Introduction• Start of Polish EM programme was preceded
by over 4 years of legislative work• Poland then became the 13th European
country to use EM.• System was made based on British practices• Semi Private-Public Partnership
Four years before …Launching of EM programme was preceded by a lot of legislative work and meetings with suppliers and experts from other countries – mainly form the UK. As one of the oldest and largest EM programmes operating in Europe a ministerial and commercial cooperation model similar to that used in the UK was adopted.Between 2003 and 2007 there were several changes to the original EM act. Finally it was decided to submit to Parliament an episodic act.
Act• The Polish EM programme was based on a
special law act of 7th September 2007, which regarded the ability to have imprisonment outside prison using electronic surveillance
• Act was reapproved 5 times.

Life storiesAbout one judgeA person who was very skeptical in the first contact with EM – he thought that EM is not real punishment. After a year the same judge was one of the staunchest supporters of the programme.
Life stories (2)About one offenderA person who during curfew was absent and had an accident on bicycle. He ride an bicycle in winter and fell down to the trench and broke an leg. Probably he will be die from the cold if we don’t find him.
CampaignThe media campaign promoting EM programme and helps to get the information about programme to the people in a certain sense, excluded from public life.
