Ahmedabad: Gujarat got itseighth bomb hoax call in thepast two months, once againon the Mumbai-bound Karna-vati Express, at Surat. Andeverytime, there was a drill —the train was halted, the areacordoned and the dog squadsummoned, only to find noth-ing.
The bomb hoax on the Kar-navati Express on Tuesday,was the second on this trainin this period. But when RDX-laden IED exploded on plat-form no 2 of Ahmedabad rail-way station on February 19last year, railway officials hadno clue. Which clearly showedthat there was no intelligencemechanism with the railwayauthorities to contain realthreats.
Railway officials admit thatbarring one or two incidents,the railway police has not beenable to even trace those whomade these hoax calls, forgetcollecting intelligence. In factthe railways department doesnot have its own intelligencewing and largely depends onthe state or central intelligenceinputs.
A sinister Ahmedabad con-nection has emerged in theSamjhauta Express blasts inthat two persons accosted bythe Railway Protection Force(RPF) jawans claimed they hadgot on to the train by mistakeand in fact wanted to go to
Ahmedabad. But the Ahmed-abad railway authoritiesclaimed no such intimation.Commandant Rakesh Mishraof the RPF said “We have notreceived any information fromany one so far. I only came toknow of this only through me-dia reports.”
He said whenever there isa hoax call, the dog squad andthe security personnel rushedto the spot and if it was nearAhmedabad, the bomb dis-posal squad of the state wasalso informed and the trainwas checked thoroughly for atleast 90 minutes before the
train was allowed to de-part.Mishra admitted thatfrisking of all passengers waspossible only if entry was re-stricted, but when the railwaystation was open from all sidesand there were breaches in theboundary wall it was not pos-sible to frisk anyone. Appar-ently the divisional railwaymanager (DRM), Ahmedabaddivision, Arvind Khare hadwritten several times to the en-gineering division of the rail-ways to have a boundary walland fill the breaches, but theytoo have their own problems,said Mishra.

Ahmedabad: Over 50 stu-dents took out a peaceful ral-ly from Sabarmati Ashram tothe police commissionerate atShahibaug on Tuesday. Thiswas to submit a memorandumasking the police commis-sioner J Mahapatra to take le-gal action against the anti-so-cial elements who have creat-ed an atmosphere of constantfear among the citizens of Gu-jarat.
The rally was carried outfollowing the multiplex own-ers’ refusal to screen Parzaniain the state, due to securitythreats posed by fundamen-talist elements, despite policecommissioner’s assurancethat adequate security
arrangements will be madefor the screening.
Demanding a ‘Safe Gu-jarat’, the protesters submit-ted a letter of memorandumto the police commissionerasking the police authoritiesto ensure a safe environmentfor common citizens. NimmiChauhan, co-director, DrishtiMedia Arts and Human Rightssaid, “Even after the censorboard gave clearance to Parza-nia, it did not get a chance tobe screened here.”
However, in the submittedmemorandum, there is no men-tion of an organisation or anindividual fomenting the fearamong the citizens of Ahmed-abad. Gaurang Rawal, a pro-tester, said, “For the last two tothree years, there is an envi-
ronment of fear in Gujarat.Thisrally is not just for the issue ofscreening Parzania or Fanaa, itis to address the larger questionof freedom of speech.” City po-lice chief Mahapatra, after re-ceiving the memorandum, said,“I have assured them that noone will be allowed to take thelaw in their hands. And if theyhave been threatened, theyshould lodge a formal com-plaint, so that police can takeswift action depending on theevidence available.”
“Police officials are readyto provide protection to mul-tiplex owners, who screen themovie ‘Parzania’,” Mahapa-tra added. He, however, re-fused to take action only onthe basis of informationagainst a person.

Ahmedabad: Seven students of In-dian Institute of Technology, Kanpurhave developed an innovative multi-purpose unmanned aerial vehicle(UAV) with a low altitude surveil-lance system (LASS) for reconnais-sance and surveillance missions, andmedium altitude long endurance(MALE) vehicles for scientific mis-sions, terrain mapping and disastermanagement.
The USP of their technological in-novation is that LASS weighs lessthan three kg and can be bungeelaunched or hand launched with arange up to 50 km and is difficult todetect by radar. It can operate atnight at an altitude of 300 ft to 1000ft. MALE weighs less than 15 kg in-cluding a payload of up to 5 kg andhas a range of 2500 km operating ata maximum altitude of 30,000 feet.

companies, forest management,wildlife surveillance, environmen-tal research, as also in tsunami likesituations. Raman Puri, Gaurav Gup-ta, Mohit Mangal, Mohit Mundhra,Shobhit Niranjan, Nimish Sharmaand Vineet Singh have set up Auro-ra Integrated Systems to pursue theirbusiness venture. Puri, an IIT-K grad-uate and now an IIM, Lucknow stu-dent who was here at the IIM-A ven-
ture conclave to pitch for potentialinvestors for their business planssaid, “Our innovation can perform avariety of 24 hours tactical surveil-lance tasks by carrying a lightweightthermal imager or other sensors.” Itcan also be used for disaster man-agement in over-the-hill recce mis-sions, he added. The device can ei-ther capture images and transmitthem to the launch station or bringthem back physically. Puri and Shar-ma were here to present their ideasto VCs to take it up for mass manu-facture.
Puri says, “UAVs are robust andinexpensive for gathering wide vari-ety of aerial data for various civiland defence applications. Our expertsprovide customised solutions takinginto account the wide variety of sen-sor suits and missions for differentapplications.”
Sharma said, “This kind of sys-tem will help in saving human lives.Till now aerial surveillance equip-
ment was exported from the US or Is-rael.” He feels this system would havebeen a great help in situations liketsunami, flood relief operations, land-slide rescue missions and plantationassessment for farmers.
Kapil Modi, an IIM-A student co-ordinating the venture conclave said,“Venture Capitalists showed keeninterest in their project and feasi-bility criteria is being worked out bythem. Students will be having moresessions with VCs to further theirtalks.”
Aurora Integrated Systems hasbeen already awarded by IEEE (In-stitute of Electrical and ElectronicsEngineers, Inc) with the Aerospaceand Electronic Systems Society BestProject Award in 2006 for its fieldprogrammable gate array (FPGA)control UAV avionics. Department ofaerospace engineering, IIT-K award-ed it the best BTech project award forsuccessful flight demonstration ofmini UAV.

Ahmedabad: In a curious move, theBJP leadership appointed a rela-tively unknown party workerJagdish Patel, a former municipalcorporator, as the Ahmedabad citypresident replacing DharmendraShah.
BJP spokesperson Vijay Rupanisaid that Patel was appointed as thepresident along with nine other dis-trict presidents.
Rupani said that that apart fromappointments of the presidents ofPanchamahal, Narmada, Kheda cityand district, Anand, Banaskantha,Sabarkantha, Junagadh and Bhav-
nagar; various office bearers werealso handed the responsibility of thevarious morchas of the party.
Patel who was the former corpo-rator from Odhav is a strong sup-porter of Chief Minister NarendraModi.
Patel has refused to contest elec-tion in the Ahmedabad MunicipalCorporation as he wanted to con-centrate on his business.
He was handed over the respon-sibility as the city president replac-ing Shah. Patel was not a well knownfigure in the political circles. He wasalso the office bearer of the city unitwhen Shah was the president.

Ahmedabad: Another scamhas hit the Ahmedabad Mu-nicipal Corporation (AMC) ina matter of days. First, it wasthe suspension of six officialsin the cattle nuisance depart-ment last month. Now it is se-vere deficiencies and siphon-ing of AMC’s funds, allocatedfor the door-to-door collectionof garbage in traditional AMCareas. AMC authorities, how-ever, remained tight-lippedabout the amount.
In a day-long sample sur-vey for 70,430 households byAMC on February 13 this year,it was found that 34 per cent ofhouseholds could not be cov-ered by the garbage collectorat all, while 13.2 per cent ofhouseholds complained of ir-regular collection of garbage.
However, this revelation isonly the tip of the iceberg. Sta-tistics revealed relentlessflouting of Solid Waste Man-agement (SWM) norms bycontractors and Resident Wel-
fare Associations (RWA). Asper SWM norms of the door-to-door garbage collection pol-icy, each RWA represents a so-ciety or group of households,which appoints a part-timesweeper for collecting garbagefrom household units (oneunit = 200 households). TheAMC, in turn, bears the costof maintaining the sweeper.
AMC, in the year 2005-06,spent a little over Rs 10 crorein maintaining sweepers atthe rate of Rs 10 per house-hold. The survey revealed ex-ploitation of sweepers who, inseveral cases, were not paideven 90 per cent of theirmonthly remuneration, whichcomes to Rs 1,800.
While refusing to quantifythe money siphoned, seniorAMC officials admitted thatcontractors responsible for theworkforce could be behind thescam, as also the RWA mem-bers. “RWA membership
norms were also flouted indis-criminately,” said a seniorAMC official.
The survey showed thatgarbage collection for over11,000 houses was ‘collective’rather than ‘door-to-door’, yetfull payments for each door-to-door household/unit were madeto RWAs — translating intohuge amounts being siphoned.
Despite receiving com-plaints from sweepers and res-idents, no survey or investi-gation was carried out so far— until the state governmentannounced the ‘Nirmal Gu-jarat’ campaign on cleanlinessand health this year. Thispoints towards complicity ofsome municipal officers; ascontractors and RWAs are su-pervised by a chain of healthofficials including sanitary in-spectors, a public health su-pervisor and a deputy healthofficer.
IP Gautam, who initiatedthe survey, said that a sum-mary inquiry will be con-ducted into the matter.
