Statutory Functions:-
Exercise the all the powers and perform all the functions especiallyconferred or imposed upon him by under Act 13 of APPR 1994 or underany Law for the time being in force.Lay down the duties of all officers and servants of or holding office underZilla Parishad in accordance with the rules made by the Govt.The CEO shall be entitled to attend all the meetings of the Zilla Parishadand its Standing Committees including any meeting of the Mandal Parishadand take part in its discussions thereat but shall not be entitled to vote ormove any resolution.Call for any information, statement of account or report from any officer orservant of or holding office under the Zilla Parishad or Mandal Parishad orthe Institutions, there under in matters of executive administration andthose relating to accounts and records of the Z.P. or the Institutions thereunder.Shall have the custody of all papers and documents connected with theproceedings of the Z.P. and of its Standing Committees.Shall be responsible for implementation of the Resolutions of the Z.P. andof the Standing Committees thereof.Shall supervise and conduct the execution of all activities of the Z.P.Shall take necessary measures for the speedy execution of all works anddevelopment schemes of the Zilla Parishad.Shall have the power to enter upon and inspect any work, scheme orInstitution under the management of the Z.P.Shall have power to enter upon and inspect any work, scheme or Institutionunder the management of a Mandal Parishad of the Zilla Parishad or itsStanding Committee so direct.Shall be the competent authority to enter into agreements and to sign and
execute them in the name and on behalf of the Zilla Parishad from time totime.Implements such specific directions issued by the Z.P. as it may thing fitregarding the performance by him of any of the functions assigned to himunder the Act.Shall immediate execute the orders pass by the Govt. in exercise ofpowers conferred by the Act and rules made there under or any other lawfor the time being in force and forthwith send a compliance report to theGovt. and place a copy thereof before Chairman and Vice-Chairman.Shall exercise other powers and perform such other functions as may beprescribed.The CEO shall with the approval of or on the direction of Chairmanconvene meetings of the Z.P. so that atleast one meeting of Z.P. is held ina month. Provided that where the Chairman fails to give his approval forconvening the meeting so as to hold a meeting within the period of 90 daysthe CEO may himself convene the meeting in manner prescribed.The Govt. shall have power to make rules to regulate the classification andmethods of recruitment, conditions of service, pay and allowance ofdisciplinary control of the CEO appointed under Sub-Section (1).

Administrative Functions:-
Call for any information, return and statement of account or report from anyofficer or servant holding office under the Z.P. or Mandal Parishadincluding Parishad Education Officer, Accounts Officer and ExecutiveEngineer.Intimate the vacancies whether casual or arising by efflux of time in theoffice of the various members of Zilla Parishad and any StandingCommittee thereof.Supervise and control the execution of all activities of the Z.P.Have administrative control over all officers working under the Z.P.Sanction Increments and all kinds of leave except Special Disability Leaveto the MPDOs.Make additional charge arrangements of the MPDOs during Training,Leave etc. and to sanction additional charge allowance as per rules.Initiate Confidential Report every year on the work of the Dist. Officersunder the control of the Z.P. including the Dy.CEO, Executive Engineer,Accounts Officer, MPDOs and Parishad Educational Officer and shallcountersign the Confidential Reports of Employees belong to Education,Accounts, General and Engineering Wings which will be initiated by thewing officers concerned and be the custodian of the personnel files. Review the work and tour diaries of Dy.CEO, PEO, EE PR, MPDO andAO, and officers under the control of Z.P.Shall be competent to countersign T.A. Bills of the Dy.CEO, PEO, EEPR,AO and other Officers under the administrative control of Z.P.Sign and draw his own T.A. Bills.To inspect MPs in the District excluding the MPs to be inspected by theDist. Collector and RDO, Sub-Collector including Half Yearly Inspection ofloans branch and allocate inspection work to other Dist. Officers.

Financial Powers:-
To sanction allowance sand pay and transfer traveling allowances andloans to the employees of under his control.Order investigation into the delay in the payments of salaries andallowances of employees of Z.P. and sanction of payment afterinvestigation, if the claim does not exceed two years.Sanction excess consumption of petrol for the vehicles of the Zilla Parishadif the excess is not more than 25% of the Scheduled quota.Sanction amounts for payment of compensation for land acquisition casesas determined by the Land Acquisition Officer.Sanction time barred traveling allowance bills of non officials exceptChairman, Z.P.Seal, endorse, transfer, negotiate or otherwise deal with Govt. Securities,standing in the name of the erstwhile Dist. Board with the approval of theZ.P.Sanction investment of the funds of the Z.P. in Govt. Securities,cooperative and commercial banks and National Savings Schemes withthe approval of the Z.P.Sanction office rent for the Z.P. and other Panchayat Raj Offices on thestrength of the valuation certificates exceeding Rs.1,000/- per month butnot exceeding Rs.2,000/- per month.Sanction expenditure towards expenditure on repairs to light motorvehicles upto a limit of Rs. 10,000/-Sanction contingent expenditure upto Rs.1,000/- each case.Permit the Headmasters of Secondary Schools to utilise upto Rs.750/-from the Audio Visual Education Fund for electrification of SchoolBuildings. Sanction, Payment of taxes, fees, land revenue and chargespayable to State Funds by the lessees of endowment lands.

Administrative Functions:-

Financial Functions:-
Sanction payment of the Tour Advance, Educational Advance, FestivalAdvance and Advance of pay and T.A. on Transfer upto the level ofJr.Assts.Sanction petty contingent charges upto Rs.250/- in each case fromGeneral Funds and Parishad Educational Fund.Make payment of pay bills, T.A. Bills, advance bills etc. of all the staffworking under the Z.P. and contingent bills.Sanction payment of premium on Life Insurance Policies from the P.F.Sanction for the purchase of the payment of cost of the postage stamps.Grant permission to issue fresh cheques in lieu of time barred cheques.Pay monthly petrol and oil charges and servicing charges of Z.P. Vehicleswithin the limits fixed for expenditure on petrol and oil.Sanction admission of employees GPF who are eligible for admission.

The A.O., Z.P. shall be in over all charges of the Accounts and Finance ofthe Z.P. His main function is to act as Financial advisor and as an internalauditor.As an Accounts Officer he will compile the accounts of the Z.P.incorporating in the accounts of the Z.P. the figures in respect ofengineering divisions and other branches in accordance with theprescribed rules and instructions.As an internal auditor he is responsible for pre-checking all the bills beforepayment. He shall be responsible for proper maintenance of importantregister like Grants Appropriation Register.As a financial advisor he shall offer his advise on any matter involvingfinancial implications, accounts and budget to the CEO and otheradministrative officers of the Z.P.All matters relating to financial sanction to be submitted to the Chairman ofZ.P. or Standing Committee, General Body including agenda and worksprogramme shall pass through the Accounts Officer and his remarksthereon shall find place in the note to be placed before the Chairman ofStanding Committee or Zilla Parishad.He shall exercise administrative control over the accounts staff of the Z.P.including Engineering wing and he will initiate annual confidential reports ofSuperintendents, Z.P., countersign the confidential reports of the SeniorAccountants, Mandal Parishads and send them to authorities concernedfor safe custody. He will initiate the confidential reports of the DivisionalAccounts Officer (W) PR and send them to the EE PR for further action.He shall be under the administrative control of the Financial Commissioner,PR, the casual leave shall however be sanctioned by the CEO.He shall be responsible for watching the report of adjustment and utilizationof grants sanctioned to the Z.Ps. He shall consolidate the proposalreceived from the other wings of Z.Ps and prepare the budget estimatesand revised estimates under the general direction of the CEO.

He shall scrutinize the budget estimates of the MPs before pasing them anote with his comments to the CEO, for being placed before the StandingCommittee concerned for approval. He shall be responsible to see that all transactions relating to cash andadjustments in the ZP are recorded in the books of accounts properly andpromptly and shall compile the periodicals i.e. Monthly, Annual Accountsand Financial returns correctly and submit them to the authoritiesconcerned on the due dates.He shall responsible for the disbursement of pay and allowance of arrearsof the establishment of the Z.P. Office.He shall inspect the accounts of Engineering Wing and other wings of theZ.P. quarterly and those of MPs Half Yearly.He shall pre-check the final work bills of Mandal Parishads and Z.P. beforepayment. He shall also ensure proper maintenance of Register of works.He shall deal with the audit reports and inspection reports of the defectspointed out therein and take steps to prevent the recurrence of suchirregularities.He shall responsible for disposal of AOs of ZP as well as watch thedisposal of audit objections in the other wings and the MPs.He shall be responsible for coordinating the work of regulating thesubmission of U.Cs of the MPs and ZP.When the monthly meetings of EEs and MPDOs are held, the A.O. shallreview the position in the settlement of audit objections, adjustments ofadvances and submission of utilization certificates and submission ofmonthly and annual accounts and other matters by holding meetings of theDiv. Accounts Officer and Sr.Assts.
