As the second year of my role as President comes to a close, I am struck by how quickly time spent supporting and uplifting women and children in our community flies by… What a task we take on — and accomplish — every day.

At the YWCA, developing strong leaders in a healthy, sustainable organization is our legacy and a culture that allows us to thrive and endure in times of great challenge and change. Entering into this role two years ago, I felt strongly that I wanted to respect the legacy of those who came before me, and yet, I wanted to create something new and timely-something I could manifest as my legacy of leadership. My mission during my term was to more deeply engage our board members, strengthen the quality of relationships at every level and build a committed and engaged foundation of governance.

Working closely with Sandra Braham and sitting up front to witness her tireless leadership and commitment to our YWCA mission and community has been an amazing opportunity.

I hand over the reins of this extraordinary organization to Giselle Smith-Johnson, in whose super capable hands the board will continue to make great strides in educating, guiding, nurturing, challenging, empowering and celebrating one another and those we serve — and, most crucially, in working to make our mission a reality.

Greetings, stakeholders.As we say farewell to another year we also say farewell to our outgoing President, Rebecca Krasne, who has served the Agency well in this role during the preceding two years. It has been a privilege to work alongside a woman so passionate about the work of the YWCA. We are extremely thankful for Rebecca’s leadership and the new initiatives she championed to strengthen our Board during her tenure. We welcomed and installed our new President, Giselle Smith- Johnson, a banking executive with Wells Fargo.

Our 2014-15 Annual Report highlights our mission-based work that is dedicated to the elimination of racism and the economic empowerment of women in the Paso del Norte region. This work would not be possible without the tremendous support and investment of volunteers, donors and corporate partners.

We continued to improve the agency’s infrastructure and facilities thanks to support received during the Be-Y Miracles Happen Campaign. Perhaps our most significant achievement during the year was the agency’s conversion to a new, modern phone system which connects all YWCA locations via a four-digit transfer number. For the first time in our history, YWCA programs and staff are accessible via a single and simplified number, 915-519-0000.

The Judy and Kirk Robison Mi Casa Program is the only child care program in the city with a sole focus on addressing the needs of families experiencing homelessness. Through Mi Casa, subsidized child care is provided to qualified families.

Mi Casa offers a safe, academically-enriching environment for children so parents can focus on maintaining or seeking employment, or attending job skills training. Transportation is available to and from the YWCA Early

Learning Center nearest families’ residential shelters. During 2014-2015, Mi Casa served 15 El Paso area emergency shelters or transitional living centers and supported 133 families by providing care for 244 children ranging in age from one month to twelve years.

Mi Casa’s funding partners include: The Department of Housing and Urban Development (HUD) and The United Way of El Paso County.

Mi Casa Program for Children Experiencing Homelessness

Through a contract with Workforce Solutions Borderplex, the YWCA manages the Child Care Services (CCS) program. CCS subsidizes child care for qualifying families in which parents are working or attending school. In 2014-2015, CCS supported an average of 5,480 children monthly. A total of $14,889,305 was directly provided to more than 360 child care providers to subsidize parents’ cost of child care.

Workforce Solutions Borderplex Child Care Services (CCS)

The 13 Early Learning Centers served 1,779 children in the 2014-2015 fiscal year. There were additional technology resources invested in classrooms, as well as a well-rounded curriculum (The Creative Curriculum) to encourage problem solving, critical thinking, creativity and individual growth. The Kastrin and Mabee Early Learning Centers received national accreditation and the University Heights Pre-K Class was recognized by Texas School Ready as a “Model Classroom.”

YWCA Early Learning Centers’ partners include: The Housing Authority of the City of El Paso, El Paso Community College, The University of Texas at El Paso, El Paso Independent School District, Canutillo Independent School District, the City of El Paso, The Rio Grande Cancer Foundation, Project Arriba, The Children’s Learning Institute, The Department of Defense, Teaching Strategies, the State of Texas Pilot Program, Workforce Solutions Borderplex and Back Up Advantage Care.

After-School ProgramYWCA After-School Programs provide quality licensed care for children in grades K-6 at more than 40 elementary schools and YWCA branches. From the end of the school day until 6 p.m., children are supported in a safe, nurturing and enriching envi ronment. A unique curriculum standardizes learning throughout the region. High-quality standards established by the National Council on Accreditation serve as a framework for our efforts.

During the 2014-2015school year, 2048 children throughout the county participated in a YWCA After-School Program. Each location is licensed by the Texas Department of Family and Protective Services who mandates strict minimum standards. Following these standards facilitates our work to nationally accredit YWCA after-school sites. This year, two additional sites were nationally accredited by the Council on Accreditation.

Consistent with the YWCA’s goal to ensure access to quality after-school programs, the YWCA of El Paso Foundation provided financial support to qualifying families, helping 150 children attend YWCA after-school programs, summer camp and holiday break “fun days” at YWCA branches.

Summer CampResearch shows that by participating in a quality summer camp experience, children are better prepared for the new school year. YWCA summer activities and educational opportunities ensure that children have productive things to do during their out-of -school months. Last summer, 593 children attended the YWCA Mary Ann Dodson, Shirley Leavell and Myrna Deckert Summer Camps. Indoor and outdoor activities include games, swimming, arts and crafts and other special activities.

The YWCA fitness centers are dedicated to helping women, children and men succeed in their fitness goals by promoting a healthy, active lifestyle in a family-friendly environment. In 2014-2015, the branches hosted the El Paso High School and BLAST Swim Teams as well as the physical therapy location of choice for El Paso

Orthopedic Surgery Group and various other therapy groups.

The Health and Wellness program’s annual revenue increased by 8.4% overall compared to the previous year. During the 2014-2015 year, improvements were made to the quantity and quality of classes offered at each location while

providing more affordable fee options with the ‘Easy Pay’ reduced rate and ‘We Care’ Scholarship Program. The swim lesson curriculum and in-house training programs were revised and improved to better serve the swimming needs of participants beginning as young as three months of age.

Financial literacy is an essential element of life-long independence and freedom. The YWCA offers financial literacy training - from budget basics and guidance for first-time homebuyers to retirement planning. The Economic Empowerment Division offers members of our community a partnership for long-term personal and financial success.

Consumer Credit Counseling Service (CCCS) continued serving the El Paso community by providing financial literacy and debt management services to El Paso, Southern New Mexico and Ft. Bliss, providing services to adults experiencing challenges with debt management, seeking bankruptcy or seeking to become more financially literate. CCCS continued to receive funding from the National Council

of La Raza (NCLR) to provide national foreclosure mitigation and the Making Home Affordable programs. Continued funding for first-time homebuyer counseling services and educational opportunities was granted to CCCS by the City of El Paso under its Community Development Initiatives.CCCS partners include: NFCC - Sharpen Your Financial Focus, NCLR and CHASE Bank.

Teen LeadershipYWCA Teen Leadership offered programs to El Paso youth ages 11 to 18 and focused on character development, healthy decision making, positive self-esteem and other life skills. Youth engaged in volunteerism, community service and racial justice and leadership initiatives.

Teen Leadership Programming includes the Community Youth Development Program (CYD), which is grant-funded through a partnership with El Paso Human Services, Inc. The grant works with youth living or attending school in the 79924 zip code in Northeast El Paso and provides both school-based programs and summer camps which encourage youth to stay in school and develop strong life skills. The United Way of El Paso County continued its support of the Teen Leadership program.Successes of the 2014-2015 year included:

314 youth received leadership development training

734 youth received service learning training and

engaged in community

service learning projects.

Annual Summit at UT San Marcos

Volunteer ServicesVolunteers are essential partners in helping the YWCA deliver programs and services throughout El Paso. In 2014-2015, 1,280 volunteers contributed more than 27,500 hours of service.

YWCA volunteers provide service in early learning centers and after-school programs; tutor children and adults residing at the Sara McKnight Transitional Living Center and sort donations. They support administrative operations and serve on various committees of the Board. Volunteers facilitate racial justice and leadership workshops and mentor women who are experiencing homelessness. Volunteers do so much to help meet many YWCA goals and objectives across all agency divisions and make a true difference in our community.

Community partners include: UTEP, EPCC, Ft. Bliss, Sam’s Club, ADP, Prudential, The Foster Grandparent Program and the YWCA Senior Housing residents.

Volunteers contribute time, talent and resources to YWCA fundraising activities. A group of committed volunteers, under the leadership of Lori Gaman, planned the YWCA 22nd Annual Women’s Luncheon, which raised more than $299,939 in 2015. Through a renewed partnership with the Paso del Norte Foundation, the YWCA received a matching grant of $67,795, bringing the total raised through the Women’s Luncheon to $367,734.

Children Cope with DivorceChildren Cope with Divorce (Cope) was developed as a course for divorcing parents to guide them in improving their ability to co-parent after divorce and to develop skills that help their children adjust to changes in the family structure. Staff provided classes to 1,037 divorcing parents. Cope impresses upon parents the critical role they play in their child’s ability to adjust to changes surrounding divorce.

The quality of the program and its relevance to families in the divorce process was highly rated, with 99% of exiting participants having reported a very positive experience and a high level of satisfaction with the class.

Two Should Know InitiativeThe YWCA El Paso del Norte Region served as the organizing agency for the Two Should Know Initiative of the Paso del Norte Health Foundation. Staff provided technical assistance and capacity building to Two Should Know grantees as well as the community on legislative updates

surrounding sexual health education and policy advocacy. The development and implementation of a new adult media campaign encouraged parents to talk with their children about healthy sexuality and relationships.

Program partners include: The Child Crisis Center of El Paso, The Center Against Sexual and Family Violence, The City of El Paso Public Health Department, UTEP, Families Youth & Incorporated of Las Cruces, NM and the FEMAP Foundation of Cd. Juarez, Chihuahua.

Racial JusticeThe YWCA’s Racial Justice initiative supports the elimination of racism through interactive workshops and support for honest community dialogue. Community- based discussions focused on the YWCA core values of Respect, Understanding, Acceptance and Appreciation. Thirty-two new volunteer facilitators joined the team to deliver meaningful programming throughout our region.

In 2014-2015, 2,690 participants benefitted from volunteer facilitator-led dialogues hosted at diverse community sites. The facilitator team responded to invitations to work with community partners in El Paso and Las Cruces in health care settings, schools and faith communities. The Racial Justice program seeks to reduce and eliminate hate, discrimination and violence by promoting peace, understanding and unity among all people.

During the Week Without Violence: 435 youth discussed relationship violence in their schools; TLC participants engaged in training to address personal safety. All YWCA Early Learning participants took part in activities that encouraged them to appreciate what makes them each unique.

The annual Imagine Peace event welcomed over 1,200 attendees to engage in music, crafts and storytelling at the Downtown Art and Farmers Market. Volunteers and facilitators engaged children and their families from throughout the community in appreciating the richness of our region’s Hispanic heritage.

The YWCA provides guidance and support to military families and veterans to help them regain a sense

of normalcy through a network of programs and services throughout the various YWCA locations.

The YWCA is dedicated to the continued investment in military programs to increase the resources provided while building the capacity to address other needs presented by veteran servicemen and women. These programs offer care and support for children of active duty soldiers.

• Army Child Care Programs in Your Neighborhood ensures that Army families have access to quality childcare for their children. In 2014-2015, Army Child Care Programs in Your Neighborhood served 69 military children.

• Army School-Age Programs in Your Neighborhood (ASPYN) provides fee assistance and discounts to military families for quality after-school programs. In 2014-2015, ASPYN supported 41 YWCA after-school programs which served 77 children.

The ASPYN program provides fee assistance to military and Department of Defense (DoD) civilian patrons who are living off-post. ASPYN after-school program providers are trained to meet the Council on Accreditation (COA) standards for quality after-school care. COA is considered the leading voice of the after-school profession and its quality standards are supporting the development, education and care of children and youth during their out-of-school hours. ASPYN is a collaborative effort between the United States Army, the YWCA and the National Association of Child Care Resource and Referral Agencies (NACCRRA), of which the YWCA has been a member since 2013.

Financial Assistance to VeteransFunds available through a grant from the Texas Veterans Commission Fund for Veterans’ Assistance provides emergency financial

assistance to veterans and their families. In 2014-2015, this program supported the financial needs of 124 veterans,

their family members and surviving spouses by granting $45,432.87 in emergency financial assistance.

Economic Empowerment for Military Families.Through a Memorandum of Understanding with the Army Community Service, Economic Empowerment staff provided credit counseling sessions to active duty soldiers and their family members and delivered money management education classes to Ft. Bliss and White Sands Missile Range personnel. Additionally, as a member of the National Foundation of Credit Counseling (NFCC), the YWCA Consumer Credit Counseling Service (CCCS) team provided supportive services to active duty service members under the NFCC’s Military OneSource partnership.16

The face of homelessness is changing, with women and children becoming the fastest growing portion of the homeless population. The YWCA El Paso del Norte Region’s Sara McKnight Transitional Living Center (TLC) provides a bridge to independence for women who are experiencing or are at risk of homelessness by providing them with a safe place to live, programming, resources and support to empower them to achieve self-sufficiency.

In 2014-2015, the TLC introduced the National Council of La Raza’s “Bridge to Vocational Training,” a program focused on increasing participants’ basic skills and employment opportunities. A second new initiative,“Think.Change@YWCA,” funded

Senior HousingThe YWCA Senior Housing Complex is home to sixteen low-income seniors who benefit from affordable apartments at below-market rates. They live in a community of peers, with membership and direct access to the resources of the neighboring YWCA Dorothy Woodley Hunt Branch.

by the Paso del Norte Health Foundation, provided mental health first aid training aimed at those working with adults and youth, and focused on building awareness and reducing the stigma around mental health issues. The TLC also offered “Parents as Teachers.” Parents as Teachers engages families in an evidence-based early childhood visitation program, with the philosophy that all parents are their child’s first educator. The program works to increase parents’ knowledge of early child development and parenting. Parents As Teachers targeted parents of children from prenatal stages to age five, and classes were offered at the TLC through a collaboration with the United Way of El Paso County.

Independence HouseIndependence House provides “bridge housing” for women who have been victims of domestic violence, offering them the next step toward independent living. This year, the program offered 15 women and 25 children a safe place to live and provided individual case management, strengthening and advocacy to help them regain stability in their lives.

The YWCA has long supported access to safe, affordable housing for all and has worked tirelessly to maintain andgrow the resources we provide for the community.
