General Overview

The Meaning of “Best Value”
• This procurement shall be conducted utilizing Best Value Selection (BVS), which seeks to select an offer based on the best combination of price and qualitative merit of the offers submitted
• BVS evaluation is based on the premise that, if all offers are of approximately equal qualitative merit, award will be made to the offeror with the lowest evaluated price

Set-Aside Considerations
• Combined 8(a) and/or HUBZone set-aside• Only Cleveland Area District 0549 eligible

Statement of Work Requirements• Provide expedited means to implement
construction activities, including new construction; rehabilitation; and modifications of existing facilities and related services at the Glenn Research Center (GRC) main campus and Plum Brook Station.
• Work will be assigned by government issued Task Orders and implemented by Construction Project Plans (CPP) created by the Contractor, following Notice to Proceed by the government.

Statement of Work Requirements
• Work effort will be comprised of two types of construction projects issued as task orders:– “Standard Projects” --- work valued from $0 to
$200k.– “Level One Projects” --- work valued over
$200k, OR involving critical systems or research impact.

• Contractor shall furnish all labor, materials, equipment, and project management to meet SOW requirements.
• Work includes, but is NOT limited to: Architectural, Structural, Civil, Mechanical, Electrical, Environmental, Architectural and Engineering consulting services, and other specialized services.

Evaluation of Offers
• Initial evaluation to ensure required information has been provided and there has been a reasonable attempt to present an acceptable offer
• All acceptable offers will be evaluated against the specifications and the best value characteristics

Evaluation of the BVCs
• Best Value Characteristics – Health and Safety Plan, Management Approach Plan and Key Personnel and Experience will be combined into a single Technical Merit rating
• Past Performance will be given a single rating• Pricing Elements will be given a single rating• Technical Merit, Past Performance and Pricing
Elements will be jointly considered in the final selection decision.

Rating System for the BVCs
• Excellent – The offer provided is deemed to exceed all essential elements and stated requirements of the RFO and SOW, and offers a distinct advantage to the Government.
• Very Good – The offer provided is deemed to be beyond the stated requirements of the RFO and SOW, and offers an advantage to the Government.
• Satisfactory – The offer provided is deemed to be adequate to meet the stated requirements of the RFO and SOW.
• Poor – The offer provided is deemed to be less than adequate to meet the stated requirements of the RFO and SOW.
