I. CALL TO ORDER

Ken Rosevear called the meeting to order at 9:00 a.m.

II. PLEDGE OF ALLEGIANCE

Ken Rosevear asked Dave McDowell to lead the Pledge of Allegiance.

V. APPROVAL OF MINUTES (from September 12, 2012)

Ken Rosevear asked for a motion to approve the minutes of the Workforce

Investment Board meeting of September 12, 2012.

Motion made by Maria Chavoya; Seconded by Ed Ford.

Motion passed.

VI. Director’s Report and Information Items

A. Washington update:

Not a lot happening since the focus is now on elections.

The six month continuing resolution will end in March

2013; the next Congress will have to deal with the issue.

Sequestration will be one of the big issues in January;

Department of Labor sent a report outlining the percentages

to be cut. For WIA it would be about 8.2% - this would

occur every year, for the next ten years.

B. State Update

John Morales continues to be a member of the Governor’s

Council on Workforce Policy’s Executive Committee.

The Governor has called for a new Workforce Council- we

do not have the details at this point.

C. Rapid Response/Business Outreach Update

Patrick Goetz presented a power point (Attached).

D. Program Services Presentation

Pat Romant and Mercedes Mendivil provided an overview of the

services that YPIC offers/and presented the revised YPIC website.

Julie Engel inquired about the possibility of addressing issues with

Job Fair attendees such as wearing professional attire, bringing

children and family have the Job Fair, etc.

It was explained that we have in the past had Career Expos where

people that plan on attend the job fair get workshops such as: Dress

for Success, Resume Critique, Interviewing, etc. however the

attendance was not as high as expected.

John Morales indicated that YPIC continuously seeks ways to

improve the quality of services, and any suggestions for

improvement are welcomed; YPIC will certainly explore some

new ideas for the next job fair.

E. Update – Arizona Job Connection

Arizona Job Connection is the new system that we started

using at the beginning of the year/ it is the system the State

implemented.

Yuma will be part of a pilot program, along with other rural

areas, and a group of employees will be given access to

provide job referrals. This access to job referrals coupled

with some changes that we have made to our service

delivery system will improve our customer service, and

will minimize the waiting time for customers.

A special “thank you” to the Department of Economic

Security officials for their assistance in this matter.

F. Update – 2011/2012 Performance Measures

Every year we have been fortunate to meet or exceed the 15

performance standards; however, we regret to inform you

that this year we missed one by 1/10th

of a percent. YPIC

staff will be working diligently to make sure we do not

miss it again.

G. Update – Trax Training

YPIC has been providing training session for Trax

employees: Cultural Diversity, Giving and Receiving

Feedback, Communication Styles, and Coaching and

Motivation.

Mindy Montgomery stated that she has already seen

changes in the work methods of some of her staff.

H. Proposed Next Meeting Date: November 14, 2012

VII. Discussion/Action items

a) Presentation of Slate of Officers for 2012/2013.

Dave McDowell presented a slate of officers to direct the business of

the Workforce Investment Board of Yuma County from September

2012 to September 2013 as follows:

Chair: Sam Pepper

Vice-Chair: Ken Rosevear

Secretary/Treasurer: Ed Ford

Maria Chavoya made a motion to accept the slate of officers as

presented. There were no nominations from the floor.

The motion was seconded by Steve Miller. Pat Romant abstained from

voting; the motion carried.

VIII. Other information and/or Committee Reports

Economic Development

Julie Engel:

There is a call center company interested in Yuma’s workforce;

they will be visiting Yuma on early November.

Another major agriculture production company is considering

Yuma; they will be visiting October 19th

.

GYEDC’s Annual dinner will take place on October 18th

at the

Pivot Point- invitations are already out.

The Arizona Technology Council annual event will be an

opportunity for Yuma to make known the science related fields in

the county. GYEDC will need to partner with YPIC, Chamber of

Commerce, Yuma Visitors Bureau and other entities.

Tom Tyree spoke of the importance of this event and the great

opportunity for Yuma to start changing the perception of the

workforce in Yuma. The science related field in Yuma County

needs to be capitalized at this event.

Youth Council, Report

Charter High School, report:

Ed Ford reported:

The EOC Charter High School Board met previous to this meeting.

Enrollment is at 105, attendance is at 97%

Students will participate in the next Paint-A-Thon, they will meet

on October 20th

for preparation, and on the 27th

to paint the home

of an elderly person. This is a great way to promote the importance

of volunteerism.

The Final budget for the 2011/2012 year was approved; the EOC

CHS is in good financial status.

Larry Lebsock mentioned that a group of EOC CHS students

attended the non-traditional career at AWC- they were very well

behaved, attentive, and well dressed. Larry stated he is proud of

the way the students represented their school.

IX. Good of the Order

Ken Rosevear mentioned tomorrow is Good morning Yuma, there

will be a forum with Yuma candidates; they were given the questions

prior to the meeting- they will be reading their responses tomorrow.

Dave McDowell indicated that Caballeros de Yuma, in partnership

with AWC’s Matador Athletic Association, are bringing back the El

Toro Bowl 2012. It will take place on December 1st at 1:00p.m., at

Gila Ridge Stadium; the tickets can be bought online; all seats are

numbered. Sales started a week and a half ago, and over 1,000 have

already been sold. Dave invited Board member to purchase their

tickets early.

X. Call for Executive Session.

Ken Rosevear called for a motion to adjourn the meeting. Tom Kiley

made a motion to adjourn the meeting; Seconded by Ramona Corrales.

The motion carried. Meeting adjourned at 10:00a.m.
