What is an ELD?
§395.2: “ELD means a device or technology that automatically records a driver’s driving time and facilitates the accurate recording of the driver’s hours of service, and that meets the requirements of subpart B of this part.”
Key requirements:• Not necessarily a physical device but a technology platform• Device must be integrally connected to the CMV’s engine to track vehicle
movement and operation• Date, time and location automatically captured • Tamper resistant • Allow for annotation by both driver and carrier to explain or edit/correct records

Who needs it and who is exempt?
All drivers that require RODS must transition to ELDs by compliance date(s).
Exemptions: • Drivers currently allowed to use timecards could continue to do so under §
395.1(e) unless…• Fall outside of short-haul no more than 8 days in any 30 day period (rolling, not
set).• Drivers who conduct driveaway-towaway operations, where the vehicle being
driven is the commodity being delivered • Drivers of vehicles manufactured before model year 2000.

1. Accuracy and reliability
Must be able to trust that you’ve captured and have access to everything required to comply with the ELD mandate
• Audit ready
Look for: • Transparent and high system up-time
EROAD = Industry leading 99.991% uptime; < 6min downtime per month
• Evidence of independent and/or additional testing or verification conducted to assure compliance with regulations
• Comparisons in data from different solutions

2. Safety and security
You should own the data and have the right to have it stored and accessible with high degree of security
Look for: • Security and data privacy policies • Whether the product conforms to US and
international standards for technology security such as FIPS 140-2 and Common Criteria
• Cloud-based storage

Minimize the operational disruption by proactively managing the transition to ELDs with your drivers and office staff
Look for: • User manuals, training and guidance materials from
ELD providers • Frequency and means of system / software updates• Suitability for your vehicles year, make and model • Continued customer support and service • Hidden costs and contractual terms for support/training

4. Driver safety
Ability to measure driver performance data should be a by-product of an ELD to promote a safe driving culture
Look for: • Driver behavior data – speed, idling and harsh
braking events • Speed and idle reporting • Driver benchmarking and leaderboard – incentive
programs?
• Digital checklists and electronic DVIR reports – Pre, Post, and en-route inspections
