Know BEA
Bihar Entrepreneurs Association (BEA) a not for
profit organization was founded by young
Entrepreneurs from the state in 2011 to provide a
platform for new enterprise, startups and potential
entrepreneurs from the state to establish a successful
business and with a holistic aim to making Bihar as an
“Enterprising Bihar by Changing the Job oriented
Mindset of the youth, creating an industry and
entrepreneur friendly ecosystem in state and building
a pool of entrepreneurs for future.
BEA offers an excellent platform for the youth who
are future entrepreneurs, where one prospect
entrepreneur can get a single window service, from
advisory services to fund raising support and Hnad-
holding. BEA represents the spirit of growing
entrepreneurship in Bihar. BEA aims to promote
entrepreneurship, providing relevant linkages for
entrepreneurs, association with skill development
activities, directly or indirectly creating job space and
opportunities, and participating in economic growth
in Bihar and also Expanding business opportunities
for seamless growth across all the sector of industries
in the region. BEA aims to provide range of advisory
reports, expert talks and global linkages. BEA is
creating a strong network of entrepreneurs
having interest in Bihar. It is creating a repository
of resources, reports, business plan that will be
helpful for every member of the association.

Regular events with the entrepreneurs are
organized for solving issues, sharing best
practices, exchanging ideas, identification of
opportunities and developing synergy with

Bihar Entrepreneurs Association is a regional
coalition of entrepreneurs, business and
community leaders, organizations. We help
them to access nationwide tools and resources
that will help them scale companies, grow their
ecosystem and create jobs. BEA works under
guidance and in collaboration with the Several
Dept. of Govt. of Bihar especially Department of
Industries, Dept. of MSME, Govt. of India and

Bihar Start-up Yatra
BEA organizes a state-wide Entrepreneurship cum
Start-up Drive to make “Youth Enterprising‟ in
districts and blocks of Bihar. This has been the
biggest Entrepreneurship Campaign in the Country
covering almost 200 institutions in all 38 districts
and 60,000 interactions with potential
entrepreneurs/people with ideas and proposals. We
have done 67 Start-Up Yatra’s in 38 districts of
Bihar from 2013. The response was excellent by the
society, students, potential Entrepreneurs, Young
Entrepreneurs, & Media at large. The Event was
such a success that it has been planned to be done in
all the 38 Districts of Bihar so that we can achieve
our objective of “Making an Enterprising Bihar “All
the events were inaugurated by Hon. Minister of
Industries, Govt. of Bihar. Right from Girls colleges
to a remote location college without electricity.
1st Bihar Entrepreneurship Summit- Annual Flagship
Program
Bihar Entrepreneurship Summit
This is a festival of Entrepreneurs, a tribute to all
New Ventures, Start- Ups, Young Minds, and idea
sharing of Young Entrepreneurs, to showcase
Innovation, a platform for Experts, Consultants,
Academicians, and Investors. It is being organized
every year in the month of March by Bihar
Entrepreneurs Association, in collaboration with
different Govt. and Non-Govt. organization. The
BES‟s vision has enhanced, and objective is
replenished, hence every BES is much more
improvised than the previous one.
In 2014, 1st BES was attended by Planning
Commissioner, Industry Development
Commissioner, Secretaries of several dept., Govt. of
Bihar and Govt. of India.
In 2015, 2nd BES was inaugurated by Hon Chief
Minister Shri Nitish Kumar in March 2015, where
to minority colleges, the process for motivation,
ignition, preparation and execution was followed
during StartUp Yatra. BEA is being invited by Govt.
of Jharkhand and Govt. of UP and Govt. of India for
doing StartUp Yatra in those states.
The Summit is expected to bring together more than
1000 entrepreneurs and leaders of entrepreneurial
organizations from countries to exchange ideas and
establish international networks and partnerships.

Bihar Entrepreneurs Association (BEA), in
partnership with Dept. of Industries, Govt. of
Bihar, and many other national and international
Partners of BEA, organized the "BESTALK
2016– a small talk can bring a big change"
which would be one of the India's largest pre-
events where people from diverse backgrounds
come together in 10 cities in India, US, UK and
Singapore.

BEA has brought people who think about Bihar and
want to help this 75 million youth populated state on
one platform.
Now, it’s a 16000-member organization and playing
main role in developing Entrepreneurial and StartUp
Ecosystem at micro level in the state through
Incubators, Business Facilitation Centres, StartUp
Policy, State Venture Capital Fund etc.

3rd Bestalk-Mumbai was organized at Norton
Hall, Bombay Stock Exchange Building on 27th
Feb, Saturday. The Special Guest for
BESTALK Mumbai was Industries Development
Commissioner, Govt. of Bihar, Dr. S. Siddhartha.
This event worked in getting investors, entrepreneurs
and application for different sectors, Government
department, social development sectors.

We are getting huge support in these cities from
Bihari and many Non-Bihari people in these

StartUp Bihar- The Official Portal and Processing
System has been designed by BEA for applying,
processing and Management of every application for
startup under Bihar StartUp Policy.
IMPACT OF BEA ON BIHAR ECONOMY:
BEA has directly created around 2000 Entrepreneurs in
the state from 2011 and aims to promote
entrepreneurship in Bihar with 5000 StartUps and
young entrepreneurs till 2020. It works on Ignition
(Changing the Mindset towards
Entrepreneurship), Preparation (Empower with
knowledge, information and hand holding) and
Execution (Network, Market, Finance. All its
ultimately leads to increase in the GDP of the state with
the only Goal of “Making An Enterprising Bihar”.
• On BEA demand, Startup Committee was
setup by Hon. Chief Minister of Bihar with
two BEA members and three commissioners
(senior IAS officials) for devising the Startup
policy for Bihar and it will enacted from 1st
July 2016.
• 1stIncubation Centres EZ set up and passed by State
Cabinet. • State Venture Capital Fund of 500 crores declared
by Hon CM after our prolong request.
• Setting Startup Centres at district level with the help
of local colleges and institutions.
• 26 Startup Yatra in colleges and

ACHIEVMENTS

March 2015 and was inaugurated by Hon. Chief
Minister of Bihar. In March 2016, 3rd

Entrepreneurship Summit was organized, where
some of the top knowhow of the Govt. and startup
ecosystem in the country were present along with
Industry people like CEO-General Electric
(Transport and Aviation).
Enterprising Zone- The
Incubation Centre and New
Initiatives
BEA started Incubation Centre-Enterprising
Zone-EZ with National and International
Partners. It is also starting StartUp Centre in all
districts of Bihar. Next phase of Bihar Start-Up
Yatra is going to be organized by BEA in 2016
completing 50 StartUp Yatras. Sector-wise
Entrepreneurship Development Program will be
organized by BEA in future. BEA is going to
launch An Entrepreneurship Promotion program
in schools for motivating and connecting
students in schools to innovators and Mentors to
enhance creativity and knowledge. EZ is
registered with StartUp India, Govt. of India
also.
BEA signed MoU with BRICS Chamber of
Commerce to start Skill Development Centre
(named asEXCEL-50) train in IT sector and high
technologies in Bihar. Engineering and IT
graduates will be getting exposure to corporate
and updated technologies with this well-planned
course outline from Global experts.

A special skill development programme by BRICS
Chamber of Commerce and industry with Bihar
Entrepreneurs Association for IT and
Technology skill development inBihar for the
engineers of state. According to National
Employability Report released by Aspiring Minds
17.91% IT Services, 3.67% IT Products and in
business processes outsourcing only 40.57%
Engineers are employable. This became the
pioneer for skill development programme.
BEA continue to tie-up and partner for Skill
Development projects in Bihar especially young
girls and women.
Pitch 4 Bihar: Biggest Idea Launch Pad
“Pitch 4 Bihar” was inaugurated by Hon.
Minister of Industries and Science and
Technology Shri. Jai Kumar Singh, Govt. of
Bihar along with Hon’ble Minister of
Cooperative Shri Alok Kumar Mehta Govt. of
Bihar, Principal Secretary, Dept. of
Industries, Govt. of Bihar, MD, Bihar State
Beverage Corporation Limited on 21st October
2016. It was a campaign where candidates
registered their Business Ideas and Mobile App
Ideas from all over India (IITs, IIMs, and NITs,
IIITs and many engineering and management
colleges) online and offline. A Business Plan
format was provided to the applicants free of
cost. This was 1st time when a CASH award of
Rs. 2 lakh and non-cash awards of Rs. 10lakh
was given to the winners. Judges from the
knowhow of the StartUp World came for the
Pitch 4 Bihar. They analyzed, checked the
feasibility of the idea, their USPs, the stage of the
StartUp, revenue model etc. and connected with
the mentors and the incubation center.

BEA visit to China for Cross-Border Trade
and Investment Summit
BEA was invited by Govt. of Guizhou, China for
Cross Border Trade and Investment Summit in
China’s 1st Smart City- Guiyang. Delegates from
38 countries came for the Summit. BEA
participated as an organizing partner. BEA was
official Organizing Partner for Sino India Trade and
Investment Summit. It was representing India for its
Startup Landscape and Collaborating with Chinese
Startup community. Collaboration on Many
opportunities or Trade and business such as:
#StartUp Exchange Programme, #Infrastructure Development,
#Collaboration on Tourism Development,
# Big Data Industry Development and tie up with
Global Big Data Exchange in setting up Big
Data Science Institute in Patna,

Two Universities namely Guizhou University and
Guizhou Normal University were visited by BEA
delegation for this purpose.
Presentation was given by GICC on Similarities
between Guizhou and Bihar. On behalf of BEA, Mr.
Abhishek Kumar presented on Enterprising Bihar and
the area of collaboration. Three StartUps were
presented for Funding and Tie-Ups, Medi360, School
Link and Deep Pockets. BEA delegation was given
due importance for meeting the Governor of
Guizhou, China at Guiyang, China.

Fast implementation of the Startup policy was the main
focus of the meeting. All the five StartUps had one on
one conversation with the Hon. Chief Minister. Steps
for proper implementation of Startup policy were
discussed. Hon. CM highlighted the areas favorable
for Startup. Discussion was done on “StartUp BIHAR”
for a grand launch of first phase for seed fund.

is a Professor of Finance and
Economics at XLRI

Dr. Sumeet Kumar
is Associate at Dean

D.C. Metro Area since January
2014. He completed his
education at Massachusetts
Institute of Technology. At
MIT, he also worked as
Research Assistant. There
he Designed and fabricated a
micro fluidic platform for carrying out a
biochemical reaction called polymerase chain
reaction. He also Investigated implementation of
bench top biochemistry in a micro fluidic
environment and developed a 3- dimensional,
computationally efficient thermal fluidic model to
capture the conjugated heat transport mechanisms
in the micro fluidic platform. He works on Big
Data Analytics, Machine Learning and working
with Facebook.

Dr. Kamakhya Nr. Singh is Technical (Microfinance) Expert, UNDP (AMSCO) and Chief Financial Officer (CFO), LAPO since May 2010. Previously he worked with Asian Development Bank, VAEWA/VESA and Volunteer Consulting Club. Dr. Singh
completed his education at University of Oxford. Dr. Singh has Top management level extensive experience of about 20 years across Asia, Africa and Europe in the area of Finance, Strategy, and Management.
Dr. Piyush Kumar Sinha completed his Ph.D. at Sardar

Dr. Sunil Srivastav is Founder, President and CEO of Richmond
Chemical Corporation. He also co-founded Ingenza
with responsibility for technology and product
commercialization, marketing and business
development in 2002 following a 12-year history with
Monsanto Corporation, Chicago IL, where he was
instrumental in the establishment, growth and sale of
the NSC Technologies division to Great Lakes
Chemical Company for $125 million in 1996.

The 6-month program started with 4 day workshop at Patna for
