Lookingbackat2012,thethreethemesthatarethetraditionalcoreoftheIPISresearch,beingarmstrade,naturalresourcesandsocialcorporateresponsibility,havesteadilybeendevelopingintofully-fledgedresearchprogrammes.Itisclearthatthefirsthandknowl-edgeandgrowingexpertiseofIPISareappreciatedbyvariousstakeholders,resultingintonewprojects.
Inadditiontothesethreethemes,wealsosawtheconsolidationandintegrationoftheworkonconflictmapping intoasolid fourthpillar inouractivities. In this respect, IPISestablisheditselfasaproviderofraredataandareferencepointforstakeholders.
Thisyearwasalsomarkedbyanincreaseofthecapacitybuildingexpertise.SupportedbytheBelgianDevelopmentCooperation,IPIShasfurtherexpandeditsworkinthisfield.ThiswasreflectedbyintensivecontactswithresearchersintheSouth,whereIPISsharedexpertiseandadvisethroughworkshopsandresearchcooperation.IntheframeworkoftheProminesMappingproject,IPISembarkedonalongtermcapacitybuildinginitiativewiththeDRCminingadministrationandcivilsociety.Resultingfromourgrowingexpertiseincapacitybuilding,fourCapacityBuildingModulesarebeinglaunchedasthestartofanongoingseries.
In2012wewitnessedtheintroductionofafocalpointfordatacollectioninBukavu.Thoughstillproject-basedfornow,thisclearyshowsthatIPISiswellunderwaytodevelopastruc-turalandpermanentpresenceinthefocalregion.Thiswillgreatlyfacilitatedatacollectionandcapacitybuildinginthefuture.
TheIPISteamhasdevelopedastrongbalanceingender,ageandexpertise,withresearch-ers covering a wide range of academic, technical andmultilingual backgrounds.These growing competencesenableustokeepondeliveringrelevantresearchoutputinvariousformats.
Fromanorganisationalperspective,sustainablegrowthalsobringsitschallenges.ManaginganincreasingnumberofresearchprojectsinagrowingrangeofcountriesintheGreatLakesregionandbeyondrequiresintensiveprojectmanagement.TheBoardcontinuestoreflectonriskman-agementand internalorganisation.Over the last years,IPIS has reflected on the impact of our research in theSouthandwillcontinuetodosointhefuture.Projectsareplannedinawaythatevaluationswithstakeholderpar-ticipation is integrated, so that IPIS remains focusedonstayingdemand-drivenandrelevantforallstakeholders.
HerebyIwouldliketothankthemembersoftheBoardfortheircontributiontogoodgovernanceinIPIS.Lastly,onbehalfoftheBoard,IwouldliketothankallstaffmembersfortheircommitmenttotheIPISprojectsandpublicationstroughout2012.

PrefaceThedaythisAnnualReportispublished,crucialnegotiationsontheUNArmsTradeTreatyaretakingplaceinNewYork.IPIShasmonitoredthisprocessformanyyearsand,throughcasework,providedcampaigningngo’swithinformationonirresponsiblearmstransfers.
Oncemore,theregionoftheGreatLakeswasthetheatreofarmedconflictandhumanrightsviolationsthatundermineeffortstoobtainsustainablepeace.IntegrationofrebelgroupsintotheFARDCremainsdifficultandcallsforacriticalanalysisofthecurrentsecu-ritysectorreforminitiatives.ThesuddenoffensiveoftheM23rebelsandtheunexpectedfallofGomainNovemberbroughtthisissueoncemoretothefront.Widelyacceptedevi-dencethatRwandaandUgandawerebackingtheoperationsofM23suggestthatthisisanothercycleinalong-standingpatternofovertandcovertsupportforarmednon-stateactorsbyDRC’seasternneighbours.Difficultpeacenegotiationswerestartedandcarriedforwardinto2013.ThiswasmirroredbyeventsintheCentralAfricanRepublic,whereanoffensiveoftheSelekarebelcoalitioninDecemberledtopeacetalkswiththegovernment.IPIScloselymonitoredtheseprocessesintheWeeklyBriefing.
Asalreadypredictedbymanyobserversin2011,thepoliticalchangesinNorthAfricaandtheMiddleEastandthefalloftheKaddhafiregimeinparticularhaveleadtoincreasedactivityofarmedgroupsandwidespreadarmsflowsinthecountriesoftheSahelandSub-SaharanAfrica.ThefactthatMalinesearmedgroupshavebeensignalledinDarfurillus-trateshowtheseconflictsareinterconnectedandaffectpeaceandhumandevelopmentinSub-SaharanAfrica.AnewprojectonconflictmappinginSouth-SudanthatIPISinitiatedinthelastmonthsof2012willprovetobehighlyrelevantinthatrespect.
Focusingontheextractionofnaturalresourcesandcorporatesocialresponsibility, IPIScloselyfollowedthestandinginitiativescarriedforwardbyICGLRandOECD.Forthelatter,IPISconcludedthethirdandlastofaseriesofmonitoringreportsontheimplementationoftheDueDiligenceGuidance.Whilethisseriesofreportsfocusedonthe3Tminerals(tin,tungstenandtantalum),itisclearthatduediligenceongoldwillbethenextchallenge.
Whenitcomestominingreform,thelackofreliabledataisapparent.SupportedbyWorldBank/ProminesandtheBelgianForeignAffairs, IPIShasinitiatedalongtermprojecttomapminingactivitiesinEasternDRC.ThedataarecollectedthroughacapacitybuildingprogrammeforCongoleseminingauthoritiesandcivilsocietyandwillbevisualisedinanupdatedandextendedcollectionofwebmaps.Byprovidingthishardtofindinformationinastructuredandaccessibleway,IPISwillcontinuetosupportpolicymakersingovernmentandcivilsocietyandotherstakeholdersintheirworkondevelopment,humanrightsandsecurityintheGreatLakesregion.

MissionIPISisaresearchcentrethatgathers,structures,assimilatesandprocessesinformationintotrainingmodules,workshops,lectures,briefings,dossiersandreports.Ourprimarytargetgroupisgovern-mental,non-governmentalandintergovernmentaldevelopmentactors,aswellasprivatecorpora-tionsandlawmakingbodies.
Throughdiversechannels,includingthemedia,theacademicworldandthinktanks,ourinforma-tionalsoreachesawiderrangeofstakeholders.Inthelargestsense,ourtargetgroupconsistsofallindividualsandorganisationsthatarecommittedtopeace,humanrightsanddevelopmentinSub-SaharanAfrica.
Our‘actionresearch’focusesonfactsandfiguresratherthanontheoreticalknowledge,because,afterthediagnosticstage,wewishtogofurther,andofferpracticalsolutions–workablepolicyrecommendations,trainingandcapacityenhancingworkshops–toourtargetgroup.
Ourresearchactivitiesconcentrateonthreecorethemes,aroundwhichwehavebuiltupaunique,field-basedexpertiseandnetworkoverthelast25years.
Weshedlightonfactsrelatedtotheopaqueinternationalarmstradewithandinourregionoffocus.Theanalysisofthisdataoffersinsightsintotheconsequencesofarmsflowsonconflictandunderde-velopment,andrecommendationstopreventtheproliferationofarmsinSub-SaharanAfrica.
Wecarryoutin-depthresearchintotheexploitationofnaturalresourcesandputintoperspectiveissuessuchastheredistributionofrents,poorgovernanceandcorruption,thefinancingofconflictsandcorporatesocialresponsibility(CSR).
Ourfinalcoretheme,CSR,dealswiththeroleoftheprivatesectorinourfocusregion.Overthecourseofmanyyearswehavewitnessedthepotentialofprivatecompaniestocreatewealthandpromotepeacewhilstsimultaneouslyexacerbatingconflictandinequality.OurCSRresearchfocu-sesonallaspectsofsustainabledevelopment,respectforhumanrights,andtheimplementationofself-regulatoryandlegalframeworks.Attherequestofourclients,weapplyourCSRexpertiseinthedevelopmentofmethodologiesthatcanalsobeemployedoutsideourregionoffocus.
ThenatureofIPIS’researchstandsmidwaybetweenjournalismandacademicresearch.Whereastheacademicapproachtoresearchislargelygroundedintheory,IPISsharesinjournalism’sprioritisa-tionoffacts.HoweverIPISalsodigsdeeperandmorethoroughlyintoitsthemesofresearchthanisusualwithinthejournalisticprofession.Indoingsoweapproachinvestigativejournalism,extendingtosourcesoutsidethepublicdomain.
Ourinformationgatheringisanongoingprocess,executedthroughtheconsultationandanalysisofsourcesontheinternet,academicandjournalisticpublicationsandconfidentialdocuments,com-plementedbyfieldworkandinterviewswithinanextensivenetworkofcontactsbuiltupovermanyyears.Thisdatastreamisprocessedbyourresearchersandformsthebasisoftheresearchprojectsthatwecarryoutforexternalclients.
Dependingonourclients’requirements,IPIS’outputeitherconsistsofpublishablereportsorprivatedossiers,intendedonlyfortheclient.ExamplesofthelattermightincludereportsthatserveasthebasisofanNGOcampaign,orbriefingstoenableapublicauthoritytomapoutitspolicyoptions.Theanalysesweprovideinourdossiersarealwaysaccompaniedbyworkablerecommendationsthathavebeensubmittedforreviewbylegalandtechnicalexpertsandbypolicymakers.Theserecom-mendationsareaddressedtoallthestakeholdersinvolvedintheresearchtopic.Besidesdossiersandreports,wealsocompilecourses,trainingmodules,andgiveworkshopsandlectures.IPISoftendealswithsensitiveinformationand,inhandlingthis,wepursuedeontologicalprinciples,includingreliability,criticalsense,impartialityandcheck&double-check.

The Center for International Forestry Research(CIFOR)isundertakingbroadresearchtoprovideinformationfortheEU,andpolicymakersintimberproducingcountries,aboutthescaleandstructu-resof informaldomestictimberproduction.Cru-cially,thisincludesanalysisofthekeyconsiderati-onsandpotentialcostsandbenefitsofpromotingformalisation in thesector.Significantly, theEU’srequirements regarding the legality of timberimports are currently subject to change, steeredby theForestLawEnforcement,GovernanceandTrade (FLEGT) Action Plan.Therefore, CIFOR hascommissionedIPIStoevaluateinitiativestoforma-lisetheartisanalminingsectorintheDemocraticRepublicoftheCongo(DRC)andRwanda,inordertolocatelessonslearned.Theseperspectiveswill
