Proceedings of the Public Hearing conducted on 02.02.2016 in connection with application filed by M/s Indian Oil Corporation Ltd., for obtaining environmental clearance under EIA Notification dated 14/9/2006 for installation of 60 TMTPA LPG Bottling plant within the premises of Oil Terminal of Indian Oil Corporation Ltd at Mansa-Bathinda Highway, Bathinda, Punjab.
The following were present to supervise the proceedings:-

Environmental Engineer (Mega), Punjab Pollution Control Board,
Patiala welcomed the Supervising-cum-Presiding officers and people from adjoining
towns/villages, who came to attend the public hearing of this project for installation
of 60 TMTPA LPG Bottling plant within the premises of Oil Terminal of Indian Oil
Corporation Ltd at Mansa-Bathinda Highway, Bathinda, Punjab. He informed that an
application was filed by the company with the SEIAA, Punjab for getting
environmental clearance under EIA notification no. 1533 (E) dated 14.9.2006 for
installation of 60 TMTPA LPG Bottling plant within the premises of Oil Terminal of
Indian Oil Corporation Ltd at Mansa-Bathinda Highway, Bathinda, Punjab. After
considering the application of the Company, the SEIAA, Punjab had issued 'Terms of
Reference' to the company for preparation of draft EIA study report. Now, the
company has submitted draft EIA report to the Punjab Pollution Control Board for
conducting public hearing of the project as per the procedure prescribed in the EIA
Notification dated 14.09.2006. Environmental Engineer (Mega) appraised the public
present there about the requirement of conducting the public hearing before
deciding the application filed by the industry for getting the said clearance for
establishment of the project at the proposed site. He also brought into the notice of
public that a copy of the draft EIA report alongwith the executive summary of the
same submitted by the industry to the Punjab Pollution Control Board was placed in
the office of Deputy Commissioner, Bathinda; Commissioner, Municipal Corporation,
Bathinda; Chairman, Zila Parishad, Bathinda; General Manager District Industrial
Centre, Bathinda; Regional Office of MoEF at Chandigarh; Environmental Engineer,
Regional Office, Punjab Pollution Control Board, Bathinda for access to the public
and other stakeholders. He further brought out that a notice of public hearing was
published in two prominent newspapers namely, The Hindustan Times (English) and

"Ajit" (Punjabi) on 02.01.2016 to make the public aware of the date, time & venue
of the public hearing and about the places/offices, where the public could access
the draft EIA report and its executive summary report before the said hearing.
Thereafter, he requested the representative of the project proponent to elaborate
the main features of the project and the draft EIA study report.
Sh. Sher Singh, Chief Manager Operations, Punjab of the Company
brought out the details of the project before the public as under:-
• Indian Oil Corporation Ltd (IOCL) is Premier PSU under MoP&NG, GOI and had
a Turnover of INR 4,50,750 Cr during last five years.
• IOCL is Largest Oil Company by Sales in India having 119th position as per
Fortune ‘Global 500’ listings.
• IOCL is having 10 Refineries which is 31% of national refining capacity, 4448
Km crude pipeline, 6633 KM product pipeline & 140 KM Gas pipeline.
• IOCL is having over 43,000 customer touch points which include 24400 retail
outlets, 6200 KSKs, 6400 consumer pumps, 7934 distributors – backed up by
136 terminal/depots,98 AFSs, & 91 LPG Bottling Plants. 8.8 Cr households are
covered for LPG as cooking gas by IOCL.
• IOCL is having ubiquitous presence from Himalayas to Kanyakumari & Kutch
to Kohima
NEED FOR PROJECT
This project shall ensure availability of LPG for commercial and domestic
uses for residents of Bathinda and nearby districts like Mansa, Muktsar,
Fazilka, and Faridkot.
This will lead to improvement in overall availability and timely delivery of
LPG.
This project shall give rise to substantial benefits to Punjab State’s
exchequer.
This is a key project and shall triggers overall development of the Region.
This project will reduce pressure on other polluting sources being used e.g.
firewood, coal & other fuels for cooking purpose
BACKGROUND
The existing Bathinda Terminal was commissioned in 1998 on 104 Acres of
land.
Total developed Area 49Acres and Non-developed Area is 55 Acres/
The proposed LPG Bottling Plant to be located within 18.5 Acres of Non-
developed area
MATERIAL FLOW
Receipt of Bulk LPG will be through cross country pipelines & Bulk Trucks.

Storage of LPG shall be in above Ground Mounded Bullets (3 X 600 MT)

HIGHLIGHTS
No manufacturing process shall be done in this plant and only storage of
Bulk LPG in mounded bullets and dispatch through trucks shall be done.
No Endothermic/ Exothermic Reaction is involved in the process.
Entire process will be in closed circuit for Enhanced Safety
The total estimated Project Cost will be INR 96 Crore.

Fire water storage (4 Hours) & Fire Pumps for largest contingencies shall be

Fire hydrant & monitor Facility for entire plant area shall be provided.
Long Range Remote operated monitors for all Mounded Bullets shall be
provided.
Sensors of Gas Monitoring System are all over the critical areas of plant shall
be provided.
Manual Call Points at strategic places as part of Fire Alarm System shall be
provided.
Inter Lock Shut Down System and Emergency Shut Down System in plant
operation shall be provided.
CCTV Surveillance system for the entire plant and Boundary wall shall be
provided.
Access Control System for entry control shall be provided.
All Bullet Tank truck Loading/Unloading system shall be equipped with Excess
Flow Check Valves.
EMERGENCY PREPAREDNESS
Periodic Emergency Drills & Emergency Response Drills as per norms of OISD-
144 shall be carried out.
Emergency Organization Chart with defined Responsibility for On shift & Off
shift shall be employed.
Reporting Near Miss Incidents shall be done.
Communication Gadgets like Siren with Codes, Manual Call Points, Hooters/
beacons, Walkie-Talkie sets, Public Address System, Flameproof PA/paging
system at areas shall be provided.
Assembly Point will be there for gathering during emergency situation.
Emergency Escape Routes indicated by marking buildings/ roads shall be
demarcated.
Training to Personnel (IOCL staff, Contract labours, Security Personnel &
ST/TT crew) shall be done regularly.
Close Coordination with District Administration shall be done.
Awareness Programs with Local Community shall be done.
Mutual-Aid Scheme with other OMC & major Hazardous Industries/Units shall
be done for enhanced safety.
EMPLOYMENT GENERATION
In existing POL Terminal, IOCL currently has 32 employees directly and 510
employees indirectly.

The proposed project shall provide employment potential under unskilled,
semi-skilled and skilled categories.
The employment potential shall increase with the start of construction
activities.
The total employment potential of plant in Operational Phase is 70 people
which will be upto 30 direct and 40 indirect that includes contract labour and
security personnel.
Additionally, this project will generate employment for local people in
associated services like transportation, various maintenance contracts of the
location during operation, eateries, and workshops for TTs plying from/to the
locations & other ancillary industries.
RECOMMENDATIONS
Design of Layout shall be as per OISD & PESO Regulations
Control of ignition shall there through Earthing, Bonding, Lightening
protection, Ex-proof/ intrinsically safe & Flameproof gadgets, Spark arrestors.
Work permit system shall be employed.
Automation with control logics & interlocks for Plant Operation shall be
provided.
Safe operating procedures (SOP), Periodic/Preventive Maintenance,
Emergency preparedness & Training to personnel shall be there.
SUMMARY
Project will have state level importance for catering LPG to Punjab on priority
There will be no impact on environment and & development of Greenbelt in
vacant area will be done. Utilization of clean fuel /LPG by people shall further
reduce air pollution by reducing the utilization of coal/wood etc.
This project will contributes to socio economic development in & around
Bathinda, Punjab.
This project will lead to overwhelming Positive Impacts on environment in and
around Bathinda and shall also lead to development of the area.
Thereafter, Environmental Engineer brought into the notice of public
present at the venue of hearing that as per the provisions of EIA notification dated
14.09.2006, as amended from time to time, the persons present at the venue may
seek any information or clarifications on the proposed expansion project from the
project promoter. It was also brought into the notice of the persons present there
that the information or clarifications sought by them and reply given by the project
proponent will be recorded in the proceedings of the hearing, which will be sent to
the SEIAA, Punjab for further consideration. Accordingly, he requested the persons
present in the hearing to seek information or clarifications on the project one by one.
He also informed that no information / clarifications / comments / views /

People of the area are already facing difficulty with the operations of existing Oil Depot due to oil theft, pipeline leakage and accidents happening due to vehicles parked outside the premises along road sides. We all oppose this project.
There will be no pollution with the coming up of proposed LPG bottling plant project. For traffikc management, existing road will be widened.
Sufficient parking space will be provided inside the premises which will be separate from oil terminal parking. Trained drivers will be deployed. Safety distance from Army Ammunition Depot has been kept more than the required distance of 1200 yards. Layout plan has been approved by the Department of Town & Country Planning, who is the competent authority and requirement of 1200 yards distance from residential area has been considered.
2. Sh. Kaka Singh Sarpanch, Village Phus Mandi, District Bathinda.
Oil theft and pipeline leakages are taking place in the existing Oil Depot and gas leakage is likely to happen with the coming up of LPG bottling plant. Who will be responsible for all this? All the complaints filed with authorities unattended.
3. Sh. Karamjit Singh S/o Sh. Madan Lal, r/o Bathinda.
The project will benefit the area and we are in favour of this project, but other public present objected to his comments and contested that he is not a bonafide resident of the area. When asked to prove his identity, he could not prove his bonafide resident status.
4. Sh. Tara Singh S/o Sh. Babu Singh, r/o Village Talabgarh, District Bathinda
Whether required safety distance from Army Ammunition Depot has been kept in mind while approving layout plan of project and necessary clarification in this regard has been obtained from Army Authorities? In case of

some mishap in Army Ammunition Depot will it not affect the LPG Bottling plant and vice-versa? Oil thefts are taking place in the existing oil terminal but no action is taken on the complaint by the authorities. The clarification should be obtained from Defence Authorities regarding safety distance from Army Ammunition Depot for such type of risky projects.
5. Sh. Nirmal Singh S/o Sh. Gurcharan Singh, r/o Phus Mandi, District Bathinda.
When oil theft is taking place in the existing oil depot, how can there be any safety? Whether there will be no theft from the LPG pipeline?
At the end of the public hearing, Sh. Kaka Singh Sarpanch Gram
Panchayat Village Phus Mandi, District Bathinda submitted a representation
dated 02.02.2016 signed by him as well as few others stating that they have
come to know that a gas plant is coming up in the existing oil depot and there
is habitation in the vicinity of the said depot and in case gas plant is established
then a serious accident can happen here any time. It has been further stated
that they have met the oil depot management many times but they have not
paid any heed to their request. In case any untoward incident happens with the
coming up of gas plant, then responsibility of this will lie with administration. It
has been requested to not to allow the establishment of above said gas plant in
the depot. A copy of the same is attached as Annexure-A.
Then the Environmental Engineer (Mega), Punjab Pollution Control
Board, Patiala requested the public, that if anyone else want to ask any more
question about the proposed project, he may come forward, but no one came
forward. The public hearing was attended by 84 persons.
The supervisor-cum-Presiding Officer thanked the public present in
the hearing for giving their valuable times and keep patience in the hearing.
The public hearing ended with vote of thanks to the chair.
