平方米調整為 38 平方
米。
擬議方案將為公眾帶來以下的城市規劃助益:
• 增加房屋供應以回應本港的房屋需求;
• 響應政府增加現有住宅發展密度的政策方向;
• 發揮一幅現有住宅用地的住宅發展潛力;
• 與周邊的發展及規劃情況兼容;
• 將屯門市中心普遍高密度的住宅發展規範化;
• 為社區提供具殷切需要的社會福利設施;
• 利用已展開地盤平整工程的土地作發展用途;

EXECUTIVE SUMMARY
This Application is submitted under Section 12A of the Town Planning Ordinance
(Cap. 131) in respect of Lot No. 977 RP & the extension thereto in D.D. 131 at No.
436 Castle Peak Road – Castle Peak Bay, Tuen Mun (Application Site), for an
amendment to the Approved Tuen Mun Outline Zoning Plan No. S/TM/35 to
facilitate a proposed residential cum social welfare facility development. The
Application Site is currently a private lot for building and garden purposes and has
undergone an approved site formation for residential development.
The Application Site was held under the New Grant No. 418 and GN 364 for
building and garden use and was previously approved by the Town Planning Board
(TPB) on 15 August 2008 for a proposed house redevelopment (No. A/TM/370).
The Applicant proposes to amend the current “Green Belt” (“GB”) (about 93%),
“Government, Institution or Community” (“G/IC”) (about 6%) and an area shown
as ‘Road’ (about 1%) of the Application Site, to “Residential (Group A) 27”
(“R(A)27”) to enable the implementation of the Indicative Scheme.
The Application Site is subject to a previous Amendment of Plan Application No.
Y/TM/20 submitted by the same Applicant, which was considered by the Rural
Town Planning Committee (“RNTPC”) of the Town Planning Board (“TPB”) on
17 January 2020. During the RNTPC Meeting, TPB members generally agreed that
the site could be developed for residential use, and that “the proposed development
was considered not incompatible with the surroundings ”; “the proposed
development was technically feasible and relevant departments had no objection to
or no adverse comment on the application” .
As TPB members generally had no objection to the proposed rezoning, the objective
of the current Application is thus to address TPB’s concerns on the cumulative
effect and the need for comprehensive planning approach for developing the
Application Site and the three adjoining building lots to its immediate south.
Due regards have also been given to formulate a scheme with better design and
layout to ascertain any impacts on the surrounding areas in achieving a win-win
scenario. The Applicant has proactively lowered the maximum domestic plot ratio
from 6 to 5, and maximum building height from 100mPD to 95mPD to ensure
variation of building heights and massing in the Tuen Mun Town Centre area.
Besides, the average flat size of the Indicative Scheme has been adjusted from
around 23 m2 to 38 m2 to create a quality living environment for future residents.
All other planning and design merits have been retained under Current Application.
Hence, the following planning and design merits could be achieved for the
development of Application Site:
• meeting territorial housing need by increasing flat production;
• being in line with the Government’s policy to intensify residential development;
• tapping into the development potential of an existing housing site in Tuen Mun Town Centre;

• being compatible with the surrounding developments and conforming to the local planning context;
• rationalising the general predominance of high-density residential development in Tuen Mun Town Centre;
• providing much needed social welfare facility for the benefit of the community;
• utilising an existing formed site for development use;
• not inducing any adverse Impacts as confirmed under previous application No. Y/TM/20; and
• setting no undesirable precedent.
The Applicant has demonstrated their genuine intention and commitment to taking
forward the Indicative Scheme. To facilitate consideration of the application by the
Board, this Planning Statement consolidates the latest development scheme and
technical assessments which have addressed various departmental concerns.
