Brief Industrial Profile of Kollam District
1. General Characteristics of the District
1.1 Location & Geographical Area.
Kollam District is situated on the South west coast of kerala. The District is bound on the north by Alappuzha and north east by Pathanamthitta Districts on the east by Thirunelveli District of Tamilnadu, on the South by the Thiruvavanathapuram District and on the west by Arabian sea. The area of the district is 2,492 sq. kms. And in area the district ranks seventh in the State. Coordinates 8°53N 76°36E / 8.88°N 76.60°E / 8.88; 76.60 Two rivers Kallada and Ithikkara flow through this District. The Sasthamcotta lake, the only major fresh water lake in the state is in Kollam District.
1.2 Topography
Kollam District which is a veritable Kerala in miniature is gifted with unique representative features - sea, lakes, plains, mountains, rivers, streams, backwaters, forest, vast green fields and tropical crop of every variety both food crop and cash crop, so called 'The Gods Own Capital'.

1.3 Availability of Minerals.
The district is immensely rich in mineral resources. The beach sands of the district have concentrations of heavy minerals like Ilmenite, Rutile, Monosite and Zircon which offer scope of exploitation for industrial purpose. Besides large deposits of China clay in Kundara, Mulavana and Chathannoor, there are also lime shell deposits in Ashtamudi lake, Bauxite deposits in Adichanallur and disseminated graphite in Punalur.

1.4 FOREST
Kollam District has a large area under forest. Pathanapuram, Anchal, Kottarakkara and Chadayamangalam are blocks having large areas of forest. The forest divisions are at Thenmala and Punalur.

1.5 Administrative set up.
The Quilon district is divided both on geographical and functional basis for purposes of general administration. Geographically it is divided into Revenue Divisions, five Taluks and 104 Villages. Functionally the District administration is carried on through the various Departments of the State Government each of which has an office of its own the district level. The District Collector is the pivot district administration and the District Officers of the various Departments in the District render technical advice to him in the discharge of his duties. The District Collector is a key functionary Of Government having large powers and responsibilities. He has a duel role to play both as the agent of the Government and also as the representatives of the people in the District. He is responsible for the maintenance of the law and order.

CASHEW, COIR, WOOD & HANDLOOM Cashew processing and coir production are also major industrial vocations of the district. Handloom industry, clay and wood based industries also contribute to the industrial advancement of the region. Cashew processing is a major industrial activity in the district.

The Kerala State Cashew Development Corporation (KSCDC) is the largest processor of cashewnut in the world. At present, it has 34 factories. • District wise distribution of Gross State Domestic Product at factor cost at current prices
shows that Ernakulam District continues to have the highest income of `40478.48 crore in 2010-11 and Kollam district in the 6th position with` 21758.56 crore.
• At constant (2004-05) prices Ernakulam district GSDP comes first with ` 28711.07 crore during 2010-11 compared to Kollam district in the 6th position with` 14786.75crore.
• Growth rate of GSDP among district, kollam district registered a rate at constant prices 8.66%, which was below the growth rate 9.3% recorded by the state during corresponding period
District-wise Per Capita Income 2010-11( at constant prices 2004-05)
• The analysis of district wise per capita income shows that Ernakulam district stands ` 85070 at constant (2004-05) prices in 2010-11 as against ` 78351 in 2009-10 Kottayam District has the second largest per capita income of ` 64648 in 2010-11 at constant prices followed by Thiruvananthapuram (` 60945), Pathanamthitta (` 60370),Thrissur (` 57298) .
• Kollam district (`53595) was in 8th position in comparison to other district during
2010-11. • There was marked improvement from 10th position Kollam held during 2007-08 with
`34475 PCI Kollam. • In comparison with 2009-10 Kollam PCI `49683, the disrict recorded a growth rate of
7.87% during 2010-11. • PCI growth rate of Kollam distrcit was below PCI growth rate of the state(8.33%) during

• District-wise Sectoral Distribution of Gross State Domestic Product District wise and sector wise analysis of GSDP shows that the highest contribution from primary sector income of ` 2472.84 crore at constant (2004-05) prices was in Ernakulam district during 2010-11 followed by Kollam (` 2450.16 crore) , Kottayam (` 1848.4 crore), Idukki (` 1624.75 crore).
• In secondary sector contribution to GDDP Kollam district position 9th among 14 districts with moderate growth rate of 5.53%.
• In Tertiary sector GDDP Kollam district position 6th with appreciable growth rate of 11.38%.

4.1 DETAIL OF MAJOR CLUSTERS Sector specific clusters of industrial units are being promoted with the assistance of financial institutions and skill development facilitated through common facility centres and training institutions. Government have trained eighty officials from the Department to enable them to fulfill the role of cluster development agents. Government have short listed a few thrust sectors where intensive cluster development will be focused during the initial phase. The cluster consortia are setting up ventures such as common facility centres, raw material bank etc with the financial assistance of banks. 5. General issues raised by industry association during the course of meeting
• Low level of entrepreneurial qualities
• Lack of industrial culture,
• Insufficient management and improper guidance
• Infrastructural facilities have not reached to all areas in required level.
• Shortage of power and insufficient power transmitting system are felt in the district particularly in the industrial belt areas. Low voltage and frequent power failure affect the existing units in capacity utilisation directly affecting the productivity and hence high cost of production and low margin of profit. Delay of getting electric connection has been reported by a number of new entrepreneurs. They are also concerned about the increase in electricity tariff ever year by the Govt.
• Marketing problem is another important problem faced by the entrepreneurs in the district. The units in the district face high competition in the local market with the products of outside units. Outside units are capable to market their product in comparatively low cost as their production cost is low and having high productivity. The local SME units are not capable to supply their product on long term credit basis. Hence the long term credit system allowed by the units situated outside the State is another hindrance to market the products of the local units. The local producers also face stiff competition with the foreign market agencies who have attractive marketing techniques. Decreased demand and lack of proper Govt. support in marketing of local products have also reported. Also the people in the district has long trade and cultural association with Tamil Nadu. The Government Purchase Programme is not implemented in its full spirit.

• Shortage of working capital problem is acute in the Tiny Sector of industries coupled with non-availability of skilled labourers. This is a cause to their capability to compete with outside manufacturers/Units.
• Some units from Chemical, Rubber, Metalic, Textiles etc. have reported scarcity of raw materials along with price fluctuations. This has made it extremely difficult for the units to fix the price of the finished products.
• Though the labour related problems in the district has considerably reduced, a number of units are still facing scarcity of skilled/semi-skilled labourers Due to the demand of high wage rate by the local labourers, the availability of labourers in low wage rate from the neighbouring States, the management has turned to employ workers from other States. This may create social problems as it reduces the employment opportunities for the local workers.
• Sick Units Revival
Rehabilitation process of sick units is extremely slow. It is reported that the Financial assistance even to the units that found potentially viable are getting even after a long period. This delay on the part of the institution concerned make the unit totally unviable by the time the package is granted.
