Background Information
• The Community Safety Team is within the Stronger Communities Team within the People’s directorate.
• The Community Safety Team is the Council’s department for dealing with Crime and Anti-Social Behaviour activities.
• Working with our partners, we form the “Safer Rutland Partnership”• LSP Bid successful to purchase a high specification of mobile CCTV
equipment.
Trends and Patterns of Crime and ASB
• Incidents of ASB and criminal damage occur Countywide.
• These can happen at anytime (Day or Night).
• Local Communities affected.• Local resources are limited.• Seasonal related issues and
crime trends can be targeted.

The Unit – Connectivity
• Connects to existing Medusa CCTV System.
• Requires no landline or fixed broadband connection.
• Uses up to 3G Wireless Broadband.• Transmits a local secure hidden
wifi access point.• Connects to existing Radio
networks in both Oakham and Uppingham.
• Monitored by both council and police staff.
• Accessible from any internet access point with secure application.
The Unit – Functionality
• Fitted with a Black Hawk 360 IR PTZ dome camera.
• IR Range of over 100 meters in total darkness.
• Live time viewing and operational use.
• Privacy areas can be set.• Records footage directly on to the
device and is stored for 35 days.• Remote download via approved
process and staff. • Fits to existing street furniture with
power (subject to type and structure).

• 3G Strength
• Red = 3G ‘HSUPA’ Very Fast 3G – 12 – 18 fps• Yellow = 3G ‘HSDPA’ Fast – 8 - 12 fps• Green = 3G Good – 6 - 10 fps• Purple = 3G Moderate – 3 - 6 fps
Proposal
• Parish councils can request to hire this equipment to address and prevent future:
- Crime- Criminal damage- Anti Social Behaviour- Graffiti- Community tensions
• Subject to the approval of the Chair and Vice Chair of the Rutland Joint Action Group (JAG).
• Equipment will need to be booked via a booking system, which RCC will operate.
Proposal • To maintain the equipment and secure funding for running costs there will
need to be a charge to use the equipment.
• Option 1Parish Councils can pay in advance for the service on a peryear basis. This would cost £41 per parish area / per year. All parish area’s would need to commit to this undertaking.
• Option 2Parish Council’s can spot purchase the equipment on request - the set up cost would be £465 for each new location plus £40 per month after the first months installation. If a unit was requested for a return to an already approved location then the cost will be £75 setup plus £40 per month.
