Swami Vivekananda AGENCY NEW DELHI, NOV 14 RailTel has provided Railwire Wi-Fi at the historic Dera Baba Nanak rail- way station in Punjab to enable the pilgrims to use fast Wi-Fi services as an amenity. The "Kartarpur Corridor" Project has been inaugurated by Prime Min- ister Narendra Modi on November 9. "The free Railwire Wi-Fi can be used inside the railway station prem- ises by anyone who has a smartphone with a working connection for KYC consideration. The Sultanpur Lodhi station which has a rush of pilgrims for visiting Dera Baba Nanak has also been provided with Wi-Fi," an official release by RailTel stated. In a mission to turn the railway station into a platform for digital inclusion, RailTel has provided free Wi-Fi at 5300+ Railway stations across the country. Soon, all feasible railway stations (except halts), will have free Wi-Fi. The Wi-Fi service to passen- gers are being provided under 'Rail- Wire'- the retail broadband initiative of RailTel catering to Enterprises, SMEs and homes. RailTel was also entrusted by NIC to deliver 8 Mbps BW at Integrated Check Post (ICP) at Dera Baba Nanak, Gurdaspur under the prestigious "Kartarpur Corridor" Project of Government of India. HC refuses interim protection from arrest to Navlakha MUMBAI: The Bombay High Court on Thursday refused to grant immediate protection from arrest to civil rights activist Gau- tam Navlakha, who has moved the court seeking anticipatory bail. The court said it would consider on Friday the issue of granting in- terim relief to Navlakha by way of protection from arrest. Justice P D Naik posted on Friday Navlakha's plea seeking anticipa- tory bail in the 2018 Koregaon Bhima violence case and for hav- ing alleged Maoist links. Navlakha was given interim pro- tection from arrest since August last year when he approached the high court seeking to quash the case lodged against him by Pune police. In September this year, a division bench of the high court refused to quash the case, following which Navlakha approached the Supreme Court. The apex court, while extending the interim protection till Novem- ber 12, directed Navlakha to ap- proach the concerned sessions court in Pune seeking pre-arrest bail. Air Chief flies sortie in HTT-40 trainer aircraft BENGALURU: Showing strong support for indigenisation, IAF Chief, Air Chief Marshal Rakesh Kumar Singh Bhadauria on Thursday flew in the under devel- opment HTT-40 trainer aircraft. "ACM RKS Bhadauria, CAS flew HTT40, tested its flying capabili- ties for one hour. First serving Air Chief to fly in prototype as Chief of Air Force," Hindustan Aeronau- tics Limited (HAL) said in a tweet. HAL also tweeted some pictures and videos from the incident. The plane is still under develop- ment by the HAL. The IAF chief has been associated with the in- digenous trainer aircraft project for a long period now as he had assured full support to it since he was the deputy chief of air staff. Kamla Bua, first eunuch mayor of Sagar dies SAGAR: Kamla Bua, the first eu- nuch mayor of Sagar in Madhya Pradesh, died at the age of 65 af- ter a pronlonged illness, an official said here on Thursday. Bua suffered from a prolonged ill- ness and breathed her last on Thursday, said mayor Abhay Dare. Bua was elected as Sagar's may- or in 2009 after defeating BJP ri- val Suman Ahirwar by a margin of over 43,000 votes. Ahirwar later moved court against Bua's election, following which a lower court verdict in 2011 can- celled her candidature on the grounds that Bua had contested from a seat reserved for Sched- uled Caste women, and eunuchs cannot be categorised as women and Bua also could not produce a caste certificate, Ahirwar's lawyer Krishnavir said. The apex court also rejected the con- tention that there was need to register an FIR in connection with the Rs 58,000 crore deal. The pleas had sought re-examination of the apex court’s December 14, 2018 verdict that there was no occasion to doubt the decision-making process in the procurement of 36 Rafale fighter jets. “We find the review petitions are without any merit,” a bench comprising Chief Justice Ranjan Gogoi and Justices SK Kaul and KM Joseph said. The rejection of review petitions is tantamount to the apex court giving a second clean chit to the Modi govern- ment. Reading out the judgment, Justice Kaul said the judges had reached the con- clusion that it is not appropriate to order a roving inquiry into the allegations. Maintaining that the review petitions had sought the registration of an FIR in connection with Rafale fighter jets deal, the bench said, “We do not consider it to be a fair submission.” “We do not find it appropriate to con- sider passing order for registration of FIR,” the bench said. Justice Joseph, who wrote a separate judgment, said he agreed with the main verdict written by Justice Kaul subject to certain aspects on which he had given his own reasons. SC dismisses pleas seeking review of Rafale judgment NEW DELHI, NOV 14 Amidst intensification of the student protest at Jawaharlal Nehru University here on Thurs- day, a statue of Swami Vivekananda which is yet to be unveiled inside the campus was found defaced with slogans and graffiti paint- ed on its base. Students of the university, however, de- nied their involvement and termed it an act by some miscreants to dilute the JNU Students Union movement against the varsity adminis- tration against fee hike and hostel manual. A group of students later wiped off the slo- gans painted near the statue. "The act to paint slogans and words around the statue was a very wrong one, it was done to divert the theme of our protests, which is demanding cheap education for all, and to give it a religious tone," said Sunny Dhiman, a student of the University who had led the group of students who cleaned the area around the statue. "We have wiped off whatever slogans were painted at the feet of the statue with the help of fellow students. Vivekanandaji is an icon of the country and we might agree or dis- agree with his ideas but the JNU students will never indulge in this kind of behaviour," Dhi- man told a news agency. It was unfortunate," a three-judge bench headed by Chief Justice Ranjan Gogoi and Justices S K Kaul and K M Joseph said in their verdict. Lekhi had ac- cused Gandhi of misquoting the April 10 or- der of the apex court in which it had allowed additional leaked documents to be put on record as an evidence in the Rafale case. Khattar ministry finally takes shape, 10 MLAs sworn in AGENCY NEW DELHI, NOV 14 In a 3:2 majority verdict, the Supreme Court Thursday re- ferred to a larger 7-judge bench the pleas seeking re- view of its historic 2018 judgement allowing women and girls of all ages to enter Kerala''s Sabarimala temple, set to open on November 17, along with other contentious issues of alleged discrimina- tion against Muslim and Par- si women. As the majority verdict, penned by Chief Justice Ran- jan Gogoi, kept the review pleas pending for a 7-judge bench and did not stay its September 28, 2018 majority judgement, girls and women of all age groups will be enti- tled to undertake the pilgrim- age to the shrine. The CJI, who wrote on behalf of himself and Justices A M Khanwilkar and Indu Malhotra, said the debate about the constitutional valid- ity of religious practices like bar on entry of women and girls into a place of worship was not limited to the Sabari- mala case. They said such restric- tions are there with regard to entry of Muslim women into mosques and ''dargah'' and Parsi women, married to non- Parsi men, being barred from the holy fire place of an Ag- yari. It was time the apex court evolves a judicial policy to do "substantial and complete justice", the added. The majority view, delin- eated by the CJI in its nine- page verdict, was not agreed to by Justices R F Nariman and D Y Chandrachud. Justice Nariman, writing for himself and Justice Chan- drachud, regretted his "inabil- ity to agree with" the view of the CJI and said the scope of the review pleas was limited to the entry of menstruating women into the hill-top shrine in Kerala and directed the state government to en- sure strict compliance of the 2018 verdict. Sabarimala case: SC refers to 7-judge bench Six time MLA Vij gets six deptts including Home AGENCY CHANDIGARH, NOV 14 Nearly three weeks after taking oath, Haryana Chief Minister Manohar Lal Khattar on Thursday gave shape to his council of minis- ters by inducting 10 new members including one from ally JJP and an independent. Khattar and Deputy Chief Minister Dushyant Chautala took oath on October 27 but no other member was sworn in over the next 17 days. In the portfolios announced hours later, Khattar kept Town and Country Planning, Housing, Infor- mation Technology and General Administration, but shed Home which he held in his previous gov- ernment. Home has gone to six- time MLA Anil Vij, who is also put in charge of Urban Local Bod- ies, Health, Medical Education and Research, Ayush, Technical Education and Science and Tech- nology. The induction Thursday of six cabinet-rank and four ministers of state now takes the strength of the ministry to 12, leaving room for two more in any future expansion. Altogether, the state with a 90- member assembly can have 14 ministers. Haryana Governor Satyadeo Narain Arya administered the oath to new ministers at a ceremony on the lawns of the Raj Bhawan here. Independent MLA Ranjit Singh Chautala, the estranged brother of former chief minister Om Prakash Chautala, has been given Power, Jails and New and Renewable Energy departments as a cabinet-rank minister. Among the ministers of state, former Indian hockey captain Sandeep Singh gets the Sports and Youth Affairs (independent charge), the departments which were held by Anil Vij in the previ- ous term. Sandeep Singh will also head Printing and Stationery depart- ments (independent charge). Om Prakash Yadav has been given Social Justice and Empow- erment, Sainik and Ardh Sainik Welfare Departments (independ- ent charge). Kamlesh Dhanda, the lone woman minister, is in charge of Women and Child Development and Archives. Anoop Dhanak, the minister of state from the JJP camp, has been given Archaeology and Mu- seums (independent charge) and Labour and Employment depart- ments (attached with Deputy CM Dushyant Chautala). A day before the cabinet ex- pansion, Dushyant Chautala was allocated 11 portfolios including Excise and Taxation, Develop- ment and Panchayats, Revenue, Industries and Commerce, and Food and Civil Supplies. Barring Sandeep Singh, all ministers took oath in Hindi. Donning a saffron turban, Singh said the words in Punjabi. In the council of minis- ters, which now has 12 members including the chief minister, nine are from the BJP, two from the JJP and one is an independent. TEAM KHATTAR Those who took oath as cabinet ministers included BJP leaders Anil Vij (Ambala Cantt), Kanwarpal Gurjar (Jagadhri), Mool Chand Sharma (Ballabhgarh), Jai Prakash Dalal (Loharu), Dr Banwari Lal (Bawal) and Independent MLA Ranjit Singh (Rania). two more in any future expansion.Altogether, the state with a 90-member assembly can have 14ministers.

Archaeology deptresumes

Two weeks after the Shivling andNandi were found in Yamuna areanear village Faridpur, the Archeolo-gy Department has started excava-tion work in Yamuna again. Peoplehas been excavated under the su-pervision of the officials of the De-partment The work is being done bythe Block Development departmentand Panchayat Department. Somebrick has been found at the time ofexcavation. Due to the high sandheight, excavation work has beenstopped at present. According to of-ficials, the excavation will be doneagain from Tuesday. Later the teamreached the village and examinedthe pillars along with Shivalingaand Nandi.

About two weeks ago, sand ex-cavation had been held in Yamunanear village Faridpur. Meanwhile,the people saw a Shivling, Nandiand Pillar in the sand. Dr. Harsh Vardhan was speakingafter the Bhumi Pujan ceremony ofthe 800-bed rest house to be built atthe National Cancer Institute onThursday. The rest house will bebuilt at a cost of Rs 60 crore. Speak-ing on the occasion, Dr. Harsh Vard-han said that this rest house will beready within a period of about twoyears. He said that this rest housewould prove to be a boon for cancerpatients and the people accompany-ing them, the patients suffering fromcancer have to undergo various typesof medical investigations as afterChemotherapy and surgery they haveto stay for a long time to get theirmedical checkups, therefore after therest house will be built the patientsnot only from Haryana but from oth-er parts of the country who visit the

National Cancer Institute will notface any problem.

Five injured as Pak troopsviolate ceasefire in Tangdhar

SRINAGAR, NOV 14

At least five people wereinjured, one of themcritically, when Pakistanitroops violated ceasefire andresorted to indiscriminateshelling and firing at the Lineof Control (LoC) in Tangdharsector in the frontier districtof Kupwara, official sourcessaid here on Thursday.

They said Pakistantroops fired mortar shells andresorted to unprovoked firingfrom across the border atLoC in Tangdhar sector,targeting forward militaryposts and civilian areas.

Indian troops retaliatedand hit the Pakistan troopbunkers. The damagesuffered across the LoC was

not immediately clear, theyadded.

The injured were shiftedto Tangdhar hospital. ''One ofthe critically-wounded waslater referred to Srinagar,''they added.

Pakistan troops havebeen violating the 2003ceasefire more frequently inBaramulla and Kupwaradistricts after August 5, whenthe Centre scrapped Articles370 and 35 A, besidesdividing the state into twoUnion Territories.

Disclosing this here to-day, a Spokesperson of Office of Chief Electoral Officer Punjab disclosed that Elector Verification Program (EVP)and other Pre-Revision Activities including rationalization of polling station, are under process and these will go upto November 30, 2019 against the previous announced date of October November 18, 2019 as per directions of Elec-tion Commission of India. He said that now the integrated draft Electoral Rolls would be published on December 16,2019. The Claims and objections would now be submitted from December 16, 2019 to January 15, 2020 and theprocess of disposal of claims and objection will go up to January 27th, 2020. Growing up in Mumbai,an unwritten rule among allour parents was: “Do not in-terfere in children’s fights, forthey’ll soon be friends!” In-deed, while many boyhoodgames ended up as boxingbouts, the next day the “fight-ers” would be the best offriends.

After its thumping victory in the Lok Sabha polls in May,the BJP ran a high-octane campaign for the Assemblyelections in Maharashtra in October, woven around the

motif of Kashmir an all-India theme, rather than one pertinentto the state — in order to underline its India-wide Hindu cre-dentials. The party’s return to power under chief minister De-vendra Fadnavis was widely presumed to be a shoo-in. Instead,the state was brought under President's Rule on Tuesday.

The BJP-Shiv Sena alliance fell apart on the leadershipquestion. Although the “Mahayuti” had a majority, it found it-self unable to form a government, robbing the BJP of its auraof invincibility due to the Narendra Modi tag.

The saffron party found itself disgraced as it won way few-er seats than expected. Other than the urban Mumbai-Thanebelt, the party lost heavily, especially in the agricultural hinter-land. Its communal, so-called “nationalist” pitch was of littleavail. The BJP did emerge as the single largest party but itsnumbers were much below the halfway mark. Its tally was lessthan in the last Assembly.

The Shiv Sena, the BJP’s ally of 30 years and historicallyits first regional ally, split away sensing that the national par-ty’s all-India agenda had come a cropper in the state polls. Asa regional Maratha chauvinist Hindutva-oriented party, it haslong harboured the grouse of being pushed to being a minorally under the BJP’s current leadership.

When a shocked BJP even declined to stake claim to form-ing the next government, the Sena got in touch with the NCPand the Congress, which were on the other side of the ideolog-ical divide. It met their condition of breaking ties with the BJPand asked its lone Union minister to resign. The governor, anold RSS hand, gave the party a bare 24 hours to produce a listof MLAs supporting it, turning down

The NCP and Congress haven’t proved equal to the task ofgrasping an entirely new political situation in Maharashtra, andwere tardy in backing a Sena bid for governmentmaking evenwhen this meant dethroning the BJP in a major state its plea fortwo more days. Bharatiya Janata Party (BJP)-Shiv Sena Maha Yuti coali-tion government after the Ma-harashtra Assembly electionresults. The pre-poll allianceof the BJP-Shiv Sena with itsstrength of 161 in the 288-member Assembly shouldhave formed its third, andsecond successive, govern-ment without much ado.

puted site at Ayodhya wouldbe used for the constructionof a temple, it doesn’t seemfair to oppose this decision.Opposing it is equivalent topursuing the path which wasundertaken by right-wing el-ements against the existenceof the Babri Masjid there.Fine, the extremists and theirsupporters did not act wiselyby demolishing the mosqueon December 6, 1992.

Legal-ly, with the Supreme Courthaving pronounced its ver-dict, each individual, group,party and organisation hasthe democratic right to chal-lenge it, call for a review pe-tition and so forth. However,taking this path also amountsto giving socio-political, ex-tremist elements ground tocontinue displaying their ag-gressive communal movesover their demand for a tem-ple at Ayodhya.

So far, a lot has been writ-ten against the nature of thejudgment. However, thereare a few angles which havenot yet been given adequateimportance. First, had thejudgment rejected the appealfor construction of a temple,it would have only led to thedispute’s continuance. Theprospect of several right-wing elements welcomingthe construction of a mosqueat what was a disputed siteare as good as non-existent.

Yes, rather thanlose time over a piece ofland, the prospect of regain-ing which for Muslims maybe viewed as all but dead,they should pay serious at-tention to not losing otherstructures listed in the saf-fron brigade’s agenda. Whatis gone is gone, but thisshould also not set a prece-dent for the saffron brigadeto target other places. Beforeit is too late, serious meas-ures should be taken to checkany such moves.

There is yet another aspectof this controversy that needsattention. While the place ofdispute has been known asthe Babri Masjid, the recentpast has been witness to itserving as a place of worshipfor Hindus.

The Supreme Court’sjudgment has confirmed this.In this context, let us keep inmind that all religions standfor peace. Islam meanspeace. From both nationaland religious angles, it wouldnot be appropriate to opposethe controversial site beinggranted to Hindus with a ju-dicial stamp. A key principleof Islam states: “Unto you,your religion, and unto me,mine.”

The situation would havebeen different if the BabriMasjid was still standing.Yes, the demolition of themosque was equivalent tosnatching away a place ofworship from Muslims. Now,should Muslims also resortto what a minor percentageof the country’s Hindu popu-lation had indulged in on De-cember 6, 1992? The latteradopted violent means. Op-posing the Supreme Court’sjudicial decision in part alsoamounts to repeating thesame story, and not allowing

the dispute to settle down.And somehow, it does notmake sense to let the wholecrisis assume any dangerousnature. The crisis must end,and people should move onfor a better tomorrow.

The un-derlying message that Mus-lims’ interest has not been ig-nored must be understood. Itwould be appropriate if theland is accepted. The landmay be used in the nationalinterest by constructing aneducational institution foreconomically deprived sec-tions, for a orphanage or forany progressive purpose.Rather than throw the oppor-tunity away, it should beused in a way that leads to itbecoming a historical land-mark in a positive direction.

This country has wasteddecades, money, numerouslives and a lot more over theprolonged Ram Janmabho-mi-Babri Masjid dispute. Wecannot afford to do it anylonger.

Panasonic develops newbattery managementtechnologyOSAKA: Panasonic announced onThursday that it has developed a newbattery management technology whichmeasures the ElectrochemicalImpedance of multi-cell stackedbatteries. The technology is expected tobe applied to various devices that uselithium-ion battery modules with manybattery cells stacked in series and tofuture vehicles. It would contribute tothe realisation of a sustainable societyby helping facilitate reuse and recyclingof lithium-ion batteries. The technologyhas been developed in collaborationwith Professor Masahiro Fukui ofRitsumeikan University. WPI dips marginally to 0.16 pc in Octoberdue to subdued non-food prices

The annual rate of inflationbased on the monthlywholesale price index (WPI)dipped marginally and stood at0.16 per cent for October ascompared to 0.33 per cent forthe previous month,government data showed onThursday.

The fall was mainly due tosubdued prices of non-foodarticles and fall in prices ofmanufactured items. "Theofficial WPI for allcommodities for October 2019rose by 0.7 per cent to 122.2(provisional) from 121.3 forthe previous month,"according to a statementissued by the Ministry ofCommerce and Industry.

"The annual rate ofinflation based on monthlyWPI stood at 0.16 per cent forOctober 2019 (over October2018) as compared to 0.33 percent for the previous month

and 5.54 per cent during thecorresponding month of theprevious year. Build-upinflation rate in the financialyear so far was 1.92 per centcompared to a build-up rate of4.9 per cent in thecorresponding period of theprevious year."

The figures showedinflation for manufactureditems at minus 0.84 per cent inOctober compared to minus0.42 per cent in September.The rate of price rise for foodarticles was at 9.8 per centduring the month, while fornon-food articles it stood at2.35 per cent,

Two days ago, global ratingagency Moody's Investors Serviceallotted a Ba3 rating to the proposedsenior unsecured notes with anegative outlook. However, Moody'sviewed Tata Motors preferentialallotment of equity to its promoters asa credit positive as the vehiclemanufacturer plans to apply theproceeds towards reducing its debt.Last month, Tata Motors had said theparent group through Tata Sons willinfuse 914 million dollars (about Rs6,530 crore) equity into the company,

of which 548 million dollars (about Rs3,915 crore) will be paid immediatelyand the balance over a period of 18months. On the domestic front,however, Tata Motors continues tofeel the heat due to economicslowdown, weak liquidity, low freightvolumes and rural incomes. Itspassenger and commercial vehiclesales volumes have declined by 41per cent and 30 per cent respectivelyin the first half of current financialyear. India US to hold 2nd roundof 2+2 dialogue on Dec 18

Moody's revises India GDP forecast to 5.6 pc,slowdown lasting longer than expected

NEW YORK: India'seconomic slowdown islasting longer thanpreviously expected,Moody's Investors Servicesaid on Thursday whilepegging its forecast for thegross domestic product(GDP) growth at 5.6 per centin 2019 calendar year. "Wehave revised down ourgrowth forecast for India.We now forecast slower realGDP growth of 5.6 per centin 2019 from 7.4 per cent in2018," it said in the GlobalMacro Outlook for 2020-21."We expect economicactivity to pick up in 2020and 2021 to 6.6 per cent and6.7 per cent respectively, butthe pace to remain lowerthan in the recent past," it

said. India's economicgrowth has decelerated sincemid-2018 with real GDPgrowth slipping from nearly8 per cent to 5 per cent in thesecond quarter of 2019 andjoblessness rising.

Moody's said theinvestment activity wasmuted well before that butthe economy was buoyed bystrong consumption demand."What is troubling about thecurrent slowdown is thatconsumption demand hascooled notably," it said in thereport. The government hasundertaken a number ofmeasures to arrest the growthslowdown. In September, itannounced a cut in thecorporate tax rate to 22 percent from 30 per cent.

A Sunil Gavaskar vs Andy Roberts,Dennis Lillee or Imran Khan was worththe wait during the 1970s and '80s. Sim-ilarly a Tendulkar vs Glenn McGrath orWasim Akram used to be a connoisseur'sdelight.

But not anymore, feels the man,who played 200 Test matches in his il-lustrious 24 years in international crick-et.

"Rivalries which people invariably

looked forward to are no longer therebecause there are very few world-classfast bowlers right now. That element Iam sure is missing. The quality of fastbowling can surely be better without anydoubt," Tendulkar told PTI whileanalysing how cricket has evolved in thepast 30 years (15th November, 1989)since he made his debut.

Asked if the competitiveness, as faras Test cricket is concerned, is confinedto only three countries (India, Australiaand England), the maestro agreed.

"The standard of cricket has gonedown which is not great news for Testcricket. The standard needs to go up andfor that, I would again say that the rootcause is the playing surfaces," he said.

"I think it has also got to do with thekind of pitches that are provided. If we

provide fair pitches where fast bowlersas well as spinners get help, then bal-ance between bat and ball will be re-stored.

"If the balance is missing then thecontest becomes weak and it fails tograb eyeballs. Test cricket must havegood wickets," added the man, who hasscored 15,921 runs with 51 hundreds.

For Tendulkar, the model pitches arethe ones on which the Ashes was playedin England. "I feel this year's Ashes hadsome of the best Test pitches in recenttimes. Magnificent I would say. Theonly time they moved to Old Trafford,you saw that Test wasn't as exciting asthe ones at the Headingley, or the Lord'sTest or for that matter even the one at theOval. PUNE: Ahead of India's first ever day-night Test match, former ICC umpire Simon Taufelsaid that the colour of the ball is going to be a challenge for both teams.

"The first challenge is going to be the colour of the ball and deal with the changing na-ture of the ball. It may swing early on but behave differently as it ages," Taufel told ANI.

The pink colour of the ball is not the only challenge the teams are going to face in theday-night Test match according to Taufel. Other challenges he feels teams are going to wit-ness are different session times.

"Playing Test cricket at night with dew is also going to be a challenge and the moisturemay affect the ball and I am expecting more ball changes occurring due to the ball beingwet or being, maybe, discoloured and becoming unfit for playing," he said.

"There is also the challenge of playing in different session times and finishing the gamelate at night and starting in the afternoon. So that is going to be a challenge and players willhave to get accustomed to playing day-night cricket," Taufel added.

Taufel also stated that India skipper Virat Kohli's strategies are getting better and bet-ter with each game.

"In terms of captaincy, he (Kohli) is very fortunate at the moment to be leading a verycompetent, skilled and talented team. Strategies and the tactics that he employs are gettingbetter and better," he said.
